The article is linked with two articles from 2013 (United Nations military observer and Preparation of Military Observers of ACR before Dispatch for Operation) and describes command structure of military observer in MINUSCA operation in Central African Republic. The article also deals with description of basic duties of the military observer team sites as well as some specifics of their live within the operation. The goal of the article is to provide information concerning structure and responsibilities of military observers in this operation. The paper is determined for future military observers, military observers deployed in MINUSCA operation as well as training purposes.

Islamist territorially anchored violent non-state actors (ITAVNSAs) seeking to change the status quo of the current international system constitute one of the greatest challenges the international order based on mutual respect of equal sovereign states. These actors in areas without the presence of power states use explicit cross-border violence to achieve their objective in accordance with universal Islamist ideology - the construction of a caliphate. The paper presents in the theoretical and modern historical perspectives methods of reduction of anarchy in the international system - power, economic, legalistic and normative - and highlights the reasons why face to face of these actors, these heretofore functional ways, be it on a regional or system level of analysis, fail.

The paper assesses the conceptual framework for Czech defence policy formulation in the wake of a rapid change in its security environment after Russia's annexation of Crimea in March 2014 and the subsequent Russian support for separatists in Ukraine's eastern provinces and growing instability in the Middle East and North Africa. The article examines key measures taken in the political, military, administrative, economical and societal domains in order to evaluate the overall effectiveness of Czech defence policy. Finally, the authors offer several strategic level recommendations to enhance responsiveness and preparedness of the Czech defence system and Armed Forces as one of its most significant components both in short- and long-term perspective.

The article is aimed on the identification of the tools of the international security organisations (NATO, European Union, Organisation for security and Cooperation in Europe) for de-escalation and resolution of the violent conflict in Ukraine. It is based on the liberal institucionalism. It characterizes and systematises tools and divides it into "soft power" and "hard power" tools. It is analysed the possibility of the use of armed forces as a coercive tool or in peacekeeping or monitoring missions. The NATO and the EU became involved in coercive diplomacy, the OSCE as a "soft power" becomes involved in mediation of the conflict in eastern Ukraine and dispatched long time missions. All three analysed organisations used the tools without placing of armed forces.

University of Defence, in coop. with General Staff of Czech Armed Forces, declares accreditation of new study programme. Its aim to prepare a universally educated officer with appropriate professional and language skills emphasizing the employability within his or her professional career. This new study programme emphasizes the military character of education and the ability to respond flexibly to the needs of the Army of the Czech Republic. Soft managerial skills of a commander, as far as people leadership is concerned, are also supported significantly. The aim of the article is to show the current effort of the Faculty of Military Leadership at the University of Defence to optimize the university education of a future commander­manager.

This study deals with selected aspects of the conflict in Eastern Ukraine in Luhansk and Donetsk region in period of April 2014 - to February 2015. Study is divided in two subsequent articles. The first article consists of introduction, theoretic-methodological part, analytical part and short summary, which defines main features of Russians engagement in the conflict. Theoretic-methodological part deals with terminological, theoretical and methodological background of analysis, including generally approach of Russian federation to security policy. Analytical part is divided in to the two partial chapters. The first deals with main Russian objective in the conflict. The second deals with the phases of Russian engagement.

That is the reason why the article is the comparison of French policy before and after the attacks. Currently the Army of the Czech Republic does not have any rules in determining the amount of funds for building maintenance. The maintenance is carried out irregularly and often does not solve keeping the functionality of the basic elements of the building (roof, statics, windows, sewerage, electrical wiring). Every building which is in use has to be kept in good technical condition. Only in such properties, the user can perform tasks for the security of defence of the Czech Republic properly. In terms of these facts a work target was set to create a simple method of a long term maintenance financial plan of premises owned by the Army of the Czech Republic. The crucial part of leading to the fulfilment of the objective was to create an experimental maintenance financial plan of selected premises.

The article deals with the contemporary form of terrorism, introduces selected issues and discusses the psychology of terrorism. Various forms and typologies of contemporary terrorism which occurs in different geographical and cultural areas and uses large scale of methods and tactical and strategic approaches are introduced as well.The main goal of this article is to describe psychological aspects of terrorism with the emphasis on the motivation and group dynamics of terrorist organizations. The staircase metaphor which allows thinking about the process of recruitment of terrorists is introduced as well. The article derives especially from theoretical socio-psychological and political findings.

At first, we are familiarised with terms of extremism, Romanies (Gypsies), anarchists, neo-Nazis, then the author introduces possible picture of security situation at the turn of second and third decades of 21st century. He believes that in every country there is a limited ability to integrate ethnic groups by majority. As soon as the limits are exceeded, problems begin. His scenario ends with a pessimistic vision: increasing tensions will ask army deployment, but even local armed forces are not able to enforce law and order, therefore the government must ask for help neighbouring states.

