Professional, or Professionalized NCO Corps by CSM Dušan Rovenský. This article covers the process of transition from conscript army to entirely professional, allvolunteer force (AVF). It deals with the role and responsibilities of NCOs generally, rank and grade structure, career rules, NCOs' training and education. The author identifies the problems of a rapid professionalization, discusses the possibilities for improvement and finally suggests the possible solutions to those problems. Among others, there is some sort of misunderstanding as far as Other Ranks/Enlisted corps is concerned. The Czech translations of those ranks do not always correspond to their general positions, ranks, responsibilities, command authority, the length of service of individual non-commissioned officers (NCOs), sergeants, or warrant officers (WOs). The author, Command Sergeant Major, Support and Training Forces Command (a graduate of U.S. Army Sergeants Major Academy Fort Bliss) puts forward several proposals to make those translations more precise.

The Combined Joint Exercise was focused on the European approach to crisis management operations and involved an annual exchange of students and directing staffs between of the Higher Command and Staff Colleges from France, Germany, Italy, the United Kingdom and Spain. The aim of this article is to provide knowledge and personal experience of its author based on his own participation in this exercise at the Escuela Superior de las Fuerzas Armadas (ESFAS) Madrid. The purpose of the exercise was to foster the understanding, mutual knowledge and dialogue among the offi cers of the aforementioned colleges through the practice of operational planning. Among general information describing the character of the exercise, the article defines some areas of the operational art, namely Operational Planning Process, Operational Design, Decisive Point Concept and Centre of Gravity Analysis.

This article deals with the involvement of military members of the Czech Army within peacekeeping operations as military observers. It discusses the core of the command and control of peacekeeping operations under the heading of the United Nations. It is focused on the role of military observers and the peculiarities of their tasks, based on the historical development. The special attention is dedicated to selection criteria and requirements for the selection of military observers. The candidates have to be flexible persons with comprehensive educational background. In the conclusion, the author opens the possibility to continue with the theme of military observers by means of a subsequent article based on personal experiences.

The prerequisite of effectivity of people training for the emergencies lies on their timely and high-guality preparation. At present, in the Czech Republic, we prepare defence-training concept for school youth protection under normal risks or emergencies. But it was only in the school year 2012-2013 that more conceptually comprehensive preparation has been introduced, of more binding character, at least in elementary schools, because after the abolition of Act on Military Education in 1991, this sort of preparation is not supported by a special law.

This article suggests to introduce a new method of compilation and distribution of meteorological messages in the ACR artillery. The proposed realization mode of is based on the expected course of air temperature during the day. It is compared with the existing regular two-hour intervals that affect effectively the fluctuations of air temperature during the day, especially at sunrise and sunset. Consequently, the study also recommends to adjust the time and space validity of individual types of meteorological messages in the connection with this proposed realization mode of compilation and distribution of meteorological messages.

The author summarizes present-day knowledge of this problem. Worms and viruses have transformed to serious security challenges and perfect instruments of cyber espionage. They have become a tool in information warfare. Cyberattacks transformed to risks calling only for technical responses. The growing awareness of the seriousness of the cyber-threat is enhanced by incidents, e.g. the malware "Stuxnet" attacking the Iranian nuclear programme. Actually, cyber space is regarded as a fifth dimension of military deployment, apart for land, air, water, and cosmos. Some nations are already investing massively in cyber capabilities that can be used for military purposes. Most Western nations have considerably stepped up their defences in recent years and are forming special units for cyber warfare.

This article deals with selected security aspects of Israeli maritime border lines. It briefly depicts current organizational structure of the Israeli Navy. It gives an overview of equipment used to safeguard Israeli sovereignty from seaborne threats, including search and secure operations performed against anti-Israeli insurgent organizations and their trafficking lines. In connection to the Gaza Strip blockade, the article examines legitimacy of this controversial approach and its current international consequences. Last but not least, the article looks beyond the security extent of maritime borders and examines Israeli approach as a mean of spreading the national sovereignty over newly explored gas reserves in the eastern Mediterranean area.

