Outsourcing in the US Armed Forces: Recommendations for the ACRReviewed - ResearchProf. PhDr. Miroslav Krč, CSc., prap. Jakub PickaVojenské rozhledy / Czech Military Review Nr. 1/2006, Vol. XV. (XLVII.): 35-56 The authors depict the development of outsourcing methods in US armed forces, its origins, and sources. Collected data are accompanied by experiences from British and German armies. The American Office of Management and Budget (OMB) issued in 1966 Circular No A-76 (lately several times revisited) to define procedures how to set rules which commercial activities are to be done within the frame of armed forces or in private sector. Backed by a number of literatures, magazines and newspapers (Air Force Journal of Logistics, Air Force Magazine, Armed Forces Journal, Defense Nationale, Washington Technology, Wehrtechnik, etc.) authors analyse several outsourcing processes. They present both positive and negative results, including open or hidden problems of A-76 policy (e.g. business process outsourcing). For the Army of the CR they recommend to overcome above mentioned problems by creating the corrective authority, similar to the British PPPU (PublicPrivate Partnership Unit). |

(LII.): 185-189 The study deals with pacifism in programmes of church denominations and societies acting legally in the Czech Republic and its supposed influence for manning Czech forces by retired ex-servicemen in times of war. During the state of emergency, war danger or even a war, the armed forces will be replenished by retired servicemen that under actual Defence Act are obliged to rejoin the forces. Today, all men, citizens have a legal right to refuse to serve in army. We have an official list of 32 church denominations; all of them have a special policy towards war, defence, and military service. The author asked denominations to reply several questions concerning their attitudes to country defence and military service. Their answers and evaluations present the contents of this article. |
The Comprehensive Operations Planning Directive (COPD): Revised InstructionMilitary artVojenské rozhledy / Czech Military Review Nr. 2/2011, Vol. XX. (LII.): 65-68 All-inclusive attitude of NATO forces assumes that conflict can't be solved only by military means. This shift from purely soldierly level to political brought around numbers of Alliance activities at Strategical and Operational Commands. The common denominator was the philosophy of complex approach in operational thinking, planning, and implementing NATO activities. As a result the operational SACEUR's directive GOP was substituted by its revised successor-the so-called Comprehensive Operations Planning Directive (COPD). It is going to be introduced in 2011 and will influence groups and military persons at all levels of warfare, dealing with operational planning and operational art for art's sake. The article familiarizes readers with this directive (COPD) as a tool for comprehensive approach to operations. The COPD offers more deliberate and inclusive planning procedures that allow for both military and non-military actors broader understanding of operational environment and better cooperation in their common effort. |

(LII.): 97-100 There are no military conflicts without deception, as it is among others a very cheap method how to contribute to the successful accomplishment of the assigned mission. Military deception (MILDEC) is applicable across a wide range of military operations. MILDEC can be conducted during all phases of military operations at strategic, operational, and tactical levels. It is defined as being those actions executed to deliberately mislead adversary decision makers as to friendly military capabilities, intentions, and operations, thereby causing the adversary to take specific actions (or inactions) that will contribute to the accomplishment of the friendly mission. According to he author, the operational deception is to be explained in more detail, basic rules are to be outlined, including fundamental principles and methods of deception for operational planning. |
Long-Term Monitoring of Actual Health Status Parameters of Czech Population with Emphasis on ACR ServicemenMilitary sociologyMgr. (LI.): 174-189 This article presents trends in actual physical status of Czech population with emphasis to the military population. The battery of standard tests was used to monitor the basic health related parameters. This test battery was applied to large sample demographic groups. The results verify expected trends. Anthropometrical data show that the population reaches critical level of overweight at age of 40. Blood pressure tends to increase more rapidly after age of 45. Strength and cardiovascular fitness peaks at age of 25, followed by steady decline. Although it was predicted that military personnel should reach higher physical fitness level and lower risk factors, there were no significant difference between military and civilian population. Effect of three-month basic training on actual health status is quite positive, it improves body composition, but no special effect on overall strength. Higher levels of physical readiness were found only in small special units. |

