Defence strategy: Vision of ResponsibilityNonreviewed - ResearchIng. Josef OpluštilVojenské rozhledy / Czech Military Review Nr. 4/2012, Vol. XXI. (LIII.): 3-5 The new ten-year defence strategy of the Czech Republic has been approved. The document stresses that despite the continuing recession, our state should not allow the military being weakened by further reduction of resources. This could worsen the quality of the military and weaken the Czech Republic's credibility in the international community. There is also the risk of the financial, organisational and personnel destabilisation of the Czech defence system that would bring about a loss of the quality of military personnel, a decayed prestige of the military service, an erosion of the state military capabilities. NATO Response Forces: Alliance Contribution to International SecurityMilitary artplukovník Ing. Radoslav Ivančík, prof. Ing. (LIII.): 55-64 | DOI: 10.3849/2336-2995.21.2012.03.055-064 In spite of the fact that the security tensions are not so high as during the cold war, with impending nuclear conflict, the global security situation is far from ideal. Fundamental changes in a global security environment have brought except a lot of positives also many negatives, in a form of various asymmetric security threats. The rise of new military and nonmilitary dangers, under the influence of globalization and contemporary worldwide economic crisis, is directly related to the need of conflict prevention, crisis management, peace missions, law enforcement, or support to humanitarian assistance. |
Swarming: Basic Aspects, Development and Prospects of its ApplicationMilitary artMgr. Ľubomír Lupták, Ph.D., Bc. Petr KaliničVojenské rozhledy / Czech Military Review Nr. 2/2012, Vol. XXI. (LIII.): 59-68 | DOI: 10.3849/2336-2995.21.2012.02.059-068 The information revolution is affecting the whole spectrum of conflict. Here the authors advance an ambicous idea of "swarming" that may emerge as a definitive doctrine that will encompass and enliven both cyberwar and netwar. Swarming is seemingly amorphous, but it is a deliberately structured, coordinated, strategic way to strike from all directions, by means of a sustainable pulsing of force and/or fire, close-in as well as from stand-off positions. Swarming depends on a devolution of power to small units and a capacity to interconnect those units that has only recently become feasible, due to the information revolution. The idea of swarming stands for engaging an adversary from all directions simultaneously, either with fire or in force. |
President as the Commander-in-ChiefInformational pagesDoc. JUDr. Zdeněk Koudelka, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 1/2012, Vol. XXI. (LIII.): 122-131 | DOI: 10.3849/2336-2995.21.2012.01.122-131 This paper depicts the position of the Czech President as the head of state and the commander-in-chief of the Czech Armed Forces, including his special relation to Defence Minister who actually runs defence department. The President is superior to all members of armed forces of the Czech Republic; the Chief of General Staff is superior to all members of the Army of the Czech Republic. The President formally and officially controls all the military organizations in a country. But we have no tradition of independent of armed deployment in war conflicts. Our forces operated always as a part of higher multinational coalitions, in joined combined groupings, operationally subordinated to friendly, but alien highest command. |

(LII.): 97-104 Government controls state executives by planning, i.e. a bureaucratic process providing sets of documents. Such plans ought to be feasible in an expecting resource environment. Approach and methods using for working out respective plans are supposed to be conforming to the purpose. In order to be realistic, a financial plan, a budget, should cope with environment of increasing and decreasing prices and exchange rates. This essay, as a case study, deals with the issue of adapting of the short and medium-term planes working out by the Czech MoD for purpose of programming, budgeting and purchasing. The Czech Fiscal Policy for Internal and External Security after 1998Opinions, controversyPodplukovník Ing. Bohuslav Pernica, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 3/2011, Vol. XX. (LII.): 66-75 When the Czech Republic joined NATO, some structural changes in the national security sector were expected. Actually, changes in national defence strategy were declared by national strategic documents, such as military and security strategies. In addition to it, since 2002 the Czech Republic has been taking part in Global War on Terrorism and, generally speaking, it implies higher expenditures spent on security purposes. Surprisingly, many things have remained the same. The strategic documents were mostly ignored, deep changes did not happen due to fiscal policy based on a traditional incremental budgeting. Proportions between expenditures for internal and external security were only fluctuating. |

Rudolf Urban, CSc., dr.h.c.Vojenské rozhledy / Czech Military Review Nr. 4/2008, Vol. XVII. (XLIX.): 21-35 The administrative culture is something like "mind set" of "software" of organization, its philosophy, a part of which is the so-called economization. The process of economization of defence sphere will lead to further decrease in numbers, cutting down redundant materiel, supplies. Threats from the East and the South as V4 Defence and Security Cooperation CatalysersReviewed - Reviewkpt. PhDr. Jakub KufčákVojenské rozhledy / Czech Military Review Nr. 4/2015, Vol. XXIV. (LVI.): 30-37 | DOI: 10.3849/2336-2995.24.2015.04.030-037 Recent developments in security environment in the last two years re-opened crucial European debates such as the reform of the NATO architecture to address resurgent Russia to the East and as finding common European solution to migratory pressures that test both national capabilities and European solidarity. Even through the Visegrád countries do not always share common interests, the V4 manifests that it can play indispensable role in reaction to these developments. However, V4 still lacks actually proactive regional approach that would accommodate polish interests in order to keep informal leader Poland invested in this cooperation format. Polish elections mean one more challenging test for the V4 to coordinate positions before the crucial NATO Warsaw summit. Should this endeavor be unsuccessful, Poland could look to other formats that mirror its interests and threat perception more closely meaning that V4 would take a back seat with regard to NATO agenda. The task for the Czech V4 presidency is to produce practical results in ongoing ambitious project in defence cooperation so that is demonstrates the cooperation's 'added value.' |
Defense Capability and Armed ForcesNonreviewed - Otherdoc. Ing. Milan Kubeša, CSc., plk. gšt. Ing. Tomáš RakVojenské rozhledy / Czech Military Review Nr. 4/2015, Vol. XXIV. (LVI.): 68-78 The article aims at highlighting the dangers of long underestimating the need to permanently improve the defense capabilities to deal with current and future security threats. Authors suggest propositions on where to direct the efforts to improve the competence of the Defense to meet the Act Of Defense Requirements. The first part of the article describes, after brief analysis, the options of collective defense and explains the need to solve demanding tasks on own territory under national responsibility in parallel. The second part of the article describes the main thoughts of the theory of "territorial defense", which is missing in current Doctrine of the Armed Forces of the Czech Republic. Theory of territorial defense makes a foundation, upon which the preparedness of the Armed forces of the Czech Republic should be built. In the third part of the article the authors discuss the alternative of implementing the collective defense principle by building multinational joint forces, independent of national armed forces, in transnational responsibility of the coalition of member states, dedicated to the territorial defense of member states and to crisis response expeditionary operations. |

Moreover, the importance of a rarely emphasized role of operational art in military medicine is discussed. Such tool seems to be a key element for the harmonization of strategic objectives with long-term tactical activities. |
