This paper addresses a gap in the literature relating to the effects and implications of water scarcity and the potential for water wars. The theme has evident military consequences. Experts provide rather pessimistic forecasts about the situation with freshwater on the planet. The early warning models seem to be quite useful as well as early warning conflict indicators. The author deals with the problem from the level of the Czech Republic.

Even though we have several concept documents: Security Strategy, Defence Policy, our armed forces are fragmentized by doubtful laws into autonomous sections, Army of the Czech Republic, Castle Guard, Military Office of the President, Military Intelligence. We lack a binding political assignment on defence policy. The Defence White Book was a serious attempt to introduce this problem among members of government, parliament. But it was ineffectual. The officials did not respond, contented with emergency arrangements. Alarms bell. Supposing the politicians are not involved in defence policy, we should lose our Alliance credibility, later on even Alliance collective security.

The accession of the Czech Republic to NATO is reflected in the Czech security system, especially in the political, institutional, organizational and legislative areas. The article describes the ways to achieve the NATO key requirements: political, institutional, legislative, defence, resources, as well as information security and public support. In order to become fully capable to consume benefits of NATO membership and fulfil its obligations, appropriate legislative changes must be adopted. Four North Atlantic Treaty Organization pillars had to be integrated: Washington Treaty, defence planning, information security, mutual solidarity.

The main goal of the presented article is to evaluate the impact of Japanese missile defence development on the regional strategic stability in Northeast Asia. The goal is reached through an analysis of interaction between missile defence and roles of ballistic missiles in Chinese and North Korean strategies towards Japan, while also taking into account the alternative policies which Japan might have used in response to the ballistic missile threat. According to the analysis, the development of the Japanese missile defence does not degrade strategic stability in the discussed region.

The article explains the meaning of strategy documents covering forces' deployment in future operations, i.e. operational concepts and aspects of their development. The authors concentrate first on approaches to their optimal structures and use history examples taken from both Alliance and Czech environments. Secondly they discuss the latest initiatives of this kind in NATO, the formation of a document under the title "Framework for Future Alliance Operations (FFAO)". After its approval, this document is going to be a crucial groundwork for all defence planning, not only in the Alliance scope, but in every member state. The scientific attitudes and employed methods of introducing the FFAO are closely watched by the Czech security community, mainly by the specialists of defence department, with the aim to adjust them into the processing of individual national documents.

This paper deals with a geospatial support at a strategic level, especially with the production of rapid map products, presenting at this level the most required product type. Backed by their own working experiences from both NATO and EU command structures, the authors describe requirements for geospatial products created at a strategy level, emphasizing the importance of respecting the general cartographic principles. The authors compare the general technology of thematic map production, making use of Geographic Information System, technology, with the technology specific to the strategic level. They also describe the specifics of production at that level, presenting examples both similarities and differences between geospatial support in NATO and the EU.

The article deals with aspects of operational art inside the operations planning process. It deals with the concepts of operational design and suggests a possible way of introducing such theory into the development process of operational approach. This paper is a free sequel to several articles published in Military Review on this theme. It introduces several professional terms in the field of operational art, up to now not officially established.

The paper describes a design concept of a lightweight armoured vehicle set "S-LOV-CBRN". The equipment of this set allows its crew to carry out a safe reconnaissance activities in areas with unknown situation under chemical, biological and radiological risks (CBRN reconnaissance), as well as the risk of contact with armed opponents.

This polemics is written by Prof. Fr. Ochrana, both reader and author of the Military Review quarterly. It is a response to the article in No 4, 2013, by Vl. Karaffa, editorial board chairman. Prof. Ochrana generally supports his conclusions concerning the further survival of this Czech Military Review. According to him, the review has indispensable role in the spectrum of both civilian and military professional journals. He recommends to evaluate the problem of its existence upon the principles of cost/benefit analysis, with regard to the so-called socials costs, the key steps of which he enumerates.

Today, the word Concept is one of most used terms in the framework of long and medium term of defence management. Concept development as a process is mentioned in significant number of departmental regulations and descriptions of activities of organizational bodies of the Ministry of Defence and General Staff. Concept development and Experimentation is a kind of incantation used when we speak about the development of long and medium term strategic documents. This article comprises the analysis of the legal regulations concerning the development of strategic documents. It analyses the implications of the governmental Methodology of mid-term concepts and Methodology of preparation of public strategies for departmental strategic documents.

