(LV.): 164-177 | DOI: 10.3849/2336-2995.23.2014.01.164-177 Each officer is obligated to meet his or her qualification requirements, identified in the job description. In order to obtain a required military qualification, officers are usually send to a training course, which is either provided or organized under the auspice of the Ministry of Defence. The discussion within the Armed Forces of the Czech Republic about the system of military courses has been ongoing for the last two decades. Although the system of officers´ development is periodically reviewed, a certain economic paradox still remains. While the number of officers without adequate qualification is not diminishing, at the same time there is a segment of officers who exceed their qualification requirements, but they do not make any progress in their military careers. Despite the situation, these officers are required to take additional training and educational activities. |

The article deals only with one of "pillars" of air defence (AD), namely by active means of its land elements. We do not deal with active elements of flying segments, reconnaissance means and command and control systems of Air Force. The authors not only recapitulate the development of active means of land AD elements on the territory of the Czech Republic with the emphasis on the past 20 years, but at the same time they would like to highlight the importance of this arms for effective country defence. |

The centre of gravity was moved to the Pacific area, which got complicated ties with People's China. He didn't succeed in solving troubles with nuclear programme in Iran. His moderate success in foreign policy was the consequence of his concentration on home politics, health care reform, economy and financial crises. At the end the essay evaluates the Chicago summit that among others officially affirmed that NATO activities in Afghanistan would be concluded by 2014 and declared the so-called smart defence. |

(LII.): 9-37 This extended essay is based upon various sources, among others on May 2010 President Obama's speech at the U.S. Military Academy at West Point, where President Obama described his national security objectives. The highest priorities of U.S. national security are the safety of Americans at home and abroad and achieving a peaceful, stable world through global cooperation despite a flawed international system. The Obama's security strategy relies heavily on diplomacy and engagement, economic development and other methods of influence, along with U.S. military capabilities with global reach and unsurpassed resources. As we face multiple threats, from nations, non-state actors and failed states, America will maintain the military superiority that has secured country, and underpinned global security, for decades. The security strategy is global, and identifies an array of real or potential security challenges that include: countering violent extremism and insurgency; stopping the spread of nuclear weapons and securing nuclear materials, resolving and preventing conflict; and reducing destabilizing risks to economic interdependence. |

The article also emphasizes the need for a stable organization, which is necessary for the effective implementation of personnel management, personnel control and the so-called internal and external legislations. |

(LIV.): 65-75 | DOI: 10.3849/2336-2995.22.2013.01.065-75 In 2007 and 2010, this Czech Military Review Vojenské rozhledy published several articles, discussing analytical thinking and analytical methodologies in the field of military intelligence. The authors among others mentioned the methodology ACH, Analysis of Competing Hypotheses. The methodology is not suitable only for intelligence, but it can be used further for solving a variety of military decision-making problems. The article in its first part describes ACH philosophy, including some academic considerations both by supporters and critics to this methodology. The second part demonstrates an example of its implementation and usage during support other problems tied with decision-making in defence planning process. The method is simple to explain, but difficult to introduce to real practice. The article explains both the theory and modifications of ACH and underlines some pitfalls connected with putting methodology into practice. |

This ought to create primary predispositions for introducing managerial accounting system, which would be oriented not towards financial, and property operations, but towards effective economy. The article describes phenomena tied with an army unit, together with the position of its commander in the process of gradual implementation of integrated informational system of state treasury, which is most manifested in the field of planning, budgeting and accounting. |

(L.): 11-40 To fulfil Czech obligation as an EU Battle Group Framework Nation according to the regulating document EU BG Training and Certification, the Czech Army is to certify that the CZE/SVK Battle Group EU meet the standards and criteria stated in Standards and Criteria for EU BG. It is recommended that the CZE/SVK Battle Group EU certification process should be analogous with NATO Response Force (NRF) certification procedure and practical methods. Further it is suggested that the CZE/SVK Battle Group EU certification procedure is divided into several evaluation procedures: preparation planning evaluation, war-fighting evaluation, and technical evaluation. Each procedure will be developed by specialized teams with representatives in the sub-working group to ensure that the different procedures harmonize. The paper does not discuss in detail variants EU Battle Groups, but concentrates on their historical background, basic characteristics, structure, EU political-military ambitions, scenarios, reaction time, tasks, standards, training and certification, Battle Groups commitments, concept and implementation, achievements. The article also includes recommendations for the Czech Armed Forces that are currently involved in the formation of the EU Battle Group CZE/SVK. (XLIX.): 113-117 Intelligence activity is an essential part of psychological operations (PSYOPS). Intelligence data are collected, treated, and assessed by intelligence officers together with analytical specialists in cooperation with intelligence authorities from other services. Two basic documents are made. First, in British Army, it is called Country Area Study; in US forces it is labelled as PSYOP Basic Study. The second type of studies represents the assessment of target audience, called in British Army Basic Psychological Study, in US Special PSYOP Assessment. Gathered information are integrated into special electronic bases, e.g. SOCRATES (Special Operations Command, Research, Analysis and Threat Evaluation Data System), or POADS (Psychological Operations Automated Data System) used by the US Army. The rating of effectiveness of psychological campaigns is extremely difficult and consists of several phases. Even enemy's propaganda is analyzed. (L.): 38-49 The basic task of the post-1989 period was to formulate a security policy and a strategy ensuing from it. The strategy had to be based on a synthesis of the international policy concept, defence concept and internal security concept to ensure that defence would not be seen solely as the task of the army and the Ministry of Defence, but of the whole state and society-of every citizen. In this article his author evaluates some aspects of the armed forces transformation in process of adaptation. He assesses these changes with regard to approved strategic and conceptual documents that significantly determined this gradual transformation process. He identifies both same of its successes as well as failures. The study does not have a clearly analytical and evaluative character; rather it is a combination of factual information drawn from official sources, country's practical security policy as they appeared in contemporary Czech press, and opinions of the author. |

