Vojenské rozhledy / Czech Military Review Nr. 3/2013, Vol. XXII. (LIV.): 67-75 | DOI: 10.3849/2336-2995.22.2013.03.067-075

The classification of a term of "decontamination" comes out not only from the Alliance norms, national military regulations and publications, but also from the documents that deal with the conception of decontamination for civilian purposes, i.e. from documents of the Fire Rescue Brigades of the Czech Republic. The study of both Alliance and national documents has proved that in many cases this term is being introduced in a different way which might cause not very homogenous interpretation and understanding to accomplished decontamination measurements and thus even overall disunity in a framework not only of Alliance, but also in selected basic and other parts of the Integrated Rescue System of the Czech Republic. The paper analyses approaches to the term of "decontamination"practically only by means of definitions in use nowadays. At the end of this document there are recommendations which ought be considered by the management of the Czech Armed Forces Chemical Corps within the area of its respective interest.

It puts stress on the issue of forces operations, those of CIMIC units in particular, within the Integrated Rescue System, during crisis situations, i.e. natural disasters, environmental accidents, etc. The paper comes out from the tasks defined by the Defence White Paper. Those tasks are compared with the legislation in effect, and the authors make some inquiries about suitable measures to implement them. Unlike missions carried out abroad, the CIMIC problems and tasks in ACR operations on home territory are nearly untouched. The paper aims to open discussion over this topic, among others, because our current relevant legislation is obsolete.

It recalls previous efforts and present activities to implement common security and defence policy in practice. It is a short analysis of conditions under which the EU is situated, and in general contours it characterizes possible advantages of common European armed forces. It expresses author's opinion that by forming "European Pillar" in NATO, the transatlantic linkage between the EU and the USA will not be weakening, but on the contrary, it will be strengthen. The author uses the terms "European army" and "common armed forces of EU" that he takes as synonyms and therefore he asks the reader to take this fact in account.

It is the development of security and operational environments that directly affects the theoretical and doctrinal thinking, the approaches to armed forces employment to deal with contemporary and future crisis situations. This paper is an attempt to project some opinions on C2 issues from the sixties last century to the present. As there are two periods with dozens of common characteristics, we can find a number of similarities. This article aims to point them out.

Vojenské rozhledy / Czech Military Review Nr. 2/2013, Vol. XXII. (LIV.): 168-181

The prerequisite of effectivity of people training for the emergencies lies on their timely and high-guality preparation. At present, in the Czech Republic, we prepare defence-training concept for school youth protection under normal risks or emergencies. But it was only in the school year 2012-2013 that more conceptually comprehensive preparation has been introduced, of more binding character, at least in elementary schools, because after the abolition of Act on Military Education in 1991, this sort of preparation is not supported by a special law.

During the first half of 2010, many Internet sites in the Czech Republic and abroad published a number of alarming articles about the platform, called the European Gendarmerie Force (EUROGENDFOR, EGF). Their authors refer to this unit as the basis for a new "Holy Alliance", when the gendarmerie from one member state will be going to suppress unrests in another member state - if the local task forces refuse to do so. The re-election of Barrack Obama implies that the President preferring political solutions to military ones will have remained for the next four years in the White House. As far U. S. strategy culture is concerned, without doubts American armed forces are going to be prepared to be modern, strong, agile and capable to meet the U.S. National Security strategy goals whatever and wherever they might be. Simultaneously, Obama´s programme for his second term presupposes to close down several military bases all around the world, together with reductions in the size of forces, manpower. Only the most important will be preserved. The further development will be therefore predestined by necessary quantitative reductions, but at the same time by qualitative updating American armed forces, and by the stress on power projection capabilities to take an active approach to counter any threats worldwide.

Strategic Culture: Concept Presentation

Ing. Tomáš Pospíšil

Vojenské rozhledy / Czech Military Review Nr. 2/2012, Vol. XXI. (LIII.): 26-33

Studies of the importance of culture have gained greater attention in the post-Cold War era. In present world, there are many fenomena that can't be explained in terms of neorealism. There is the consensus in national security policy studies that culture may significantly affect grand strategy and state behaviour. It limits behavioural choices, from which we could derive predictions about our strategic choice. This study is based among others upon Johnston's strategic culture concept related to three generations. The study is divided into five parts: at first the author introduces general concept of strategic culture, the second, third and fourth parts correspond to individual generations. In closing part the author explains his own understanding to this concept.