The control of emergency economic measures, namely state material reserves, is an important part of Czech security system. From the institutional point of view, all is run under the authority of a central institution-the Administration of State Material Reserves (ASMR). This paper deals with its role in the management of state material reserves, reflects problems and consequences resulting from the changes in security surrounding, re-evaluates opinions and views both by experts of state administrations and academic community. Those are the main key questions the study seeks an answer.

During the first half of 2010, many Internet sites in the Czech Republic and abroad published a number of alarming articles about the platform, called the European Gendarmerie Force (EUROGENDFOR, EGF). Their authors refer to this unit as the basis for a new "Holy Alliance", when the gendarmerie from one member state will be going to suppress unrests in another member state - if the local task forces refuse to do so. This paper is trying to correct such speculations and summarizes available information about the respective unit.

The results of American foreign, security, defence and military policies are ambiguous. The war in Iraq ends, troops are going to leave both Iraq and Afghanistan. Obama was held up in Arab spring. He tried to improve relations with Russia. The centre of gravity was moved to the Pacific area, which got complicated ties with People's China. He didn't succeed in solving troubles with nuclear programme in Iran. His moderate success in foreign policy was the consequence of his concentration on home politics, health care reform, economy and financial crises. At the end the essay evaluates the Chicago summit that among others officially affirmed that NATO activities in Afghanistan would be concluded by 2014 and declared the so-called smart defence.

This article is primarily engaged in the analysis of existing situation in the area of securing outfit components and in the assessment of the level of support provided to women and men working in the Czech Army. It evaluates the current state of supplying the soldiers with all necessary outfits in compliance with the current legislation and the way of its actual implementation. It analyses the current legislation and the possibilities of distribution of uniforms to their end users. The assessment primarily addresses the fulfilment of objectives for which the distribution system of uniforms was established.

The basic orientation in the field of military art demands at least elementary knowledge of military history and understanding to military strategy influence on the art of war. The questions tied to understanding military strategy and its influence on the preparation and conducting military operations are part of study programmes of all life education at the Defence University. The purpose of this article, dedicated to military strategy problems, is deeper understanding to its basic connections, understanding a direction the strategy took in a designated period and its development. In the middle of Obama's first presidency, several waves of criticism turned up. According to some analysts, Barrack Obama's first presidency introduces the beginning of new world's era, the so-called "post-ethnical society". The latest discussions prove that the United States have been no longer the only world's superpower, they will remain in the position of world's leader, but still aregoing to substantionally influence global arrangement. Unsuccessful and protracted wars, reflecting serious economic depression with successive debts, effect military budget cuts, even though the American Armed forces are still powerful, potent and mighty power, all around the world, influencing word's events as a stabilising force. The study depicts political and security layout against American domestic political background.

In 2007 and 2010, this Czech Military Review Vojenské rozhledy published several articles, discussing analytical thinking and analytical methodologies in the field of military intelligence. The authors among others mentioned the methodology ACH, Analysis of Competing Hypotheses. The methodology is not suitable only for intelligence, but it can be used further for solving a variety of military decision-making problems. The article in its first part describes ACH philosophy, including some academic considerations both by supporters and critics to this methodology. The second part demonstrates an example of its implementation and usage during support other problems tied with decision-making in defence planning process. The method is simple to explain, but difficult to introduce to real practice. The article explains both the theory and modifications of ACH and underlines some pitfalls connected with putting methodology into practice.

This extended essay is based upon various sources, among others on May 2010 President Obama's speech at the U.S. Military Academy at West Point, where President Obama described his national security objectives. The highest priorities of U.S. national security are the safety of Americans at home and abroad and achieving a peaceful, stable world through global cooperation despite a flawed international system. The Obama's security strategy relies heavily on diplomacy and engagement, economic development and other methods of influence, along with U.S. military capabilities with global reach and unsurpassed resources. As we face multiple threats, from nations, non-state actors and failed states, America will maintain the military superiority that has secured country, and underpinned global security, for decades. The security strategy is global, and identifies an array of real or potential security challenges that include: countering violent extremism and insurgency; stopping the spread of nuclear weapons and securing nuclear materials, resolving and preventing conflict; and reducing destabilizing risks to economic interdependence.