(LI.): 98-108 At present, MoD department prepares a new method of economic control: budgeting by objectives. The process has two levels. The fi rst level covers all sources control, the second one is restricted to budgeting methods. Our defence department is under the pressured of continual budget cuts, so the leading defence representatives should welcome this new technique which will clearly and distinctly present results of limited defence budgets, both for the army by itself and for country defence. Targeted budgeting will be oriented towards outward institutions (parliament) and inside activities (within defence department). Departmental objectives are to be taken as integrative, supported by IT system linked up with state treasury, offering reliable data about costs and expenses within the Chapter of the Ministry of Defence. |

Junior officers are practically in the same position as young manager in civil life, so we can find some analogies in civil managerial leadership. Civil manager face practically the same problems and situations. There are various mistakes that junior officers ought to be warned. Such educational instructions and leadership should be implemented into military schools' curricula. Backed by a vast amount of studied literature, the author offers his own solution. He makes use of five myths by Linda Hill, professor at Harvard Business School. The problem is to avoid extreme leadership styles: dictatorlike and benevolent ones. |

(LI.): 45-50 Human capital refers to the stock of skills and knowledge embodied in the ability to perform labor so as to produce economic value. The article deals with a practical application of this theory into armed forces. The core of its application is wage motivation of a soldier to leave military service if his/her salary is not increasing. The problem is explained by comparison between the age structure of UK Army and Czech Armed Forces. The age structure of UK Army is shaped by the career scheme selecting majority of soldiers out of service before their age of 40. By way of this selection, labour cost is automatically optimised. It is a proof of impact of human capital theory on armed forces that is usually ignored in Czech Forces. The author hopes that poor economic situation in our country ironically helps to optimise Czech army structure. |

(LI.): 191-197 The article is oriented towards making up language curriculum at the Faculty of Military Technology, Defence University. It is a follow-up to earlier essays published in Vojenské rozhledy 2006-2007, dealing with language preparation of learners enrolled at the Defence University, i.e. at educational institution with technical bias. The authors analyse the optimalization of current schedule used for teaching English language. Data were collected by means of questionnaire poll. The cluster of respondents covered both teachers giving lessons under mentioned scheme and university students preparing themselves in accordance with tested scheme. The results reached proved the necessity to form language curriculum at several levels and concept of flat language teaching. |

Security tasks are composite problems solving one of main state functions: to guard external and internal security together with principles of civil control. This essay among others aims to explain practicability of the EU's concept of preventive engagement as a tool of implementation of the European Security Strategy, further it describes European concept for crisis management missions in the field of civilian administration supporting security and justice. At the end there are some recommendations for the Czech Republic how to form capacities for EU missions and for the transformation of Czech security sectors. |

Further threats will come from unstable or failed states, regional crises and conflicts, growing availability of advanced conventional weapons, misuse of emerging technologies and disruption of flow of vital resources. India, China and Russia will be key players in future security environment. North Korea, Iran and Syria will present biggest threat to NATO. Following the release of the FSE Study, International Military Staff and defence planners will assess the implications for NATO forces. The purpose of this study is to offer professional views as starting point for solving prospective problems and threats. |

All that came about were in fact described in the last Russian military doctrine of February 2010, herein the Czech strategic thinking failed, leaving the nation unprepared. The Czech military documents identify threats too broadly, without setting definite opponents. One precondition failed completely, namely a gradual emergence of threats, enabling the Czech Republic to prepare itself. The author explains his own views on current security European affairs and asks to modernize and adjust both Czech defence policy and military science. |

The article recalls high requirements on the current ACR artillery and with the use of the Alliance partner's findings, it points to selected aspects that might influence its capabilities development towards the future operations. The article defines artillery as an indirect fire system and clarifies its role and tasks in the framework of joint fire support. It proposes measures to increase the quality of its training and management. It discusses the issue of an operational concept and its importance for the future ACR artillery, together with introducing main trends in areas of its potential development. |

