Present Trends, Emergencies and Their Impact on Supply Chain SecurityReviewed - ResearchDušan Repík, Natálie Hanáková, Jan Kotisa, Pavel FoltinVojenské rozhledy / Czech Military Review Nr. 3/2023, Vol. XXXII. (LXIV.): 63-81 | DOI: 10.3849/2336-2995.32.2023.03.063-081 The article examines the impact of recent geopolitical, economic, and security changes on logistics support capabilities in EU and NATO member states. The study analyzes the effects of the COVID-19 pandemic and the armed conflict in Ukraine on logistics supply chains, considering environmental, social, and security concerns. The research questions focus on identifying the main changes and assessing their implications for commercial, military, and humanitarian logistics. The prolongation of the conflict in Ukraine and the economic sanctions imposed on Russia have been found to have a significant impact on logistics capabilities, perceptions of the structure of supply chains and the risks arising from this. The impact of these events is also producing third-country poverty and dehumanizing the UN SDG goals. On the other hand, improvements in NATO troop readiness and weaponry have been noted. The study highlights the need for further research to investigate specific threats for different types of supply chains and to consider the complex and evolving nature of the issue. Ultimately, this research provides insights into the challenges and opportunities facing logistics capabilities in the context of ongoing geopolitical and environmental changes. |

Outlook for Ensuring of Defensibility and the Fulfillment of Alliance's Expenditure and Investment Commitments in the Context of the Current Economic SituationReviewed - ReviewVojtěch Müllner, Kamil NečasVojenské rozhledy / Czech Military Review Nr. 2/2022, Vol. XXXI. (LXIII.): 71-87 | DOI: 10.3849/2336-2995.31.2022.02.071-087 The guarantee of national defense and the fulfillment of commitments to Allies is highly dependent on its financial source security. The economic recession, which began in 2008 in the USA, negatively affected public budgets. This recession was one of the causes of the reduction of planned defense spendings in the Czech Republic. This reduction caused the postponement of acquisitions, which were to be implemented both with regard to commitments to coalition partners and with regard to maintaining their own defense capabilities. Nowadays, current internal debt is still increasing due to neglecting inflation of military equipment, which is higher than inflation of ordinary goods. Currently, the defense ability is also affected by the pandemic of Covid-19, which caused a slowdown in GDP growth and public spending growth. For this reason, it has been several times postponed the commitment to achieve a rate of 2% of military expenditure of GDP by 2024 and the current plan to achieve it in 2027 is also endangered. |
Some Military Consequences of the United Kingdom's Exit from the European UnionReviewed - ReviewAntonín Novotný, František RacekVojenské rozhledy / Czech Military Review Nr. 3/2021, Vol. XXX. (LXII.): 3-26 | DOI: 10.3849/2336-2995.30.2021.03.003-026 The article deals with some military consequences of the departure of the United Kingdom of Great Britain and Northern Ireland from the European Union (Brexit). To assess the potential impacts on defence and security of EU, a structured approach involving several methods was used in the analysis, which combines a search of professional publications, factors sensitivity analysis and testing of hypotheses. Based on the analysis, it was evaluated that the departure of the United Kingdom of Great Britain and Northern Ireland from the structures of the European Union will take place without significant impact in the military field and does not pose an immediate threat to the security and defence of EU member states. Nevertheless, in connection with Brexit, there is still a certain risk of negative impacts in this area. |
Major Trends in the Military Budgets of the United States and the Russian Federation in the 21st centuryReviewed - ReviewJana StehlíkováVojenské rozhledy / Czech Military Review Nr. 1/2021, Vol. XXX. (LXII.): 3-20 | DOI: 10.3849/2336-2995.30.2021.01.003-020 Government expenditures allocated for defence are one of the categories comparable between countries to observe and analyse long-term trends. Utilization of Selected Methods of Strategic Analysis in Key Documents of The Czech Ministry of DefenceReviewed - Researchplk. Ing. Josef Melichar, Ing. Miroslav Mašlej, Ph.D., Ing. Alena Šafrová-Drášilová, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 4/2016, Vol. XXV. (LVII.): 20-34 | DOI: 10.3849/2336-2995.25.2016.04.020-034 The article brings results of the analysis of 14 national documents and 14 Czech Ministry of Defence internal documents. Document analysis showed the lack of traceability and verifiability of the methods, and that the methods of strategic analysis were usually used incorrectly, or incompletely. A proposal that can improve the situation is following: creation of a repository of processed strategic information, and the establishment of a specialized department, which will deal with the processing of strategic information and data, and will also create conditions for the creation of institutional knowledge. Another part of the proposed solution is also the inclusion of the topic of aggregating and processing complex analyses into the education system for all the staff presumed in participation in the strategic planning. |

