The article provides necessary information about the link between lifelong learning and the education and training of personnel within the Ministry of Defence of the Czech Republic sector. It offers the information about the relationship between the class management system and distance and electronic education. It deals with the implementation of the class management system in career courses of professional soldiers under the auspices of the Centre for Security and Military Strategic Studies of the University of Defence. It clarifies the course of study in career courses, identifies the problems and generates their possible solutions.

The article deals with providing situational awareness in operations at the operational level of command in the context of the information environment, the current nature of which significantly affects the execution of this capability. It examines the influence of three selected aspects - information overload, the expansion of advanced information technology and the growing importance of the cyber domain - on generating, maintaining and sharing situational awareness in planning and conduct of operations. It identifies and characterizes the respective sub-capabilities within the information area, necessary for operational headquarters to effectively provide situational awareness, and outline possible ways to develop these capabilities in terms of internal processes, technical equipment and personnel.

The work deals with the issue of engineer information, which is necessary for the planning of water crossing, and which can facilitate and speed up the proces of operation planning with the assistance of the staff members of engineer specialization. At present (2019) there is no application software development of engineer support tasks (hereinafter APV ŽEN) within the engineer command and control subsystem AČR, which would take into account the problem of water crossing by troops. The aim of the article is: to analyze the gathering of engineer information for water crossing and to describe it on a specific example of the Morava river, to identify the possibilities of water crossing by forces of AČR, to propose a map base for APV ŽEN, which will be supplemented by engineer information from Povodí s.p. and Motorway and Highway Directorate (hereinafter ŘSD) and to define measures that will support the availability of engineer information in water crossing.

The present article is devoted to the new kind of the Polish Armed Forces, namely the Territorial Defence Force (Polish: Wojska Obrony Terytorialnej, WOT), the essence of which is, i.a., territoriality. Among the many tasks facing this kind of military unit, there are the ones involving non-military threats.
By connecting the two basic elements mentioned above, the authors present in the following article the possibilities of using the Territorial Defence Force and the alternate process of administering the armed force component on a voivodeship level.

V článku jsou prezentovány dílčí závěry a poznatky z dotazníkového šetření a polostrukturovaných rozhovorů na jednu z oblastí řešení problémů v rezortu obrany, a to využívaní metod, metodik a heuristik, realizovaných v roce 2012 a 2015. V článku je analyzována jedna z metod strategické analýzy, konkrétně SWOT analýza. Nejprve je charakterizována SWOT analýza z hlediska doporučení pro její praktickou aplikaci, tak jak vyplývá z rešerše odborných publikací. Následně je prezentována SWOT analýza z hlediska jejího využití v rezortu obrany. Na základě zjištěných informací jsou v závěru článku definována doporučení pro praktickou aplikaci SWOT analýzy nejen v rezortu obrany ČR.

No military operation is conceivable without logistics. It is widely known, however, the origin of the term logistics is not unambiguously stated in publications and sometimes refers to ancient Greek. There is no doubt that the term "logistique" was first used by the general of Napoleonic army Antoine-Henri Jomini and Lieutenant Colonel George C. Thorpe, U. S. Marines, anglicized Jomini's term to "logistics". Among many distinguished authors that paved the way to the current theory of military logistics cannot be omitted Rear Admiral Henry Eccles. It is also worth to mention Austrian-American economist Oskar Morgenstern and his attempt to outline a consistent language between military and business logistics and to formulate a general theory of logistics.

This paper assesses the information war in Ukraine in the context of the military strategy. An influence of the information operation (disinformation and deception) presents the strategic tool. The author pragmatically analyses the information war from the military art perspectives and as a part of the strategy used for support of the combat operations. He identifies phases of the information war in the context of the war. The author expects and confirms the opinion that the information war is led by both external actors (the USA and the Russian Federation). Their top representatives are involving in the information war because they support their own interests. This paper has been written as a neo-realist case study. The balance of power concept is in accordance with the used theory, as well as with the key interests of the external actors.

The article deals with the preparation of the Active Reserve of Czech Armed Forces, territorial forces in detail. It compares them to the equivalent of the active reserves of the Polish army, namely the Territorial Defense troops. A comparison of the development and preparation of these forces points to the necessity of solving or updating the system of calling up reserves of the Czech Armed Forces, their training, arming and equipping.

The article contributes to a more efficient use of the theoretical, technological and application base, especially to the improvement of decision-making processes at the strategic level. It offers a methodological framework for solving the armed forces capability optimization problem by implementing modeling, simulation and operations research tools and theories.