Článek je shrnutím výsledků řešení projektu obranného výzkumu STRUKTURA: Tvorba modulárních struktur úkolových uskupení pro celé spektrum operací a jejich ověřování s využitím tvorby koncepcí a experimentování - CD&E. Je zaměřen na objasnění problematiky definování modulů jako základního prvku modularity a možné přístupy k výběru hodnocení a formování modulárních úkolových uskupení. Cílem článku je pojednat o možnostech tvorby úkolových uskupení a generování sil v podmínkách definovaných a popsaných scénářů. Hlavní části článku vymezují determinanty organizace modulárních struktur a jejich popis.

The main characteristics of the Armed Forces of the Czech Republic-leadership, organization, doctrines, personnel and its preparation, weapons systems, material, infrastructure-has been continuously adopted since their creation in 1993. This article analyses three main strands of this process: the first one constitutes the changes in the global security environment and their impact on the role and tasks of armed forces. The second strand reflects the marginalisation of security and defence policy agenda, influencing the instability of armed forces. The last strand focuses on the growing role of international organisations during the provision of security and defence of the Czech Republic. In summary, the author identifies main challenges ahead for Czech political and military leadership.

The aim of this article is to provide comparison of the main indicators of military power among the individual EU countries, between the EU in total and the U.S., and the comparison of the world's biggest military powers. Current evolvement of changes in military power indicates the shift of the centre of gravity aiming prevailingly eastward towards raising and growing economical powers. Due to the differences of various input data, multiple information sources used for comparison are significantly different. In addition, it is difficult to get them for some isolated countries, the results of which are sometimes only estimated. The study also includes information on the main importers and exporters of the military equipment, as well as the estimation of future trends.

The period of the beginning of the 21st century is typical for the situation characterized by minimization of a global conflict and by decreasing risks of a direct aggression among neighbouring countries. Nonetheless, the occurrence and permanent existence of mass destruction weapons and industrial accidents caused by human beings, natural disasters produced by leakages of toxic industrial materials, are considered as a global problem that determinates not only the activities of national armies, but also activities of civil population. The danger of WMD deployment is especially high at time of danger, when forces are to be used or misused, and terrorist activities might multiply in some world's regions, even in technologically underdeveloped countries.

The role of civil-military cooperation (CIMIC) is increasing in the post-modern wars (operations). CIMIC is a significant element at the coordination of military and civilian participant activities over current military operations. New tasks for actors are as result from new NATO concept and outline new tasks dimension. The armed forces as well as the Army of the Czech Republic (ACR), have to solve many problems associated with this new dimension. The article outlines a possible set of activities associated with the new approach to CIMIC in crisis management in the context of the Alliance operation.

Methodically, presented study comes out of a book by Martin Potůček at al. Studying the Future as a Challenge. Its author offers a comprehensive characteristic of several fundamental challenges to social forecasting. It begins by defining forecasting as the formulation of conditional accounts of possible futures. The main forecasting theme to be solved are as follows: ageing Czech population as a security problem, corruption, criminality, organized crime as a tool of political and economy instability, the marginalization of Czech Armed Forces in context of globalization and overall European defence, possible threat of the collapse of Czech defence system.

In September 2011 the government approved the new Security Strategy of the Czech Republic. It was important that this document was discussed and elaborated with the participation of the security community, security professionals both from the army and civil institutions or schools; among others we must state the CEVRO institute or the CESES centre, Charles University Prague. The author familiarizes readers with its contents and the history of its genesis by means of polemics with individual items of this document. In addition to general statements, there should be concrete proposals, the authors supposes, for tangible precautions, which might help readers to comprehend proposed measures, and thus to open way to deeper understanding among wide public to security problems, i.e. impending threats and dangers.

Since 2008 national security institutions such as police, fi re brigades or armed forces have been confronted with the lack of manpower. There is impending risk of decreasing in population between 15-24 years, and as those key executive institutions are based upon employees' principle, this fact might disenable each national security institution, supposing this risk would be underestimated. Recruiting campaigns are not sufficient enough. In the near future, this is probably going to infl uence so far strict criteria for recruiting military personnel. According to the author, demographic ageing thus represents one of risks, but up to now the offi cial documents by Czech MoD have not reflected this situation.

Africa has became synonymous with conflict, increasingly violent and protracted. The continent is facing huge difficulties today and the EU is more and more involved in peace enforcement and expeditionary operations. Therefore the purpose of this article is to inform and pass knowledge of operational environment to those Czech soldiers designated to deploy overseas and abroad. It covers topics such as operational areas, understanding EU Battle Group operational Environment and Africa's operational environment. It is necessary for Czech soldiers to understand African operational environment very quickly and profoundly to avoid unfortunate misunderstanding of the local culture, customs, believes, religions, regional official and customary laws. It is a new challenge for the Armed Forces of the Czech Republic to be prepared for the CZE/SVK Battle Group. All information and data for this paper were drawn from unclassified sources.

