Nuclear Deterrence and Cooperation? (Russian Security and Foreign Policy 2008-2012)Informational pagesMgr. et Mgr. Lukáš TichýVojenské rozhledy / Czech Military Review Nr. 4/2012, Vol. XXI. (LIII.): 61-72 | DOI: 10.3849/2336-2995.21.2012.04.061-072 The objective of this article is to analyse the security and foreign policy of the Russian Federation in 2008-2012, in terms of security culture. The article is based on the assumption that the Russian security and foreign policy during Medvedev's presidency was characterized by four features: promoting multilateralism, exaggeration Russian national security threats, emphasizing the possibility of the use of nuclear deterrence, and using energy as a political tool. The article is based on three Russian strategic documents, i.e. Foreign Policy Concept of the Russian Federation, National Security Strategy of the Russian Federation to 2020 and the Military Doctrine of the Russian Federation. It also examines some events of Russian internal and external policy, especially Russian-Georgian conflict, Medvedev's proposal to create new security architecture in Europe, or the security relations between Russia and the EU, NATO and the U.S. |
The Recapitulation of Obama's Security and Defence Policy (The End of his First Presidential Term)Reviewed - ResearchPhDr. Antonín RašekVojenské rozhledy / Czech Military Review Nr. 3/2012, Vol. XXI. (LIII.): 3-16 | DOI: 10.3849/2336-2995.21.2012.03.003-016 The results of American foreign, security, defence and military policies are ambiguous. The war in Iraq ends, troops are going to leave both Iraq and Afghanistan. Obama was held up in Arab spring. He tried to improve relations with Russia. The centre of gravity was moved to the Pacific area, which got complicated ties with People's China. He didn't succeed in solving troubles with nuclear programme in Iran. His moderate success in foreign policy was the consequence of his concentration on home politics, health care reform, economy and financial crises. At the end the essay evaluates the Chicago summit that among others officially affirmed that NATO activities in Afghanistan would be concluded by 2014 and declared the so-called smart defence. |
Complex Security Management in the Czech Republic: Starting Point for Upgrading (Themes for Security Review)Reviewed - ResearchPhDr. Antonín RAŠEKVojenské rozhledy / Czech Military Review Nr. 1/2012, Vol. XXI. (LIII.): 21-41 | DOI: 10.3849/2336-2995.21.2012.01.021-041 Our new stance to comprehensive control of security in the international context is based upon the so-called "wider security concept". Despite various definitions, there is the consensus that a national state is not the only security subject, the classical paradigm was extended to other areas, outside military one: political, economy, financial, banking, environmental, and social. They are endorsed by security problems related to technology, energy, raw material sources, ethnical disputes, religion, together with humane rights and cultural aspects. To win the war is easy, to establish peace is difficult. Last but not least, we now have to fight and win the war of public opinion. |
Conceptual Changes in the Army after 1989ReviewedIng. Josef Procházka, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 4/2009, Vol. XVIII. (L.): 38-49 The basic task of the post-1989 period was to formulate a security policy and a strategy ensuing from it. The strategy had to be based on a synthesis of the international policy concept, defence concept and internal security concept to ensure that defence would not be seen solely as the task of the army and the Ministry of Defence, but of the whole state and society-of every citizen. In this article his author evaluates some aspects of the armed forces transformation in process of adaptation. He assesses these changes with regard to approved strategic and conceptual documents that significantly determined this gradual transformation process. He identifies both same of its successes as well as failures. The study does not have a clearly analytical and evaluative character; rather it is a combination of factual information drawn from official sources, country's practical security policy as they appeared in contemporary Czech press, and opinions of the author. |
A European Way of "Humane Security"ReviewedIng. Vladimír Karaffa, CSc.Vojenské rozhledy / Czech Military Review Nr. 2/2009, Vol. XVIII. (L.): 3-10 Many people in the world lead intolerably insecure lives. In many cases insecurity is the consequence of armed conflicts in which civilians are deliberately targeted, sometimes, their insecurity has natural causes, like earthquakes, hurricane, tsunami or disease, they suffer from famine. Security is a broader term, covering not only military threats. Human rather than nation-state security should be at the heart of European policy. Instead of defeating enemies or pacifying warring parties, EU missions should focus on protecting civilians, through law enforcement with the occasional use of force. EU member states ought to support a new framework for the European Security and Defence Policy (ESDP). The following seven principles are underlined: (i) the primacy of Human Rights, (ii) clear political authority, (iii) multilateralism, (iv) a bottom-approach, (v) regional focus; (vi) the use of legal instruments, (vii) the appropriate use of force. In fact, underlines Mr. Karaffa, humane security concept forms the very base of common European culture and identity. |
