Scenarios, Development, Internal Structure Scenarios and Security Threats

The article deals with the topic of scenarios in relation to their significance, internal structure development and the way of elaborating scenarios following links to security threats and mission types. Article describes possible way of structuring set of scenarios reflecting security threats stated in The Security strategy of the Czech Republic and corresponding mission types. Main methodology exploited during the work with the topic of scenarios was document analysis, which resulted in finding, that scenarios don't enjoy appropriate attention in the defence resort of the Czech Republic, scenarios are not elaborated and thus not exploited. The article deals in the conclusion with propositions aiming at elaborating scenarios with purposefull internal structure, elaborating security threats and reflecting mission types.

Effective strategic management is determined by several factors. Firstly, it is influenced by knowledge, experience and skills of all stakeholdersresponsible for preparation of strategic decisions and decision taking. Secondary and no less importantly, it depends on the quality of internal business processes dealing with all aspects of defence policy formulation and execution. Outputs from strategic management are strategic, conceptual, planning and evaluating documents. This article offers hierarchy of strategic documents defines their purpose and content and outlines responsibilities for their elaboration. Recommendations reflect assessment of current legal and procedural framework, strategic management theory and best practise. Ambition is to propos for consideration one of many possible solutions in order to reinforce strategic defence management.

The New Wars: Terrorism and "Asymmetric" Warfare

The term "new wars" is often used to describe how terrorist groups achieve objectives in addition to the "classic" means of intervention by states. Terrorist organizations use asymmetric methods of warfare to target the weaknesses of Western states. Consequently, conventional wars have also changed into hybrid wars. The legal status of terrorist organizations is a major problem for the rule of law. In responding to terrorist attacks, the distinction between crime and terrorism is difficult. The "war on terror" is governed by different rules and principles and is extremely difficult to wage. Conflicts last a long time and victory against terrorism is rarely possible due to the networked structure of terrorist organizations and the way they intermingle with the population. In addition to an alliance-wide approach, there is a national solution to answer these new threats in form of the comprehensive national defense in Austria.

Commanders´ Development for Strategic Level Defence Management

The article offers for expert discussion research outcomes assessing commanders´ development in the area of leadership for assignments in defense organization. It also evaluates the level of utilization of gained competencies while managing these organizations. Research was conducted from 2017 to 2019 and embraced predominantly surveys among participants of career courses provided by the Centre for Security and Military Strategic Studies of Defense University in the life-long education program. Research outcomes proved limited level of understanding and implementation of leadership theoretical framework in daily business. Additionally, it shows that the implementation of verified leadership processes and principles by middle- and higher-military management fluctuates about the average level. Furthermore, it figured out an insufficient application of all available instruments for people motivation and support including the approach "leading by example". Finally, it outlined several recommendations for the reinforcement of military personal preparation in the area of leadership for the successful conduct of middle- and higher-managerial position in military organizations. The first and at the same time the most significant step is the recommendation for implementing leadership areas into the Ministry of Defense conceptual documents in the form of vision, strategy and systemic measures.

The Revolt of French Soldiers Against the Failing Immigration Policy

The article is about the revolt of French soldiers against the failing immigration policy of their country. It explains its rational causes at the historical, geopolitical as well as security levels. It analyses its three main acts since 2013 until today and presents their key actors: the high level generals and politicians. These acts are presented as historical accidents. The article shows that French soldiers refuse to be silent face to face big stakes, especially on the field of defence of the Republic against the growing violence of young immigrants. The text continues with the analysis of two manifests of French soldiers from spring 2021 that evoke the threat of the civil war in France and the role of the Armed forces in such a scenario.

Security and defence issues have always been the subject of scientific and artistic interest. The topicality of the researched issues is especially emphasized in the conditions of changing the concepts of security and bringing them from the traditional level to a level reflecting the modern reality. The article attempts to review the genesis and development of the security concept by presenting related and fundamental concepts, related and synonymous terms of the term "security", and various levels of security. The authors try to briefly describe the problem, which is reflected in a number of Bulgarian and international scientific and legislative sources, and which reflects the research purpose of the presented work.

Immigration in France and its security consequences

The article is about the immigration in France and its consequences on the security field. It starts by the historical context and pays a big attention to the development during last two decades. It analyses the process of the islamisation on the cultural, social, security, and political levels. It continues by the French debate which reflects the clash of two contrasting approaches: political correctness vs. critical attitudes. The French experts dispute about two key subjects: the numbers of the immigrants and, namely, the correlations between the immigration and the growing numbers and brutality of the terrorist attacks (the so - called amalgam). The last part analyses the place and the role the immigrants in the French armed forces. This text offers an original periodisation of the phenomena of the immigration in France since the first post WW II years until today. It examines not only its quantitative aspects, but also its qualitative changes.

