Current Approaches of the Czech Republic, the EU and NATO to Hybrid ThreatsReviewed - ResearchMartin HavlíkVojenské rozhledy / Czech Military Review Nr. 2/2022, Vol. XXXI. (LXIII.): 3-16 The article discusses the current approach of the Czech Republic to the phenomenon of hybrid threats and analyses the fundamental shortcomings that determine the effective management of these threats. As part of a comprehensive approach, the text is supplemented by the current view of the European Union and NATO on addressing the issue of hybrid action by hostile actors. A summary comparison of the approaches of the Czech Republic, the European Union and NATO points to the need for mutual institutional synergy among these entities. Although the current approaches of the mentioned subjects are relatively sufficiently doctrinally anchored, the absence of a complex and especially practically functioning apparatus and specific operational tools that would be able to face a wide range of hybrid threats persists. |

Ing. Jaroslav Moravčík. NATO's current operational experience and that from other operations indicates that purely military actions cannot resolve a complex emergency of crisis. The requirement for the military to interact with non-military actors shows a new, more comprehensive approach. In response, NATO's Effect-Based Approach to Operations was highlighted. The four functions of EBAO and their related activities are mutually supportive. The functions are carried out in a continuous, interactive, parallel process and should not be regarded as sequential steps. They are as follows: Knowledge development; Effect-based planning; Effect-based execution; and Engagement space assessment. EBAO recognizes the importance of applying the various instruments available to the Alliance to create overall effects that will lead to crisis resolution. Achieving synergies amongst NATO and non-NATO actors will enable to identify better how it may best harmonize its contribution with other actors involved in a crisis. |

The main focus is aimed at the experiments' examples from the NATO and Nations environment. The article is closed by the explanation of the role of the experiment in the decision making process under the uncertainty in the complex environment. |
NATO's Strategic Concept: An Important Step Towards Military and Political Qualification of AllianceReviewedKpt. Mgr. (LI.): 3-14 The main Alliance mission is to "safeguard the freedom and security of its member countries" and to "deter and defend against any threat of aggression against any of them". Those general tasks are tailored today to changed international security surroundings. In May this year, a report by the experts group was released, forming the basis for further negotiations over the new strategical concept of NATO. The experts produced a document of first-rate quality identifying main tasks NATO is facing today. At the same time this document redefines prospective directions the Alliance should follow in the years to come. Without a broad popular support NATO's engagements namely off European territory couldn't be vindicated and justified. The same is true as far allocation of sources for NATO missions and developing military capabilities are concerned. So, the communication with public thus becomes a further dimension of this highest strategic document. |
Implementation of Capability Assessment Process within the Armed Forces of the Czech RepublicReviewed - ReviewZdeněk PetrášVojenské rozhledy / Czech Military Review Nr. 1/2018, Vol. XXVII. (LIX.): 25-43 The article thematically completes a series of articles which subject was to present outcomes of analyses focused on national as well as NATO and EU capability planning processes. Synthesis of analysis outcomes resulted in conceiving a methodologic framework for military capability assessment, whereas the first phase of this framework, i.e. configuration of the national capability requirements database, has been already described in the previous edition of the Czech Military Review. So this article details final phases of the proposed methodological framework, which are set of reference units and mechanism for matching capability requirements against current state capabilities. The key outcome of capability matching phase is identification of capability shortfalls and their subsequent prioritisation. The level of priority is expressed as a degree of operational risk and relates to an expected intensity of operational engagement of force units in military operations. This approach stems from the principle of the capability assessment process which shall be carried out by military experts and which deals exclusively with an expected military end-state in operations. |

(LXIII.): 172-202 The aim of this study was to create an overview of the Czech Armed Forces' development in approach to environmental protection from 1989 to 2022. Using the methods of analysis, synthesis and comparison of the Czech, EU´s and NATO´s environmental legislation, we created a comprehensive and previously unpublished overview of environmental protection within the Czech Armed Forces. Found outputs were set into illustrations depicting the activities in the environmental field with internal links between civil legislation, EU's requirements, and NATO's policy in chronological order. We conclude that the year 2000 represents a key milestone from which the approach to environmental protection have stagnated. Among the reasons for the stagnation, we identify commanders' concerns about "green approach" to troop training and the lack environmental education within defence department. |

