Changing security environment and the need to address conventional and especially asymmetric threats and risks, wherever they occur, establish clear requirements on the development of national capabilities. Armed forces are required to be fully deployable and sustainable in operations in austere conditions for an extended period of time. In NATO-led operations currently participate many nations of different sizes, force structures, equipment, training and capabilities. The only way to reach operational goals while achieving economies of scale is a mutual cooperation of all involved participants. Basic key prerequisite for such cooperation is interoperability.

The article informs about methods and ways of maintenance and repairing military equipment, armament, materiel, for the duration of UN international missions. It depicts the whole system, including personnel duties during maintenance and recovery of materiel in the areas of United Nations peacekeeping operations. Further it explains some maintenance rules and activities done while scheduling the maintenance and repairing scheme, as well as contracted services.

The motivation and professional values of soldiers involved in Other People's Wars is one of the most important knowledge necessary for effective command and control. Those were main reasons for an extensive questionnaire survey among soldiers, deployed in PRT ISAF in 2010-2011. One of the key topics was motivation to leave for Afghanistan, professional expectations and evaluations of external and internal environment of the mission. The purpose of this paper is to present the basic outlines of values of today's Czech soldiers, their professional motives and expectations. The results are interpreted in the context of Moskos' theory of the contradiction between institutional and occupational orientations of present armed forces and adapted to the actual social and political state of affairs.

Article analyses the relation between legal and internal regulations and other management acts in public administration, focusing on their own hierarchy, quantity, liability in specific areas of Czech armed forces. The first part was published in Military Review No. 4/2013; this following section focuses on the creation of internal management acts and their releasing for the recipients. The article also emphasizes the need for a stable organization, which is necessary for the effective implementation of personnel management, personnel control and the so-called internal and external legislations.

The aim of this article is to clarify the terminology of Peace Support Operations. This article briefly explains the evolution and history of peacekeeping operations, as well as the basic concepts and operations division of NATO Peace Support Operations. An important part of this article is the definition of Peacekeeping Operations in the doctrinal documents of the Czech Armed Forces.
Peace Support Operations are dynamic and challenging activities. The intensity and complexity of Peace Support Operations has been increasing. That is why their political and military ambitions have been increasing too. There is a reason why authors explain this issue for readers, which is the main goal of this article.

Each officer is obligated to meet his or her qualification requirements, identified in the job description. In order to obtain a required military qualification, officers are usually send to a training course, which is either provided or organized under the auspice of the Ministry of Defence. The discussion within the Armed Forces of the Czech Republic about the system of military courses has been ongoing for the last two decades. Although the system of officers´ development is periodically reviewed, a certain economic paradox still remains. While the number of officers without adequate qualification is not diminishing, at the same time there is a segment of officers who exceed their qualification requirements, but they do not make any progress in their military careers. Despite the situation, these officers are required to take additional training and educational activities.

The authoress surveys recent research into how people acquire languages and considers its relevance for language teaching. She describes the most important studies and ideas about language acquisition. The method mentioned above is element. If we compare it with other language skills, i.e. reading, writing, speaking, it is above all listening that is used most. But to acquire sufficient proficiency, learners must cover a long way. Language teaches should do it for students the most pleasant as possible. Listening in language classrooms is being assessed, according to levels of students' understanding contents. The authoress familiarizes readers with several ways of teaching by principles that are in fact interactive approaches to learning foreign languages. We may use forecasts, news, listen radios, watch films in target language, be in touch with native speakers. It is reccomended to write down new word power, according to set context.

The aim of the article is to present an up-to-date discussion on cyberspace as a new, fifth domain of warfare. The reader is provided with the concept of cyberspace, its current interpretation, primarily in American doctrines and military theory. The army mission is contextually mentioned as well, explicitly the limits of Czech forces capacity. The paper deals with the form of cyberspace and its characteristics in the context of military operations. It advocates the idea of cyberspace as a war domain, which is presented together with the criticism to such approach. The article concludes with the summary and evaluation of both sides' arguments, taking into account the specific role and abilities of armed forces.

