The Comprehensive Operations Planning Directive (COPD): Revised Instruction

Military art

Vojenské rozhledy / Czech Military Review Nr. 2/2011, Vol. XX. (LII.): 65-68

All-inclusive attitude of NATO forces assumes that conflict can't be solved only by military means. This shift from purely soldierly level to political brought around numbers of Alliance activities at Strategical and Operational Commands. The common denominator was the philosophy of complex approach in operational thinking, planning, and implementing NATO activities. As a result the operational SACEUR's directive GOP was substituted by its revised successor-the so-called Comprehensive Operations Planning Directive (COPD). It is going to be introduced in 2011 and will influence groups and military persons at all levels of warfare, dealing with operational planning and operational art for art's sake. The article familiarizes readers with this directive (COPD) as a tool for comprehensive approach to operations. The COPD offers more deliberate and inclusive planning procedures that allow for both military and non-military actors broader understanding of operational environment and better cooperation in their common effort.

doc. Ing. Milan Kubeša, CSc., plk. gšt. Ing. Tomáš Rak

Vojenské rozhledy / Czech Military Review Nr. 4/2015, Vol. XXIV. (LVI.): 68-78

The article aims at highlighting the dangers of long underestimating the need to permanently improve the defense capabilities to deal with current and future security threats. Authors suggest propositions on where to direct the efforts to improve the competence of the Defense to meet the Act Of Defense Requirements. The first part of the article describes, after brief analysis, the options of collective defense and explains the need to solve demanding tasks on own territory under national responsibility in parallel. The second part of the article describes the main thoughts of the theory of "territorial defense", which is missing in current Doctrine of the Armed Forces of the Czech Republic. Theory of territorial defense makes a foundation, upon which the preparedness of the Armed forces of the Czech Republic should be built. In the third part of the article the authors discuss the alternative of implementing the collective defense principle by building multinational joint forces, independent of national armed forces, in transnational responsibility of the coalition of member states, dedicated to the territorial defense of member states and to crisis response expeditionary operations.

Islamist territorially anchored violent non-state actors (ITAVNSAs) seeking to change the status quo of the current international system constitute one of the greatest challenges the international order based on mutual respect of equal sovereign states. These actors in areas without the presence of power states use explicit cross-border violence to achieve their objective in accordance with universal Islamist ideology - the construction of a caliphate. The paper presents in the theoretical and modern historical perspectives methods of reduction of anarchy in the international system - power, economic, legalistic and normative - and highlights the reasons why face to face of these actors, these heretofore functional ways, be it on a regional or system level of analysis, fail.

The article deals with correlation of strategy and operational art. The aim of the article is to point on deficit of relationship between political decision-making and military planning. The first part of the article simply introduces doctrinal tools of operational art, applicable at both the operational and strategic level. The second part refers to the fact that application of some standard elements of operational art in terms of overall strategic framework loses partly importance because of their use in the context of unconventional conflict has been less appropriate. The third part deals with criticism of the mutual undesirable separation of politicians and military professionals involved in operations planning. Conclusion of the article offers possible solutions of this deficit.

The following thesis focuses on the issues regarding deployment of medical forces within the shifting operational environment. It analyzes its development stages and considers their meaning and influence on current and forecasted developments of military health capabilities in the long run. The authors' fundamental research question is to be whether the changes to the operational environment's dynamics and scope will substantiate as the defining factors for ensuring interoperability with Alliance partners, for the purposes of developing new type of medical capabilities needed. Moreover, the importance of a rarely emphasized role of operational art in military medicine is discussed. Such tool seems to be a key element for the harmonization of strategic objectives with long-term tactical activities.

This paper aims to enrich professional discussion on future shape of the Armed Forces of the Czech Republic (AFCR) and is linked to the preceding research and publishing activities of members of the Centre for Security and Military Strategic Studies (CBVSS) at the University of Defence. In its first part, it performs a historical tour to the year 2012 and highlights the reasons that the former leadership of the ACR led to the start of construction work on the concept of AFCR (KVAČR). Briefly describes the interconnection and the hierarchy of individual conceptual and strategic documents, the procedure works on them and summarizes the arguments supporting the need of KVAČR as such. The next section brings potential methodological approaches to the preparation of this document, using the method of the "9S", including practical examples, it renumbers basic strategic assumptions and priorities in various stages, bordered by years 2020 and 2025 as a prerequisite for formulating strategies for achieving this specific goal. Within the document, there is a short excursion into the field of long-term planning for major areas of skills, using their description of DOTMLPFI functional areas, including an example of using this methodology in project preparation of program funding. The recommendations formulated in the article are based on the authors' best experiences with the preparation of documents of a similar type in the years 2003-2013, the recommendations of experts from the broader security community of the Czech Republic, and recommendations of the Alliance. As such, it has been passed to the KVAČR processors at level of the General Staff of AFCR over the years 2013-2014.

