The Future Objectives of the Armed Forces of the Czech Republic

Nonreviewed - Other

Ing.Josef Procházka, Ph.D.

Vojenské rozhledy / Czech Military Review Nr. 2/2008, Vol. XVII. (XLIX.): 31-38

The author of this article considers the prospective changes in the development, character, missions and tasks of the Army of the Czech Republic, Those changes are deduced from the changing security environment and long-term development trends. To meet new demands, we must continue in building interoperability and compatibility. The battlefield operations will be planned and controlled by the systems of "Network Centric Warfare" and "Reach Back Operations". It will not be necessary for a commander to be in physical contact with operational theatre. Electronical high speed intelligence, surveillance, target acquisition, reconnaissance will enable the high pace of military operations (together with common analyses, integration of collected data, evaluation of enemy's intents and activities). This will enable to build a credible defence, in the frame of collective security system, hand in hand with other NATO allies.

Operation EUFOR RD CONGO-Part II (Deployment, Execution, and Re-deployment of Forces)

Military art

Pplk. Ing. Jaroslav Kulíšek

Vojenské rozhledy / Czech Military Review Nr. 2/2008, Vol. XVII. (XLIX.): 39-60

This operation was led by Germany, and made up of elements contributed by twenty EU nations; as well as Turkey and Switzerland. The EU deployed FHQ in Kinshasa and simultaneously kept the over-the-horizon force in Gabon, in order to ensure a deterrent capacity and to avoid unnecessary heavy military presence in Kinshasa. After Operation Althea in Bosnia and Herzegovina, the EUFOR RD Congo was a second EU largest military operation, involving a total of almost 3,000 soldiers and officers). The co-operation with MONUC was decisive in containing the potential spread of violence at a particularly sensitive moment in the election process. The operation demonstrated the EU ability to successfully conduct medium scale autonomous multinational operations within a planned time frame under the UN mandate. The views expressed in this assessment are those of the author and do not reflect the official policy or position of EU Military Structure or the Czech Ministry of Defence. All information and data for this paper were drawn from unclassified sources.

EBAO-The Method How to Control Prospective NATO Operations

Military art

Pplk. Ing. Jaroslav Moravčík

Vojenské rozhledy / Czech Military Review Nr. 2/2008, Vol. XVII. (XLIX.): 61-65

Operations by Lt.Col. Ing. Jaroslav Moravčík. NATO's current operational experience and that from other operations indicates that purely military actions cannot resolve a complex emergency of crisis. The requirement for the military to interact with non-military actors shows a new, more comprehensive approach. In response, NATO's Effect-Based Approach to Operations was highlighted. The four functions of EBAO and their related activities are mutually supportive. The functions are carried out in a continuous, interactive, parallel process and should not be regarded as sequential steps. They are as follows: Knowledge development; Effect-based planning; Effect-based execution; and Engagement space assessment. EBAO recognizes the importance of applying the various instruments available to the Alliance to create overall effects that will lead to crisis resolution. Achieving synergies amongst NATO and non-NATO actors will enable to identify better how it may best harmonize its contribution with other actors involved in a crisis.

Terminology Used in MoD Department: Oral and Written Practice

Opinions, controversy

Ing. Vladimír Krulík

Vojenské rozhledy / Czech Military Review Nr. 2/2008, Vol. XVII. (XLIX.): 86-99

Military professional terminology is a special vocational vocabulary used within armed forces, usually only partially understood by outsiders. The author demonstrates several most notorious examples to draw attention of terminology specialists. They are special vocabularies of military and security affairs, such as human resources, integrated MoD, recruit, recruitment, air wing, air base, strategical/tactical levels, names of organizational military structures, battalion, company, regiment (in fact they differ from nation to nation) task force, defence planning and planning of defence, to name at least a few. In spite of several translated AAP publications, generally, those terms are used in a different way. The author calls for creating more cohesive terminology. He intentionally does not put his own proposals, he only appeals to leading military officials to enforce the unified and accurate military terminology. It is high time to solve this task, namely within the frame of a lifelong education of military personnel.

