New technologies influence not only social advance, but also the development of armed forces. Present-time warfare is resolute, dynamic. In the 21st century, both low and high intensity conflicts, counterterrorist or stabilization operations might take place in urbanized areas, where casualties and material damages are high. New weaponry and technology make demands on military and professional training, self-control, psychic preparedness. In advance we must set rules governing the firing of weapons and use of force namely by soldiers involved in peacekeeping and counter-insurgency situations. Mental stress, emotional, or physical strain or tension of soldiers are manifested by fanaticism, looting, killing non-combatants, desertions or going away from military units without permission (AWOLs), depressed soldiers inflict wound on themselves, they misuse drugs or alcohol. The author cites factors increasing soldiers' resistance: high cohesion of units, tough training, relaxation, courageousness, high awareness of objectives of operations and war aims.

This article discusses the issues of the Czech military diplomacy carried out by military, air, naval or defence attachés accredited in foreign countries in order to uphold the national security and defence interests. The main emphasis of this article is put on the evaluation of current state and legal bases of military diplomacy of the Czech Republic. The article aims to identify and analyse the challenges (1) the Czech diplomacy is currently faced with and to propose viable solutions (2) which could possibly contribute to better coordination and effectiveness of the Czech military diplomacy.

The article deals with the evaluation of the state of oil security in the Czech Republic and measures, which should be taken to increase it. The attention is payed to the importance of the crude oil in the energy mix of the Czech Republic, its oil dependency and international cooperation in the area of oil security. Further, it focuses on the emergency stocks of the crude oil and petroleum products and to their use and to the oil demand restraint measures.

The article deals with contemporary security situation in the Sinai Peninsula. Attention is paid to certain aspects that form the local negative trends in security developments and their mutual interconnection, as a part of social movements after the events of the so-called Arab Spring and the consequences of the Egyptian Lotus Revolution that have a cardinal influence for both the deployments of Egyptian Army and the security sector in this territory. The opening part of this article is a brief historical excursion into the peace agreement between Egypt and Israel that arranges the special status of the Sinai as a demilitarized area and the adjustment of social-economic reality of the Bedouin population performing decisive influence for described situation.

The establishment of nuclear-free zones in various regions covers roughly 110 countries and thus helps to the final aim--freeing of the world of nuclear, biological and chemical arms. Nuclear-free zones are suitable counterpart to other institutions to stop proliferation of nuclear weapons and the threat of its usage: Non-Proliferation Treaty, Biological and Toxin Weapons Convention, Chemical Weapons Convention, Comprehensive Test Ban Treaty. The risk of nuclear proliferation in the Near East is high, the main obstacle lies in different attitudes of key actors to the successive operations: whether to create peaceful arrangement among all involved states as a first step (proposed by Israel), or preferably to renounce atomic weapons (proposed by Arabic countries). The author suggests rethinking security interests in the Near East, to remove deployment of nuclear weapons from military doctrines, to concentrate on soft security to bolster up mutual trust, to create security guarantees and transparency in the region.

At the end of 2013 in the German city of Münster, they organized the 2nd international symposium on protection against the effects of weapons of mass destruction (CBRN) and toxic industrial materials (TIM). The article deals with main presented topics and summarizes conclusions namely for the Czech Armed Forces specialists who are interested in such subject matters.

The control of emergency economic measures, namely state material reserves, is an important part of Czech security system. From the institutional point of view, all is run under the authority of a central institution-the Administration of State Material Reserves (ASMR). This paper deals with its role in the management of state material reserves, reflects problems and consequences resulting from the changes in security surrounding, re-evaluates opinions and views both by experts of state administrations and academic community. Those are the main key questions the study seeks an answer.

The article follows the leading theme of the Czech Military Review No. 2/2013 dealing with the application White Paper on Defence 2011. Both authors are members of the Lifelong Learning Department, Defence University, Brno. Backed by long experiences in military professional education and training, they present their views on advantages and disadvantages of the current model of officers' professional preparation, particularly senior officers. The authors' aim is to arouse a constructive debate about the changes in the current model of senior officers' career education. Their views are based upon history examples and models of some selected NATO nations.

In course of action, modern forces ought to be capable to safe living surroundings by the implementation of environmental protection into military planning and decision-making process. Traditionally it protects not only a location around military bases, training areas, but also in all operational area of deployed armed forces. This study therefore deals with methods of environmental protection and the so-called risk management to prevent damages that can't be remediated, both in the field of natural, cultural or historic sights and relicts.

In the past, the Common Funding played only marginal role in the NATO strategic decision-making. However, this situation changed significantly when the global economic crisis challenged the national public expenditures and NATO defence policy became a matter of serious reflections. NATO should balance its requirements with limited resources and adjust its future activities within shrinking budgets. NATO must make hard decisions and implement reforms in order to ensure its ability to fulfil its mission and priority tasks in the long run. The reconfiguration of Common Funding is an inherent part of this process. The aim of this article is to introduce Common Funding as a management-supporting tool of the international organisation under currently mounting resource constrains.