Defining Dependency as a Part of Risk Management within Central State AdministrationReviewed - ReviewKpt. Ing. David Řehák, Ph.D., Ing. Monika Grasseová, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 3/2009, Vol. XVIII. (L.): 12-18 As we look at some organization as the system of mutually tied and connected processes, se can see that every process is specifically defined. Then key processes constitute the mission of organization (the very core of its existence), which are further divided into several sub-processes, i.e. risk management is subdivided into: establishing the context, risk identification (risk sources), risk analysis, risk evaluation, risk management and risk management re-evaluation (its effectiveness), compiled by the so-called stockholders. Enumerating various risks, the authors conclude that state administration is influenced by two categories of risks: from outside and inside. They have impact both on strategical level and operational one. At the same time, most of elements of organization (employees, material, activities) can present assets, on the other side might present inner risks. |
Cash Fulfilment of State Budget, Expense Section, Defence Ministry Chapter, 2004 till 2007Opinions, controversyPplk. Ing. Bohuslav Pernica, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 3/2009, Vol. XVIII. (L.): 49-53 An article in the Vojenské rozhledy magazine triggered an argument over the importance cash-flow planning for the application of 3E-methodology at the Czech MoD in 2004. Today's study re-opens this argument again, but on the background of the modernization of Czech state finance management and the implementation of a modern cash-flow management into the Czech public finance, under the authority of Finance Ministry. Those processes profoundly affected the economic policy of the MoD, granting more responsibility and economic independence. MoD is allowed to formulate, administer and control its own financial policy to reach higher cost-effectiveness. But does the ministry really become a better financial manager? This article deals with fiscal years 2004-2007. |
The Rating of Aggregate Objectives Applied by Defence Management by Objectives: The Enlistment Goal CaseOpinions, controversyPplk. Ing. Bohuslav Pernica, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 2/2009, Vol. XVIII. (L.): 49-51 Management by objectives works very well only if there is a rating and evaluation system of objectives. To form such organization one is not easy, especially when using aggregate objectives, combining many partial objectives of various levels. This article deals with the problem how to rate and evaluate this kind of aggregate objectives. The problem is explained in the enlistment goal 2008 of the Czech Armed Forces, which sets the number of volunteers joining the Czech Armed Forces in 2008. The key role here is played by the suitable gauges steering a level (percentage) reached. Thus, recruiting reflects manning the Czech forces by professional personnel in a given period (calendar year). The author proposes to run recruitment for military schools separate from enlistment for the army, i.e. to conceive this recruitment only as a practical goal. |
NATO Support and Procurement Agency: a Powerful Instrument of Collaborative LogisticsReviewed - ResearchRadka Lopourová, Richard Funiok, Josef ProcházkaVojenské rozhledy / Czech Military Review Nr. 3/2024, Vol. XXXIII. (LXV.): 44-61 | DOI: 10.3849/2336-2995.33.2024.03.044-061 The paper evaluates the level of cooperation between the Ministry of Defence and the NATO Support and Procurement Agency (NSPA) in the field of procurement of military equipment. In the practical part, the results of the research on the level of participation of Czech-based suppliers in NSPA activities between 2018 and 2022 are presented. Pareto analysis comparing the participation of the Czech and international companies in contracts implemented by NSPA in terms of their subject, quantity and financial value is used. Qualitative case studies from three different areas illustrate in which NSPA projects the Czech Republic has already been involved in and which benefits and risks are associated with this cooperation for the MoD. Positives and drawbacks in the process of acquiring military equipment in-house and opportunities and threats that may arise from the acquisition of military equipment through the NSPA are summarised in the form of the SWOT analysis. Finally, recommendations are presented on how to improve the cooperation between the MoD and the NSPA in the field of acquisition. |