The article deals with the issue of warfare. Its aim is to describe and clarify the character of warfare in its contemporary doctrinal context. The authors of the article focused on the specifics of individual forms of warfare and its complexity within the annexation of Crimea by the armed forces of the Russian Federation in 2014. Description, content and comparative analysis of used sources and doctrinal publications were used. The authors conclude that the complexity of contemporary warfare creates appropriate conditions for the nation and its armed forces to enforce its interests and achieve strategic goals. The main contribution of the article is to provide information that is not available in professional literature or it is not part of doctrinal or other national military publications.

Analysis and model of Cyber security corps professional development

The paper deals with the professional development of cyber security corps. In the introduction the individual elements that are active in cyber security are described. Strategic analysis of the education is carried out to define the initial state. The main part of the paper is devoted to the design of the education system. The individual elements are defined in the paper, and the model of relationships between these elements is shaped. The attachment contains complete set of topics and their classification into the strands to fulfil the profile of the cyber security expert.

The aim of the article is to compare the term and definition of "Intelligence Support" used in the Czech Armed Forces with related terms used in the North Atlantic Treaty Organisation, United States Army and Slowak Ground Forces. The article proposes updated Czech terms and definitions. The article can serve as a basis for a next discussion, for a dictionary processing, it will help intelligence staffs in orientation in intelligence terminology and it improves interoperability within the North Atlantic Treaty Organisation and in foreign missions.

The article explains defence planning of armed forces deployment that ought to by the base for all long haul visions and concept texts for army development and its operational employment. Operational scenarios and concepts form together key elements of defence planning process, both factors enable to military organizations not only to identify future security challenges but also to react to challenges in being. It is not contrary to the so-called capability planning process as this is a manly armed force potential backing our ability to face threads and risks in the future. The example of the United States involved in three asymmetric conflicts is a warning example showing the necessity of the complex and coordinated strategical approaches.

Remuneration of Professional Soldiers in the Czech Republic and in the Slovak Republic

The paper analyses differences in remuneration of professional soldiers in the Czech Republic and the Slovak Republic between 1999 and 2020. This structural analysis focuses on changes in respective remuneration systems and their design. Results of the presented research enable to identify differences in the development of remuneration of professional soldiers after the split of the Czechoslovak Federation in 1993. The paper submits development of the amounts of salary for selected military ranks, their comparison and relation to general trends in domestic labor market and relation to average costs of living in respective countries. Between 2016 and 2019, salaries of professional soldiers grew higher in the Czech Republic than in the Slovak Republic, in 2020, the pay gap is already narrowing.

The article deals with providing situational awareness in operations at the operational level of command in the context of the information environment, the current nature of which significantly affects the execution of this capability. It examines the influence of three selected aspects - information overload, the expansion of advanced information technology and the growing importance of the cyber domain - on generating, maintaining and sharing situational awareness in planning and conduct of operations. It identifies and characterizes the respective sub-capabilities within the information area, necessary for operational headquarters to effectively provide situational awareness, and outline possible ways to develop these capabilities in terms of internal processes, technical equipment and personnel.

Academic year 2006-2007 gave rise to Continuous Assessment Project prepared by the Centre of Language Preparation Brno. The project is concentrated on monitoring study results in English language with the aim to make teaching process more effective, so that the students could meet required levels SLP 3333, NATO STANAG 6001. The research was conducted within Faculty of Economy and Management and Faculty of Military Technologies. Because of specific situation at Faculty of Military Medicine, the research was not done here. The authors offer comparison of two study classes of Defence University, collected by means of questionnaire method. The results reached are illustrated upon several accompanying tablets. But more generalized results could be concluded at the end of winter semester / academic year 2008-2009 respectively, when officer candidates pass final English exams.

This article presents the experiences with the use of Public Private Partnership (PPP) as a modern way of arrangement of public services how is used abroad, with specific bias to defence sector. The problem is solved best in Great Britain that has perfectly organised public administration and transparent feedback. Even in our country we run several PPP projects, unfortunately, overall data on them are not satisfactory.

