(LVII.): 20-34 | DOI: 10.3849/2336-2995.25.2016.04.020-034 The article brings results of the analysis of 14 national documents and 14 Czech Ministry of Defence internal documents. Document analysis showed the lack of traceability and verifiability of the methods, and that the methods of strategic analysis were usually used incorrectly, or incompletely. A proposal that can improve the situation is following: creation of a repository of processed strategic information, and the establishment of a specialized department, which will deal with the processing of strategic information and data, and will also create conditions for the creation of institutional knowledge. Another part of the proposed solution is also the inclusion of the topic of aggregating and processing complex analyses into the education system for all the staff presumed in participation in the strategic planning. |

(LVII.): 46-60 | DOI: 10.3849/2336-2995.25.2016.03.046-060 The Lessons Learned from the military operations and exercises as a system and process was introduced to the Czech Armed Forces in 2004. Since this time, it become a standard component of command and control, and one of the tools that generates impulses on the development of capability of the units and staffs, at all levels. The article discusses not only the achievements but focusing on the barriers that hinder effective development system and the lessons learned process. In the first part of the article, this loosely follows the article, published in issue 1/2015 magazine Vojenské rozhledy - Czech Military Rewiev, the authors focused on the basic principles of the process. The focus of the article is to analyse the current state of the lessons learned process with result, that one of the main problems is the misunderstanding of the process by some commanders and also analysis of the lessons identified on the strategic level. At the end of the text, the authors presented recommendations on how to overcome the identified barriers and ensure the further optimization of the process. |

(LVII.): 44-60 | DOI: 10.3849/1210-3292.25.2016.01.044-060 The aim of the article is to bring inspiration and offer needed recommendations for implementing the scenarios in the defence planning process. The article addresses purpose, development and practical application of scenarios in a national defence planning process, utilizing capability based planning (National Capability Based Defence Planning - NCBDP). During the planning scenarios are used for identification and verification of capability requirements. Scenarios depict main features of the environment in which the armed forces will be employed to execute military missions. Scenarios reflect as well operational concepts in a sense of doctrinal use of armed forces. Furthermore, they offer a possibility to identify and quantify required capabilities in a volatile, difficult to predict, complex, permanently and dynamically changing environment, and reduce level of uncertainty and associated risks. In this regard, scenarios are significant analytical and supporting tool of defence planning with high value added. Correct application of scenarios allows defining a set of required capabilities necessary for success in potential future conflicts. Scenarios enable long-term planning of capabilities development and optimisation as a platform for qualified and well informed decisions at the MoD level on the armed forces character, structure and size with regard to the ambitions and international commitments of the country. In the conclusion the article brings recommendations for the defence planning process improvement by exploiting capability based planning and scenarios. Recommendations provided in the article include doctrinal changes, organizational changes within MoD and General staff, recommendations for updating the education plans for military personnel, recommendations for optimization of the defence planning process as well as for necessary changes in the approach of the defence managers and military leaders to the described method. |

(LXI.): 36-50 | DOI: 10.3849/2336-2995.29.2020.01.036-050 The article studies possibilities of utilization of Global Navigational Satellite Systems Galileo and BeiDou in the Armed forces of the Czech Republic. It analyses its advantages, weaknesses and assets the army. The study is grounded in knowledge and experience of the Czech military geographic service and supports it with comparisons with already implemented systems GPS and GLONASS. European project Galileo brings for the most part independence on GPS and direct influence of the Czech Republic. Chinese system BeiDou provides individual alternative, although with limited access. In combination with multiconstelation receivers, they can substantially complement the current structure, make more accurate measurements and lower vulnerability to jamming and spoofing/deception. AČR may utilise benefits of the systems with modernisation of devices a by participation in development projects of global navigation. |

(LX.): 73-84 | DOI: 10.3849/2336-2995.28.2019.01.073-084 Rocket technology occupies an elite position in the doctrines of hybrid actors in the Middle East. The thesis of proliferation of tactical ballistic missiles analyses four models - political, technological, substitutional and propagandist-psychological. An effective reduction of ballistic missiles and technologies has been identified in the political model, where sanctions and embargoes limit the proliferation of missile technology. In the technical model, which plays a key role, the limiting factors are those of development and dissemination of high-energy laser weapons. The substitutional model illustrates the application of tactical ballistic missiles as carriers for improvised devices. It is of marginal importance, despite covering targets that involve secondary damage. Studying the model of propaganda and psychology confirms the psychological effect on the population associated with the losses, but it does not affect the reduction of missiles. |