To fulfil Czech obligation as an EU Battle Group Framework Nation according to the regulating document EU BG Training and Certification, the Czech Army is to certify that the CZE/SVK Battle Group EU meet the standards and criteria stated in Standards and Criteria for EU BG. It is recommended that the CZE/SVK Battle Group EU certification process should be analogous with NATO Response Force (NRF) certification procedure and practical methods. Further it is suggested that the CZE/SVK Battle Group EU certification procedure is divided into several evaluation procedures: preparation planning evaluation, war-fighting evaluation, and technical evaluation. Each procedure will be developed by specialized teams with representatives in the sub-working group to ensure that the different procedures harmonize. This paper deals with theoretical and practical correlations of "additional" savings in defence sector. Referring to conclusions of White Paper of Defence, the author differencites between rational savings and irrational ones, i.e. the false savings. Rational savings lead us to higher economy, effecitivy and usefulness. Irrational savings present non-system measures when respective "cuts" are only for for appearance's sake, the savings are only for show. In reality, in terms of long-term prospects they will bring even higher social expenditures before those "cuts" were introduced. The author proposes several recommendations concerning effective saving to eliminate wasting defence sources.

The article continues explanation basic operational terms, familiarizes readers with true theoretical fundamentals of the key element of operational design - the decisive point. Basic doctrinal interpretations are described and explained. Its introduction and utilization is visible during the operational planning process and elaboration of operational design. The concept of decisive point has a close connection to the other concepts, namely lines of operations, the centre of gravity and the end state. The concept is further evolved via example of peace support military operation planning process. All-inclusive attitude of NATO forces assumes that conflict can't be solved only by military means. This shift from purely soldierly level to political brought around numbers of Alliance activities at Strategical and Operational Commands. The common denominator was the philosophy of complex approach in operational thinking, planning, and implementing NATO activities. As a result the operational SACEUR's directive GOP was substituted by its revised successor-the so-called Comprehensive Operations Planning Directive (COPD). It is going to be introduced in 2011 and will influence groups and military persons at all levels of warfare, dealing with operational planning and operational art for art's sake. The article familiarizes readers with this directive (COPD) as a tool for comprehensive approach to operations. The COPD offers more deliberate and inclusive planning procedures that allow for both military and non-military actors broader understanding of operational environment and better cooperation in their common effort.

The article deals with the international context of the latent war in Ukraine. It explains the recent history of the post-Soviet area in the light of Galutng's theory of positive and negative peace. It continues by the annexation of the Crimean peninsula and its international consequences. At the same time, it examines key features of the debate in the USA as well as other NATO countries. It focuses also the debate about the livraison of arms to the Ukrainian government and explains the arguments of proponents as well of the opponents of this controversial project.

The article deals with correlation of strategy and operational art. The aim of the article is to point on deficit of relationship between political decision-making and military planning. The first part of the article simply introduces doctrinal tools of operational art, applicable at both the operational and strategic level. The second part refers to the fact that application of some standard elements of operational art in terms of overall strategic framework loses partly importance because of their use in the context of unconventional conflict has been less appropriate. The third part deals with criticism of the mutual undesirable separation of politicians and military professionals involved in operations planning. Conclusion of the article offers possible solutions of this deficit.

This text presents development of the Ukrainian conflict in the context of contemporary discussion about the extent of Russian intervention in crisis regions. The author explores thesis about application of hybrid war by Russian side, use of new military and strategic methods. He also presents and evaluates the arguments which oppose the idea of considerable changes in character of military conflicts, which were demonstrated during the occupation of Crimea and during the combat clashes in Eastern Ukraine having in mind the state and possibilities of the involved actors.

The article analyses the Host Nation Support (HNS) planning process in five separate phases according to the NATO procedures. The author emphasizes the importance, purpose and result of every planning stage. The main objective of the article is to apply general rules to the concrete examples of international air forces exercises. The author further identifies his comprehension of HNS formed in the specific conditions of the 22th Helicopter Base. The logistic planning process analysis is based on the experience from exercises Ramstein Rover and Ample Strike held in the period of 2012-2014. The paper is focused on exercises preparatory stages that create the basis for a successful accomplishment of the executive part. The results of the article present the trend of planning responsibility delegation to the tactical level and define the specifics of adapted planning process. The author's contribution may be used as a lead for the future application of the HNS concept.

The paper presents the additive manufacturing method as a possible alternative to the current subtractive manufacturing methods. Based on literature survey, some of the problematic aspects of the discrepancy between the lengthy development cycles and rapidly changing operational demands responsive to current threats are identified. The paper also includes some thoughts on possibilities of solving inadequacies in the development cycles, as well as related logistical apparatus, by additive manufacturing. For the sake of objectivity, the last part is dedicated to deficits of additive manufacturing, being inherent to technology or possibly to be overcome by further development of the field.

