The First World War and the foundation of Czechoslovakia as a period of changes in the principles of military leadership due to the existence of chemical weapons. 2. The period after the end of World War II, reflection on threats in the form of the development of Chemical Corps, the take-over of Soviet doctrine and military research objectives. 3. 1990s as a period characterized by an accent on the Gulf War, proliferation of Weapons of Mass Destruction and the introduction of new technical means of Chemical Corps. 4. Beginning of the 21st century and the threat of ultra-terrorism, the development of specialized capabilities of Chemical, Biological, Radiological, and Nuclear Defence, birth of the 9th Chemical Protection Company of immediate response and literary dominance of international security issues, which outweigh force protection problems in operations. The researched articles illustrate the originality of scientific thinking and the social contribution of scientific literature to the defense sector. |

Is Turkey Ready for a War with Syria?Reviewed - ReviewVladimír Bízik, Zdeněk KřížVojenské rozhledy / Czech Military Review Nr. 3/2020, Vol. XXIX. (LXI.): 57-71 | DOI: 10.3849/2336-2995.29.2020.03.057-071 This article examines whether Turkey is ready for a full-scale military conflict with Bashar Al-Assad's Syria. It draws from an adaptation of Clausewitz's concept of three resources that a state must possess to be able to win a war: the fighting forces proper, popular support, and its allies. Turkey is at a significant disadvantage when it comes to its air force and air defense capabilities. Should a major confrontation erupt, Turkey would not be guaranteed to be able to control the relevant air space. Turkish citizens do not favor seeing their country in a foreign quagmire. Despite myriad differences, Turkey it is still deeply embedded within NATO, and its strategic interests do not differ from those of its strategic allies. Turkey also cannot afford to risk an open military conflict with Russia. The article concludes that Turkey is politically and militarily not capable of fighting a full-scale war in Syria. |

(LX.): 41-54 | DOI: 10.3849/2336-2995.28.2019.03.041-054 In May 2017, Islamists of the South-Philippine Separate Groups of Abu Sajyaf and Maute occupied Marawi City in Mindanao. Dozens of foreign fighters took part in the fighting on the Islamists side and confirming the pan-Islamic ethos of the Islamic state's ideology in this part of the world. Philippine troops were not prepared for the character of fighting in urbanized environment against motivated and experienced militants. The shortcomings were manifested in the conducting of operations in a heavily built-up area, but also in low-level coordination and limits of capabilities of the technical intelligence. It was decided to create Special Operations Command to which all Philippine special purpose forces are subordinated. The conflict experience has initiated a change of doctrinal approach that focuses on air support to reduce losses due to inaccurate bombing and acquisitions of high-tech reconnaissance and weapon systems. |

(LX.): 50-66 | DOI: 10.3849/2336-2995.28.2019.02.050-066 Tanks and anti-tank weapons in modernized and innovated forms will still appear on battlefields in the next 20 years to eliminate armoured targets and personnel with the usage of precision-guided munition. The progress of electronation and digitalization of tanks allows better situation awareness on the battlefield and cooperation with other military assets. An active protection measures were introduced to protect the crew such as reactive armour, active defence weapon systems and composite armour. By establishing a safe perimeter with active defence systems, tanks can sustain the incoming anti-tank weapons. Hence is the U.S. Army currently looking for a replacement of 3rd generation Abrams tanks. The U.S. Army is considering in this case unmanned vehicle as well. The Russian Federation on the other hand enhances conventional tank scheme with modern technologies. Far too much electronation does not have to be necessarily due to the automatic loading mechanism always a step forward. |

Comparison of Approaches Towards Electronic WarfareReviewed - ReviewPetr HlaviznaVojenské rozhledy / Czech Military Review Nr. 4/2018, Vol. XXVII. (LIX.): 78-104 | DOI: 10.3849/2336-2995.27.2018.04.078-104 The article examines the different approaches of the North Atlantic Treaty Organization and the United States Armed Forces towards Electronic Warfare, the military activity in the Electromagnetic Environment. All reference materials used for this analysis, including the specifics of the Army of the Czech Republic's approach toward the subject area, were obtained from unclassified military sources. It describes, explains and visualizes the individual approaches, and by their comparison it identifies and subsequently emphasizes cases of divergence, including non-compliance in established Czech terms, definitions and abbreviations. It highlights the obsolescence of the still valid military publication Electronic Warfare in the Army of the Czech Republic, the use of which, in its current form, has already been deemed as unfounded and counterproductive. It presents proposals and recommendations for unification of approach towards the Electronic Warfare issues within the Army of the Czech Republic, in order to ensure consistency with the current North Atlantic Treaty Organization policy related to activities in the Electromagnetic Environment. It contributes to better understanding of doctrinal views on the role of Electronic Warfare in execution of combat support tasks in contemporary military operations, thus creating preconditions for elimination of associated misunderstandings in terms of the Army of the Czech Republic. |