(LI.): 89-99 Relations between NATO and the Russian Federation are one of key factors influencing overall policy of the whole North Atlantic Alliance. They are complicated and sophisticated questions still predisposed by the heritage of the Cold War.But there are mutual fears, common security problems they both have to counter. NATO policy must be established upon present-day reality. It is self-evident that there are common fields of common interests in which mutual balance must be reached. There are among others: armament, preventing arms proliferation, halting proliferation of nuclear, biological and chemical agents, antimissiles defence, counter-terrorism, drugs smuggling, open sea security, common peace operations. After two years the Russian-Georgia war started, military cooperation between Russia and NATO was re-established. Separate problem in midterm prospects presents the solving of conflict in Afghanistan. |

(LX.): 48-58 The concept of modular forces seems to be an ideal solution for a topical dilemma: how to build a single set of units for a wide range of military operations. However, the concept of unit modularity has its limitations. The article explains how the modular force structure supports flexibility and consequently brings increased demand on the number of support units. For this reason, the modular force organisation cannot be built without massive investment in support capabilities. The concept of modularity includes the risk that shortage of support units will significantly limit the readiness of forces for a large conventional war. The author presents four recommendations for the application of the concept of modularity at a national level to facilitate the formation of allied forces. |

The analysis also considers public perceptions of the military, the influence of historical narratives on strategic culture, and the attitudes of political elites toward defense matters. The article highlights the importance of strategic culture as an analytical framework for understanding long-term trends and the evolution of defense policy, while suggesting potential avenues for future research in the Czech context. |

The article contains the results of theoretical and empirical research carried out on the given issue. The author explains the main theoretical background of the research issue, describesin more detail the methodology of logistics planning in the conditions of the department as well as current knowledge and experience from practice, points out the most significant problems in the field and proposes their possible solutions. |

(LVII.): 46-60 | DOI: 10.3849/2336-2995.25.2016.03.046-060 The Lessons Learned from the military operations and exercises as a system and process was introduced to the Czech Armed Forces in 2004. Since this time, it become a standard component of command and control, and one of the tools that generates impulses on the development of capability of the units and staffs, at all levels. The article discusses not only the achievements but focusing on the barriers that hinder effective development system and the lessons learned process. In the first part of the article, this loosely follows the article, published in issue 1/2015 magazine Vojenské rozhledy - Czech Military Rewiev, the authors focused on the basic principles of the process. The focus of the article is to analyse the current state of the lessons learned process with result, that one of the main problems is the misunderstanding of the process by some commanders and also analysis of the lessons identified on the strategic level. At the end of the text, the authors presented recommendations on how to overcome the identified barriers and ensure the further optimization of the process. |

The author´s approach to task force generation process, illustrated by a case study, is a synthesis of best practices and findings derived from national as well as EU and NATO planning processes. The proposed concept of the task force generation might be perceived as an effective tool for supporting strategic decision-making process. |

It finds out that there are some important NATO and EU projects and initiatives, such as "out of area" missions engagement, battle groups building, Framework Nations Concept or a new announced project Permanent Structured Cooperation (PESCO) to be used in the deepening process of Slovak-German security and defence relations. |

New technologies play a key role in this regard. Not only the Armed Forces of the Czech Republic, but also other NATO and EU member states have planned significant modernization projects for conventional military conflict but also unconventional, asymmetric and hybrid conflicts. The authors examine approaches to the modernization of the Land Forces of selected countries. Finally, the armament strategy of selected countries is compared with the armament strategy of the Czech Republic's Land Forces. |

(LX.): 78-93 Is Georgia's integration into the North Atlantic Treaty Organization (NATO) security structures leading to assured full membership? Ever since gaining independence in 1990, Georgia has tried to free itself from Russian influence, focusing on becoming a member of NATO. However, the Georgian journey to NATO is complicated by the country's internal political situation and external relations with Russia. Georgian internal conflicts with breakaway territories supported by Russia led to the Russian invasion into Georgian territory in 2008. Russia suppresses Georgian efforts to join NATO, considers the South Caucasus to be a strategic sphere of interest, and intends to exercise its influence there. Nevertheless, the current Georgian government continues to pursue NATO membership. Key determinants for any invitation to new members are whether their admission to NATO will strengthen the alliance, further the basic objective of NATO enlargement , and increase security and stability across Europe. |

The authors concentrate first on approaches to their optimal structures and use history examples taken from both Alliance and Czech environments. Secondly they discuss the latest initiatives of this kind in NATO, the formation of a document under the title "Framework for Future Alliance Operations (FFAO)". After its approval, this document is going to be a crucial groundwork for all defence planning, not only in the Alliance scope, but in every member state. The scientific attitudes and employed methods of introducing the FFAO are closely watched by the Czech security community, mainly by the specialists of defence department, with the aim to adjust them into the processing of individual national documents. |

