Understanding the importance and role of present-day operational art is not always a matter of knowledge of relevant doctrinal publications or the use of experiences from military operations. Number of aspects of operational art had their roots deep in the history of warfare. Many of them are unknown or forgotten. This article aims to give the reader some basic information about the context that led to the awareness of the need of operational art and finally to real fulfilling the imaginary gap between strategy and tactics, which was the place for operational art. The article briefly describes the background of the emergence of operational art and the approach of two basic schools of military theory: Soviet and German that were crucial to its development.

The Czech Army Military Medical Service is actually going through radical changes that could lead to the strong enhancement of its capabilities. The problem is a shortage of health personell in some specific medical branches to fulfill these ambitions. There are only 35 surgeons in the Czech army at present. Results of questionnaire survey performed in this group show a high level and preparedness for multinational deploytment in foreign missions, on the other hand put a lot of questions for future.

This review attempts to analyze in detail the specific roles and interests of the key players represented by Pakistan and India in Afghanistan. The focus of individual actors in the South Asian region was focused on identifying key objectives, defining specific national interests and strategies in Afghanistan. The aim of the article is to find out, analyze, interpret and understand information about the power relations of Pakistan and India in relation to the security situation in Afghanistan. The content focuses on the analysis of Pakistan-India relations and their intertwining in Afghan society. The aim is not to relate the content to a generalized theory or known theoretical paradigm of international relations, but to analyze the aspects of the Afghanistan in relation to Pakistan and India.

The article discusses the importance of security sector reform. The aim of the article is to present the potential of the concept of security sector reform as a NATO tool for prevention and resolution of internal conflicts on the real example of the deployed military advisory team of the Armed Forces of the Slovak Republic to the ISAF operation in Afghanistan. The authors focus on the orientation in the topic and correlation and causal anchoring of the topic in the introduction and the first part of the article. The second part presents the initial situation of the deployment of the Slovak advisory team in the ISAF operation. The third part and the discussion summarize lessons identified from the deployment of the advisory teams of the Armed Forces of the Slovak Republic. It also illustrates the conceptual framework, conditions and axioms for optimal and effective security force assistance within the efforts of the security sector reform as an important part of the stabilization and reconstruction concept.

Article analyzes the relation between legal and internal regulations and acts in public administration focusing on their hierarchy, quantity, liability in specific area of armed forces. There is wide range and amount of relatively autonomous service regulations and official channels (internal orders, guidelines, advices). Although any internal regulations have to be in accordance with superior sources of law, relation between legal and internal level is not clear. Article exemplary outlines, that consistent system of internal rules is based especially on running and immediate updates to meet harmony with legal code.

In November 2007, under the auspices of Lieutenant-General Vlastimil Picek, Chief of the General Staff ACR, there was the 4th international conference held in Prague, dealing with command, control in Network Enabled Capability environment: NEC-IV. The conference was organized by the Institute for Strategical Studies, Defence University Brno, in cooperation with the Department Communications and Information Systems, DoD, and the Department of the Development of Forces-Operational Department, DoD, last but not least with a civilian Carolina Agency, as NEC principles could be utilized even in civil sector. The conference is regarded as a step from theory to practice, both in the field of education, preparation and practical exercises supported by simulators and trainers. In the immediate future, we must develop the integrated environment for EU Battle Groups, brigade task force, covering the whole operational spectrum, so that we could reach a synergy effect in education, pedagogy, science and research.

Thus, regional tailored military cooperation has gained more importance than ever before in order to tackle various threats and challenges and to strengthen crisis management capabilities. Therefore, Austria launched the Central European Defence Cooperation (CEDC) in 2010 to foster regional security cooperation and to promote modernisation of military resources. Two years later, Austria co-founded the EU Mountain Training Initiative, which closely coordinates training and education with the NATO Mountain Warfare Centre of Excellence in Slovenia. This paper aims at analysing and discussing current initiatives and possible ways of improving Central European security cooperation between NATO member states and Austria.

Currently the Army of the Czech Republic does not have any rules in determining the amount of funds for building maintenance. The maintenance is carried out irregularly and often does not solve keeping the functionality of the basic elements of the building (roof, statics, windows, sewerage, electrical wiring). Every building which is in use has to be kept in good technical condition. Only in such properties, the user can perform tasks for the security of defence of the Czech Republic properly. In terms of these facts a work target was set to create a simple method of a long term maintenance financial plan of premises owned by the Army of the Czech Republic. The crucial part of leading to the fulfilment of the objective was to create an experimental maintenance financial plan of selected premises.

