Vojenské rozhledy / Czech Military Review Nr. 2/2013, Vol. XXII. (LIV.): 109-118

The development of C2 theory and practice within force requires an interdisciplinary approach. Commanding army needs not only the familiarity with armed forces and warfare principles, but also the knowledge and understanding of the development of security and operational environments. It is the development of security and operational environments that directly affects the theoretical and doctrinal thinking, the approaches to armed forces employment to deal with contemporary and future crisis situations. This paper is an attempt to project some opinions on C2 issues from the sixties last century to the present. As there are two periods with dozens of common characteristics, we can find a number of similarities. This article aims to point them out.

During the first half of 2010, many Internet sites in the Czech Republic and abroad published a number of alarming articles about the platform, called the European Gendarmerie Force (EUROGENDFOR, EGF). Their authors refer to this unit as the basis for a new "Holy Alliance", when the gendarmerie from one member state will be going to suppress unrests in another member state - if the local task forces refuse to do so. This paper is trying to correct such speculations and summarizes available information about the respective unit.

The period of the beginning of the 21st century is typical for the situation characterized by minimization of a global conflict and by decreasing risks of a direct aggression among neighbouring countries. Nonetheless, the occurrence and permanent existence of mass destruction weapons and industrial accidents caused by human beings, natural disasters produced by leakages of toxic industrial materials, are considered as a global problem that determinates not only the activities of national armies, but also activities of civil population. The danger of WMD deployment is especially high at time of danger, when forces are to be used or misused, and terrorist activities might multiply in some world's regions, even in technologically underdeveloped countries.

It begins by defining forecasting as the formulation of conditional accounts of possible futures. This treatise is a follow-up to an article by the same author in Military Review No. 2, 2012, dealing with legal and illegal war after 1990. Now the author concentrates on another key question: the legitimacy and the unlawfulness of force deployments in internationalrelations. The paper is grounded on fundamental works by the former Australian foreign secretary Gareth Evans, setting international rules or criteria determining when it is right to fight. The effectiveness of the global security system is not only on the legality of its security decisions, military actions, but the common perception of their legitimacy-whether they are made on solid evidentiary grounds, for the right reasons, morally as well as legally.

The results of American foreign, security, defence and military policies are ambiguous. The war in Iraq ends, troops are going to leave both Iraq and Afghanistan. Obama was held up in Arab spring. He tried to improve relations with Russia. The centre of gravity was moved to the Pacific area, which got complicated ties with People's China. He didn't succeed in solving troubles with nuclear programme in Iran. His moderate success in foreign policy was the consequence of his concentration on home politics, health care reform, economy and financial crises. At the end the essay evaluates the Chicago summit that among others officially affirmed that NATO activities in Afghanistan would be concluded by 2014 and declared the so-called smart defence.

Studies of the importance of culture have gained greater attention in the post-Cold War era. In present world, there are many fenomena that can't be explained in terms of neorealism. There is the consensus in national security policy studies that culture may significantly affect grand strategy and state behaviour. It limits behavioural choices, from which we could derive predictions about our strategic choice. This study is based among others upon Johnston's strategic culture concept related to three generations. The study is divided into five parts: at first the author introduces general concept of strategic culture, the second, third and fourth parts correspond to individual generations. In closing part the author explains his own understanding to this concept.

This strategy has received substantial attention and triggered the discussion about the future of U.S. security policy and America's role in the world. The article argues that American strategy is often misunderstood, particularly in the Czech environment. Obama's defence strategy and its foundations must be explained through the lenses of the balance of threats developed by Stephen Walt. Washington is balancing what it perceives to be the greatest threat to American leadership in the world. Threats are presented by emerging power of People's China, the situation in Middle East. Europe is not less important; it is still an important American ally.

According to some analysts, Barrack Obama's first presidency introduces the beginning of new world's era, the so-called "post-ethnical society". The latest discussions prove that the United States have been no longer the only world's superpower, they will remain in the position of world's leader, but still aregoing to substantionally influence global arrangement. The article shows that Czech armed forces are supposed to develop planning mechanism according to the Alliance Comprehensive Operations Planning Directive (COPD) to be fully interoperable in operation planning process (OPP), namely in field operations planning in the framework of the multinational missions abroad. However, some problems persist at the operational level of crisis management, such as institutional arrangements for planning and commanding crisis operations, procedures pertaining to force generation, synchronization and activities coordination. The essay deals with the concept of total force policy concept and its implementation. Some facts related to the history, implementation and development of this construct are presented in context of the Czech White Paper on Defence released in 2011. In order to improve capabilities of the national armed forces system, and as well as to diminish risks related to lack of human and financial sources in face of impeding population ageing, the author suggests a return to total force concept in the Czech Republic. He admits that the experiences with this policy before 1990 will be inoperative, as there is no chance of reintroducing of compulsory military service or the re-establishing of such paramilitary institutions such as e.g. the SVAZARM used to be.

This paper depicts the position of the Czech President as the head of state and the commander-in-chief of the Czech Armed Forces, including his special relation to Defence Minister who actually runs defence department. The President is superior to all members of armed forces of the Czech Republic; the Chief of General Staff is superior to all members of the Army of the Czech Republic. The President formally and officially controls all the military organizations in a country. But we have no tradition of independent of armed deployment in war conflicts. Our forces operated always as a part of higher multinational coalitions, in joined combined groupings, operationally subordinated to friendly, but alien highest command.