How Much We do Really Need (Money for National Defence)? (Reflections over the book that is not aging)

Book review

Mjr. Ing. Bohuslav Pernica, Ph.D.

Vojenské rozhledy / Czech Military Review Nr. 2/2008, Vol. XVII. (XLIX.): 196-199

This book written by Alain C. Enthoven, and K. Wayne Smith, was published some forty years ago, but its leading ideas do not grow old. It is a work of enduring value and listing relevance, this book is both a classic account of the application of powerful ideas to the problem of managing the U.S. Ministry of Defence (DoD) and a cautionary history of the controversies inspired by that successful effort ...206 Defence secretary Robert S. Namara's device was a new system for allocation defence resources, the Planning, Programming, and Budgeting System (PPBS). Most of those decisions are taken as bedrock defence policy today, and the methods have become embedded ad the DoD's approach to defining and resolving issues. According to the author of this article, this book ought to be the inspiration even for our Ministry of Defence in its effort to save restricted means and at the same time to increase Czech military capabilities.

Defence strategy: Vision of Responsibility

Nonreviewed - Research

Ing. Josef Opluštil

Vojenské rozhledy / Czech Military Review Nr. 4/2012, Vol. XXI. (LIII.): 3-5

The new ten-year defence strategy of the Czech Republic has been approved. The document stresses that despite the continuing recession, our state should not allow the military being weakened by further reduction of resources. This could worsen the quality of the military and weaken the Czech Republic's credibility in the international community. There is also the risk of the financial, organisational and personnel destabilisation of the Czech defence system that would bring about a loss of the quality of military personnel, a decayed prestige of the military service, an erosion of the state military capabilities. The new defence strategy is not a cure-all medicine. By its adoption the real

Defence Department Has Established the Institution for Strategy Studies

Nonreviewed

Ing. Vladimír Karaffa, CSc.

Vojenské rozhledy / Czech Military Review Nr. 4/2012, Vol. XXI. (LIII.): 6-11

On May 15, 2012, the Czech Defence Minister decided to establish the Centre for Security and Military Strategic Studies. The institution of this type has been long awaited, with great expectations. The author, director of this institute, presents the survey of similar scholarly institutions founded and finally cancelled in this country after 1989. This article introduces the original intent of its founders, namely Centre's future role in the development of strategic studies as a starting point for strategic management, its place in the system of Czech military education and training. The results reached by this institute ought to be truly utilized by MoD leaders and government officials.

Operational Analysis: Key Capability Supporting Decision-making

Military art

Ing. Pavel Zůna, MSS, Ph.D.

Vojenské rozhledy / Czech Military Review Nr. 4/2012, Vol. XXI. (LIII.): 35-44

The defence environment is complex and dynamic. This is a result of the nature of modern conflict, rapid changes in technology, the need to deal with uncertainty in the face of limited sources, changed attitudes to risk and the sheer diversity of actors from different cultural backgrounds. Defence-decision makers are confronted with an increasing operational complexity that has strategic implications. Decisions on defence policy and strategy are characterized by uncertainty and risks. This Article describes differences in Hard and Soft Operational Analyses, and presents some examples and conclusions for military practice.

Operational Art: Theory for Practice

Military art

Ing. Ján Spišák

Vojenské rozhledy / Czech Military Review Nr. 4/2012, Vol. XXI. (LIII.): 45-54

The aim of the article is to provide the readers information related to the theory of fundamental elements and tools of operational art, which are for the preparation and conduct of military operations, particularly at the operational level of war, critical. The operational level of war depends on methods that will create appropriate conditions to achieve the closing state, set by a superior commander, in accordance with the complex strategy of military and non-military instruments of state power. Although the methods of application of specific operational art components rest mainly in the mind of the English Annotations and with several acts tied with civil emergency preparation.