The article deals with the basic characteristics and tactical-technical requirements for the tactical unmanned aerial system (TUAS), which is planned to be implemented in the Czech Armed Forces in the upcoming years. Based on the results of the comparison of the Czech Armed Forces requirements with the parameters corresponding to the TUAS, the Hermes 900 and Heron systems of Israeli production appear to be the most suitable variants. Both aircrafts can represent a comprehensive solution in this area. They both have a long tradition of production, research and development and of course, they both meet the requirements for TUAS within NATO and the European traffic operations accreditation. However, the decisive selection parameter, apart from security risks and compatibility, is also the purchase price. The main goal of the article is to bring a view of the issue from a broader context and to find a possible way-out together with an evaluation of the advantages and disadvantages of each of the proposed variants.

This article deals with the EU command and control functions and provides basic information on the structure and capabilities of the EU CCS in Battle Group EU operations. The author describes political and strategical levels CCS (COREPER, GAERC, COPS, CivCom, EUMC, EUMS, BDE HQ, prospective EU FHQ). Only US, EU and E3 (Britain, France, Germany) are capable to realize integrated expeditional operations. The ACR can work only with cooperation with them. The Czech Republic as a small EU member state is actively engaged in the building of the Battle Group EU. The Czech Army is going to increase its expeditionary capabilities as demanded and be prepared for a broader range of conflicts and crises in the vital area of the EU concerns. At present, the ACR is able to carry out a self-supported, integrated expedition operation only on the edge of all its strength. The political leaders must bear this fact in mind, as the army mustn't be overburdened, otherwise it might lose its credibility. All information and data for this paper were drawn from unclassified sources.

Laser weapons have long been the subject of debate. The article discusses the potential adoption of laser weapons by infantry units and the future of small firearms. The text analyses these weapons in selected categories that subsequently support the evaluations and the conclusion. If miniaturisation is successfully managed, the comparison reveals an interesting paradox. While laser weapons and firearms do not rival each other as distinct functionalities, given the right conditions, they can actually complement each other and compensate for any disadvantages within their respective categories. Today's complex battlefield is placing ever greater demands on small arms, pushing conventional weapon mechanisms - combined with ammunition that guarantees accuracy and lower recoil, albeit at the expense of penetration - towards the limits of further possible advancement in technology. Improved passive individual protection restricts the wounding potential of pistol ammunition, reducing it to below 150 m for rifle cartridges, while guided ammunition tends to be prohibitively expensive. Under the right conditions, laser weapons could compensate for any of these drawbacks.

The air force plays an important role in armed conflicts. It was no different in the Odyssey Dawn and Unified Protector operations in Libya in 2011. The European dependence on the US became fully apparent during those operations. After 2011, US attention has been shifted to Asia. This article focuses on the evaluation of the development of European air forces from 2011 to 2021 in the context of the shift of US attention to Asia. The article uses a dataset to compare the number of aircraft in specific categories in 2011 and 2021. The research shows that European states maintain a fleet of around 2,000 fighter jets, while compared to 2011, the number of ISR aircraft decreased from 183 to 122 and the number of air-to-air refuelling aircraft from 70 to 67. In contrast, the number of MALE unmanned vehicles has doubled from 45 to 91. However, in the context of the US shift Asia, those numbers are insufficient, and European states are still dependent on US support.

The article describes the basic foundations and significance of the manipulative technique called Deepfake, which in the environment of technological and informational expansion is also becoming a widely used tool for spreading propaganda. This advanced manipulation complements a wider spectrum of forms of disinformation and is increasingly being used as a means of conducting information operations, often as part of wider hybrid warfare. Effectively combating this kind of manipulation places high demands on consumers of information, both on the part of the detection tools used and on the part of the cognitive human approach based on critical thinking. The expansion and sophistication of similar manipulative techniques will continue, in connection with the development of modern technologies and the interconnectedness of the information environment. Although the Deepfake technique is not only associated with security-military aspects, its influence on information operations and hybrid warfare cannot be neglected.

The article describes an innovative view of a possible methodical process of access and protection against disinformation. The ever-increasing digitization and use of cyberspace to disseminate all kinds of data and information provides users with an indisputable number of associated benefits associated with rapid access, distribution or sharing of current knowledge. However, this development trend also reciprocally generates a number of related threats that need to be faced. Our own resilience and effective tools against information campaigns and information actions of all relevant actors play the key role here. The critical thinking itself and the process mechanisms used to access information are the focus of overall resilience to this type of security threats. Thus, the methodical process can help a wide range of readers broaden their view of the complexity of the problem and partially minimize the associated security risks.