A History of the Use of Private Military Forces

Doc. Mgr. Oldřich Bureš, M.A., Ph.D., PhDr. Vendula Nedvědická

Vojenské rozhledy / Czech Military Review Nr. 3/2011, Vol. XX. (LII.): 76-93

Although private military companies like the former Blackwater were regarded as a relatively new phenomenon in international security, their history is not new. The participation of private individuals, and /or groups of private individuals, soldiers of fortune, in "foreign" armed conflicts is at least as old as the history of wars by itself. It is impossible to open a debate about the scope and possible impact of the current use of private military and security companies without knowing and evaluating their long-term historical developments. The goal of this study is therefore to map the history of the use of private military forces, their involvement in various conflicts, services they offer, among others, from the point of international law.

Vojenské rozhledy / Czech Military Review Nr. 1/2010, Vol. XIX. (LI.): 3-23

President Barack Obama came to power at a difficult time in America's history. Home and foreign policies are hard to manage, among others, as we are on the threshold of post-ethnic society, and in the war with terrorisms. Obama does not give up American leadership, but he is seeking to find the balance between security and liberty, between power and freedom in the world, broadly speaking. As the consequence, Mr. Rašek presumes emerging the new global security situation: the rise of multipolar world, divided into several new political spheres. This author's opinion is backed by comments by reputable world's political analysts. As far as Euro-Atlantic relations are concerned, or relations with Russia, there are excellent prospects, namely there is the progress with Russia on arms control-part of Obama's determination to put the world on a path toward nuclear disarmament. The author ascribes the drop in Obama's popularity to failed healthcare reform; outside the US, to the fact that Obama is not able to define clear goals and missions in Afghanistan.

Vojenské rozhledy / Czech Military Review Nr. 4/2008, Vol. XVII. (XLIX.): 94-102

Backed by a heap of articles from the Western Press, author summarizes the recent conflict in the Caucasus. Georgia's position astride the western access route to the Caspian sea's energy reserves and Central Asia give it geopolitical significance. Moreover, Georgia represents exactly what Russia does not want to see on its borders: a country both independent and increasingly democratic. Russian government instead seeks submission, preferably by authoritarian rulers that it can manipulate. In summer 2008, Russia invaded South Ossetia, aimed at locking Georgia out of NATO. Moscow's military operation has far-reaching implications. To leaders in Ukraine and the Baltic states, it sends signals that it seeks to re-establish control in the former Soviet space. How should the West react? The author is a supporter of improving Russia's behaviour by mutual dialogues, negotiations. He sets an example: dispassionate, non-ideological talks between the former Soviet leader M. Gorbachev and an American president George Bush Sr.

Czech dailies and weeklies publicised their analyses of the diplomatic dispatches released by WikiLeaks. Some were concerned in world's politics, but higher attention was paid to 1,271 dispatches from Prague. According to the dispatches, the U.S. Navy wanted to purchase 23 Russian anti-ship missiles to obtain the weapons from Belarus through Ukraine, with a Czech arms dealer. However, the Czech government decided to derail the plan by not granting the Czech middleman the needed permission to export weapons from a dictatorship like Belarus. Various cables also detailed a dispute in the area of arms technology. Some observations from the dispatches dealing with characteristics of Czech prominent politicians are amusing. Overall, the United States evaluated the CzechRepublic positively, as an economically mature country and as an ally.

Main Principles of International Humanitarian Law

Military law

RNDr. Marek Jukl, Ph.D.

Vojenské rozhledy / Czech Military Review Nr. 4/2011, Vol. XX. (LII.): 178-184

Contemporary International Humanitarian Law (IHL) is the law of armed conflict or law of war and their effects. The goal of IHL is to limit the effects of warfare on people and property and to protect particularly vulnerable persons. The IHL does not exclude war activities as it acknowledges the principle of the so-called war necessity. Humanitarian law is the branch of public international law that comprises the rules, which, in times of armed conflict, seek to protect persons who are not or are no longer taking part in the hostilities, restrict the methods and means of warfare employed, and resolve matters of humanitarian concern resulting from war. This article is intended to help to soldiers to understand better IHL rules and principles.

Vojenské rozhledy / Czech Military Review Nr. 3/2011, Vol. XX. (LII.): 94-102

The gravity of this article is laid down on the present-day state of affairs. China bought Spanish, Portuguese, and Greek obligations, i.e. China lent a hand to those countries (so did the European Union). In this way, China increased its influence in Europe. Stabilized Europe is necessary for Chinese export, it was not mere charity. Defence expenditures of People's China has reached 100 billions USED a year. Supposing the Chinese are intended to reach world's domination, they should stick to this kind of policy and they should not try to acquire the dominance by armed force. China behaves like an asymmetric power, knowing well that it can't surpass the U.S. by arms. China does not want to repent Russian mistake to be "over-armed" by America in futile arms race. Still, there is plenty of free space to compete with the U.S., e.g. cosmic or space competition, computer and Internet technologies.

Security Preconditions and Threats (Economy, Religious and Cybernetic Menaces)

PhDr. Antonín Rašek

Vojenské rozhledy / Czech Military Review Nr. 2/2011, Vol. XX. (LII.): 38-52

One of main task while preparing new security documents is to identify, analyze and evaluate newly emerging, self-generating security threats. They menace cybernetic, economy, bank, and religious security. The special menace, as for inner security it is lobbyism. Cybernetic threat is today regarded as more dangerous than nuclear strike. The American lived through those experiences in Iraq. Another example is cyber attacks on Estonia in 2007 that swamped websites of Estonian organizations, including Estonian parliament, banks, ministries, newspapers and broadcasters. The attacks triggered a number of military organisations around the world (including NATO) to reconsider the importance of network security to modern military doctrine. There is a paradigm: the more modern country, the more risks are opened. The situation is complicated by the fact that in sophisticated society there is hard to identify attacking enemy. The author underlines that we are the last member nation in the EU that has no official CSIRT (Computer Security Incident Response Team) to react cyber /terrorist attracts.