Each officer is obligated to meet his or her qualification requirements, identified in the job description. In order to obtain a required military qualification, officers are usually send to a training course, which is either provided or organized under the auspice of the Ministry of Defence. The discussion within the Armed Forces of the Czech Republic about the system of military courses has been ongoing for the last two decades. Although the system of officers´ development is periodically reviewed, a certain economic paradox still remains. While the number of officers without adequate qualification is not diminishing, at the same time there is a segment of officers who exceed their qualification requirements, but they do not make any progress in their military careers. Despite the situation, these officers are required to take additional training and educational activities.

The article deals with a strategic document that currently represents understanding of trends, which form the future security and operational environment,and that sets up the vectors for building-up and development of the Armed Forces of the Czech Republic. The first aim is to assess the Long Term Perspective for Defence 2030 and its significance in context of other strategic documents adopted in the Czech Republic. Another aim is to confront its contents with a structured analysis of large quantity of the state-of-the-art foresight studies,differentiated in geographical and thematic scope. The comparison allows identifying convergence and divergence between the Czech document and relevant findings from the foreign foresight documents. This approach enables the judgement whether the Long Term Perspective for Defence 2030 provides a relevant guideline for the defence sector development, and whether it does or does not miss some of the issues found significant in the foresight documents in the outer world.

Protection of the civilian population against the Gaddafi regime, it was a clear UN mandate for military intervention in Libya in 2011. Not only a new approach to leading the fight against terrorism after 11 September 2001, but also requires a change in approaches to conducting combat operations coalition forces, as shown by the recent armed conflict in Libya, inevitably required a new perspective on the concept and approach to the process of targeting as the process of selecting and prioritizing targets and responding to them in accordance with operational requirements and capabilities of units, synchronization of NATO forces, particularly with regard to collateral damage with an impact on the protection of civilians. And Unified Protector operation is a clear example.

This article tries to analyse the employees of central state administration, who are involved in analytical, conception, planning and strategy activities. We organized a research at eleven ministries in 2013, to familiarize themselves with their roles. Only three ministries refused to take part in this research (home office, regional development ministry and agriculture ministry). The results reached describe how examined groups evaluated various factors influencing their analytic and conception performances. The identified state at the Defence Ministry is compared with overall situations at other ministries of the Czech Republic. At the end of this article the author expresses certain suggestions and recommendations how to improve current state of affairs.

The article deals with the development of the security system since the November 1989 events. Special attention is paid to the situation near the year 2005, when the last opportunity to update a comprehensive concept of security system occurred. The text deals with the comprehensive management of the security system issue. The authors of the article present key events and strategic documents forming the current shape of the Czech security system. In the final part of article, you can find the proposal of the strategic document management system within the security development system. Article results in the knowledge that the modern security system concept is still challenge for us.

The main goal of the article is to present the activities of members of the Slovak Armed Forces in the military operation ISAF and familiarize the reader with the main facts involving the Slovak Republic as a member of the Alliance in this operation. The text outlines the genesis of the ISAF and structure of the components of the Slovak contingent. SAF members during their tenure at ISAF gain valuable experiences that make up their professional competence and achieve greater compatibility with other members of the Alliance. In conclusion, the most important awards are presented by the coalition partners for professional use, so competence and commitment of the SAF to assist and defend basic human rights and freedom of the Afghan people, to help them take responsibility for themselves and their country.

The paper concerns the crisis in Yemen which escalated once again in the beginning of 2015 and considers legality of Operation Decisive Storm launched in March 2015 by military coalition led by Saudi Arabia.

The process of the Lessons Learned in the Czech Armed Forces is not ideal for several reasons. One of them is the underestimation of the process by top management. Another one is the low level of awareness of the process, institutions, possibilities and importance of the Lessons Learned Process as a whole. The aim of this article is to clarify the Lessons Learned Process as a tool to support the organization. The first part of the article deals with the process of the Lessons Learned in the Czech Armed Forces including terminology. The second part of the article describes the factual implementation of the Lessons Learned in the Czech Armed Forces. It points out achievements as well as drawbacks during its implementation. In addition to that, it introduces the current Czech military publications dealing with this topic. The conclusion presents the description of some suggestions and recommendations for further development of this process.

The article provides necessary information about the link between lifelong learning and the education and training of personnel within the Ministry of Defence of the Czech Republic sector. It offers the information about the relationship between the class management system and distance and electronic education. It deals with the implementation of the class management system in career courses of professional soldiers under the auspices of the Centre for Security and Military Strategic Studies of the University of Defence. It clarifies the course of study in career courses, identifies the problems and generates their possible solutions.

The main goal of this article is to depict the issue of intelligence information sharing within the so called principle "need to share" and highlight the differences of this current trend, which was to replace the "need to know" principle. The first chapter in reference to current global threats depicts the extent of the present national and international interrest in the intelligence field which is followed by the issue of "need to share" principle. The aim of the following chapter is briefly analyse the sfaring of intelligence information within NATO and the EU. This chapter also includes the possible sharing of SIGINT information obtained by national tactical element embedded in Task force during current day operations. The final part evaluates the intelligence information sharing and outlines certain prediction of future development in this field.