System Problems with Career Soldiers Incomes: Qualification for Pay Classes

Opinions, controversy

kpt. Ing. Jakub Picka

Vojenské rozhledy / Czech Military Review Nr. 4/2012, Vol. XXI. (LIII.): 55-60

The author analyses current pay and reward system of remuneration according to merits, years of service, military profession, speciality, rank, etc. We have many military specialisations that do not fit to only several pay classes. The author concludes that present-day system leads us to badproportioned states, when some military specialities are overvalued, whereas other ones are underrated. This problem is continuously solved. Today we propose new military remuneration model taking into account total fixed remuneration and premium service components.

The Cyber War Continues

Informational pages

PhDr. Antonín Rašek

Vojenské rozhledy / Czech Military Review Nr. 4/2012, Vol. XXI. (LIII.): 73-89

The author summarizes present-day knowledge of this problem. Worms and viruses have transformed to serious security challenges and perfect instruments of cyber espionage. They have become a tool in information warfare. Cyberattacks transformed to risks calling only for technical responses. The growing awareness of the seriousness of the cyber-threat is enhanced by incidents, e.g. the malware "Stuxnet" attacking the Iranian nuclear programme. Actually, cyber space is regarded as a fifth dimension of military deployment, apart for land, air, water, and cosmos. Some nations are already investing massively in cyber capabilities that can be used for military purposes. Most Western nations have considerably stepped up their defences in recent years and are forming special units for cyber warfare.

Using the Sociomapping Method in Defence Department

Informational pages

Ing. Michal Hrbata

Vojenské rozhledy / Czech Military Review Nr. 4/2012, Vol. XXI. (LIII.): 90-93

The aim of this work is to explain readers the so-called sociomapping method that is among others used in Czech peacekeeping units employed abroad, e.g. in Kosovo, Bosnia-Herzegovina, Iraq or Afghanistan. Sociomapping came into being in 1994, when a young scientist Radovan Bahbouh came up with the idea of this special analytical-graphical method. The method reflects the description of human activities and ways in which we could (in the positive sense) affect human lives. With Sociomapping, we can even predict the most suitable staffing of the crew. Sociomapping is shown as proper instrument, which helps to determine the problem and most important areas to focus on.

The Application of Fuel Dopes for ACR Cars, Material and Equipments

Military professional

Prof. Ing. Aleš Komár, CSc.

Vojenské rozhledy / Czech Military Review Nr. 4/2012, Vol. XXI. (LIII.): 94-98 | DOI: 10.3849/2336-2995.21.2012.04.094-098

The article presents the results of advanced defence research for the higher economy and security support of military cars and vehicles. The Czech national programme to cut or lower exhaust fumes belongs among our eminent and foremost tasks. Exhaust gases form 20 per cent of total volume of harmful emissions. The newly developed dopes supplemented to fuels, namely to solid fuels, polluting a lot our atmosphere, significantly contribute to the fulfilment of this national task. The article is accompanied by relevant charts and tablets.

Biodromal Preparation Concept of Citizens for their Protection during Emergencies

Military professional

JUDr. et PhDr. Jaroslav Padrnos, CSc.

Vojenské rozhledy / Czech Military Review Nr. 4/2012, Vol. XXI. (LIII.): 99-110

People must be prepared for unexpected anddangerous situations that must be dealt with immediately. The prerequisite of people training for the emergency situations is their overall preparation. The concept ought to be extending over a relatively long time, well elaborated and coherent. The prerequisite of such preparation is the existence of appropriate laws supporting a lifelong, "biodromaly" conceived educational concept. The readers have a chance to familiarise themselves with results from sociological inquiry, being done at the end of 2010, and with several acts tied with civil emergency preparation.

The Question of Deployment Length in Peace-keeping Missions

Military psychology

Mjr. Mgr. Marek Nový

Vojenské rozhledy / Czech Military Review Nr. 4/2012, Vol. XXI. (LIII.): 122-128 | DOI: 10.3849/2336-2995.21.2012.04.122-128

From research reports cited in this article, the period of six months seems to be suitable time for the deployment abroad. A soldier should not be redeployed for at least one year, following his previous mission. The majority of soldiers cope with deployments well and without any psychopathology. Most reported mental problems are alcohol misuse, followed by posttraumatic stress disorder (PTSD) and by the depression. Alcohol seems be even the higher risk for soldiers less exposed to combat stressors (e.g. fire), but more to chronic stressors (boredom, isolation, helplessness) than PTSD for a soldier in action. Therefore pre-deployment training of our soldiers should be more devoted to mental health aspects, starting with alcohol overuse.