The article deals with some aspects of military art in connection with the forthcoming Doctrine of the Army of the Czech Republic. Its aim is to contribute to discussion on the issue of operational art and highlight the major benefits in military terminology. The author describes some specific doctrinal terms and briefly suggests their possible application during the planning and conduct of military operations.

The classification of a term of "decontamination" comes out not only from the Alliance norms, national military regulations and publications, but also from the documents that deal with the conception of decontamination for civilian purposes, i.e. from documents of the Fire Rescue Brigades of the Czech Republic. The study of both Alliance and national documents has proved that in many cases this term is being introduced in a different way which might cause not very homogenous interpretation and understanding to accomplished decontamination measurements and thus even overall disunity in a framework not only of Alliance, but also in selected basic and other parts of the Integrated Rescue System of the Czech Republic. The paper analyses approaches to the term of "decontamination"practically only by means of definitions in use nowadays. At the end of this document there are recommendations which ought be considered by the management of the Czech Armed Forces Chemical Corps within the area of its respective interest.

The role of civil-military cooperation (CIMIC) is increasing in the post-modern wars (operations). CIMIC is a significant element at the coordination of military and civilian participant activities over current military operations. New tasks for actors are as result from new NATO concept and outline new tasks dimension. The armed forces as well as the Army of the Czech Republic (ACR), have to solve many problems associated with this new dimension. The article outlines a possible set of activities associated with the new approach to CIMIC in crisis management in the context of the Alliance operation.

The basic orientation in the field of military art demands at least elementary knowledge of military history and understanding to military strategy influence on the art of war. The questions tied to understanding military strategy and its influence on the preparation and conducting military operations are part of study programmes of all life education at the Defence University. The purpose of this article, dedicated to military strategy problems, is deeper understanding to its basic connections, understanding a direction the strategy took in a designated period and its development. I ought to explain in short its role and attitude towards the nature of military operations.

This strategy has received substantial attention and triggered the discussion about the future of U.S. security policy and America's role in the world. The article argues that American strategy is often misunderstood, particularly in the Czech environment. Obama's defence strategy and its foundations must be explained through the lenses of the balance of threats developed by Stephen Walt. Washington is balancing what it perceives to be the greatest threat to American leadership in the world. Threats are presented by emerging power of People's China, the situation in Middle East. Europe is not less important; it is still an important American ally.

This treatise is a follow-up to an article by the same author in Military Review No. 2, 2012, dealing with legal and illegal war after 1990. Now the author concentrates on another key question: the legitimacy and the unlawfulness of force deployments in internationalrelations. The paper is grounded on fundamental works by the former Australian foreign secretary Gareth Evans, setting international rules or criteria determining when it is right to fight. The effectiveness of the global security system is not only on the legality of its security decisions, military actions, but the common perception of their legitimacy-whether they are made on solid evidentiary grounds, for the right reasons, morally as well as legally.

During the past twenty years there have been many substantional changes in the field of language preparation. As more and more military professional take part in military missions abroad, we lay emphasis on language drills, so that military professionals could communicate with members of other armies. For teachers at the Centre of Language Preparation this situation constitutes necessity to find out new ways how to language schooling do more and more effective, how to motive students and learners. The article is accompanied by chart with the appraisal of language skills.

The aim of the article is to provide the readers information related to the theory of fundamental elements and tools of operational art, which are for the preparation and conduct of military operations, particularly at the operational level of war, critical. The operational level of war depends on methods that will create appropriate conditions to achieve the closing state, set by a superior commander, in accordance with the complex strategy of military and non-military instruments of state power. Although the methods of application of specific operational art components rest mainly in the mind of the English Annotations and with several acts tied with civil emergency preparation.