(L.): 124-128 The Europeans would like to preserve an irreplaceable role of Americans in European security problems. On the other hand, NATO represents for the US a political and military means for American involvement in this region. The whole project of North Atlantic cooperation was drawn according to US demands, not to the contrary. So was the NATO transformation after the Cold War. For the Czech Republic is the bonding with the US the security priority number one. First, we joined the Partnership for Peace, as a primary step, previous to full membership in the Alliance. During wars in the former Yugoslavia in April 1992, we proved our loyalty by sending a joint Czechoslovak battalion for UNPROFOR operation with a total of 500 personnel. At present we've been sending our soldiers abroad to help peace effort of democratic nations headed by the US to stabilize security environment in the frame of international organizations, the UN, OSCE, etc. |

(LXIII.): 23-36 The article describes an innovative view of a possible methodical process of access and protection against disinformation. The ever-increasing digitization and use of cyberspace to disseminate all kinds of data and information provides users with an indisputable number of associated benefits associated with rapid access, distribution or sharing of current knowledge. However, this development trend also reciprocally generates a number of related threats that need to be faced. Our own resilience and effective tools against information campaigns and information actions of all relevant actors play the key role here. The critical thinking itself and the process mechanisms used to access information are the focus of overall resilience to this type of security threats. Thus, the methodical process can help a wide range of readers broaden their view of the complexity of the problem and partially minimize the associated security risks. |

(LIX.): 125-141 This article analyzes strategic engagement of the Russian Federation and the United States of America in the South Caucasus in four phases of development from the end of the Cold War until present day. The first phase covers early nineties, the second is from mid-nineties to 2003, the third from 2004 to 2008 and the fourth from 2009 to 2016/2017. There are three key trends during the examined period. First, Russia has permanent strategic interests in the South Caucasus due to maintaining its own state security and securing the position of the most prominent external actor in the region. Second, Russia's weakness and active engagement of the US/NATO are barriers to realizing Russia's state interests. Third, the South Caucasus is strategically more significant to Russia than the US/NATO. |

(LI.): 24-28 The article deals with the Declaration on Alliance Security issued in Strasbourg on 4 April 2009. The author enumerates its main items: reform of NATO structures, improving ability to meet the security challenges, strengthening cooperation with other international actors. Today we are facing global threats, such as terrorism, the proliferation of weapons of mass destruction; our security is increasingly tied to that of other regions. Deterrence, based on an appropriate mix of nuclear and conventional capabilities, remains a core element of Alliance overall strategy. NATO will continue to play its part in reinforcing arms control and promoting nuclear and conventional disarmament in accordance with the Nuclear Non-Proliferation Treaty, as well as non-proliferation efforts. The author is a strong supporter of Obama's idea of world without nuclear weapons; he hopes that this notion will be also reflected in preparing NATO strategic concept. They are also further points to be stressed, e.g., a cooperative partnership between NATO and Russia. |
Discord at Home, Discord in the World: Is Turkey, NATO's Eastern Frontier, Sustainably Stable and Peaceful?Reviewed - ReviewVladimír BízikVojenské rozhledy / Czech Military Review Nr. 4/2018, Vol. XXVII. (LIX.): 49-63 The goal of this paper is to determine if it is likely for Turkey to remain a stable country that will avoid serious internal conflicts and violent conflicts abroad. The paper examines long-term cultural and civilizational variables of cosmopolitanism and rationality. It examines indicators that are more immediately associated with the escalation of an internal conflict: violent criminality, youth unemployment rate, income inequality, corruption perception, and political terror. In the end, it examines the level of militarization and the evolution and current state of civil-military relations. It concludes that most of the indicators do not bode well for the stability and democratic consolidation of Turkey. The reason Turkey has not succumbed to political violence and social instability is likely due to its high level of political repression. Given the characteristics of the Turkish society, two basic scenarios for future development are feasible: Turkey can either become much less stable and a victim to social discord with a chance of dangerous escalation; or it will cement its authoritarianism and manage social order by draconian policing, disproportionate "counter-terrorism" laws and disregard for the rule of law. Neither of these scenarios is favourable for its NATO allies, who must engage Turkey and work within the framework of existing alliances and international organizations to mitigate the risks of Turkey either becoming a rogue player or a state embroiled in a civil conflict. |