Czech Professional Army: Initial Five Years

Book review

Vojenské rozhledy / Czech Military Review Nr. 4/2012, Vol. XXI. (LIII.): 129-135

This year, the Hlávka Economy Institute published a book "Professional Army in the Czech Republic: First Five Years", by Bohuslav Pernica. It is a study dealing with first five years in which the Czech Republic transformed its forces from a conscription army to all-volunteer one. The author sees the necessity to go professional in context of changed global surrounding after the end of Cold War. The subject is treated mainly from economy point of view. He pays attention to three important issues related to this transformation: recruitment /retention, training /education, and substandard soldier's pay, which is one of roots of low service competitiveness on civil labour market.

The Recapitulation of Obama's Security and Defence Policy (The End of his First Presidential Term)

Reviewed - Research

PhDr. Antonín Rašek

Vojenské rozhledy / Czech Military Review Nr. 3/2012, Vol. XXI. (LIII.): 3-16 | DOI: 10.3849/2336-2995.21.2012.03.003-016

The results of American foreign, security, defence and military policies are ambiguous. The war in Iraq ends, troops are going to leave both Iraq and Afghanistan. Obama was held up in Arab spring. He tried to improve relations with Russia. The centre of gravity was moved to the Pacific area, which got complicated ties with People's China. He didn't succeed in solving troubles with nuclear programme in Iran. His moderate success in foreign policy was the consequence of his concentration on home politics, health care reform, economy and financial crises. At the end the essay evaluates the Chicago summit that among others officially affirmed that NATO activities in Afghanistan would be concluded by 2014 and declared the so-called smart defence.

Legal and Illegal Wars in Present-day World

Reviewed - Research

Doc. PhDr. Jan Eichler, CSc.

Vojenské rozhledy / Czech Military Review Nr. 3/2012, Vol. XXI. (LIII.): 17-29 | DOI: 10.3849/2336-2995.21.2012.03.017-029

After the year 1990 a total of 120 wars have taken place. The most appealing were those initiated by the USA, in which other friendly states´ve participated as well. No country has the right to invade its neighbour or over-run and annex another. There were many discussions in the world over the legacy of imposed interventions, under which conditions they are true and just. The study covers two dissimilar attitudes: the first one against Hussein's expansionist policy in 1991 and warfare after 9/11 2001. The legitimacy rests upon Resolutions of the United Nations Security Council that allow any nation to remove the aggressor by force. The author also mentions a series of wars, fought throughout the former Yugoslavia from 1991 to 1995, and then again from 1998 until 1999/2001.

A Brief Insight into the History of Operational Art and its Contemporary Aspects (Part II)

Military art

Ing. Ján Spišák

Vojenské rozhledy / Czech Military Review Nr. 3/2012, Vol. XXI. (LIII.): 48-54 | DOI: 10.3849/2336-2995.21.2012.03.048-054

Operational art is the use of creative thinking by commanders and staffs to design strategies, campaigns, and major operations and organize and employ military forces. This article is a sequel to the study published in a previous issue of this Military Revue. The author discusses the fundamental pillars of operational art, upon which Alliance countries build their doctrinal and defence documents concerning operational art. A separate section deals with conditions and status of operational art in the Army of the Czech Republic in the last 20 years. The author calls for the need to introduce operational art in several key areas of Czech doctrines. He recalls the necessity to implement those issues in the prepared Doctrine of the ACR.

NATO Response Forces: Alliance Contribution to International Security

Military art

plukovník Ing. Radoslav Ivančík, prof. Ing. Vojtech Jurčák, CSc.

