Civil-Military Reflections: Does the Army Need Its Own Value Code? (Military Culture, Professionalism, and Constabulary Force)Informational pagesMgr. This article reflects main ideas and concepts used in theoretical and analytical literature, including seminar works by Samuel Huntington and Morris Janowitz. A military culture, military ethics and influence of new technologies, full-volunteer army and new missions on military culture are discussed. An abstract term "military" can change very significantly in accordance with actual military culture, perceptible to the fact how civilian society accepts military values. Therefore, not only size and equipment determine how particular armed forces look like. The author introduces the term Constabulary Force reflecting the idea that primary purpose of forces today are low-intensity conflicts and operations other than war. |

(XLIX.): 29-51 This article deals with the EU command and control functions and provides basic information on the structure and capabilities of the EU CCS in Battle Group EU operations. The author describes political and strategical levels CCS (COREPER, GAERC, COPS, CivCom, EUMC, EUMS, BDE HQ, prospective EU FHQ). Only US, EU and E3 (Britain, France, Germany) are capable to realize integrated expeditional operations. The ACR can work only with cooperation with them. The Czech Republic as a small EU member state is actively engaged in the building of the Battle Group EU. The Czech Army is going to increase its expeditionary capabilities as demanded and be prepared for a broader range of conflicts and crises in the vital area of the EU concerns. At present, the ACR is able to carry out a self-supported, integrated expedition operation only on the edge of all its strength. The political leaders must bear this fact in mind, as the army mustn't be overburdened, otherwise it might lose its credibility. (LIV.): 10-21 | DOI: 10.3849/2336-2995.22.2013.04.010-021 The aim of the article is to present an up-to-date discussion on cyberspace as a new, fifth domain of warfare. The reader is provided with the concept of cyberspace, its current interpretation, primarily in American doctrines and military theory. The army mission is contextually mentioned as well, explicitly the limits of Czech forces capacity. The paper deals with the form of cyberspace and its characteristics in the context of military operations. It advocates the idea of cyberspace as a war domain, which is presented together with the criticism to such approach. The article concludes with the summary and evaluation of both sides' arguments, taking into account the specific role and abilities of armed forces. |

In foreign policy it is used for promotion of its regional interests and it also serves as a guarantee against foreign actor's interference in Iranian domestic affairs. So far, the negotiations between Iran and the international community have not brought about any tangible results. Among other reasons, there are different expectations of both parties. The international community is ready to lift sanctions, supposing Iran accepts the UN resolutions. Iran, by contrast, demands to be recognized as an internationally recognized regional power, with legitimate rights and interests. |

(LIV.): 81-90 | DOI: 10.3849/2336-2995.22.2013.04.081-090 The article is an analysis of the further development of mechanized battalions of Czech forces (ACR). The defence department will have to take a major decision how to replace old tracked infantry combat vehicles (ICVs) BVP-2. Several years ago, it was decided to acquire those vehicles for one brigade, so the best option could be to keep this project on. The acquisition and simultaneous operations of two similar vehicles, wheeled and tracked ones, are not effective for forces of ACR size. The extra costs of operation would not produce an adequate increase in capabilities of mechanized units. The author presents dozens of arguments to support this conclusion and at the end he makes recommendations for the future acquisition strategy in Czech defence department. |

Although any internal regulations have to be in accordance with superior sources of law, relation between legal and internal level is not clear. Article exemplary outlines, that consistent system of internal rules is based especially on running and immediate updates to meet harmony with legal code. |

The present situation is compared with history illustrations and with similar recent events abroad. Author's reflections and scenarios outline a variant of state failure and its institutions, with the exception of army. He identifies respective incoming risks, among others tied with the so-called Roma question. Actually, his hypothetical solutions are not backed by the current laws of the Czech Republic. The author comes to the conclusion that army deployment might be used only as an instrument of last resort, "ultima ratio". |

The author analyses lessons learned from the developing and implementation of Long-Term Vision of the Ministry of Defence document (2008) and tries to aply them in drafting a new document, The Long-Term Vision for Defence in 2030, is now being prepared under the leadership of the Ministry of Defence of the Czech Republic. He also highlights some of the theoretical principles for developing documents in the process of strategic management. |

