(LIII.): 91-101 | DOI: 10.3849/2336-2995.21.2012.02.091-101 This paper deals with theoretical and practical correlations of "additional" savings in defence sector. Referring to conclusions of White Paper of Defence, the author differencites between rational savings and irrational ones, i.e. the false savings. Rational savings lead us to higher economy, effecitivy and usefulness. Irrational savings present non-system measures when respective "cuts" are only for for appearance's sake, the savings are only for show. In reality, in terms of long-term prospects they will bring even higher social expenditures before those "cuts" were introduced. The author proposes several recommendations concerning effective saving to eliminate wasting defence sources. |

They will be more directed to problems of extremism, property-related crimes, alcohol addiction, drug and non-drug abuse. |

One of the methods incorporates NAMSA agency into operational and logistics planning. The NAMSA is regarded as a very effective provider of services covering the whole area of logistics. It is estimated that in the near future the agency will conduct logistics support to Alliance member nations. In 2020 the NAMSA will make use of energy and fuel mainly from sources friendly to our environment, therefore employing NAMSA agency for our army will be both economical and environmental. |

The author depicts basic characteristics of main features of security and strategic culture of present world. He tries to answer the following three questions: What are historical and political factors of security /strategical culture of respective actors, what are main features of their doctrinal documents, and their impacts on the development of global international relations in the early 21st century? He deduces that the participation of the CR in military interventions in third world countries could generate a risk of terrorist's attacks against not only members of armed forces abroad, but also installations in our state territory. |

(LIII.): 175-179 This article deals with selected security aspects of Israeli maritime border lines. It briefly depicts current organizational structure of the Israeli Navy. It gives an overview of equipment used to safeguard Israeli sovereignty from seaborne threats, including search and secure operations performed against anti-Israeli insurgent organizations and their trafficking lines. In connection to the Gaza Strip blockade, the article examines legitimacy of this controversial approach and its current international consequences. Last but not least, the article looks beyond the security extent of maritime borders and examines Israeli approach as a mean of spreading the national sovereignty over newly explored gas reserves in the eastern Mediterranean area. |

This paper originated as a research paper dealing with methods the Czech state should adapt to avert opening crises, with all its sectors and components, including the sector of Department of Defence. But we have no tradition of independent of armed deployment in war conflicts. (LIII.): 155-161 There is an ambiguous relation as far as management and economy in public sector are concerned. Using the example of British army, the author explains the roots and consequences of changes in the field of source management and compares collected results with the situation in the CR. Both public sector and the Army of the Czech Republic (ACR) are administratively ordered and controlled and meeting the army goals that are not conditioned by economy results. The accounting books do not offer true picture of army possession and properties, among others because the current accountancy system that is not able to classify individual operations, military goals are not measurable. He proposes to set an array of fixed rules to identify ACR economical effectivity. |

(LII.): 48-64 Potential improvements of our security system depend above all on the governmental concern to really implement the reform, as a complicated, laborious and sensitive process. The preparing work being done in 2001-2002 proved deficiency in Czech security system. The author says that it is practicable to set rules by issuing clear directives, further it is necessary to prevent unreasoned manoeuvring within boundaries of implementation programmes, whatever manoeuvring could be motivated, by political, local, regional or subjective interests. This essay places emphasis on the presentation of various methods by which the security system could be changed for the better, explaining them in rather non-traditional ways, from more broad angle, embedded into a wide frame of knowledge, experiences and recommendations. |

Secondly, to adduce requirements for the content of a doctrine which are consequent to NATO main military engineering documents, e.g. MC 0560, AJP-3-12(A) and ATP-52(B). (LII.): 3-19 In our country, existing strategical documents related to security used to be compiled very carefully, but proved to be not very effective, as they did not fit to practical everyday security policy, they did not comply with day-to-day requirements. The only exception was the 1991 doctrine dealing with the creation of Integrated Rescue System and the implementation of professional armed forces. At present, there is a tendency to rewrite those strategy documents again, namely in the field of security. The preparation of a new version of Czech security strategy is taking place in time marked with new trends in world politics and economy. The main attention is attracted by crisis management, arms control, disarmament, WMD non-proliferation, cooperation with non-NATO nations, and international organizations, last but not least counterterrorism and cyberspace security strategy. In short the study mentions Czech political-military ambitions, defence strategy, defence capacity and resources, it appreciates in value knowledge gained by the Centre of Security Policy, Faculty of Social Science, Charles University Prague, and it contains conclusions and recommendations for the preparation the 2011 Czech National Security Strategy. |