It is a point at which attacking forces are unable to continue their attack or even defend themselves, because do casualties, shortages of fuel, ammunition and rations, and sheer physical exhaustion. This sequel article deals with the theory of the operational art focusing on the culminating point operational concept. The article emanates from Carl von Clausewitz's ideas and concepts described in his book "On War", doctrinal publications analysis and study projects of the operational art theorists. It treats conditions influencing achievement of the culminating point on single levels of war-strategic, operational and tactical and highlights coherences and factors having fundamental influences on culmination. The article is accompanied by several graphs describing this theory in detail. This article covers the EUFOR RD Congo operation preparation phase and provides information on Military Strategic Planning Process, Military Operational Planning, Collaborative Planning, EU OHQ Potsdam activation and Force Generation Process. It describes planning period to highlight a pivotal role of training and education. Operation EUFOR RD CONGO was the EU second military intervention in the RDC, following Operation Artemis in 2003. The EUFOR RD CONGO mission was to support MONUC during running election process, in accordance with the UN Security Council Resolution 1671, authorizing the temporary deployment of an EU force in the RDC. The aim of the article is to present an up-to-date discussion on cyberspace as a new, fifth domain of warfare. The reader is provided with the concept of cyberspace, its current interpretation, primarily in American doctrines and military theory. The army mission is contextually mentioned as well, explicitly the limits of Czech forces capacity. The paper deals with the form of cyberspace and its characteristics in the context of military operations. It advocates the idea of cyberspace as a war domain, which is presented together with the criticism to such approach. The article concludes with the summary and evaluation of both sides' arguments, taking into account the specific role and abilities of armed forces.

The article deals with contemporary security situation in the Sinai Peninsula. Attention is paid to certain aspects that form the local negative trends in security developments and their mutual interconnection, as a part of social movements after the events of the so-called Arab Spring and the consequences of the Egyptian Lotus Revolution that have a cardinal influence for both the deployments of Egyptian Army and the security sector in this territory. The opening part of this article is a brief historical excursion into the peace agreement between Egypt and Israel that arranges the special status of the Sinai as a demilitarized area and the adjustment of social-economic reality of the Bedouin population performing decisive influence for described situation.

The article deals with controlling implementation into the mechanism of central institutions and state administrative management of the CzechRepublic (CR), hereinafter state administration. The purpose of this article is to present state administration controlling as an effective control tool, backed by best experiences and practice in the Germany. The authors explain and determine theoretical bases and circumstances to put controlling into practice. They comment the effecitivity of controlling implementation in Czech state administration, using as an example the Defence Ministry of the CR.

The paper briefly identified the long-time objectives of overall geospatial support. Based on that, ways ahead to achieve main aims are described. Special attention is paid to software platform for geospatial production, cooperation with civilian and international partners, legal aspects, R&D as well as mobile sets intended usage.

The article deals with some aspects of military art in connection with the forthcoming Doctrine of the Army of the Czech Republic. Its aim is to contribute to discussion on the issue of operational art and highlight the major benefits in military terminology. The author describes some specific doctrinal terms and briefly suggests their possible application during the planning and conduct of military operations.

The polemic by Mr. Luboš Dobrovský in his essay in Military Review, No. 2, 2013, is based upon a critical idea that even though the Czech government approved conclusions and goals set by the White Paper on Defence, the MoD and the General Staff began to fulfil their duties, the government did not carry out its obligations. The author came to the same conclusion same time ago. But he didn't agree with the proposition that the army in a state of emergency. Such a verdict is rather exaggerating, the author believes, as Czech defence department is still able to fulfil both its Alliance commitments, missions abroad, or home assignments, e.g. support to integrated rescue system. What's missing is a critical reflection over economical management. Data, numbers, and facts are attached.

The article is freely connected with the article United Nation Military Observer published in this Military Revue No 3, 2013, where the role of UN military observer was specified, i.e. as a member of an international peace support operation and military peace engagement. This following article mainly deals with UN military observer training procedures and concentrates on the classification of this training category. The lager part of the article is focused on military observers´ general preparation and its subjects and contents. In respective chapters, there are individual items of this training and their implementation explained, partly in the ACR. Finally, the author opens the question of chances to implement some neglected types of military observer's schooling, specific mission training, in-place training, and refresh training.

The control of emergency economic measures, namely state material reserves, is an important part of Czech security system. From the institutional point of view, all is run under the authority of a central institution-the Administration of State Material Reserves (ASMR). This paper deals with its role in the management of state material reserves, reflects problems and consequences resulting from the changes in security surrounding, re-evaluates opinions and views both by experts of state administrations and academic community. Those are the main key questions the study seeks an answer.