The advancement calculation is not included in any legislation addressing the issue of fire safety in the barrel artillery. This paper discusses the mathematical reasoning and calculations that are useful in the preparation of documentation for shooting in the time preparation of shootings. The derived formula can be used by judges when firing safety control shooting. |

It is said that without this force, there would be no independent Czechoslovakia. Without a foreign political, diplomatic and military resistance of the Czechoslovak National Council, headed by Prof. Dr. Tomáš Garrigue Masaryk, Doc. Dr. Edvard Beneš, and Brig. Gen. Milan Rastislav Štefánik, there would be no Czechoslovak Legion. Even in the hard times, the large majority of legionnaires were always true to the Czech and the Slovak nation during World War II, and after the war. But after the February 1948, those nations, officially represented by the Communist Party of Czechoslovakia, were not true to them. |

When the Muslim fighters of Seleka rebel groups had deposed a Christian president Francois Bozize, the fighting between Christian militias and Muslim population broke out. The provisional government of the Muslim Michel Djotodia allegedly intentionally massacred civilians, including women, children and old people. In December 2013, under the resolution by the Security Council, UN, the French troops of 1600 men were sent to help to African Union soldiers to keep growing chaos at bay. But up to now, the violence has not been stopped. Nearly a million of people have been internally displaced in the country. A total of 935 thousand of Central Africans are currently sheltering in scrublands or living with their relatives. More than half of the city's population fled Bangui, some 60 per cent of those displaced are children, according to the UN refugee agency, UNHCR. |

V souvislosti s izraelskou námořní blokádou pásma Gazy je komentována legitimita takového kroku a mezinárodněpolitické konsekvence jejího vynucování. Ekonomické souvislosti přetrvávajících problémů stran izraelské námořní hranice jsou evidentní na příkladu sporu o právo k využití podmořských nalezišť plynu. |

Armed forces are required to be fully deployable and sustainable in operations in austere conditions for an extended period of time. In NATO-led operations currently participate many nations of different sizes, force structures, equipment, training and capabilities. The only way to reach operational goals while achieving economies of scale is a mutual cooperation of all involved participants. Basic key prerequisite for such cooperation is interoperability. |

However, the key issue is to what extent it is feasible to develop autonomous European armed forces operating independently of transatlantic allies, while there is a very strong NATO-EU interconnection in the area of military capability development. |

The author was inspired by his own experiences as an infantry unit commander. He uses his knowledge gained from military assignments. The article could be considered as topic for future discussions not only on academic but also on specialized level. |

We lack a binding political assignment on defence policy. The Defence White Book was a serious attempt to introduce this problem among members of government, parliament. But it was ineffectual. The officials did not respond, contented with emergency arrangements. Alarms bell. Supposing the politicians are not involved in defence policy, we should lose our Alliance credibility, later on even Alliance collective security. |

In order to become fully capable to consume benefits of NATO membership and fulfil its obligations, appropriate legislative changes must be adopted. The goal is reached through an analysis of interaction between missile defence and roles of ballistic missiles in Chinese and North Korean strategies towards Japan, while also taking into account the alternative policies which Japan might have used in response to the ballistic missile threat. According to the analysis, the development of the Japanese missile defence does not degrade strategic stability in the discussed region. |

(LV.): 42-49 | DOI: 10.3849/2336-2995.23.2014.01.042-049 This paper refers about the threat of Islamic terrorism, its roots, motives, as well as its origins. Namely the author informs about the Jemaah Islamiyah, Islamic organization, which is less know in the Czech Republic. Indonesia has a larger Muslim population than any other country in the world, with approximately 202.9 million identified as Muslim (88,2 % of Indonesia´s population). It is generally regarded as a tolerant country, in which various religions living side by side without larger problems. Nevertheless even here the danger of violent Islamic terrorism has arisen. The theme is treated in a proper historical context, with regards to possible impacts on security situation in the world. |