This kind of support demands a full evacuation of all citizens, ensuring emergency housing and sustenance both deployed persons from integrated rescue corps and evacuated persons. This article deals with new methods able to establish the change of initial projectile velocity, caused by barrel attrition within the artillery of the Army of the Czech Republic. After the evaluation of current situation with the use of the device for measuring the loading depth, this article recommends to implement the muzzle velocity sensor or to establish the change of initial projectile velocity, caused by barrel attrition, taking into account and using the clarifying correction.

After the year 1990 a total of 120 wars have taken place. The most appealing were those initiated by the USA, in which other friendly states´ve participated as well. No country has the right to invade its neighbour or over-run and annex another. There were many discussions in the world over the legacy of imposed interventions, under which conditions they are true and just. The study covers two dissimilar attitudes: the first one against Hussein's expansionist policy in 1991 and warfare after 9/11 2001. The legitimacy rests upon Resolutions of the United Nations Security Council that allow any nation to remove the aggressor by force. The author also mentions a series of wars, fought throughout the former Yugoslavia from 1991 to 1995, and then again from 1998 until 1999/2001.

The purpose of this article is to inform on elements of military deception in NATO armies and overarching principles that make military deception successful. Deception Planning is an iterative process that should be considered as an inextricable part of the operational planning. The knowledge in the field of military deception in the Czech military is low; no operational deception plan has been prepared for foreign operations or any military exercise. Deception is widely appreciated as a powerful instrument of military operations, yet it is surprisingly neglected by both the Czech Army and Military Educational System. The author tries to encourage officers and members of higher staffs to study this subject.

Data analyses using methods of exploratory and inductive statistics nowadays form an integral part of many areas of human activities. The paper is focused on the statistical processing of data using a new application STAT1 that works under Microsoft Office Excel. The explanation is given, the source is stated, and the comparison with alternative application software tools is mentioned. Moreover, the examples of practical utilization of STAT1 in the military area are presented.

The article deals with using of simulation technology for training commanders and staffs in new types of operations. It summaries the overall development in the area, occurred since the establishment of the Center of Simulation and Training Technologies. There are presented turning points in training on simulators, i. e. requirements for combat in urban area, special operations of small units, of ground forces interaction with supporting units, the use of command and control systems and the cooperation between the military and rescue workers. It also points to the new requirements in the fields of training and shows possible ways of their solution. The second part deals with problems of NEC and its implementation into simulation systems. The article presents the results of SIMNEC defence research and its contribution to the future expansion of the capabilities of tactical simulator.

Our new stance to comprehensive control of security in the international context is based upon the so-called "wider security concept". Despite various definitions,there is the consensus that a national state is not the only security subject, the classical paradigm was extended to other areas, outside military one: political, economy, financial, banking, environmental, and social. They are endorsed by security problems related to technology, energy, raw material sources, ethnical disputes, religion, together with humane rights and cultural aspects. To win the war is easy, to establish peace is difficult. Last but not least, we now have to fight and win the war of public opinion.

The purpose of this analysis is to trace contemporary position of recent war veterans, members of missions abroad after 1989 after they retired. Above it concentrates on their problem on home labour market, eventually on psychic disorders, negative after-effects or syndromes, possible assistance and support on the part of state, eventually of Czech Ministry of Defence. The article is divided into two parts. The first one analyses accessible statistical data concerning participants in foreign missions and at the same time collected data serve for drafting hypothesis tied with a research segment of this paper. The second part of this study evaluates results reached, based upon anonymous questionnaires completed by retired new war veterans in the period from December 4, 2009, till January 25, 2010

The aim of the article is to provide the readers information related to the theory of fundamental elements and tools of operational art, which are for the preparation and conduct of military operations, particularly at the operational level of war, critical. The operational level of war depends on methods that will create appropriate conditions to achieve the closing state, set by a superior commander, in accordance with the complex strategy of military and non-military instruments of state power. Although the methods of application of specific operational art components rest mainly in the mind of the English Annotations and with several acts tied with civil emergency preparation.