In the September Scottish referendum of its separation from the United Kingdom of Great Britain and Northern Ireland, the majority of Scottish voters decided against these efforts. But in case of success, Scottish nationalists originally projected considerable military forces. A five-million nation should have had defence budget of 2.5 billion pounds a year, which is in fact roughly a double of the Czech defence budget! During subsequent ten years after independence, the new Scottish Government planned armed forces of 15,000 regular and another five thousand reserve personnel. The article focuses on this rather unknown dimension of Scottish independence debate.

The main characteristics of the Armed Forces of the Czech Republic-leadership, organization, doctrines, personnel and its preparation, weapons systems, material, infrastructure-has been continuously adopted since their creation in 1993. This article analyses three main strands of this process: the first one constitutes the changes in the global security environment and their impact on the role and tasks of armed forces. The second strand reflects the marginalisation of security and defence policy agenda, influencing the instability of armed forces. The last strand focuses on the growing role of international organisations during the provision of security and defence of the Czech Republic. In summary, the author identifies main challenges ahead for Czech political and military leadership.

This essay presents the development of opinions on the role of language training of students and learners of foreign language (officer candidates) within the development of speech and understanding capabilities in recent years. It analyses the ratio of general and special languages at military system of language preparation. Increased attention is paid to the acquisition of the so-called special competencies. The article also mentions the activities of educators in the field of terminology. The most stimulating and demanding is a stress upon professional communication at magisterial stages of university education. In conclusion, further trends in given areas are emphasized. The article was written to mark 10th anniversary of the first terminology conference in defence sector and joining the Czech Republic into standardization process that took place at Defence University Brno.

The motivation and professional values of soldiers involved in Other People's Wars is one of the most important knowledge necessary for effective command and control. Those were main reasons for an extensive questionnaire survey among soldiers, deployed in PRT ISAF in 2010-2011. One of the key topics was motivation to leave for Afghanistan, professional expectations and evaluations of external and internal environment of the mission. The purpose of this paper is to present the basic outlines of values of today's Czech soldiers, their professional motives and expectations. The results are interpreted in the context of Moskos' theory of the contradiction between institutional and occupational orientations of present armed forces and adapted to the actual social and political state of affairs.

Today, the word Concept is one of most used terms in the framework of long and medium term of defence management. Concept development as a process is mentioned in significant number of departmental regulations and descriptions of activities of organizational bodies of the Ministry of Defence and General Staff. Concept development and Experimentation is a kind of incantation used when we speak about the development of long and medium term strategic documents. This article comprises the analysis of the legal regulations concerning the development of strategic documents. It analyses the implications of the governmental Methodology of mid-term concepts and Methodology of preparation of public strategies for departmental strategic documents.

In our country, existing strategical documents related to security used to be compiled very carefully, but proved to be not very effective, as they did not fit to practical everyday security policy, they did not comply with day-to-day requirements. The only exception was the 1991 doctrine dealing with the creation of Integrated Rescue System and the implementation of professional armed forces. At present, there is a tendency to rewrite those strategy documents again, namely in the field of security. The preparation of a new version of Czech security strategy is taking place in time marked with new trends in world politics and economy. The main attention is attracted by crisis management, arms control, disarmament, WMD non-proliferation, cooperation with non-NATO nations, and international organizations, last but not least counterterrorism and cyberspace security strategy. In short the study mentions Czech political-military ambitions, defence strategy, defence capacity and resources, it appreciates in value knowledge gained by the Centre of Security Policy, Faculty of Social Science, Charles University Prague, and it contains conclusions and recommendations for the preparation the 2011 Czech National Security Strategy.

This article deals with accrual accounting concept in the terms of the public sector, where-in this context-accrual accounting is understood as a basis of accounting under which transactions and other events are recognized when they occur, and not only when cash or its equivalents are received or paid. Therefore, the transactions and events are recorded in the accounting records and recognized in the financial statements of the periods to which they relate. At first, the article introduces briefly the history of accrual accounting concept implementation in the area of public sector. Secondly, it summarizes main possible benefits and risks connected with the implementation of accrual concept to the public sector accounting.

Lieutenant-colonel Pondy was one of many pre-war army officers who joined the anti-Nazi resistance movement. The Germans announced the price on his head. To avoid the arrest, he preferred to flee across the border. He served in France, Great Britain, and the USSR. As a commander of the 3rd independent brigade he took part in fights in Slovakia and Moravia. After the war he became, among others, the commander of school for reserve officers. After communist coup d'etat in February 1948 he was dismissed from the army and degraded. Again, the arrest was imminent, so he emigrated to Great Britain. He was awarded dozens of Czechoslovak and foreign decorations and medals. In 2014 the Czech Minister of Defence presented him another high award, the State Defence Cross, in memoriam.

This study deals with the responses to recent Syrian conflict in the Czech Republic. The authors introduce particularly activities inside Syrian diaspora, actually formed during the time of communism. Syrians citizens living in the Czech Republic are not homogeneous, which is similar to the situation in Syria. In our country we can find both people loyal to the regime of Ba'ath Party and Bashar al-Assad, and also members of opposition that in fact has divided into two groups, since the mid-2012. The authors introduce reactions of various subjects from the Czech Republic.