(LIV.): 31-38 | DOI: 10.3849/2336-2995.22.2013.02.031-038 This paper deals with the activities of the Armed Forces of the Czech Republic, under national command on its own territory, with the emphasis to the activities of civil-military cooperation (CIMIC) components. It puts stress on the issue of forces operations, those of CIMIC units in particular, within the Integrated Rescue System, during crisis situations, i.e. natural disasters, environmental accidents, etc. The paper comes out from the tasks defined by the Defence White Paper. Those tasks are compared with the legislation in effect, and the authors make some inquiries about suitable measures to implement them. Unlike missions carried out abroad, the CIMIC problems and tasks in ACR operations on home territory are nearly untouched. The paper aims to open discussion over this topic, among others, because our current relevant legislation is obsolete. |

At present, in the Czech Republic, we prepare defence-training concept for school youth protection under normal risks or emergencies. But it was only in the school year 2012-2013 that more conceptually comprehensive preparation has been introduced, of more binding character, at least in elementary schools, because after the abolition of Act on Military Education in 1991, this sort of preparation is not supported by a special law. |

The latest discussions prove that the United States have been no longer the only world's superpower, they will remain in the position of world's leader, but still aregoing to substantionally influence global arrangement. Unsuccessful and protracted wars, reflecting serious economic depression with successive debts, effect military budget cuts, even though the American Armed forces are still powerful, potent and mighty power, all around the world, influencing word's events as a stabilising force. The study depicts political and security layout against American domestic political background. |

In order to improve military knowledge and operational thinking within the Czech Army it is recommended to improve the quality of officers' military training and personnel preparation in accordance with Czech MoD White Paper on Defence. (LIII.): 148-164 Unlike the real state of affairs, the scenarios for Europe 2010 did not presuppose the rise of financial and economy crises. Political scientists did not perceive the series of terrorist attacks, namely in Great Britain, Spain and Russia. Security questions, home security and defence, came to the foreground more then was originally expected. There are hubs of future power blocks of divided Europe. It is impossible to incorporate all the results and consequences of our presuppositions. Since we want to look into individual, particularly interesting developments, the author recommends to create several teams for individual scenarios, instead of drawing several scenarios by one scholarly team. |

In foreign policy it is used for promotion of its regional interests and it also serves as a guarantee against foreign actor's interference in Iranian domestic affairs. So far, the negotiations between Iran and the international community have not brought about any tangible results. Among other reasons, there are different expectations of both parties. The international community is ready to lift sanctions, supposing Iran accepts the UN resolutions. Iran, by contrast, demands to be recognized as an internationally recognized regional power, with legitimate rights and interests. |

They characterize various forms of non-governmental organizations in our country and the conditions under which the Czech Army is allowed to cooperate with them. There are many special features in providing assistance, namely as far as members of various church denominations in the Czech Republic are concerned. (LI.): 3-21 The primary purpose for NATO enlargement, covering first three countries of the so-called Visegrad Four and later Slovakia, was the necessity to fulfil "security vacuum" in Central and subsequently in Eastern Europe which came into existence after the fall of Soviet empire. Membership of those countries helped to fix criteria for admission of other states to the Alliance. Today, the NATO alliance stands in front of new important challenge: to work out a New Strategic Concept agreement in late 2010, based upon the idea saying that the security of Euro-Atlantic region is tied with and depends on the safety of the whole world. This safety concept will able to be realized only by means of global strategical governance. More then predicting expected security and defence ideas, the author reopens a broader discussion about the real meaning of NATO membership. He also repeats and enumerates risks and threats we are facing today. |

(LIV.): 131-140 | DOI: 10.3849/2336-2995.22.2013.01.130-140 The final extended deadline, established by the Chemical Weapons Convention for the destruction of chemical weapons, passed in 2012. Despite all efforts and enormous amount of funds, the goal to destroy all chemical weapons within this date has not been achieved. The authors enumerate states that this fulfilled this resolution and others that this task did not accomplished, for some reasons. According to the destruction plans, the Russian Federation should complete the destruction by the end of 2015, Libya by the end of 2016, and the United States not until September 2023. |

It shows the requirements of the Bologna Declaration in the relation to economic education. Training of military officers has four levels: qualifying (in relation to the performance of different professional roles), developing (in relation to the developing leader personality), motivational (in relation to recruitment) and accepting (in relation between public and army). The economics is of great importance here. It should be beneficial for responsible managers, for their decision-making that can lead to optimization of the results based on economic behaviour, linked to motivational factors. |

The author's prime motive is to explain this problem to a wide public and thus contribute to opening the discussion on this theme, well in advance, before the measurements originated in the White Paper on Defence would be put forward and implemented by some proposers, backed by subjective misconceptions and interpretations of actual state of affairs. |

(LIII.): 42-55 Armed forces, civilian employees, are extremely exposed to unwanted effects of socially undesirable behaviour, as they live and meet their assignments under difficult conditions, e.g. in mission abroad, separated from their relatives, spouses, wives. The best deterrence against socially undesirable behaviour is its prevention. Legally this problem is defined in the Defence Minister Order No 53/2010, The Prevention of Socially Undesirable Behaviour. According to the author M. Hrbata, Deputy Defence Minister for Personnel, we must deal with this problem in a multidisciplinary manner, in the frame of effective organizational structure, run by competent commanders, chiefs, directors, with natural authority. |