In the middle of Obama's first presidency, several waves of criticism turned up. According to some analysts, Barrack Obama's first presidency introduces the beginning of new world's era, the so-called "post-ethnical society". The latest discussions prove that the United States have been no longer the only world's superpower, they will remain in the position of world's leader, but still aregoing to substantionally influence global arrangement. Unsuccessful and protracted wars, reflecting serious economic depression with successive debts, effect military budget cuts, even though the American Armed forces are still powerful, potent and mighty power, all around the world, influencing word's events as a stabilising force. The study depicts political and security layout against American domestic political background.

People must be prepared for unexpected anddangerous situations that must be dealt with immediately. The prerequisite of people training for the emergency situations is their overall preparation. The concept ought to be extending over a relatively long time, well elaborated and coherent. The prerequisite of such preparation is the existence of appropriate laws supporting a lifelong, "biodromaly" conceived educational concept. The readers have a chance to familiarise themselves with results from sociological inquiry, being done at the end of 2010, and with several acts tied with civil emergency preparation.

The article reflects contemporary issues in the field of language teaching. The University of Defence tries to react flexibly to new situations in the educational process in the European society. Its task is to enhance professional competences of its students and prepare them for their future career in the multilingual globalized environment. The authors, who are language teachers at the University of Defence, describe the procedure of creating an instructional material for their courses of Russian language. The lessons of their textbook have been designed to improve speaking and writing skills in Russian and thus to prepare students for the departmental exam NATO - STANAG 6001.

Operational art is the use of creative thinking by commanders and staffs to design strategies, campaigns, and major operations and organize and employ military forces. This article is a sequel to the study published in a previous issue of this Military Revue. The author discusses the fundamental pillars of operational art, upon which Alliance countries build their doctrinal and defence documents concerning operational art. A separate section deals with conditions and status of operational art in the Army of the Czech Republic in the last 20 years. The author calls for the need to introduce operational art in several key areas of Czech doctrines. He recalls the necessity to implement those issues in the prepared Doctrine of the ACR.

The French "Centre de Doctrine d'Emploi des Forces" (CDEF) has published new doctrine FT-05 The Tactical Commander's Guide to Command and Control in Operations. The global action of land forces is now carried out within a strategic environment that has dramatically changed for 15 years. In this new environment, the French Army asserts and implements a double requirement: that of power and the control of force. The article presents the fundamental conclusions of this doctrine and compares them with the Czech national doctrinal documents. Author concludes that in comparison with the French doctrine, Czech doctrines are much more focused on the procedural and technological part of the Command and Control Systems than the ability of commanders to command.

The identification of security threats and subsequent risks is the base on which we form security and military strategies. It is also the core of all security scenarios. That's why we must welcome all books dealing with futurology predictions, like The Cognition of Future as a Challenge by Martin Potůček at al, Karolinum, Charles University. He summarizes knowledge and experiences done by CESES, the only scholarly lab dealing systematically with drafting up visions and strategies the Czech state might be confronted with. The CESES is a Czech acronym, which stands for the Centre for Social and Economic Strategies, at the Faculty of Social Sciences, Charles University, Prague.

Army personnel are ranked according to level, from the lowest (privates, sergeants, WOs) to the highest (officers, generals). A total of 80 per cent of professional soldiers, in lowest ranks, are hired at labour market. They form the core of our military personnel, so that they have to be properly taken care of. But in ours, we have still the mentality of mass armies of cold-war period. There have been professional armed forces in the Czech Republic for more than five years, nevertheless the question how to build up the other rank corps is still opened. This article deals with this problem and the method how to cope with the need to form more professionalized NCOs. Broadly speaking, it is the question of the quality overpassing the quantity. Author insists that the British model of NCO's career path should be easily applied into the Czech Armed Forces to get rid of the obsolete recruiting related more to a model of conscription forces.