Complex Security Management in the Czech Republic: Starting Point for Upgrading (Themes for Security Review)

Our new stance to comprehensive control of security in the international context is based upon the so-called "wider security concept". Despite various definitions, there is the consensus that a national state is not the only security subject, the classical paradigm was extended to other areas, outside military one: political, economy, financial, banking, environmental, and social. They are endorsed by security problems related to technology, energy, raw material sources, ethnical disputes, religion, together with humane rights and cultural aspects. To win the war is easy, to establish peace is difficult. Last but not least, we now have to fight and win the war of public opinion.

The Current State and Trends in Space Security

Ing. Vladimír Šilhan, CSc., MSc.

Vojenské rozhledy / Czech Military Review Nr. 1/2012, Vol. XXI. (LIII.): 132-147 | DOI: 10.3849/2336-2995.21.2012.01.132-147

Space applications and use of satellite data became an important tool for production and development of many companies and institutions, as well as indispensable part of our daily lives, when using e.g. satellite navigation or TV broadcasting. Proper functioning of those services, however, requires the security of space assets at the orbits, their ground stations and the transmition links. The basic threat for space assets is the growing number of debris at the orbits. Space Situation Awareness has a growing importance and sharing information among all main space actors becomes a pre-requisite. Efforts to agree on common guidelines to mitigate possible risks related to outer space activities are made both within the UN and the EU as well as among all space agencies.

The Strategic Control of Czech Republic Defence: a Part of National Security

Vojenské rozhledy / Czech Military Review Nr. 3/2011, Vol. XX. (LII.): 3-22

One of most discussed themes in this field is also a critique of unfinished, non-stable structure of master documents, e.g. Security Strategy of the Czech Republic. They are often told to be obsolete. The latest document, the White Paper on Defence, Critical responses are not quite justified. There are a lot of good ideas, innovations. Many things have been done, many set tasks have been met at the level of Defence Ministry. Positive effects of results reached are obvious. They are summarized in the White Paper mentioned above. The only danger lies in arbitrary decisions by political management, including employing variable means of their implementation, wanton interpretation of leading defence principles, low respect to approved strategical decisions. We must name mentioned handicaps as a first step towards the real and true remedy.

A History of the Use of Private Military Forces

Informational pages

Doc. Mgr. Oldřich Bureš, M.A., Ph.D., PhDr. Vendula Nedvědická

Vojenské rozhledy / Czech Military Review Nr. 3/2011, Vol. XX. (LII.): 76-93

Although private military companies like the former Blackwater were regarded as a relatively new phenomenon in international security, their history is not new. The participation of private individuals, and /or groups of private individuals, soldiers of fortune, in "foreign" armed conflicts is at least as old as the history of wars by itself. It is impossible to open a debate about the scope and possible impact of the current use of private military and security companies without knowing and evaluating their long-term historical developments. The goal of this study is therefore to map the history of the use of private military forces, their involvement in various conflicts, services they offer, among others, from the point of international law.

Expeditionary Capabilities and Food Acquisition

Military professional

Ing. Pavlína Vasická, prof. Ing. Aleš Komár, CSc.

Vojenské rozhledy / Czech Military Review Nr. 4/2008, Vol. XVII. (XLIX.): 147-154

The ACR is going to take part in expeditionary operations abroad, so we must be prepared to supply and sustain such forces. Problems with the provision of the bakery products in the military operation and mission include diet; economical, technological, safety; and psychosocial aspects. The ground forces are to be effective. Now we are developing premixes that meet the conditions of nutritional content of bakery products and the indigenous products with the protective function. The new utilized technology is based on preparing dough with improvers. Cost analysis of producing bread and pastry in operation was carried out with a surprising outcome: the costs of our own production are approximately 4-6 times lower than the costs of products from the local or other producers or participating armies (which is contrary to present-day official policy buying from outside suppliers).

Missions and Tasks of ACR Logistics Since its Establishment till Present

Prof. Ing. Petr Hajna, CSc.

Vojenské rozhledy / Czech Military Review Nr. 4/2009, Vol. XVIII. (L.): 142-148

The author discusses the issues surrounding the construction of modern logistic support for the Czech Army as it transforms from a conscript to an all professional force of agile, light forces, with high reliability and low support requirements. The basic philosophy is to create comprehensive system that would offer complex service for a commander in the field of materiel, technology and medical services. The logistics reform must be supported by enhancing communication systems (Information Logistics System) and by seeking the ways of rationale savings, to reach the highest level of compatibility with logistics systems of other NATO nations. "Time Based Competition" and "Time Compression" must be accepted at all levels of logistics system both in peace and field conditions. In the future, the security problems will be managed more by civilian means than by hard force. The goals will be political, economical and cultural. Those changing threats will ask logistic support to be more flexible, mobile, integrated, compact and precise.