Vojenské rozhledy / Czech Military Review Nr. 3/2012, Vol. XXI. (LIII.): 55-64 | DOI: 10.3849/2336-2995.21.2012.03.055-064

In spite of the fact that the security tensions are not so high as during the cold war, with impending nuclear conflict, the global security situation is far from ideal. Fundamental changes in a global security environment have brought except a lot of positives also many negatives, in a form of various asymmetric security threats. The rise of new military and nonmilitary dangers, under the influence of globalization and contemporary worldwide economic crisis, is directly related to the need of conflict prevention, crisis management, peace missions, law enforcement, or support to humanitarian assistance.

Command and Control as the Ability of Commanders

Informational pages

Ing. Pavel Zůna, MSS, Ph.D.

Vojenské rozhledy / Czech Military Review Nr. 3/2012, Vol. XXI. (LIII.): 72-79 | DOI: 10.3849/2336-2995.21.2012.03.072-079

The French "Centre de Doctrine d'Emploi des Forces" (CDEF) has published new doctrine FT-05 The Tactical Commander's Guide to Command and Control in Operations. The global action of land forces is now carried out within a strategic environment that has dramatically changed for 15 years. In this new environment, the French Army asserts and implements a double requirement: that of power and the control of force. The article presents the fundamental conclusions of this doctrine and compares them with the Czech national doctrinal documents. Author concludes that in comparison with the French doctrine, Czech doctrines are much more focused on the procedural and technological part of the Command and Control Systems than the ability of commanders to command.

Military Medical Service of ACR and Legislation: Present and Future

plukovník Ing. Miroslav Procházka, Ph.D., MUDr. Roman Blanař, JUDr. Jindřich Janouch

Vojenské rozhledy / Czech Military Review Nr. 3/2012, Vol. XXI. (LIII.): 80-88

Existing military medical service and health care in armed forces is tied by many official legislative norms by Ministry of Health that are difficult to follow by military structures, military manuals and inner rules. The authors trace current legislative framework that limits medical treatment and respective institutions of military medical care. They identify possible problems and suggest solutions how to overcome emerging troubles. The present MoD regulation No. 285/1999 does not meet reality and must be updated.

The system covers distribution of foodstuff above all into evacuation centres, preparation of food (cooking), disposing wastes, remnants and leftovers. The collected data were used for calculating and analysis of overall costs spent for all discussed groups. Upon this analyses the authoresses draw final conclusions.

Military Bias Crimes

Military law

Doc. PhDr. JUDr. Miroslav Mareš, Ph.D.

Vojenské rozhledy / Czech Military Review Nr. 3/2012, Vol. XXI. (LIII.): 140-147 | DOI: 10.3849/2336-2995.21.2012.03.140-147

This article analyses a new element in the Czech criminal law-Military Bias Crimes. They are included in the new Criminal Code 40/2009 Coll., Sect. XII. The bias motive is characterized by a prejudice against race, ethnicity, nationality, political belief, religious belief or atheism, but not against the so-called sexual orientation, in contrast to the situation in the US. Perpetrators of some military bias crimes, § 378, § 379, § 380, can be not only soldiers, prisoners of war, but also members of security corps (Police, Security Intelligence Service etc.). Up to now, the use of these new norms of the Czech penal law has been limited.

The Fragmentarization of Europe as a Security Threat Europe 2010: Predictions and Reality

Military sociology

PhDr. Antonín Rašek

Vojenské rozhledy / Czech Military Review Nr. 3/2012, Vol. XXI. (LIII.): 148-164

Unlike the real state of affairs, the scenarios for Europe 2010 did not presuppose the rise of financial and economy crises. Political scientists did not perceive the series of terrorist attacks, namely in Great Britain, Spain and Russia. Security questions, home security and defence, came to the foreground more then was originally expected. There are hubs of future power blocks of divided Europe. It is impossible to incorporate all the results and consequences of our presuppositions. Since we want to look into individual, particularly interesting developments, the author recommends to create several teams for individual scenarios, instead of drawing several scenarios by one scholarly team.