The development of C2 theory and practice within force requires an interdisciplinary approach. Commanding army needs not only the familiarity with armed forces and warfare principles, but also the knowledge and understanding of the development of security and operational environments. It is the development of security and operational environments that directly affects the theoretical and doctrinal thinking, the approaches to armed forces employment to deal with contemporary and future crisis situations. This paper is an attempt to project some opinions on C2 issues from the sixties last century to the present. As there are two periods with dozens of common characteristics, we can find a number of similarities. This article aims to point them out.

Recently the defence department has been meeting lower and lower money sources that could finally bring about lower salaries, reduction in numbers of servicemen, dozens of military units are dissolved. One of such economic measures are plans for dismantling the last Military Secondary School (MSS ) in the Czech Republic. Backed by the assessment of expenses or inputs and outputs, stated in several tablets, the authoresses evaluate the abolition of MSS from a long-term view as rather ineffective, in spite of some short-time savings.

The article introduces a variant of alternative accoutrements provided to the soldiers of the Army of the Czech Republic to replenish and compensate individual standardized items. The article proposes changes in furnishing soldiers, so that they would take into account their individual occupational specialities and predominant types of used military uniforms. Even though the authors use a simplified model in this paper, the final version of accoutrement modification represents the updating of the current law regulations.

Although private military companies like the former Blackwater were regarded as a relatively new phenomenon in international security, their history is not new. The participation of private individuals, and /or groups of private individuals, soldiers of fortune, in "foreign" armed conflicts is at least as old as the history of wars by itself. It is impossible to open a debate about the scope and possible impact of the current use of private military and security companies without knowing and evaluating their long-term historical developments. The goal of this study is therefore to map the history of the use of private military forces, their involvement in various conflicts, services they offer, among others, from the point of international law.

The purpose of this text is not a systematic description of preparation, confirmation and implementation of Defence White Paper, nor overall evaluation of its assets or failures. It only wants to draw your attentions to several problem factors that have got complicated the preparing of strategical documents in the field of defence and security in the Czech Republic and in fact they do not allow to form predictable surroundings for defence planning.

The Association of Officers and Warrant Officers is a voluntary civic society directed and planned by the Central Council. It is the professional association of officers, former officers, and spouses, civilian employees and friends. Its activities cover a broad range of special-interest clubs. It cooperates with similarly oriented associations in NATO countries. The association has a long history of effective professional activities. The author enumerates performances done this year, namely the Paintball Czech Army Cup 2009 or demonstrations of combat engagement of a multinational squad to destroy the attack of terrorist groups. They produced multimedia compact disc "Pictures from Czech History 1914-2004" and organized the conference "The Youth in Present-time Czech History: Risks and Hopes" and are preparing another audio-visual teaching aid "Czech Society in Modern Europe: Destiny, Ties, Retreats and Approaches", made for all elementary and secondary schools.

The organizational structures are to define and effectively make plans for humane activities (individuals and groups) to meet set objectives. In the Army of the Czech Republic, the organizational structures have to fulfil goals not only on tactical levels, but also it has to connect to superior units. It must be clearly defined on both horizontal and vertical levels. The article is focused on differences in organizational structures of logistics support of some battalions and that of brigade. It compares competences, respective responsibilities, in the area of material management, operations support, etc. The aim of the article is to propose an alternative solution, backed by above-mentioned comparison, for further possible evolution of logistics organizational structures, including professional training and career development of logistics members.

This specialised article deals with Big Data and the exploitation of this current day phenomenon in the field of intelligence disciplines, based on technical methods of data gathering and its relevant assessments. The introduction deals with the issue of development of the security environment and gives general overview on the current trends in the field of technical branches. The following chapter analyses the main trends, especially the digitalisation of the battlefield, rise in data volume and the development of new technologies. The next chapter is focused on the basic terminology description of the Big Data issue, which leads into final assessment and certain prediction of future development in this field and the rise of importance of this trend for the intelligence disciplines in future.

After the year 1989 many presumed that "the end of history" came about, after the end of cold war no international security risks would arise. Nowadays we see that everything is different. Risks and threats are an inseparable component of humane existence. A working state must be prepared for those risks, which covers even the field of training citizens. The reviewed publication will certainly contribute to better understanding the complexity of present-day world and its security. The book has two independent parts; the first one is politological by Peter Rožňák, the second part deals with professional arms by Ludvík Juříček.

In October 2008, language knowledge was pretested at the Department of English Language and Literature at the Faculty of Education at the Masaryk University in Brno. The test was developed in accordance with NATO Standardization Agreement 6001 by the examiners of the Defense Language Institute (DLI) of the Czech Army in Vyškov. It covered listening comprehension and reading comprehension tests at SLP 1-2 levels. The tests were organized on behalf of the Department of English Language and Literature by Mgr. Ivana Hrozková and Mgr. Sonia Šamalíková (former Director of DLI Methodology and Testing Department) with a total of 80 students participated in the pretest. The outcomes of such cooperation reiterate the importance of strong ties between both institutions in the field of methodology and testing.