The Transformation of Bundeswehr's Logistics

Ing. Vladislav Vincenec, doc. Ing. Miroslav Cempírek, CSc.

Vojenské rozhledy / Czech Military Review Nr. 2/2009, Vol. XVIII. (L.): 111-120

In recent history, German armed forces have been transformed into a modern, international recognized force, so has its logistics. Readiness became a major issue and soldiers suddenly had to be prepared for a broad variety of international missions, predictably supported by military logistics that newly cooperates with a private sector. The main logistics control and management centre is situated in the port city Wilhelmshaven. The Centre is responsible for planning logistics operations, their coordination both home and abroad. The newly created department for supply chain management is going to streamline supplies, to increase efficiency of the whole supply process. By means of several schemes the authors explain flows of materiel and supply routes tied with civilian companies (e.g. HIL GmbH).

Where Are You Going, Defence Department?

Opinions, controversy

Pplk. Ing. Karel Vávra

Vojenské rozhledy / Czech Military Review Nr. 1/2009, Vol. XVIII. (L.): 68-75

The autor responds to several articles published in our Military Review, namely by Prof. František Ochrana, Prof. František Božek, Brigadier Rudolf Urban, Prof. Miroslav Krč, in No. 4/2008, with special appreciation to critical articles by Ing. Jiří Dušek and Lt.Col. Ing František Růžička in the same issue. He tries to find out common denominators of those essays. There are three of them: economization tied with rationalization, risk management, and information compatibility. As necessary he regards to unite those denominators both at the level of decision making officials and at the level of their subordinated elements, by means of e.g. working teams as a guarantee of coordination, so that the adopted Long-term Vision of Defence Department could be actually realized.

Centre of Gravity-the Decisive Operational Concept Part II

Plk. gšt. Ing. Ján Spišák

Vojenské rozhledy / Czech Military Review Nr. 4/2008, Vol. XVII. (XLIX.): 36-43

The second part of this short serial deals with the theory of the operational art focusing on the centre of gravity (COG). The article emanates from Carl von Clausewitz's ideas, doctrinal publications analysis and many study projects of the operational art theorists. The author especially aims on disunity and heterogeneity of comprehension of the centre of gravity theory in confrontation of contemporary doctrinal publications and original Clausewitz's theory. He compares operational manuals (those of U.S. and NATO), and finds similarities concerning characteristics, capabilities or localities from which a military force, nation or alliance, derives its freedom of action, physical strength or will to fight. Finally, he himself defines enemy's centre of gravity and highlights coherences that can affect fulfilling political and military objectives in current and future military operations.

Factors Influencing Veracity of Midterm Planning

Opinions, controversy

Pplk. Ing. František Růžička

Vojenské rozhledy / Czech Military Review Nr. 4/2008, Vol. XVII. (XLIX.): 70-78

Some of the published critiques dealing with midterm planning are not true, as they were created without detailed knowledge of practice and methods how our midterm plan was created. Nevertheless, there are some real faults in midterm planning. According to the author, they are divided into two groups: external-they depend on quality of assignment; and internal-they are connected to the application of theory. Main external fault is the absence of long-term plan. In fact, it was introduced by the Order of Defence Minister, but it has not been worked up thoroughly. We lack adjusting main goals, tasks and priorities for MoD. Next problem are unstable and lacking financial sources. Internal mistakes are as follows: absence of mechanism for balanced changes between cycles of planning; implementation of life cycle cost and level of education of staff preparing data for planning.

Command and Control in EU Operations

Pplk. Ing. Jaroslav Kulíšek

Vojenské rozhledy / Czech Military Review Nr. 3/2008, Vol. XVII. (XLIX.): 29-51

This article deals with the EU command and control functions and provides basic information on the structure and capabilities of the EU CCS in Battle Group EU operations. The author describes political and strategical levels CCS (COREPER, GAERC, COPS, CivCom, EUMC, EUMS, BDE HQ, prospective EU FHQ). Only US, EU and E3 (Britain, France, Germany) are capable to realize integrated expeditional operations. The ACR can work only with cooperation with them. The Czech Republic as a small EU member state is actively engaged in the building of the Battle Group EU. The Czech Army is going to increase its expeditionary capabilities as demanded and be prepared for a broader range of conflicts and crises in the vital area of the EU concerns. At present, the ACR is able to carry out a self-supported, integrated expedition operation only on the edge of all its strength. The political leaders must bear this fact in mind, as the army mustn't be overburdened, otherwise it might lose its credibility. All information and data for this paper were drawn from unclassified sources.