The Organizational Set up of MoD Sector and the Implementation of White Paper Intentions

Ing. Vladimír Krulík

Vojenské rozhledy / Czech Military Review Nr. 2/2012, Vol. XXI. (LIII.): 3-16 | DOI: 10.3849/2336-2995.21.2012.02.003-016

The purpose of this comprehensive study is to describe organizational scheme inside defence sector and recollect some more or less neglected rules of its organizational structure. This paper ought to confute some of the myths that are repeatedly used for advancing somebody's particular interests, frequently opposing to smooth running defence sector and its subordinate elements, their performances and duties. The author's prime motive is to explain this problem to a wide public and thus contribute to opening the discussion on this theme, well in advance, before the measurements originated in the White Paper on Defence would be put forward and implemented by some proposers, backed by subjective misconceptions and interpretations of actual state of affairs.

Up-to-date Trends and Shifts in Global Security Environment

Reviewed - Review

PhDr. Miloš Balabán, Ph.D.

Vojenské rozhledy / Czech Military Review Nr. 2/2012, Vol. XXI. (LIII.): 17-25 | DOI: 10.3849/2336-2995.21.2012.02.017-025

The beginning of the second decade of 21st century is tied with distinctive dynamics and changes in global security environment. Among those changes belong security re-orientations of the United States from Transatlantic area to that of Pacific, East and Southeast Asia resulting from a new American military strategy proclaimed in January 2012. The US drew down from Iraq and Afghanistan, political and security movement in Arab world, after decades of "status quo" were awaking. The author concludes that the EU should be prepared for negative scenarios in the development of security situation, or to have at its disposal effective police and military forces with proper humanitarian background to counter possible instability, e.g. massive migration influxes, economy disorders.

Swarming: Basic Aspects, Development and Prospects of its Application

Military art

Mgr. Ľubomír Lupták, Ph.D., Bc. Petr Kalinič

Vojenské rozhledy / Czech Military Review Nr. 2/2012, Vol. XXI. (LIII.): 59-68 | DOI: 10.3849/2336-2995.21.2012.02.059-068

The information revolution is affecting the whole spectrum of conflict. Here the authors advance an ambicous idea of "swarming" that may emerge as a definitive doctrine that will encompass and enliven both cyberwar and netwar. Swarming is seemingly amorphous, but it is a deliberately structured, coordinated, strategic way to strike from all directions, by means of a sustainable pulsing of force and/or fire, close-in as well as from stand-off positions. Swarming depends on a devolution of power to small units and a capacity to interconnect those units that has only recently become feasible, due to the information revolution. The idea of swarming stands for engaging an adversary from all directions simultaneously, either with fire or in force.

Is Economic Education of Military Professionals Necessary?

Opinions, controversy

Prof. PhDr. Miroslav Krč, CSc.

Vojenské rozhledy / Czech Military Review Nr. 2/2012, Vol. XXI. (LIII.): 69-76 | DOI: 10.3849/2336-2995.21.2012.02.069-076

This paper deals with problem of education in a military college on the background of military-economic reality. It shows the requirements of the Bologna Declaration in the relation to economic education. Training of military officers has four levels: qualifying (in relation to the performance of different professional roles), developing (in relation to the developing leader personality), motivational (in relation to recruitment) and accepting (in relation between public and army). The economics is of great importance here. It should be beneficial for responsible managers, for their decision-making that can lead to optimization of the results based on economic behaviour, linked to motivational factors.

Leader of the Free Word and the Balance of Threats: Understanding Obama's New Defence Strategy

Informational pages

Mgr. et Mgr. Jan Ludvík

Vojenské rozhledy / Czech Military Review Nr. 2/2012, Vol. XXI. (LIII.): 77-85 | DOI: 10.3849/2336-2995.21.2012.02.077-085

This strategy has received substantial attention and triggered the discussion about the future of U.S. security policy and America's role in the world. The article argues that American strategy is often misunderstood, particularly in the Czech environment. Obama's defence strategy and its foundations must be explained through the lenses of the balance of threats developed by Stephen Walt. Washington is balancing what it perceives to be the greatest threat to American leadership in the world. Threats are presented by emerging power of People's China, the situation in Middle East. Europe is not less important; it is still an important American ally.