Vojenské rozhledy / Czech Military Review Nr. 3/2011, Vol. XX. (LII.): 94-102

The gravity of this article is laid down on the present-day state of affairs. China bought Spanish, Portuguese, and Greek obligations, i.e. China lent a hand to those countries (so did the European Union). In this way, China increased its influence in Europe. Stabilized Europe is necessary for Chinese export, it was not mere charity. Defence expenditures of People's China has reached 100 billions USED a year. Supposing the Chinese are intended to reach world's domination, they should stick to this kind of policy and they should not try to acquire the dominance by armed force. China behaves like an asymmetric power, knowing well that it can't surpass the U.S. by arms. China does not want to repent Russian mistake to be "over-armed" by America in futile arms race. Still, there is plenty of free space to compete with the U.S., e.g. cosmic or space competition, computer and Internet technologies.

Will Military Deception Pass Away?

There are no military conflicts without deception, as it is among others a very cheap method how to contribute to the successful accomplishment of the assigned mission. Military deception (MILDEC) is applicable across a wide range of military operations. MILDEC can be conducted during all phases of military operations at strategic, operational, and tactical levels. It is defined as being those actions executed to deliberately mislead adversary decision makers as to friendly military capabilities, intentions, and operations, thereby causing the adversary to take specific actions (or inactions) that will contribute to the accomplishment of the friendly mission. According to he author, the operational deception is to be explained in more detail, basic rules are to be outlined, including fundamental principles and methods of deception for operational planning.

Europe is a maritime continent whose economic concerns and security could be backed only by the power of navy forces. The Czech Republic is not a maritime state, but it is a member country of both NATO and the EU, it participates in the formation of common security policy. Dozens of Czech citizens are employed in common international institutes and staffs; they all need a broader view, including the knowledge of Integrated European Naval Strategy. Their activities promote the status of the Czech Republic at international level.
This contribution contextually explores European space and its naval power. It introduces naval forces projection of European national navies, the bulk of which best respond to current security issues, along with decisions of the national governments of the EU and NATO member states. The article deals with the issue of creation and realization of space policy. Space programs of individual states are closely connected to decision-making processes of the (general) state (public) policy. Therefore we can raise a question which factors influence these processes and the formulation of space policy and also if they are so unique that could be related only to one particular state. The aim of this article is to focus on one of the factors influencing space policy-strategic culture. Its influence is analysed through case studies of seven nations. Each case study is divided into two parts. First, we identify relevant characteristics of the state's strategic culture. Then, we analyse whether and how the identified characteristics of the respective strategic culture influence the space policy of a state in question. This article seeks to contribute to the growing debate about space as "the next" strategic area and highlights rather overlooked reasons of space exploration.

The Czechoslovak Legion was a revolutionary armed force formed abroad that had come into being during World War I. It is said that without this force, there would be no independent Czechoslovakia. Without a foreign political, diplomatic and military resistance of the Czechoslovak National Council, headed by Prof. Dr. Tomáš Garrigue Masaryk, Doc. Dr. Edvard Beneš, and Brig. Gen. Even in the hard times, the large majority of legionnaires were always true to the Czech and the Slovak nation during World War II, and after the war. But after the February 1948, those nations, officially represented by the Communist Party of Czechoslovakia, were not true to them.

Each officer is obligated to meet his or her qualification requirements, identified in the job description. In order to obtain a required military qualification, officers are usually send to a training course, which is either provided or organized under the auspice of the Ministry of Defence. The discussion within the Armed Forces of the Czech Republic about the system of military courses has been ongoing for the last two decades. Although the system of officers´ development is periodically reviewed, a certain economic paradox still remains. While the number of officers without adequate qualification is not diminishing, at the same time there is a segment of officers who exceed their qualification requirements, but they do not make any progress in their military careers. Despite the situation, these officers are required to take additional training and educational activities.

Its own nuclear program is an important instrument of Iran's domestic and foreign policy. In foreign policy it is used for promotion of its regional interests and it also serves as a guarantee against foreign actor's interference in Iranian domestic affairs. So far, the negotiations between Iran and the international community have not brought about any tangible results. Among other reasons, there are different expectations of both parties. The international community is ready to lift sanctions, supposing Iran accepts the UN resolutions. The last strand focuses on the growing role of international organisations during the provision of security and defence of the Czech Republic.