Making use of multimedia, ICT, in a foreign language teachinglearning process is the effective way how to influence motivation and results of the educational process. Based upon the Czech-Canadian Partnership for Learning Program, the project provides synchronous communication between a native speaker and a student during language training, regardless the distance. Mutual communication is an opportunity when the students/learners can use their second language not only in professional discussions, but also in solving problem matters, relevant to their study branch, interests, current events or hobbies. The authors' experience and its analysis form also a part of this paper.

The article presents four possible dislocation options of military distribution points of accoutrements in the sector of Czech Armed Forces. The article assesses the impact of those options on the driving distance, total operation costs and the value of the stocks staff uniform shirts for men. There is defined simplified model and the calculation is used localization task on the base of these parameters. Analysis of the various options and their subsequent comparison is proposed optimal dislocation distribution points. In calculation the distance value will be determined based on knowledge of the coordinates of the localized objects. The final section is using a multi-criteria evaluation of alternatives selected the most appropriate option for distribution point of military accoutrements.

University of Defence, in coop. with General Staff of Czech Armed Forces, declares accreditation of new study programme. Its aim to prepare a universally educated officer with appropriate professional and language skills emphasizing the employability within his or her professional career. This new study programme emphasizes the military character of education and the ability to respond flexibly to the needs of the Army of the Czech Republic. Soft managerial skills of a commander, as far as people leadership is concerned, are also supported significantly. The aim of the article is to show the current effort of the Faculty of Military Leadership at the University of Defence to optimize the university education of a future commander­manager.

This paper is derived from "Exploring the Future Operating Environment", published in Joint Force Quarterly, April 2018. The article was presented at the Defense & Strategy 2018 conference, which took place at the University of Defense in Brno on 4-6 June 2018.

It is a book review over the book by Prof. F. Ochrana (editor). Its authors tried to define dimensions and leading actors of the so-called strategical governance in the conditions of the Czech Republic with a special respect to strategical planning in public policy. Two chapters of this book are concentrated on military and defence problems. Predispositions for strategical control are backed by the creation and implementation of strategical documents. Among further themes discussed belonged also the White Paper on Defence. We specifically need single or comparative case studies that examine the process of formulating security strategies and their implementation, the interaction between respective processes at national and international levels, and the results of security policy implementation in respective cases.

Personnel Recovery intervenes to almost all areas of planning, preparation and implementation of military operations. One of the important areas of the personnel recovery system is the intelligence area. This article describes on the operational level the reasons and basic methods of intelligence support of Personnel Recovery during joint military operations. It introduces selected intelligence disciplines and explains the suitability of their use in the various Personnel Recovery phases. It also describes the intelligence activities related to post-reintegration phase and outlines the basic issues associated with the intelligence support of Personnel Recovery.

This paper analyses some of the accesses to developing modular structures of task forces, built not only on a base of combined arms, but also even the base of special units, formations, Czech Chemical Corps. The analysis is derived from documents, doctrines, at both political-strategic level and military-strategical level within state defence command. Moreover, the article offers information related to operational-tactical level of command and control. At the end, the author evaluates some possible impacts of modular structures on practical activities of forces. It is necessary to define those impacts in a framework of particular projects, dealing with the formation of modular structures.

The article sums up the evolution of the Czech officers' qualification structure since the start of downsizing in 1990 and provides an outlook beyond 2010. At the early 90's graduate education used to be only for officers. A total of 65 % were holding university degrees. Today this number reaches 98 %, with 3 % holding Ph.D. or CSc. degrees. There is also an increase in numbers of WOs with graduate education, it is 4 %, despite the fact that such qualification is not necessary for them. Authors discuss this evolution and compare it with the ageing of the Czech population and overall academic education system. The gradual decrease of people aged 20-24 till 2020 is an important challenge to reforming recruitment and education of junior officers. The reform is needed to avoid deficits in quality junior officers and consequently the lack of personnel selection for military education at the University of Defence.

Evaluating offers of contestants for public contracts belong to key and critical moments of public tenders and the whole acquisition process at all. Variety and comprehensibility of numerical and rating methods shouldn't prevent applicants from understanding conditions and terms of contract/agreement. The transparency principle of evaluating is only slowly pushing forward in our legal system. We move from mere subjectivistic and unverifiable impressions to the unbiased comparing of best offers, together with the requirement of transparency, as a part of the process of comparing, ranking, and assessing offers, by the use of specific qualitative or quantitative factors, such as prices, feasibility, collateral risks, time plan or other conditions. The final step is called amalgamation, when we merge individual classifications in one complex appraisal.