Our new stance to comprehensive control of security in the international context is based upon the so-called "wider security concept". Despite various definitions,there is the consensus that a national state is not the only security subject, the classical paradigm was extended to other areas, outside military one: political, economy, financial, banking, environmental, and social. They are endorsed by security problems related to technology, energy, raw material sources, ethnical disputes, religion, together with humane rights and cultural aspects. To win the war is easy, to establish peace is difficult. Last but not least, we now have to fight and win the war of public opinion.

The article deals with the international context of the latent war in Ukraine. It explains the recent history of the post-Soviet area in the light of Galutng's theory of positive and negative peace. It continues by the annexation of the Crimean peninsula and its international consequences. At the same time, it examines key features of the debate in the USA as well as other NATO countries. It focuses also the debate about the livraison of arms to the Ukrainian government and explains the arguments of proponents as well of the opponents of this controversial project.

V článku jsou prezentovány dílčí závěry a poznatky z dotazníkového šetření a polostrukturovaných rozhovorů na jednu z oblastí řešení problémů v rezortu obrany, a to využívaní metod, metodik a heuristik, realizovaných v roce 2012 a 2015. V článku je analyzována jedna z metod strategické analýzy, konkrétně SWOT analýza. Nejprve je charakterizována SWOT analýza z hlediska doporučení pro její praktickou aplikaci, tak jak vyplývá z rešerše odborných publikací. Následně je prezentována SWOT analýza z hlediska jejího využití v rezortu obrany. Na základě zjištěných informací jsou v závěru článku definována doporučení pro praktickou aplikaci SWOT analýzy nejen v rezortu obrany ČR.

The article is related to the building process of Capabilities Development Concept of Military Police (MP) in Ministry of Defence environment. With regards to the specific status of MP within Ministry of defence and with regards to diversity of assigned tasks Capabilities Development Concept of MP is finally hybrid document, containing elements of concept, strategy and long-term development intent. This is positive fact based on unique status of this branch of arms. The author who is actively influencing the proces of concept building is describing his recommendations and observations which might be convenient also for those readers who are not Military Police workers.

The goal of this article is to evaluate the portion and content of articles focused on the artillery in military journals, especially in the Vojenské rozhledy in the period of the 1920 to the present. Articles are evaluated in three periods. The first one includes years 1920-1944, meaning times since establishment of the Czech military review until its cancellation before the end of World War 2. Next period includes years 1951-1991 when magazine called Vojenská mysl had been issued as a replacement of Czech military review. Additionally, in years 1951-1988, the magazine called Bojová příprava had been issued. The third period begins by the year of 1992, when Czech military review has started to be issued again. In addition to that, in the same year, magazine called Vojenský professional was issued, but this magazine was implemented to Vojenské rozhledy in 2003. Particular focus is given on the first period, which could be considered as a period of the biggest growth in the Czech artillery.

The Approach to Defining the Competencies for Military Professionals in Command and Control in Military Operations

The author presents the results of the research in the field of defining the competencies for military professionals in command and control in military operations. The main purpose of the article is to familiarize the readers with the proposal of the recommendations for implementing an integrated approach to defining the competencies needed for military personnel within the Ministry of Defense of the Czech Republic. On the basis of the analysis of the national strategic documents, analysis of the system of management of educational and training activities and evaluation of the current competency model for the members of the Czech Armed Forces, the recommendations were drawn up to introduce a conceptual approach to defining the competencies for military personnel. This set of proposed measures provides a baseline for applying the competency model as a human resource management tool.

Applicability of Former Soldiers at the Labour Market

The article deals with the applicability of professional soldiers in the labour market after the termination of military service. Its aim is to outline the information about the unemployment of former soldiers and to present the main results of sociological research, which was held among 313 former members of the Czech Armed Forces. Based on the processing of statistics of the Labour Office of the Czech Republic, it was found out that on average 18% of former soldiers of productive age were 8 months without employment during 2008 - 2017. With the help of a questionnaire survey, it was found out that more than a fifth of the respondents were looking for an employment in the civilian sector for more than half a year. The majority of respondents do not perceive the system of preparation for a second career of soldiers as elaborate. They state that the issue of second career was not addressed during their military service. There are possible recommendations for improving the current state of integration of soldiers into the labour market at the end of the article.

Focusing on current Malian conflict, the aim of the article is to demonstrate usefulness of the "Armed Conflict Location & Event Data Project" database for the analysis of intra-state conflicts. At the macro-level the paper analyzes geographical spread of the conflict and its key quantitative characteristics (numbers of fatalities stemming from different types of incidents). At the micro-level it focuses on Malian region Mopti. At this level the paper analyzes geographical distribution of various incidents and the interaction of the key armed groups operating within the region.