The proposed realization mode of is based on the expected course of air temperature during the day. It is compared with the existing regular two-hour intervals that affect effectively the fluctuations of air temperature during the day, especially at sunrise and sunset. Consequently, the study also recommends to adjust the time and space validity of individual types of meteorological messages in the connection with this proposed realization mode of compilation and distribution of meteorological messages. |

The key part of operational concepts consists of several key characteristics, which include e.g. the account of military problem, its military solution describing in broad terms how military forces will operate across the wide range of military operations in pursuit of strategic objectives and thereby consequent requirements for military capabilities development. The article does not provide a comprehensive answer to all the problems associated with the concept development. Rather, its purpose is to point out some aforementioned aspects crucial not only for operational concepts developers, responsible individuals and organizations, but it may be beneficial even for commanders in terms of their operational thinking and drafting an appropriate operational approach to solving day-to-day acitivities. |

The cyberterrorism is very often discussed nowadays, but there is a total lack of any consensus as far as a precision definition is concerned. The critique of current state is summarized at the end of the final chapter, describing leading causes of present situation, i.e. a situation when the cyberterrorism is discussed, politicised, all repeatedly underline its dangerousness, but in practice no cyber attract has occurred. |

(LIV.): 103-108 The article is a polemic reflection over the potential concept and vision of defence and EU combined armed forces, from the military point of view. It recalls previous efforts and present activities to implement common security and defence policy in practice. It is a short analysis of conditions under which the EU is situated, and in general contours it characterizes possible advantages of common European armed forces. It expresses author's opinion that by forming "European Pillar" in NATO, the transatlantic linkage between the EU and the USA will not be weakening, but on the contrary, it will be strengthen. The author uses the terms "European army" and "common armed forces of EU" that he takes as synonyms and therefore he asks the reader to take this fact in account. |

Some English words have become established in Czech (revolver, tank, tanker, tram, jam, safe), whereas others are still being adapted. A particular role in this process is ascribed to military community. The following text makes therefore some enquiries into English words of Czech origins or with Czech background, both military and civil ones, in the past or still in use. |

Current evolvement of changes in military power indicates the shift of the centre of gravity aiming prevailingly eastward towards raising and growing economical powers. Due to the differences of various input data, multiple information sources used for comparison are significantly different. In addition, it is difficult to get them for some isolated countries, the results of which are sometimes only estimated. The study also includes information on the main importers and exporters of the military equipment, as well as the estimation of future trends. |

As far U. S. strategy culture is concerned, without doubts American armed forces are going to be prepared to be modern, strong, agile and capable to meet the U.S. National Security strategy goals whatever and wherever they might be. Simultaneously, Obama´s programme for his second term presupposes to close down several military bases all around the world, together with reductions in the size of forces, manpower. Only the most important will be preserved. The further development will be therefore predestined by necessary quantitative reductions, but at the same time by qualitative updating American armed forces, and by the stress on power projection capabilities to take an active approach to counter any threats worldwide. |

War is one of many ways for implementing policy, but actually it is self-breeding and at the same time its own last source. The hypertrophy of available means for warfare creates the atrophy of its functions and consequently even its reason. War is still an extreme choice, bringing about the danger of total devastation of humane environment. It's strange that environmentalists do not put their protests to this centre of gravity. On the contrary, many of them regard wars as natural thing, originated in the very nature of humane dispositions. It has its source probably in the fact that there is no self-contained theory dealing with war and peace, the so-called paxology-the theory how peace can be maintained in the world. |

Its author offers a comprehensive characteristic of several fundamental challenges to social forecasting. It begins by defining forecasting as the formulation of conditional accounts of possible futures. The main forecasting theme to be solved are as follows: ageing Czech population as a security problem, corruption, criminality, organized crime as a tool of political and economy instability, the marginalization of Czech Armed Forces in context of globalization and overall European defence, possible threat of the collapse of Czech defence system. |

It summaries the overall development in the area, occurred since the establishment of the Center of Simulation and Training Technologies. There are presented turning points in training on simulators, i. e. requirements for combat in urban area, special operations of small units, of ground forces interaction with supporting units, the use of command and control systems and the cooperation between the military and rescue workers. It also points to the new requirements in the fields of training and shows possible ways of their solution. The second part deals with problems of NEC and its implementation into simulation systems. The article presents the results of SIMNEC defence research and its contribution to the future expansion of the capabilities of tactical simulator. |

It is important for joint commanders to be familiar with this kind of combat support, so that they could use it effectively in land operations. |
