From Plan Gideon to Plan Tnufa: Israeli defense strategy and the buildup of the Israeli Defense Forces in the wider context of the Middle East after the Arab SpringReviewed - ResearchĽubomír Zvada, Jiří LachVojenské rozhledy / Czech Military Review Nr. 4/2023, Vol. XXXII. (LXIV.): 24-44 | DOI: 10.3849/2336-2995.32.2023.04.024-044 Based on the content analysis method, this study analyzes the first ever published security strategy of the Israel Defense Forces, which was published in 2015. The main objective of the paper is not only to present the circumstances of its creation and discuss the main objectives of this strategic security document, but also to outline the broader geopolitical context from which it emerged. The authors argue that the document primarily emphasized two areas - the use of force and capacity building of the Israeli military. Among other things, the publication of the strategy was intended to have a deterrent effect. In the conclusion, the authors compare the Gideon Plan and its follow-up, the Tnufa Plan, and point to the considerable importance that consensus among political and military elites has in the implementation of such a document and reflect on what lessons and inspiration can be drawn from this case in our geographic space in the process of formulating or reformulating strategic security documents. |

Command and Control as the Ability of CommandersInformational pagesIng. Pavel Zůna, MSS, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 3/2012, Vol. XXI. (LIII.): 72-79 | DOI: 10.3849/2336-2995.21.2012.03.072-079 The French "Centre de Doctrine d'Emploi des Forces" (CDEF) has published new doctrine FT-05 The Tactical Commander's Guide to Command and Control in Operations. The global action of land forces is now carried out within a strategic environment that has dramatically changed for 15 years. In this new environment, the French Army asserts and implements a double requirement: that of power and the control of force. The article presents the fundamental conclusions of this doctrine and compares them with the Czech national doctrinal documents. Author concludes that in comparison with the French doctrine, Czech doctrines are much more focused on the procedural and technological part of the Command and Control Systems than the ability of commanders to command. |

Weapon System Acquisition Process Utilizing Design Simulation as Decision SupportReviewedJan Drozd, Josef ProcházkaVojenské rozhledy / Czech Military Review Nr. 4/2024, Vol. XXXIII. (LXV.): 37-50 | DOI: 10.3849/2336-2995.33.2024.04.037-050 The selection of optimal weapon systems is crucial for national defense. Traditional empirical methods struggle to address the complexities of modern warfare. This article explores the potential of constructive simulation for informed decision-making in this domain. Simulating tactical operations with complex variables, such as terrain, enemy actions, and system interoperability, provides valuable insights into weapon effectiveness. This enables the optimization of acquisitions in line with strategic goals. Design simulation allows for the exploration of factors difficult to test comparison of armament configurations, analysis of enemy tactics, and optimization of unit composition and deployment, saving costs and time. Simulation enables the safe exploration of even high-risk scenarios. |
The Modern War Veteran: Identifying Needs, Problems and Risky FactorsReviewedMarcela Trávníčková, Jitka Laštovková, Benjamin Petruželka, Miroslav BartákVojenské rozhledy / Czech Military Review Nr. 4/2024, Vol. XXXIII. (LXV.): 70-90 | DOI: 10.3849/2336-2995.33.2024.04.070-090 This article examines the needs and problems of the modern war veterans and identifies factors that may contribute to making them a high-risk group. It uses data from two questionnaire surveys. The respondents were war veterans leaving active service and war veterans who left active service less than ten years ago. The analysis shows that participation in the mission has a negative impact mainly on the family and relationships, and that the most common problems on leaving active service are related to finances and finding a new job. Further, few factors have been identified that may contribute to a high-risky group: less than nineteen years of service, age under forty, having health restrictions due to active service and leaving service as a decision of the employer. |