(LII.): 38-52 One of main task while preparing new security documents is to identify, analyze and evaluate newly emerging, self-generating security threats. They menace cybernetic, economy, bank, and religious security. The special menace, as for inner security it is lobbyism. Cybernetic threat is today regarded as more dangerous than nuclear strike. The American lived through those experiences in Iraq. Another example is cyber attacks on Estonia in 2007 that swamped websites of Estonian organizations, including Estonian parliament, banks, ministries, newspapers and broadcasters.The attacks triggered a number of military organisations around the world (including NATO) to reconsider the importance of network security to modern military doctrine. There is a paradigm: the more modern country, the more risks are opened. The situation is complicated by the fact that in sophisticated society there is hard to identify attacking enemy. The author underlines that we are the last member nation in the EU that has no official CSIRT (Computer Security Incident Response Team) to react cyber /terrorist attracts. |

(LII.): 71-96 This article deals with PMSCs as a relatively new phenomenon in warfare areas. It is open to discussion whether private military companies and the private contractors that they employ, should be treated just like any other transnational industry, or whether they should be treated like mercenaries under international law. As it happened in many countries, private companies and private contractors operate in a legal vacuum. From a strictly legal point of view individuals employed by private military companies are not to be considered as mercenaries. The private military industry offers a wide range of services. Procurement of military services by individuals and private firms has developed in a direction that had probably not been anticipated in previous years. Some military analysts say that the exclusive role of the state in the domain of defence and security is outdated and should be re-examined. |

(LII.): 9-37 This extended essay is based upon various sources, among others on May 2010 President Obama's speech at the U.S. Military Academy at West Point, where President Obama described his national security objectives. The highest priorities of U.S. national security are the safety of Americans at home and abroad and achieving a peaceful, stable world through global cooperation despite a flawed international system. The Obama's security strategy relies heavily on diplomacy and engagement, economic development and other methods of influence, along with U.S. military capabilities with global reach and unsurpassed resources. As we face multiple threats, from nations, non-state actors and failed states, America will maintain the military superiority that has secured country, and underpinned global security, for decades. The security strategy is global, and identifies an array of real or potential security challenges that include: countering violent extremism and insurgency; stopping the spread of nuclear weapons and securing nuclear materials, resolving and preventing conflict; and reducing destabilizing risks to economic interdependence. |

(LI.): 60-82 War game is a simulation of military operations intended to train military commanders or to test a proposed strategy. It is a game in which model soldiers are used to create battles, in order to study tactics. This article illustrates the importance of War Game COAs (course of action). It was tested against opposing force COAs. Such exercise will help to identify advantages and disadvantages and the key elements of execution planning for each COA. The lesson learned during OHQ CZE/SVK BG EU Staff Exercises that took place in Olomouc from January 19th, to January 23rd, and from February 16th, to February 20th, 2009 is that war-gaming (although time consuming) is something closer to "reality" than the "theory" in doctrines. The war-gaming practices teamwork, facilitates team-building and enables to share mental model COA. Commanders and their staff ought to be engaged in simulations and war games more frequently. (LII.): 22-36 The Document ESS 2003 laid down foundations of our present-day security and strategy culture. It was formed as a summary of several historical and political factors that are introduced in two starting chapters, followed by the more detailed analysis into ESS 2003, its main characteristics influencing EU security and strategic culture. The ESS 2003 is compared with the American doctrinal document NSS 2002. The European security strategy of 2003 is not compared with following American strategical documents, as they were unknown in time of its drafting. The author comes into the conclusion that in spite of indisputable differences, the EU shares the same values as the US, and the EU as an American strategical ally is facing the same threats and challenges as the US does, and in case of need, there is a possibility of combined military actions. |