The most appealing were those initiated by the USA, in which other friendly states´ve participated as well. No country has the right to invade its neighbour or over-run and annex another. There were many discussions in the world over the legacy of imposed interventions, under which conditions they are true and just. The study covers two dissimilar attitudes: the first one against Hussein's expansionist policy in 1991 and warfare after 9/11 2001. The legitimacy rests upon Resolutions of the United Nations Security Council that allow any nation to remove the aggressor by force. The author also mentions a series of wars, fought throughout the former Yugoslavia from 1991 to 1995, and then again from 1998 until 1999/2001. |

(LX.): 85-97 | DOI: 10.3849/2336-2995.28.2019.01.085-097 Partisan and paramilitary groups operating on Colombian soil have been representing a serious regional security threat for the last fifty years. The most successful attempt to conclude a peace treaty between the government and the insurgents is represented by the peace process that took place between 2012-2016. This process resulted in the agreement between the colombian government and the guerilla group Fuerzas Armadas Revolucionarias de Colombia - Ejército del Pueblo. This paper deals with the dynamics of the of the peace processes between the government and guerilla groups and analyzes the factors contributing to the escalation and deescalation of the conflict and factors that enabled or on the contrary disabled a successful demobilization of the insurgents. The analysis of the demobilization uncovered a number of factors indicating a contradictory acting of both sides of the conflict. While the adversaries were negotiating the peace agreement, in the same time they were violating the previous agreements. Such behaviour was caused mainly due to the absence of a strong sponsor. |

(LX.): 44-62 | DOI: 10.3849/2336-2995.28.2019.04.044-062 The work deals with the issue of engineer information, which is necessary for the planning of water crossing, and which can facilitate and speed up the proces of operation planning with the assistance of the staff members of engineer specialization. At present (2019) there is no application software development of engineer support tasks (hereinafter APV ŽEN) within the engineer command and control subsystem AČR, which would take into account the problem of water crossing by troops. The aim of the article is: to analyze the gathering of engineer information for water crossing and to describe it on a specific example of the Morava river, to identify the possibilities of water crossing by forces of AČR, to propose a map base for APV ŽEN, which will be supplemented by engineer information from Povodí s.p. and Motorway and Highway Directorate (hereinafter ŘSD) and to define measures that will support the availability of engineer information in water crossing. |

This research addresses a low level of use of strategic analysis methods in the development of strategic and conceptual documents of the department. In the years 2017 and 2018, interviews with the processors of these documents were carried out and the problems related to the use of strategic analysis methods in sector planning were analysed. In particular, the article analyses the content and utilization process of stakeholder analysis method, SWOT analysis, future scenarios, benchmarking and GAP analysis. |

(LIX.): 3-23 | DOI: 10.3849/2336-2995.27.2018.01.03-24 This article describes the basic terms used in prognostics (future studies, forecasting the future, prognosis, prediction, expert) and introduces selected prognostic methods and techniques which could be applied in security area (brainstorming, focus group, trend extrapolation, Delphi method, scenarios etc.). The basic classifications and prognosis typologies are mentioned as well. Particular phases of prognosis making are described too. For the Czech security community the prognosis making has an important potential whose outcomes (of particular surveys) should be manifest in following years. This text has only tried to outline selected methods and techniques for their potential application. |
Applicability of Former Soldiers at the Labour MarketReviewed - ResearchKristýna BinkováVojenské rozhledy / Czech Military Review Nr. 2/2019, Vol. XXVIII. (LX.): 82-98 | DOI: 10.3849/2336-2995.28.2019.02.082-098 The article deals with the applicability of professional soldiers in the labour market after the termination of military service. Its aim is to outline the information about the unemployment of former soldiers and to present the main results of sociological research, which was held among 313 former members of the Czech Armed Forces. Based on the processing of statistics of the Labour Office of the Czech Republic, it was found out that on average 18% of former soldiers of productive age were 8 months without employment during 2008 - 2017. With the help of a questionnaire survey, it was found out that more than a fifth of the respondents were looking for an employment in the civilian sector for more than half a year. The majority of respondents do not perceive the system of preparation for a second career of soldiers as elaborate. They state that the issue of second career was not addressed during their military service. There are possible recommendations for improving the current state of integration of soldiers into the labour market at the end of the article. |

The problem is a shortage of health personell in some specific medical branches to fulfill these ambitions. There are only 35 surgeons in the Czech army at present. Results of questionnaire survey performed in this group show a high level and preparedness for multinational deploytment in foreign missions, on the other hand put a lot of questions for future. |
