Evaluation of Education QualityReviewed - ReviewJan KroulíkVojenské rozhledy / Czech Military Review Nr. 2/2018, Vol. XXVII. (LIX.): 95-108 | DOI: 10.3849/2336-2995.27.2018.02.95-108 Within the context of evaluation system of education quality in career courses that are organized at the Center for Security and Military Strategic Studies of the University of Defence in Brno, the article deals with course evaluation questionnaires. The outcomes lead to the goal to enhance quality as well as quantity of responses to evaluation questionnaires. In terms of quality, the intention is to continue filtering out invalid responses sets using the proposed method. In terms of quantity, the intention is to motivate the course participants to fill the evaluation questionnaire by dividing it in parts, so that they can experience the changes based on their responses yet during their course. |

A course of action how to implement the analysis outcomes into the national defence planning process might be the subject of a follow on research. |

Alena Šafrová-Drášilová, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 4/2016, Vol. XXV. (LVII.): 20-34 | DOI: 10.3849/2336-2995.25.2016.04.020-034 The article brings results of the analysis of 14 national documents and 14 Czech Ministry of Defence internal documents. Another part of the proposed solution is also the inclusion of the topic of aggregating and processing complex analyses into the education system for all the staff presumed in participation in the strategic planning. |

The Professionalization of Armed Forces of the Czech Republic as an Open Project and InnovationOpinions, controversyPodplukovník Ing. Bohuslav Pernica, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 4/2010, Vol. XIX. (LI.): 71-80 The shift from vocational military service to all-volunteer force (AVF) could be regarded and treated as any other scholarly assignment of project management, so we can get a better look at its bugs and risks. The author applied the Valentas classification of innovation upon this AVF project in the Czech Republic and demonstrates what are main risks for its sustainability. He sees the first cause and effect in the reality that this shift lacks sufficient support by social sciences and humanities. Since 2003, only six per cent of scientists/scholars employed by the Czech Ministry of Defence have been supporting this great change. It is not enough and it makes certain incompetence within defence ministry to reach the factual aim of this move and AVF produces more and more difficulties. According to the author, the professionalization of forces in our country has not meet its main purpose--to raise professional qualities of military personnel, in spite of the fact it originally used to be the prime objective of this process. |

Configuration of Capability Requirements - Introductory Phase of the Military Capability Assessment ProcessReviewed - ReviewZdeněk PetrášVojenské rozhledy / Czech Military Review Nr. 4/2017, Vol. XXVI. (LVIII.): 3-17 | DOI: 10.3849/2336-2995.26.2017.04.003-018 The article describes an approach to development of a national military capability requirements database and its relationship with reference units which will be finally used for assessing capabilities of existing force units. Outcomes from recently completed analyses lead to the conclusion that the single set of capability requirements as specified in the Bi-SC Agreed Capability Codes and Capability Statements, can be taken as a key stone for developing a national database of capability requirements. A due adaptation of this document to the Czech MOD allows getting a complex frame of capabilities which force units shall manage to achieve given operational tasks both in the context of a national or multinational task force group. Consequently such a database can be exploited for setting up a mechanism for capability assessment. |
Illegal Use of Child Soldiers - a Neglected Question in the Preparation of Professional SoldiersReviewed - ReviewJana BurešováVojenské rozhledy / Czech Military Review Nr. 4/2017, Vol. XXVI. (LVIII.): 55-67 | DOI: 10.3849/2336-2995.26.2017.04.055-068 Use of child soldiers by rebel armed forces has been growing in recent years. Professional Soldiers Act Within the Czech Legal System (on the Issues of Certain Terms Interpretation)Reviewed - ReviewLeopold Skoruša, Ondřej Horák, Radim Vičar, Tomáš ZbořilVojenské rozhledy / Czech Military Review Nr. 2/2017, Vol. XXVI. Development and Change of the Concept of Hybrid WarReviewed - ReviewRichard StojarVojenské rozhledy / Czech Military Review Nr. 2/2017, Vol. XXVI. (LVIII.): 44-55 | DOI: 10.3849/2336-2995.26.2017.02.044-055 The aim of the paper is description and analysis of the transformation of the concept of hybrid war. The Russian intervention in Ukraine in 2014 meant principal re-definition of the concept which is reflected in the contemporary views on the hybrid wars and hybrid threats. The concept of hybrid war had been questioned in the past already as his validity and the efforts to be applied on the past conflicts deformed its innovative content. One could argue, that adding new dimensions and topic such as economic factors, ideological activity etc. brings risk of concept´s expansion which goes far behind of the framework of the phenomenon of the war and the use of armed forces in the armed conflicts. The author draws attention to the fact that the definition of hybrid war tends to be subordinate to the current needs, which in turn only hinders their explanation potential. |

Neorealism and Contemporary US-Russian Military Competition in the Post-Soviet SpaceReviewed - ReviewJan EichlerVojenské rozhledy / Czech Military Review Nr. 2/2017, Vol. XXVI. (LVIII.): 89-105 | DOI: 10.3849/2336-2995.26.2017.02.089-105 In the light of neorealist theory, the Eastern enlargement of NATO satisfies basic feature of expansion: 9 former countries of the Warsaw Pact become members of NATO. USA as a Sea power reinforced its superiority at the detriment of the RF as a continental power. The annexation of Crimea, as a Russian answer, had intensified security fears of post - Soviet countries and of Poland and enlarged the space for external balancing of the USA. Author warns that a confrontational structure had become typical for the area or the Western part of the Post - Soviet space. It increases the number of military incidents, and, even, the threat of a direct military confrontation including a Russian use of tactical nuclear arms, being inspired by the Rogers plan from 1980´s. |