The Evaluation of Health Risks of Exposure to Electromagnetic Fields Generated by Radars - PartiMilitary professionalProf. Ing. František Božek, CSc., por. Ing. Lukáš Kubiček, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 2/2009, Vol. XVIII. (L.): 99-110 The paper deals with the risk assessment of professional exposure to the non-ionizing electromagnetic fields caused by radars in the selected military unit. The measured values of electric field or power density in the indication zones where the staff is exposed to the effects of the radar's non-ionizing electromagnetic field was used for the risk assessment with the acceptance of national and European standards. The principle of preliminary precaution was applied concurrently with the risk assessment according to the valid standards. The authors discuss the values of measured outcomes. They used the Checklist Analysis for qualifications of risks and for quantitative risk specifications they use the so-called brainstorming. |
Centre of Gravity-the Decisive Operational Concept Part IIMilitary artPlk. gšt. Ing. Ján SpišákVojenské rozhledy / Czech Military Review Nr. 4/2008, Vol. XVII. (XLIX.): 36-43 The second part of this short serial deals with the theory of the operational art focusing on the centre of gravity (COG). The article emanates from Carl von Clausewitz's ideas, doctrinal publications analysis and many study projects of the operational art theorists. The author especially aims on disunity and heterogeneity of comprehension of the centre of gravity theory in confrontation of contemporary doctrinal publications and original Clausewitz's theory. He compares operational manuals (those of U.S. and NATO), and finds similarities concerning characteristics, capabilities or localities from which a military force, nation or alliance, derives its freedom of action, physical strength or will to fight. Finally, he himself defines enemy's centre of gravity and highlights coherences that can affect fulfilling political and military objectives in current and future military operations. |
Factors Influencing Veracity of Midterm PlanningOpinions, controversyPplk. Ing. František RůžičkaVojenské rozhledy / Czech Military Review Nr. 4/2008, Vol. XVII. (XLIX.): 70-78 Some of the published critiques dealing with midterm planning are not true, as they were created without detailed knowledge of practice and methods how our midterm plan was created. Nevertheless, there are some real faults in midterm planning. According to the author, they are divided into two groups: external-they depend on quality of assignment; and internal-they are connected to the application of theory. Main external fault is the absence of long-term plan. In fact, it was introduced by the Order of Defence Minister, but it has not been worked up thoroughly. We lack adjusting main goals, tasks and priorities for MoD. Next problem are unstable and lacking financial sources. Internal mistakes are as follows: absence of mechanism for balanced changes between cycles of planning; implementation of life cycle cost and level of education of staff preparing data for planning. |
The Future Objectives of the Armed Forces of the Czech RepublicNonreviewed - OtherIng.Josef Procházka, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 2/2008, Vol. XVII. (XLIX.): 31-38 The author of this article considers the prospective changes in the development, character, missions and tasks of the Army of the Czech Republic, Those changes are deduced from the changing security environment and long-term development trends. To meet new demands, we must continue in building interoperability and compatibility. The battlefield operations will be planned and controlled by the systems of "Network Centric Warfare" and "Reach Back Operations". It will not be necessary for a commander to be in physical contact with operational theatre. Electronical high speed intelligence, surveillance, target acquisition, reconnaissance will enable the high pace of military operations (together with common analyses, integration of collected data, evaluation of enemy's intents and activities). This will enable to build a credible defence, in the frame of collective security system, hand in hand with other NATO allies. |
EBAO-The Method How to Control Prospective NATO OperationsMilitary artPplk. Ing. Jaroslav MoravčíkVojenské rozhledy / Czech Military Review Nr. 2/2008, Vol. XVII. (XLIX.): 61-65 Operations by Lt.Col. Ing. Jaroslav Moravčík. NATO's current operational experience and that from other operations indicates that purely military actions cannot resolve a complex emergency of crisis. The requirement for the military to interact with non-military actors shows a new, more comprehensive approach. In response, NATO's Effect-Based Approach to Operations was highlighted. The four functions of EBAO and their related activities are mutually supportive. The functions are carried out in a continuous, interactive, parallel process and should not be regarded as sequential steps. They are as follows: Knowledge development; Effect-based planning; Effect-based execution; and Engagement space assessment. EBAO recognizes the importance of applying the various instruments available to the Alliance to create overall effects that will lead to crisis resolution. Achieving synergies amongst NATO and non-NATO actors will enable to identify better how it may best harmonize its contribution with other actors involved in a crisis. |