(LII.): 37-47 The term of "growing complex of threats" covers higher and higher probability of concatenation of various intercommoned, mutually tied factors reflecting structured technological and informational reality of global society, making their solving by traditional means of security system extremely difficult. "Crisis situation" represents more general problem of natural disasters or technology breakdowns that are influencing one another, that cause great distress or destruction, in an unexpected manner, activating subsequent threats of so far unforeseen threats. For that reason we must adapt Czech security system to new liquid, instant and indivisible complex threats. |

In order to improve military knowledge and operational thinking within the Czech Army it is recommended to improve the quality of officers' military training and personnel preparation in accordance with Czech MoD White Paper on Defence. We need to get over present cut in military budget, ill-advised savings, without searching for new appropriate financial and material sources. To save something important means always to sacrifice or to give up something. Some security and military experts wish to dissociate themselves with approved methods. They think that the White Paper doesn't express opinions on many important things. It assumed that after five years there will be need to revise this White Book. So, proposes the author, wouldn't be better for us to regard the White Book only as an analytical document containing certain proposals for the following Defence Strategy of the CR, as originally intended? |

(LII.): 129-137 Czech dailies and weeklies publicised their analyses of the diplomatic dispatches released by WikiLeaks. Some were concerned in world's politics, but higher attention was paid to 1,271 dispatches from Prague. According to the dispatches, the U.S. Navy wanted to purchase 23 Russian anti-ship missiles to obtain the weapons from Belarus through Ukraine, with a Czech arms dealer. However, the Czech government decided to derail the plan by not granting the Czech middleman the needed permission to export weapons from a dictatorship like Belarus. Various cables also detailed a dispute in the area of arms technology. Some observations from the dispatches dealing with characteristics of Czech prominent politicians are amusing. Overall, the United States evaluated the CzechRepublic positively, as an economically mature country and as an ally. |

The focus must now shift to more effective monitoring and verification of compliance at various levels. The proposed ROOT system (Responsible Ownership of Technology) might be one of such means to meet above mentioned challenges that could eliminate present-day dangers and contribute to international peace and stability. However terrorists can also attack against food, cattle, farm crops or water resources. These kinds of attacks can be ranked among agroterrorism or food terrorism, whereas agroterrorists attack against cattle, farm crops or water resources; food terrorists attack against foodstuffs. This paper is intended to provide information about agroterrorism and food terrorism as possible forms of wilful violence. Food security became discussed issue especially after anthrax incidents in 2001. There are many authorities that deal with these issues, for example EU, NATO or World Health Organization. |

The current military problems cannot be solved without a deep understanding and knowledge of operational art. In order to improve military thinking within the Czech Army, it is recommended to study and apply operational art. The operational art forms a bridge between strategy defining the political aims of war and tactics, fighting the battles. Commanders and staff officers should study operational art seriously, systematically and with all their efforts. The author deals with current state of present operational art to inform on new developments in this field of military art. The article broadens the vision and deepens the insights of its readers. (LII.): 66-75 When the Czech Republic joined NATO, some structural changes in the national security sector were expected. Actually, changes in national defence strategy were declared by national strategic documents, such as military and security strategies. In addition to it, since 2002 the Czech Republic has been taking part in Global War on Terrorism and, generally speaking, it implies higher expenditures spent on security purposes. Surprisingly, many things have remained the same. The strategic documents were mostly ignored, deep changes did not happen due to fiscal policy based on a traditional incremental budgeting. Proportions between expenditures for internal and external security were only fluctuating. |

The participation of private individuals, and /or groups of private individuals, soldiers of fortune, in "foreign" armed conflicts is at least as old as the history of wars by itself. It is impossible to open a debate about the scope and possible impact of the current use of private military and security companies without knowing and evaluating their long-term historical developments. The goal of this study is therefore to map the history of the use of private military forces, their involvement in various conflicts, services they offer, among others, from the point of international law. |

It concentrates on new priorities: the army is trained and prepared for missions it is going to be deployed in. Last but not least, apart of traditional missions, .the forces will be developing even non-military capabilities useful for peace missions. |