The overall purpose of this paper is to describe the ways the Alliance and the also the Czech Army will apply the operational art tenets, conducting operations in the future. The current military problems cannot be solved without a deep understanding and knowledge of operational art. In order to improve military thinking within the Czech Army, it is recommended to study and apply operational art. The operational art forms a bridge between strategy defining the political aims of war and tactics, fighting the battles. Commanders and staff officers should study operational art seriously, systematically and with all their efforts. The author deals with current state of present operational art to inform on new developments in this field of military art. The article broadens the vision and deepens the insights of its readers. Making use of multimedia, ICT, in a foreign language teachinglearning process is the effective way how to influence motivation and results of the educational process. Based upon the Czech-Canadian Partnership for Learning Program, the project provides synchronous communication between a native speaker and a student during language training, regardless the distance. Mutual communication is an opportunity when the students/learners can use their second language not only in professional discussions, but also in solving problem matters, relevant to their study branch, interests, current events or hobbies. The authors' experience and its analysis form also a part of this paper.

With the running changes in methods of modern operations within NATO framework, there are also changes in demands and tasks in the scope of civil-military operations-CIMIC. They are incorporated in many documents, such as the Comprehensive Political Guidance, New Concept of Civil-Military Cooperation or Field Manual 3-07 Stability Operations. The CIMIC capacities ought to be used for active impact on impending security situation, crisis development, impact implemented more sooner then crises might escalate to conflicts, eventually they could be used to halt the conflicts, in the places where they are a threat to Alliance security. We must create new rules of co-operations between civil and military sections, with the use of Alliance materials, resources and documents from conferences, seminars and field working shops. Today we have also abundant experiences that the Army of the Czech Republic, its CIMIC section, have acquired in preceding ten years.

This article aims at building a bridge upon a gap, which separates academic sphere and intelligence community in the issue of predictive methodology. The author tries to accomplish this objective by presenting intelligence predictive methods based on open-source literature research. First, the question of uncertainty and probability in prediction is introduced (Cynefin template). Then follows basic introduction to predictive methods in civil and military intelligences, so that the reader might grasp the fundamentals of early warning systems. The academics and above all journalists should know the risks and perils in forming intelligence forecasts, estimates, foresight and warning scenarios, e.g. the so-called Black Swan scenario, the author explains potentials failures of the Delphi method. This study ought to be regarded as an introductory to predictive intelligence concurrently done by governmental agencies for purposes of national security and defence.

The fundamentals of this concept, as they were explained in previous Military Review No 1, 2011, have stayed unchanged, up to the present. There still exist operational bases, directions, courses, lines, upon which military convoys transfer by the plan or in disorderly manner. Such picture corresponds to linear wars of first, second and third generations. The wars of fourth generation are characterized by the speed and initiative. The frontiers between war and politics are blurred, so are between civilians and combatants. They are mostly wars with and among non-state actors, counter-insurgency operations (COIN) Based on doctrinal analysis; author describes concepts philosophy in functional and logical aspects. This might help the commander and staff to visualize the arrangement of military capabilities in time, space, and purpose to accomplish the mission. The concept might be successfully applied in connection with stability and COIN operations.

International humanitarian law hinges on the principle of the distinction between combatants, whose function is to conduct hostilities during armed confl ict, and civilians, who are presumed not to be directly participating in the hostilities and, therefore, entitled to full protection from attack. They lose this protection only if, and for as long as they "directly participate in hostilities". After several years of expert discussions and research, the International Committee of the Red Cross (ICRC) has published the Interpretive Guidance, which aims to clarify the meaning and consequences of direct participation in hostilities under international humanitarian law (IHL). This article is devoted to the explanation of this notion. The presented interpretation follows the Interpretative Guidance published this year.

Communications in which information of any kind, especially orders and decisions, are conveyed from one command, person, or place to another, are basic feature of all civilian organizations, namely as far as managerial work is concerned. In military, they are used within the armed forces, usually by means of electronic equipment, including communications security equipment, organic to the tactical forces. They are implemented in integrated surrounding NEC (Network Enabled Capability) by means of widening and updating field communication system of the AČR. NEC together with other key operational capacities will enable to change information power into higher operational effectivity and strength of Czech armed forces.