Defence Department Has Established the Institution for Strategy StudiesNonreviewedIng. Vladimír Karaffa, CSc.Vojenské rozhledy / Czech Military Review Nr. 4/2012, Vol. XXI. (LIII.): 6-11 On May 15, 2012, the Czech Defence Minister decided to establish the Centre for Security and Military Strategic Studies. The institution of this type has been long awaited, with great expectations. The author, director of this institute, presents the survey of similar scholarly institutions founded and finally cancelled in this country after 1989. This article introduces the original intent of its founders, namely Centre's future role in the development of strategic studies as a starting point for strategic management, its place in the system of Czech military education and training. The results reached by this institute ought to be truly utilized by MoD leaders and government officials. |
Operational Analysis: Key Capability Supporting Decision-makingMilitary artIng. Pavel Zůna, MSS, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 4/2012, Vol. XXI. (LIII.): 35-44 The defence environment is complex and dynamic. This is a result of the nature of modern conflict, rapid changes in technology, the need to deal with uncertainty in the face of limited sources, changed attitudes to risk and the sheer diversity of actors from different cultural backgrounds. Defence-decision makers are confronted with an increasing operational complexity that has strategic implications. Decisions on defence policy and strategy are characterized by uncertainty and risks. This Article describes differences in Hard and Soft Operational Analyses, and presents some examples and conclusions for military practice. |
System Problems with Career Soldiers Incomes: Qualification for Pay ClassesOpinions, controversykpt. Ing. Jakub PickaVojenské rozhledy / Czech Military Review Nr. 4/2012, Vol. XXI. (LIII.): 55-60 The author analyses current pay and reward system of remuneration according to merits, years of service, military profession, speciality, rank, etc. We have many military specialisations that do not fit to only several pay classes. The author concludes that present-day system leads us to badproportioned states, when some military specialities are overvalued, whereas other ones are underrated. This problem is continuously solved. Today we propose new military remuneration model taking into account total fixed remuneration and premium service components. |
Using the Sociomapping Method in Defence DepartmentInformational pagesIng. Michal HrbataVojenské rozhledy / Czech Military Review Nr. 4/2012, Vol. XXI. (LIII.): 90-93 The aim of this work is to explain readers the so-called sociomapping method that is among others used in Czech peacekeeping units employed abroad, e.g. in Kosovo, Bosnia-Herzegovina, Iraq or Afghanistan. Sociomapping came into being in 1994, when a young scientist Radovan Bahbouh came up with the idea of this special analytical-graphical method. The method reflects the description of human activities and ways in which we could (in the positive sense) affect human lives. With Sociomapping, we can even predict the most suitable staffing of the crew. Sociomapping is shown as proper instrument, which helps to determine the problem and most important areas to focus on. |
Military Expenditures and their Evaluation in Selected EU CountriesMilitary professionalIng. Lenka Brizgalová, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 4/2012, Vol. XXI. Among examined countries belong the Czech Republic, Austria, Slovakia and Slovenia. The term military expenditures is used by many users, so the article defines first this term and also sources from which the authoress collected data for evaluation. The main source of statistical data about military expenditures is the Stockholm international institute, namely its research yearbooks. |
Czech Professional Army: Initial Five YearsBook reviewVojenské rozhledy / Czech Military Review Nr. 4/2012, Vol. XXI. (LIII.): 129-135 This year, the Hlávka Economy Institute published a book "Professional Army in the Czech Republic: First Five Years", by Bohuslav Pernica. It is a study dealing with first five years in which the Czech Republic transformed its forces from a conscription army to all-volunteer one. The author sees the necessity to go professional in context of changed global surrounding after the end of Cold War. The subject is treated mainly from economy point of view. He pays attention to three important issues related to this transformation: recruitment /retention, training /education, and substandard soldier's pay, which is one of roots of low service competitiveness on civil labour market. |
