Threats from the East and the South as V4 Defence and Security Cooperation CatalysersReviewed - Reviewkpt. PhDr. Jakub KufčákVojenské rozhledy / Czech Military Review Nr. 4/2015, Vol. XXIV. (LVI.): 30-37 | DOI: 10.3849/2336-2995.24.2015.04.030-037 Recent developments in security environment in the last two years re-opened crucial European debates such as the reform of the NATO architecture to address resurgent Russia to the East and as finding common European solution to migratory pressures that test both national capabilities and European solidarity. Even through the Visegrád countries do not always share common interests, the V4 manifests that it can play indispensable role in reaction to these developments. However, V4 still lacks actually proactive regional approach that would accommodate polish interests in order to keep informal leader Poland invested in this cooperation format. Polish elections mean one more challenging test for the V4 to coordinate positions before the crucial NATO Warsaw summit. Should this endeavor be unsuccessful, Poland could look to other formats that mirror its interests and threat perception more closely meaning that V4 would take a back seat with regard to NATO agenda. The task for the Czech V4 presidency is to produce practical results in ongoing ambitious project in defence cooperation so that is demonstrates the cooperation's 'added value.' |

New Global and Regional Actors and World and European SecurityReviewedPhDr. Miloš Balabán, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 2/2011, Vol. XX. (LII.): 30-37 Taking into account the prepared 2011 Security Strategy and the White Paper on Defence in our country, due attention ought to be paid to political ambitions and economy influence of emerging actors, both world and regional. In ten or twenty years to come we shall face basic transformation of international system. Today, there are four main global power centres: North America (United States, Canada), the European Union, China and Japan. The author of this study concentrates predominantly on their economy strength that is also a base of all sources spent on armed forces. Among emerging powers belongs above all India, regional power in South Asia, Brazil in Latin America, followed by Indonesia, Turkey, and Mexico. They together cover 52 per cent of word's economy production. Different interests give rise to various disputes, but they are able to act cohesively against e.g. decisions by G-20. The Creation of Lowest Army Rank CorpsMilitary professionalPodplukovník Ing. Bohuslav Pernica, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 1/2011, Vol. XX. (LII.): 114-118 Army personnel are ranked according to level, from the lowest (privates, sergeants, WOs) to the highest (officers, generals). A total of 80 per cent of professional soldiers, in lowest ranks, are hired at labour market. They form the core of our military personnel, so that they have to be properly taken care of. But in ours, we have still the mentality of mass armies of cold-war period. There have been professional armed forces in the Czech Republic for more than five years, nevertheless the question how to build up the other rank corps is still opened. This article deals with this problem and the method how to cope with the need to form more professionalized NCOs. Broadly speaking, it is the question of the quality overpassing the quantity. Author insists that the British model of NCO's career path should be easily applied into the Czech Armed Forces to get rid of the obsolete recruiting related more to a model of conscription forces. |

Critical Looks at Hybrid Wars ConceptMilitary artIng. Pavel Zůna, MSSVojenské rozhledy / Czech Military Review Nr. 3/2010, Vol. XIX. (LI.): 33-45 The term "hybrid war" is frequently used today within the military community, but the term does not bring something new in the view of the terminology of the stability operations, comprehensive approach or compound wars. This concept is based on the destructive threats to the military components of international community. It does not help in delimiting reasons of violent confl ict and from that point it is harmful, as it does not explain soldiers why they are fi ghting the "just war", why they should sacrifi ce their lives in confl icts far away from their homeland. We should not use terms of hybrid wars, hybrid confl icts, hybrid enemies or forces. Only "hybrid warfare" could find some legitimacy, but only when used with the correct definition of the conflict typology, backed by the political objectives of the war. Confl icts typology, as used, forms the framework for the mission analysis orientation at all command & control levels and it guides the informational support to the military decision making processes. |
Critical Analysis of Interconnection between Planning by Objectives and Capability PlanningReviewed - ResearchPlukovník gšt. Ing. Zdeněk PetrášVojenské rozhledy / Czech Military Review Nr. 4/2014, Vol. XXIII. (LV.): 3-24 | DOI: 10.3849/1210-3292.23.2014.04.003-024 The article brings outcomes from the critical analysis of interaction between planning by objectives and capability planning. The analysis is based on the assumption that the strategic decision-making process should be assisted by a systemic tool, enabling a financial assessment of capabilities, identified as a prerequisite for accomplishing politico-military ambitions. Taking into account the current planning system, as implemented within the Ministry of Defence, the planning by objectives might become this tool. However, for providing an efficient planning by objectives, it is necessary to derive relevant findings from the capability planning, which basically includes data on capability assessment, identified capability shortfalls and their prioritisation. Therefore, findings from capability planning process are a keystone for conceiving objectives for the area of capability development. Both capability planning and planning by objectives are to be seen as communicating conveyances, where a level of mutual interactions significantly influences effectiveness of defence performance management. |

Some Pitfalls of the Czech Armed Forces ProfessionalizationReviewed - OtherProf. Ing. Jaroslav Komárek, CSc.Vojenské rozhledy / Czech Military Review Nr. 4/2014, Vol. XXIII. (LV.): 75-87 | DOI: 10.3849/2336-2995.23.2014.04.075-087 The Czech Armed Forces' professionalization is an underlying qualitative change and its realization is not without risks. This paper outlines the political origin of this phenomenon, characterises the coherence with the transformation of the Alliance and illustrates overseas experience with some recruitment problems, namely the NCOs, the limits of women in the armed forces, the role of voluntary reserve force, and the substantiations for compulsory military service generally. The purpose of this essay is to draw attention to less known pitfalls of this process, with wide connexions, going beyond regular professionalization frames, defined as a task carried out by the military personnel department. |