Liability for Health Damage - Public vs Private AreaReviewed - ReviewOndřej Horák, Leopold Skoruša, Radim Vičar, Tomáš ZbořilVojenské rozhledy / Czech Military Review Nr. 3/2024, Vol. XXXIII. (LXV.): 110-128 | DOI: 10.3849/2336-2995.33.2024.03.110-128 The article deals with the comparison of refunds of non-material damage in public and private area. Efficiency of Language Education at the Language Center of the University of DefenceReviewed - ResearchMária Šikolová, Vladan HolcnerVojenské rozhledy / Czech Military Review Nr. 2/2020, Vol. XXIX. (LXI.): 37-48 | DOI: 10.3849/2336-2995.29.2020.02.037-048 During the period between 2016 and 2019, the efficiency of language courses was scrutinized by invention methods. In 2019, the language requirements were set to 14 958 positions in the Czech Armed Forces (60.69 %). Out of the given number of positions, the language requirement was met by only 6 414 professional soldiers, i.e. 42.88 %. The results of the language courses vary a lot depending on the required level of language proficiency; the courses designed to prepare the learners for SLP 1111 and SLP 2222 had the success rate around 60 %, however, the success rate of the courses for SLP 3333 was rather lower (38 %). Out of five groups of factors affecting the success rate, the relative significance of 22 factors was assessed. Most of the critically significant factors concerned the organization of language education; some of the critically significant factors were as follows: placement testing, flexibility of the syllabus and familiarization with the exam format and assessment criteria. |

Weapon System Acquisition Process Utilizing Design Simulation as Decision SupportReviewedJan Drozd, Josef ProcházkaVojenské rozhledy / Czech Military Review Nr. 4/2024, Vol. XXXIII. (LXV.): 37-50 | DOI: 10.3849/2336-2995.33.2024.04.037-050 The selection of optimal weapon systems is crucial for national defense. Traditional empirical methods struggle to address the complexities of modern warfare. This article explores the potential of constructive simulation for informed decision-making in this domain. Simulating tactical operations with complex variables, such as terrain, enemy actions, and system interoperability, provides valuable insights into weapon effectiveness. This enables the optimization of acquisitions in line with strategic goals. Design simulation allows for the exploration of factors difficult to test comparison of armament configurations, analysis of enemy tactics, and optimization of unit composition and deployment, saving costs and time. Simulation enables the safe exploration of even high-risk scenarios. |
Deficits in Strategic Communication for ArmamentsReviewed - ResearchVladimír Vyklický, Ivo PiknerVojenské rozhledy / Czech Military Review Nr. 4/2023, Vol. XXXII. (LXIV.): 86-109 | DOI: 10.3849/2336-2995.32.2023.04.086-109 The aim of this paper is to contribute to scientific research in the field of examining the shortcomings in the use of strategic communication for armaments. A comprehensive approach that rationalises the political, military, economic and technical decision-making process, as well as appropriate strategic communication with stakeholders, is required for the procurement of military equipment for the armed forces. The paper first analyses the existing shortcomings in the use of strategic communication in support of armaments, and then recommends a model for the adequate use of it. The results of a questionnaire survey and structured interviews with specialists in strategic communication and armaments show a high level of support for the use of strategic communication. However, the selected case studies on the Pandur and BVP modernization projects did not confirm the assumption of an improvement in the ability of the Czech Ministry of Defence to acquire new military equipment. |
The C5ISR System Integrated with Unmanned Aircraft in the Large-Scale Combat OperationsReviewed - ReviewMarko Radovanović, Aleksandar Petrovski, Vinko ŽnidaršičVojenské rozhledy / Czech Military Review Nr. 2/2023, Vol. XXXII. (LXIV.): 98-118 | DOI: 10.3849/2336-2995.32.2023.02.098-118 The manner of conducting modern large-scale combat operations (LSCOs) is characterized by the increasingly frequent and diverse use of unmanned aerial vehicles (UAVs) integrated into the Command, Control, Computers, Communications, Intelligence, Surveillance and Reconnaissance (C4IRS) system. These aircraft are one of the most important types of weapons in modern LSCOs. Anyone that has the technology can process the latest information from the field and safely passes that information to the command center has a great advantage and a chance to cause great damage to units whose goal is to prevent further operational work. What is important is that UAVs must have some degree of self-protection through site selection action to reconnaissance and retreat routes. The paper presents the possibility of using UAVs for various missions in LSCOs, as well as a case study of their use in previous modern armed conflicts. |

Both of these proposals are formulated primarily for the purpose of describing the job position and official evaluation. The paper also brings a number of proposals in the conceptual and normative area circumscribing and strengthening the role of the responsible authorities in the process of defining the officer´s competencies. |
Is Turkey Ready for a War with Syria?Reviewed - ReviewVladimír Bízik, Zdeněk KřížVojenské rozhledy / Czech Military Review Nr. 3/2020, Vol. XXIX. (LXI.): 57-71 | DOI: 10.3849/2336-2995.29.2020.03.057-071 This article examines whether Turkey is ready for a full-scale military conflict with Bashar Al-Assad's Syria. It draws from an adaptation of Clausewitz's concept of three resources that a state must possess to be able to win a war: the fighting forces proper, popular support, and its allies. Turkey is at a significant disadvantage when it comes to its air force and air defense capabilities. Should a major confrontation erupt, Turkey would not be guaranteed to be able to control the relevant air space. Turkish citizens do not favor seeing their country in a foreign quagmire. Despite myriad differences, Turkey it is still deeply embedded within NATO, and its strategic interests do not differ from those of its strategic allies. Turkey also cannot afford to risk an open military conflict with Russia. The article concludes that Turkey is politically and militarily not capable of fighting a full-scale war in Syria. |