Let's Give the Green Light to Military Deception!Opinions, controversyDoc. Ing. Milan Kubeša, CSc., Ing. Ján SpišákVojenské rozhledy / Czech Military Review Nr. 3/2012, Vol. XXI. (LIII.): 65-71 In conclusion of article in Military Review No 3, 2011, the authors gave notice about a sequel to this article. Today they describe military deception form another point of vies. They depict the creation of false picture, deception in the frame of operational planning. The authors accentuate that not only Asian countries, but also western ones look back to classical works on military art, e.g. Sun Tzu, The Art of War (around 2,000 years ago). Sun Tzu's philosophy recommended a strategic method to win that rarely required actual war. Spies, diplomats, deception, and a correctly organised internal structure were his main tools. If it came to war, he recommended among others to use detailed and elaborated military deception. |
Mobile Sets for Geospatial Support of the Czech Armed ForcesMilitary professionalPodplukovník Ing. Jan Marša, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 3/2012, Vol. XXI. (LIII.): 113-118 The material for his paper the author draws on his experience from work in Reconnaissance and Electronic Warfare Department. In light of historical consequences, the article briefly describes the development of mobile sets for geospatial support. The main focus was paid to currently used stations SOUMOP (O) and SGEOB. He also mentions presently developed prototype GeMoZ-C. The author would like to familiarise our reading public with activities of Czech Army Geographic Service, its tools and devices in use. |
The Fragmentarization of Europe as a Security Threat Europe 2010: Predictions and RealityMilitary sociologyPhDr. Antonín RašekVojenské rozhledy / Czech Military Review Nr. 3/2012, Vol. XXI. (LIII.): 148-164 Unlike the real state of affairs, the scenarios for Europe 2010 did not presuppose the rise of financial and economy crises. Political scientists did not perceive the series of terrorist attacks, namely in Great Britain, Spain and Russia. Security questions, home security and defence, came to the foreground more then was originally expected. There are hubs of future power blocks of divided Europe. It is impossible to incorporate all the results and consequences of our presuppositions. Since we want to look into individual, particularly interesting developments, the author recommends to create several teams for individual scenarios, instead of drawing several scenarios by one scholarly team. |
Neglecting Security is Dangerous: Ways Out of CrisisBook reviewVojenské rozhledy / Czech Military Review Nr. 3/2012, Vol. XXI. (LIII.): 165-167 The global crisis has gravely affected and continues to affect the lives of people around the planet. It is high time to change the paradigm for interpreting the problems of contemporary societies as well as the ensuing governance. In his reviewed book the author Martin Potůček attempts to answer the question what divides and unites our society. He helped us to understand the nature of this crisis and finds our ways out of it. In closing chapter, Key Challenges, he concludes by proposing some desirable directions for further development: to strengthen people's trust in institutions, to oppose to weakening the role of state. He argues against the concept of higher competitiveness of products in market. |
The Organizational Set up of MoD Sector and the Implementation of White Paper IntentionsReviewed - ReviewIng. Vladimír KrulíkVojenské rozhledy / Czech Military Review Nr. 2/2012, Vol. XXI. (LIII.): 3-16 | DOI: 10.3849/2336-2995.21.2012.02.003-016 The purpose of this comprehensive study is to describe organizational scheme inside defence sector and recollect some more or less neglected rules of its organizational structure. This paper ought to confute some of the myths that are repeatedly used for advancing somebody's particular interests, frequently opposing to smooth running defence sector and its subordinate elements, their performances and duties. The author's prime motive is to explain this problem to a wide public and thus contribute to opening the discussion on this theme, well in advance, before the measurements originated in the White Paper on Defence would be put forward and implemented by some proposers, backed by subjective misconceptions and interpretations of actual state of affairs. |
Strategic Culture: Concept PresentationReviewed - ReviewIng. Tomáš PospíšilVojenské rozhledy / Czech Military Review Nr. 2/2012, Vol. XXI. (LIII.): 26-33 Studies of the importance of culture have gained greater attention in the post-Cold War era. In present world, there are many fenomena that can't be explained in terms of neorealism. There is the consensus in national security policy studies that culture may significantly affect grand strategy and state behaviour. It limits behavioural choices, from which we could derive predictions about our strategic choice. This study is based among others upon Johnston's strategic culture concept related to three generations. The study is divided into five parts: at first the author introduces general concept of strategic culture, the second, third and fourth parts correspond to individual generations. In closing part the author explains his own understanding to this concept. |