(LII.): 3-8 Article deals with new insights into the Alliance missions for the upcoming period of five to ten years that are to be conditioned by achieving higher level of future military capabilities for provision of defence and security within the Alliance and its Partners. Some initiatives are described that are needed to be implemented to achieve the required capabilities and also necessary resources and process measures imposed to the Alliance member states and the Alliance as a whole are indicated. The new Strategic Concept aims to define NATO as a modernized Alliance and a cooperative team player in a globalized world. It gives a comprehensive framework for preserving the core ideals of NATO while transforming it into a dynamic Alliance capable of confronting the unconventional and unpredictable threats that define today's international security environment. (XLIX.): 68-85 In NATO, here are many common items in welfare benefits, and there are different ones. Authoress depicts military social welfare in the CR, Slovakia, Germany, France, Poland, Hungary. The final part of this article compares systems of military benefits of mentioned countries. The authoress enumerates various conditions to be fulfilled, so that soldiers were entitled for welfare or retirement benefits. In nearly all countries, veteran?s pensions are regarded as the substitute for deferred, postponed pay. Retirement pays have its source in the last soldier?s salary. In the Czech Republic, retirement pays are based upon serviceman?s average best income in a calendar year, before he leaves the army, the time he served in the army, and its real income. Czech veteran?s social security scheme is separated from general (civil) social security system, as there some special military benefits that can?t be taken over by civil authorities. |

(LIII.): 56-78 | DOI: 10.3849/2336-2995.21.2012.01.056-078 The article shows that Czech armed forces are supposed to develop planning mechanism according to the Alliance Comprehensive Operations Planning Directive (COPD) to be fully interoperable in operation planning process (OPP), namely in field operations planning in the framework of the multinational missions abroad. However, some problems persist at the operational level of crisis management, such as institutional arrangements for planning and commanding crisis operations, procedures pertaining to force generation, synchronization and activities coordination. The Czech Army Operational Planning Doctrine is still being developed. The purpose of this article is to inform on current state of affairs in operational planning with subsequent consequences to the results and reform recommendations by the White Paper on Defence. |

The proposed approach to capability assessment stems from principles of the NATO´s J-DARTS (Joint Defence Planning Analysis and Requirements Tool Set) and EU´s SAEP (Scrutinising, Assessing, Evaluating and Prioritising Process) when the main attention was focused on the phase of matching current capabilities of force units against capability requirements, follow-on identification of shortfalls and their prioritisation. The degree of priority should primarily qualify the level of operational risk stemming from potential engagement of force units in an operation. |

(LXV.): 97-115 The process of procuring military equipment, technology, material, and associated services (VM) is frequently shrouded in concerns about cost-effectiveness and, in some instances, even becomes the focus of law enforcement investigations. This often leads to delays in strategic investments and exposes involved individuals to the risk of criminal charges. Additionally, there is a notable lack of capacity to impartially evaluate the overall investment's efficacy. Consequently, the "Znalec" (Expert Witness) project was initiated as a part of the defense research program. Its objective is to explore the feasibility of establishing an expert institute that could impartially assess the value of the military procurements, set a standard for evaluating these assets, and outline a training program for relevant experts. This paper specifically addresses the first objective of the project, proposing a legal framework for the expert institute based on an extensive systems analysis. |

(LXIV.): 96-110 The measures adopted on the soil of the North Atlantic Alliance to support the integration of gender perspective are discussed in the article, as well as the way in which these were subsequently reflected in the legislative measures of the Ministry of Defense of the Slovak Republic and examines the approach of the Armed Forces of the Slovak Republic (hereinafter referred to as "OS SR" ) to the integration of gender perspective. The article further focuses on how the OS SR integrate and support these principles in the real life of professional soldiers. The analysis of available statistical data as well as of research previously conducted in this area serves as a basis for formulating conclusions on whether the Slovak Republic fulfills its obligations regarding the integration of gender perspective towards the North Atlantic Alliance, and at the same time formulates starting points for possible future research. |
Constructive Simmulation: An Effective Tool for an Assessment of the Operational Effectiveness within the Cability Planning ProcessReviewed - ResearchJan Drozd, Josef ProcházkaVojenské rozhledy / Czech Military Review Nr. 2/2022, Vol. XXXI. (LXIII.): 54-70 The article outlines the outcome of a comprehensive researche aiming at the enhancement of decision making within the defence and operational planning processes. Both processes differ in purpose, neverthelles they are challenged by the very same problém to find solutions with maximum operational effectiveness of armed forces capabilities at minimum cost to achieve objectives. It applies constructive simulation namely the software instruments of MASA SWORD and assess its potential to support the process of capability requirements identification and validation of potential alternatives to achieve objectives. It provides reasonable evidence that constructive simulation is a valuable instrument to support the evidence based decision making within in the processes of defence planning and operations planning proces. Constructive simulation allows to identify the most suitable solutions in terms of both operational effectiveness and costs. |