From Collective to Transactional DefenseReviewed - ReviewAlex EtlVojenské rozhledy / Czech Military Review Nr. 4/2018, Vol. XXVII. (LIX.): 36-48 | DOI: 10.3849/2336-2995.27.2018.04.036-048 This article aims to highlight the most important changes within the transatlantic defense relations. The central argument is that NATO is gaining a conditional nature, transforming collective defense into a form of transactional defense. The study utilizes Paul Kennedy's notion of "imperial overstretch" to explain the strategic context of the transatlantic defense relations. After this, the analysis highlights how the transatlantic defense relations gained a transactional character that is resonating to this American "imperial overstretch". The second part of the study focuses on the latest developments concerning the US military presence in Europe and highlights their transactional character, thus enabling the emergence of transactional defense within NATO. |
Strategic Documents of the Czech Republic and Ministry of Defence AcquisitionsReviewed - ReviewIng. Antonín Novotný, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 3/2016, Vol. XXV. (LVII.): 21-32 | DOI: 10.3849/2336-2995.25.2016.03.021-032 This article aims to reflect a digression into the history of selected strategic documents, which processed the Ministry of Defence or was in the processing involved - in connection to the planning of acquisitions. The ambition of the article is not a comprehensive evaluation process, but only the selected aspects. After many years of decreasing Czech defence budget, is here the opposite situation. In connection with the new situation it is necessary to rethink the current approach to this topic; to ensure maximal security of the Czech Republic and in a figurative sense NATO and the European Union also. The fact, that the Czech strategy document was among the best in the EU, does not mean that defence spending is automatically efficient. |

From Model Formula to Verification and Practical Implementation of Economic ControlInformational pagesIng. Svatopluk KuncVojenské rozhledy / Czech Military Review Nr. 4/2009, Vol. XVIII. (L.): 129-138 The purpose of this study is to analyse system of economic control at a level of expense institution of the ACR in comparison with theoretical approaches and experiences of civilian company economics and the practice of NATO armies. The author wants to postulate necessary prerequisites widening the space for rationale economy behaviour and decision-making of leading army management. He creates an economic model constituting methods, proceedings, tools of economic control in all phases of budgeting and accounting processes, behaviour of the whole economic system of defence department. The case study is based upon the presentation delivered at the international conference on economy, logistics and ecology in armed forces taking place at IDET 2009 trade fair. Visions, Prognoses, Concepts, Execution Plans and Implementation Methods as Means of Departmental ManagementNonreviewed - OtherProf. PhDr. František Ochrana, DrSc.Vojenské rozhledy / Czech Military Review Nr. 4/2008, Vol. XVII. (XLIX.): 3-12 The purpose of this essay is to analyze the role of conceptional documents as guideposts supporting decision-making process of ministerial top-management. The key role belongs to visions. They reflect various political targets, whereas prognoses represent the prospective image of goals of department in question. The author offers several matrices of assorted components serving for the creation of predicted variants of normative and nonnormative scenarios. This leads to forming concepts, followed by plans and methods of their implementation. It is necessary to respect this outlined principle, so that titles of individual documents would match their real contents. This highly theoretical article is based upon the Research Project MSM002162084 "The Development of the Czech Republic within the EU: Challenges and Risks", Faculty of Social Sciences, Charles University Prague. |
Military Will in the Czech Civil CodeReviewed - ReviewPavel SalákVojenské rozhledy / Czech Military Review Nr. 2/2024, Vol. XXXIII. (LXV.): 116-129 | DOI: 10.3849/2336-2995.33.2024.02.116-129 The text is dedicated to the analysis of the legal regulation of military wills in the new Civil Code (Law No. 89/2012 Coll.). It places it in a historical legal context. However, priority attention is paid to a detailed analysis of the current legal regulation and potential issues that this regulation brings. It also briefly mentions other options for last dispositions that a soldier could use. The legal regulation of military wills in the Civil Code can be characterized as very well conceived, reflecting the reality of foreign missions. The fact that it takes the form of a public document is also significant if the relevant requirements are met. However, the question is how the application practice of the courts will approach the adjustment. |