Weapons of Mass Destruction and Chemical Corps in Light of Czech Military Periodicals of 1920-2020

Research into the historiography of the use of Weapons of Mass Destruction involves an excursion of the study of recent problems of Chemical Corps in the literature. Four basic periods were identified in the development of the theory of Chemical Corps and the concept of the use of Weapons of Mass Destruction. 1. The First World War and the foundation of Czechoslovakia as a period of changes in the principles of military leadership due to the existence of chemical weapons. 2. The period after the end of World War II, reflection on threats in the form of the development of Chemical Corps, the take-over of Soviet doctrine and military research objectives. 3. 1990s as a period characterized by an accent on the Gulf War, proliferation of Weapons of Mass Destruction and the introduction of new technical means of Chemical Corps. 4. Beginning of the 21st century and the threat of ultra-terrorism, the development of specialized capabilities of Chemical, Biological, Radiological, and Nuclear Defence, birth of the 9th Chemical Protection Company of immediate response and literary dominance of international security issues, which outweigh force protection problems in operations. The researched articles illustrate the originality of scientific thinking and the social contribution of scientific literature to the defense sector.

Military Surgeon - an Endangered Profession in the Czech Army?

The Czech Army Military Medical Service is actually going through radical changes that could lead to the strong enhancement of its capabilities. The problem is a shortage of health personell in some specific medical branches to fulfill these ambitions. There are only 35 surgeons in the Czech army at present. Results of questionnaire survey performed in this group show a high level and preparedness for multinational deploytment in foreign missions, on the other hand put a lot of questions for future.

The Importance of the Zrínyi 2026 Defence and Military Development Program

The present article expresses the importance of the Zrínyi 2026 Hungarian government medium-term modernization program and its impact on military security in the region. Migration crisis, hybrid warfare treatments and withdrawal from the INF (Intermediate-Range Nuclear Forces) treaty were the main reasons for the enactment of the Zrínyi 2026 program. Comparing the Polish and Hungarian Defence Forces, the article analyses the significance of military security in Central Europe. The analysis explores organizational and legal changes and the purchase of armaments. The Hungarian program's objectives are to change not only the equipment but also the structure and organization. The Commander of the Hungarian Defence Forces was separated from the Ministry of Defence. The Hungarian program has declared the increase in the number of reserve forces to twenty thousand and the active duty personnel to roughly thirty-eight thousand. Due to the modernization the military forces will be equipped with new components.

Reasons of formation and integration of cyber forces and information operations into the Army of the Czech Republic

The goal of this informative article is to comprehensively describe the causes of the formation and integration of cyber forces and information operations into the structure of the Army of the Czech Republic, including other significant connotations. The intention is not to present new scientific findings, but to point out the meaning of the existence of cybernetics and information operations as a necessary separate component of the Army of the Czech Republic capable of responding to the dynamic development of the security environment and the continuous development of modern technologies. The content and main arguments of this article reflect the transition from the classical form of warfare to the new platform, represented mainly by cyber space and a hybrid combination of a wide range of power tools with an emphasis on information operations.

Physical Training Information System of the Armed Forces of the Czech Republic

The article addresses the current state of registration and evaluation of physical training of soldiers of the Army of the Czech Republic. It includes analytical and design part. The analytical part discusses the pros and cons of current evidence of physical training data and identifies the main shortcomings and problems. The article proposes the optimization of the current state through an advanced information system that would cover the current needs of physical education workers and for this purpose is currently created in the environment of the University of Defense in Brno. The article outlines the possible practical use of the information system in military practice.

How Far is the World to Achieve World Peace and Why?

The main goal of this article is to discuss in the context of selected security intentions the world peace as an idealistic phenomenon, which is determined by many factors in the current dynamically changing environment. The intention is not to compare individual philosophical theories, but to provide selected synthetic security indicators that can help measure the state of the security environment. On the basis of these arguments, we can observe a downward trend in the rate represented, also linked to an increase in the activities of terrorist groups and generally transnational threats. The article also highlights the current relatively rigid role of the UN in relation to global peace. The international community and world peace are particularly influenced by the mutual relations and the rivalry of the superpowers. In future conflicts, the transition from the physical form of the battlefield to the imaginary platform, represented mainly by cyber space, will be more evident.