Impact of the New Technologies on CBRN Terrorist Threats: General Perspective and Perspective of Republic of CroatiaReviewed - ReviewIvana Cetina, Jugoslav JozićVojenské rozhledy / Czech Military Review Nr. 4/2022, Vol. XXXI. (LXIII.): 119-139 | DOI: 10.3849/2336-2995.31.2022.04.119-139 Although the level of the overall CBRN threat in the world is currently considered to be low, there is a trend of a growing concern about CBRN terrorism. Various terrorist groups have shown interest in using CBRN materials to disrupt the global order and economy. The motivation and factors that influence the potential use of CBRN agents in terrorist attacks arise from the fact that CBRN agents have potentially high mortality and can cause serious consequences. A large number of potential dual-use (military and civilian) items as well as the introduction of new technologies in use can be utilized for the CBRN attacks and create a wide range of new possible terrorist (and military) threats. This paper provides a general overview of the past and current situations regarding CBRN terrorism, analyses some of current widely known new technologies that can be utilized for CBRN terrorist attacks and analyses the biggest potential threats from CBRN hazards. |

The Armed Forces in Institutional and Functional ConceptReviewed - ReviewLeopold Skoruša, Ondřej Horák, Radim Vičar, Tomáš ZbořilVojenské rozhledy / Czech Military Review Nr. 4/2022, Vol. XXXI. (LXIII.): 3-22 | DOI: 10.3849/2336-2995.31.2022.04.003-022 The article deals with the interpretation of the term "armed forces" in the context of the current legal system of the Czech Republic. The authors propose to distinguish between the armed forces in the institutional concept and in the functional concept. The essence of the solution is the interpretation of Section 3(1) of the Armed Forces Act (No. 219/1999 Coll.) in the functional concept, i.e. in such a way that the armed forces are understood to include soldiers assigned to the Ministry of Defence, military schools, the Military Police and the Military Intelligence. Another solution could be to add a paragraph to the Armed Forces Act stating that "The provisions on members of the armed forces shall apply mutatis mutandis to soldiers on active service assigned to the Ministry of Defence, military schools, the Military Police and the Military Intelligence." The aim of the article is initiation professional discussions about the issue in question, as well as indications of directions as to how it would be appropriate to solve the matter. |

Current Approaches of the Czech Republic, the EU and NATO to Hybrid ThreatsReviewed - ResearchMartin HavlíkVojenské rozhledy / Czech Military Review Nr. 2/2022, Vol. XXXI. (LXIII.): 3-16 | DOI: 10.3849/2336-2995.31.2022.02.003-016 The article discusses the current approach of the Czech Republic to the phenomenon of hybrid threats and analyses the fundamental shortcomings that determine the effective management of these threats. As part of a comprehensive approach, the text is supplemented by the current view of the European Union and NATO on addressing the issue of hybrid action by hostile actors. A summary comparison of the approaches of the Czech Republic, the European Union and NATO points to the need for mutual institutional synergy among these entities. Although the current approaches of the mentioned subjects are relatively sufficiently doctrinally anchored, the absence of a complex and especially practically functioning apparatus and specific operational tools that would be able to face a wide range of hybrid threats persists. |
Constructive Simmulation: An Effective Tool for an Assessment of the Operational Effectiveness within the Cability Planning ProcessReviewed - ResearchJan Drozd, Josef ProcházkaVojenské rozhledy / Czech Military Review Nr. 2/2022, Vol. XXXI. Critical Analysis of Interconnection between Planning by Objectives and Capability PlanningReviewed - ResearchPlukovník gšt. Ing. Zdeněk PetrášVojenské rozhledy / Czech Military Review Nr. 4/2014, Vol. XXIII. (LV.): 3-24 | DOI: 10.3849/1210-3292.23.2014.04.003-024 The article brings outcomes from the critical analysis of interaction between planning by objectives and capability planning. The analysis is based on the assumption that the strategic decision-making process should be assisted by a systemic tool, enabling a financial assessment of capabilities, identified as a prerequisite for accomplishing politico-military ambitions. Taking into account the current planning system, as implemented within the Ministry of Defence, the planning by objectives might become this tool. However, for providing an efficient planning by objectives, it is necessary to derive relevant findings from the capability planning, which basically includes data on capability assessment, identified capability shortfalls and their prioritisation. Therefore, findings from capability planning process are a keystone for conceiving objectives for the area of capability development. Both capability planning and planning by objectives are to be seen as communicating conveyances, where a level of mutual interactions significantly influences effectiveness of defence performance management. |