The main goal of this article is to discuss in the context of selected security intentions the world peace as an idealistic phenomenon, which is determined by many factors in the current dynamically changing environment. The intention is not to compare individual philosophical theories, but to provide selected synthetic security indicators that can help measure the state of the security environment. On the basis of these arguments, we can observe a downward trend in the rate represented, also linked to an increase in the activities of terrorist groups and generally transnational threats. The article also highlights the current relatively rigid role of the UN in relation to global peace. The international community and world peace are particularly influenced by the mutual relations and the rivalry of the superpowers. In future conflicts, the transition from the physical form of the battlefield to the imaginary platform, represented mainly by cyber space, will be more evident.

The new ten-year defence strategy of the Czech Republic has been approved. The document stresses that despite the continuing recession, our state should not allow the military being weakened by further reduction of resources. This could worsen the quality of the military and weaken the Czech Republic's credibility in the international community. There is also the risk of the financial, organisational and personnel destabilisation of the Czech defence system that would bring about a loss of the quality of military personnel, a decayed prestige of the military service, an erosion of the state military capabilities. The article deals with the development of Czechoslovak military aviation in the period 1920 - 1939, as it was presented in the journal Vojenské rozhledy. The author focuses on the most interesting articles, which he complements with his own observations and opinions. He is directed on articles that affect mainly the doctrinal aspects of the development and activities of the military aviation, as an independent kind of Armed Forces, in defence of the state sovereignty of Czechoslovakia. The article is supplemented with information on the capabilities of the military Air Force immediately before the annexation of Czechoslovakia by fascist Germany in 1939.

The aim of the article is to present a synthesis of findings from both analyses and their application while conceiving a proposal of methodology for military capability assessment of Armed Forces of the Czech Republic. The proposed approach to capability assessment stems from principles of the NATO´s J-DARTS (Joint Defence Planning Analysis and Requirements Tool Set) and EU´s SAEP (Scrutinising, Assessing, Evaluating and Prioritising Process) when the main attention was focused on the phase of matching current capabilities of force units against capability requirements, follow-on identification of shortfalls and their prioritisation. The degree of priority should primarily qualify the level of operational risk stemming from potential engagement of force units in an operation.

Tanks and anti-tank weapons in modernized and innovated forms will still appear on battlefields in the next 20 years to eliminate armoured targets and personnel with the usage of precision-guided munition. The progress of electronation and digitalization of tanks allows better situation awareness on the battlefield and cooperation with other military assets. An active protection measures were introduced to protect the crew such as reactive armour, active defence weapon systems and composite armour. By establishing a safe perimeter with active defence systems, tanks can sustain the incoming anti-tank weapons. Hence is the U.S. Army currently looking for a replacement of 3^rd generation Abrams tanks. The U.S. Army is considering in this case unmanned vehicle as well. The Russian Federation on the other hand enhances conventional tank scheme with modern technologies. Far too much electronation does not have to be necessarily due to the automatic loading mechanism always a step forward.

Focusing on current Malian conflict, the aim of the article is to demonstrate usefulness of the "Armed Conflict Location & Event Data Project" database for the analysis of intra-state conflicts. At the macro-level the paper analyzes geographical spread of the conflict and its key quantitative characteristics (numbers of fatalities stemming from different types of incidents). At the micro-level it focuses on Malian region Mopti. At this level the paper analyzes geographical distribution of various incidents and the interaction of the key armed groups operating within the region.

The aim of the article is to recall the thoughts of war strategists on how to conduct military operations during the Cold War and to present the issue of operational maneuvering groups. Their use was a new conceptual framework of offensive operations led by the highly mobile military units of the Warsaw Pact in the 1970s and 1980s. Based on the analysis and comparison of historical sources, a set of information and knowledge from the field of military art is presented here as well as a more comprehensive view on the tactical, operational and strategic context of the offensive operations on the European battlefield. Their impacts were also essential in the way of training of troops and education of military officers in the former regime.

The article reflects contemporary issues in the field of language teaching. The University of Defence tries to react flexibly to new situations in the educational process in the European society. Its task is to enhance professional competences of its students and prepare them for their future career in the multilingual globalized environment. The authors, who are language teachers at the University of Defence, describe the procedure of creating an instructional material for their courses of Russian language. The lessons of their textbook have been designed to improve speaking and writing skills in Russian and thus to prepare students for the departmental exam NATO - STANAG 6001.

The main goal of this article is to depict the role of postcolonial theory of neo-colonialism in the development of the security situation in Afghanistan. The introductory part is devoted to defining the postcolonial approach. This part is followed by a definition of neo-colonialism as a modern form of continuation of colonialism. The next part is focused on the role of neo-colonialism itself in Afghanistan, in relation to the influence and interests of the USA. In addition, the paper outlines the main security implications as well as the distortions of Afghanistan's regional actors (Pakistan and India) as a result of US engagement in the region. The final part summarizes the essential information in the context of the theoretical requirements and signs of neo-colonialism in relation to the activities of the US and other state actors in Afghanistan and the region.