Is Economic Education of Military Professionals Necessary?Opinions, controversyProf. PhDr. Miroslav Krč, CSc.Vojenské rozhledy / Czech Military Review Nr. 2/2012, Vol. XXI. (LIII.): 69-76 | DOI: 10.3849/2336-2995.21.2012.02.069-076 This paper deals with problem of education in a military college on the background of military-economic reality. It shows the requirements of the Bologna Declaration in the relation to economic education. Training of military officers has four levels: qualifying (in relation to the performance of different professional roles), developing (in relation to the developing leader personality), motivational (in relation to recruitment) and accepting (in relation between public and army). The economics is of great importance here. It should be beneficial for responsible managers, for their decision-making that can lead to optimization of the results based on economic behaviour, linked to motivational factors. |
The Prevention of Criminality in the Ministry of Defence SectorInformational pagesIng. Michal HrbataVojenské rozhledy / Czech Military Review Nr. 2/2012, Vol. XXI. (LIII.): 102-110 Crime prevention belongs among main and long-term tasks in work with personnel in the MoD Sector. It is organized at three levels: interagency, departmental and local. It is concentrated at decreasing risk factors that usually contribute to criminal behaviour. In the near future, when organizational structure of MoD will be optimalized, current valid documents dealing with crime prevention are going to be reassessed, so they could meet new requirements of command and control system. They will be more directed to problems of extremism, property-related crimes, alcohol addiction, drug and non-drug abuse. |
Security Threats from Inside: Scenario "Extremism in Being and Coexistence with Romany Ethnic Group and Migrants"Military sociologyPhDr. Antonín RašekVojenské rozhledy / Czech Military Review Nr. 2/2012, Vol. XXI. (LIII.): 143-154 | DOI: 10.3849/2336-2995.21.2012.02.143-154 At first, we are familiarised with terms of extremism, Romanies (Gypsies), anarchists, neo-Nazis, then the author introduces possible picture of security situation at the turn of second and third decades of 21st century. He believes that in every country there is a limited ability to integrate ethnic groups by majority. As soon as the limits are exceeded, problems begin. His scenario ends with a pessimistic vision: increasing tensions will ask army deployment, but even local armed forces are not able to enforce law and order, therefore the government must ask for help neighbouring states. |

The Total Force Policy and Some Issues of Building-Up of the Militia-Like Units in the Czech National Security SystemMilitary artBohuslav PernicaVojenské rozhledy / Czech Military Review Nr. 1/2012, Vol. XXI. (LIII.): 79-88 | DOI: 10.3849/2336-2995.21.2012.01.079-088 The essay deals with the concept of total force policy concept and its implementation. Some facts related to the history, implementation and development of this construct are presented in context of the Czech White Paper on Defence released in 2011. In order to improve capabilities of the national armed forces system, and as well as to diminish risks related to lack of human and financial sources in face of impeding population ageing, the author suggests a return to total force concept in the Czech Republic. He admits that the experiences with this policy before 1990 will be inoperative, as there is no chance of reintroducing of compulsory military service or the re-establishing of such paramilitary institutions such as e.g. the SVAZARM used to be. |
Financial Crisis and Its Impacts on State Budget: Sources of Anti-Crisis Strategy by Defence DepartmentOpinions, controversyProf. PhDr. František Ochrana, DrSc.Vojenské rozhledy / Czech Military Review Nr. 1/2012, Vol. XXI. (LIII.): 89-98 | DOI: 10.3849/2336-2995.21.2012.01.089-098 When the White Paper on Defence was drafted, there was lot optimism as of crisis, then only set in motion. It was regarded as a mere limited, transitional phenomenon. Nowadays we see that it is not a standard crisis known from history, but the so-called systems crises. It is a different sort of crises; we ought to respond by systems reaction in which the society should response to crisis as a whole. This paper originated as a research paper dealing with methods the Czech state should adapt to avert opening crises, with all its sectors and components, including the sector of Department of Defence. The author proposes to draw up a working document "The Army for the Next Twenty Years". |
The Current State and Trends in Space SecurityInformational pagesIng. Vladimír Šilhan, CSc., MSc.Vojenské rozhledy / Czech Military Review Nr. 1/2012, Vol. XXI. (LIII.): 132-147 | DOI: 10.3849/2336-2995.21.2012.01.132-147 Space applications and use of satellite data became an important tool for production and development of many companies and institutions, as well as indispensable part of our daily lives, when using e.g. satellite navigation or TV broadcasting. Proper functioning of those services, however, requires the security of space assets at the orbits, their ground stations and the transmition links. The basic threat for space assets is the growing number of debris at the orbits. Space Situation Awareness has a growing importance and sharing information among all main space actors becomes a pre-requisite. Efforts to agree on common guidelines to mitigate possible risks related to outer space activities are made both within the UN and the EU as well as among all space agencies. |