Implementation of Capability Assessment Process within the Armed Forces of the Czech RepublicReviewed - ReviewZdeněk PetrášVojenské rozhledy / Czech Military Review Nr. 1/2018, Vol. XXVII. (LIX.): 25-43 | DOI: 10.3849/2336-2995.27.2018.01.25-44 The article thematically completes a series of articles which subject was to present outcomes of analyses focused on national as well as NATO and EU capability planning processes. Synthesis of analysis outcomes resulted in conceiving a methodologic framework for military capability assessment, whereas the first phase of this framework, i.e. configuration of the national capability requirements database, has been already described in the previous edition of the Czech Military Review. So this article details final phases of the proposed methodological framework, which are set of reference units and mechanism for matching capability requirements against current state capabilities. The key outcome of capability matching phase is identification of capability shortfalls and their subsequent prioritisation. The level of priority is expressed as a degree of operational risk and relates to an expected intensity of operational engagement of force units in military operations. This approach stems from the principle of the capability assessment process which shall be carried out by military experts and which deals exclusively with an expected military end-state in operations. |
Global Security: System Approach (Barack Obama's First Midterm)PhDr. Antonín RašekVojenské rozhledy / Czech Military Review Nr. 1/2011, Vol. XX. (LII.): 9-37 This extended essay is based upon various sources, among others on May 2010 President Obama's speech at the U.S. Military Academy at West Point, where President Obama described his national security objectives. The highest priorities of U.S. national security are the safety of Americans at home and abroad and achieving a peaceful, stable world through global cooperation despite a flawed international system. The Obama's security strategy relies heavily on diplomacy and engagement, economic development and other methods of influence, along with U.S. military capabilities with global reach and unsurpassed resources. As we face multiple threats, from nations, non-state actors and failed states, America will maintain the military superiority that has secured country, and underpinned global security, for decades. The security strategy is global, and identifies an array of real or potential security challenges that include: countering violent extremism and insurgency; stopping the spread of nuclear weapons and securing nuclear materials, resolving and preventing conflict; and reducing destabilizing risks to economic interdependence. |

The final part of the paper develops, instead of conclusions, the correlation between the two analysed items and the way in which specific components of the methodologies can be adapted to the development of main characteristics of the international security environment. |
Czech Foreign Fighters in the Ukrainian Conflict: Legal Aspects and Propagandist UseReviewed - ReviewMiroslav MarešVojenské rozhledy / Czech Military Review Nr. MC/2017, Vol. XXVI. (LVIII.): 71-82 | DOI: 10.3849/2336-2995.26.2017.05.071-082 This article deals with the phenomenon of Czech foreign fighters in the Ukrainian conflict, mostly from the point of view of the propagandist use and from the point of view of the Czech penal law. Both issues are interconnected, because according to the Czech law, service in foreign armies or in terrorist entities can be penalised. On the other hand, foreign fighters can be assessed as an important propagandist element and their participation in the conflict can strengthen the political position of the warring party. This tension between these legal impacts and the propagandist use creates the main theme of this article. The concept of hybrid warfare frames the current development. The author comes to the conclusion that the legal consequences pose only a limited obstacle for the propagandist use. |
Methodological Framework for Operational Risk AssessmentReviewed - ReviewJosef Procházka, Josef MelicharVojenské rozhledy / Czech Military Review Nr. 4/2017, Vol. XXVI. (LVIII.): 19-33 | DOI: 10.3849/2336-2995.26.2017.04.019-034 The article brings a "Condition-If-Then" construct as a proven protocol for writing risk statement and its application into assessing risks related to capability gaps identified during the defense planning processAuthors discuss utility of "Common approach" and "Impact averse approach" to risk rank ordering as a tool for ordering risks according to their importance. Using the discussed tools enables the planners to run risk assessment that sets preconditions for prioritizing the Force Development Options (FDOs) and for minimizing the impact of capability gaps on conduct of future operations. The ORAMF and the application of the given protocol for writing risks are some of the building blocks of the defense planning process, offering a toolset for reinforcement of the defense planning of the Czech Republic. |
The Possibilities of Antitank Mine-Laying with Mine Delivered SystemsNonreviewed - OtherTibor Palasiewicz, Pavel SkalickýVojenské rozhledy / Czech Military Review Nr. 1/2017, Vol. XXVI. Operational Adaptability and Human Dimension of the Armed ConflictNonreviewed - Othermjr. Ing. Tomáš NovákVojenské rozhledy / Czech Military Review Nr. 3/2016, Vol. XXV. (LVII.): 102-112 The article discusses the operational adaptability, which will be needed, in accordance with US, in future armed conflicts. The capability of operational adaptability has a significant impact particularly on the operations of land forces, which are still considered as a paramount military power. One of the prerequisites for achieving operational adaptability is effective influencing the dynamics of the human environment in armed conflict. Current development and emphasizing technology over the course of armed conflict detached too fare the War from its intangible political, cultural and psychological context. Human, psychological, political and cultural dimensions of armed conflict create a lot of uncertainty, which land forces should deal with in the future military operations. A partial solution applicable for Czech Armed Forces also outlines this article. |

Artillery in the Vojenské rozhledy JournalReviewed - ReviewLadislav Potužák, Jan IvanVojenské rozhledy / Czech Military Review Nr. MC/2020, Vol. XXIX. (LXI.): 55-64 The goal of this article is to evaluate the portion and content of articles focused on the artillery in military journals, especially in the Vojenské rozhledy in the period of the 1920 to the present. Articles are evaluated in three periods. The first one includes years 1920-1944, meaning times since establishment of the Czech military review until its cancellation before the end of World War 2. Next period includes years 1951-1991 when magazine called Vojenská mysl had been issued as a replacement of Czech military review. Additionally, in years 1951-1988, the magazine called Bojová příprava had been issued. The third period begins by the year of 1992, when Czech military review has started to be issued again. In addition to that, in the same year, magazine called Vojenský professional was issued, but this magazine was implemented to Vojenské rozhledy in 2003. Particular focus is given on the first period, which could be considered as a period of the biggest growth in the Czech artillery. |