Existing research about China and Taiwan deals primarily with bilateral relations, military doctrines, etc. They don't pay much attention to the consequences of the potential China-Taiwan war. The article examines conditions for emerging and activity of guerillas with paramilitant signs in the case of China's domination over Taiwan. The analysis is based on the present general, socio-economic, political, geographical, and technological environment. A substantial part of the analysis is also argumentation about the potential of urban guerilla. The article is based on data, pieces of information, polls and academic and analytical texts relevant to the main research questions. Those questions are the potential for emerging, sustainability, and effectiveness of guerilla. The article comes with findings, that argue the relatively high potential for the emergence of guerilla primarily because of the suitable environment in Taiwan and possible effectiveness and sustainability based on existing variables, which can however also limit this potential.

The article deals with the method of application of evaluation tools, applicable for the evaluation of the preparedness assessment of undeclared headquarters and units of the Czech Armed Forces. As a part of the research there were analysed the approaches of the Czech Republic and NATO using of a comparative analysis supplemented by a structured interview. The results of the research confirmed the inconsistent approach to the application of standardized tools and methods for evaluation of units, which are not declared for the NATO and the EU Task Forces. Based on the results of the analysis and with the utilization of the best practice approaches, there was formulated an innovative approach to assessment of the required capabilities of all headquarters and units. The evaluation of these preparedness is carried out at the end of each Czech Armed Forces operational training cycle.

The article deals with controlling implementation into the mechanism of central institutions and state administrative management of the CzechRepublic (CR), hereinafter state administration. The purpose of this article is to present state administration controlling as an effective control tool, backed by best experiences and practice in the Germany. The authors explain and determine theoretical bases and circumstances to put controlling into practice. They comment the effecitivity of controlling implementation in Czech state administration, using as an example the Defence Ministry of the CR.

The aim of this study was to create an overview of the Czech Armed Forces' development in approach to environmental protection from 1989 to 2022. Using the methods of analysis, synthesis and comparison of the Czech, EU´s and NATO´s environmental legislation, we created a comprehensive and previously unpublished overview of environmental protection within the Czech Armed Forces. Found outputs were set into illustrations depicting the activities in the environmental field with internal links between civil legislation, EU's requirements, and NATO's policy in chronological order. We conclude that the year 2000 represents a key milestone from which the approach to environmental protection have stagnated. Among the reasons for the stagnation, we identify commanders' concerns about "green approach" to troop training and the lack environmental education within defence department.

Over the last few years, a need for reinforcing the NATO-EU mutual coherence has become increasingly apparent. The EU and NATO have recently initiated the steps to consolidate the strategic cooperation where a way ahead to converge NDPP and CSDP planning process was also underpinned. The recent introduction of new tools tailored to get more effective the CSDP process offers new opportunities for facilitating a convergence of EU and NATO planning approaches. Even if it is impossible to assume that the Alliance's and the Union's planning processes would become identical, the implementation of PESCO and other subsequent procedural tools has created a room for potential synchronization and harmonization of respective planning processes. The paper summarises findings on certain parts of both processes which could be brought closer, in terms of time and procedures, without affecting the autonomy of both organizations in any way.

The theoretical journal Vojenské rozhledy was founded in 1920. Its publishing was interrupted twice, but it has continued until now. The aim of the article is to evaluate the importance of the journal for development of the military and security theory and practice and to reflect on its possible future. Attention is paid to the focus of the magazine during the Czechoslovak First Republic. The article also deals with the attempt to issue Vojenské rozhledy during the Second World War and unsuccessful efforts to restore it after 1945. The article also deals with the circumstances of publishing and aiming of the magazine Vojenská mysl, which replaced Vojenské rozhledy in the period 1950-1991. Since 1992 it has been continuously published under the original name Vojenské rozhledy. The author concluded in his analysis that, despite the changed conditions, which make it difficult to publish theoretical journals in general, the Vojenské rozhledy are irreplaceable in the Czech conditions.

The war game is a respected tool for commanders' decision-making. Its preparation, execution, and evaluation of results require precise organization and a considerable time commitment. However, the time aspect is a limiting factor in the current dynamic era to a rather objectified evaluation of the variants of operation execution. The article does not describe the process of wargame preparation, it focuses on the execution phase, where it presents the use of a particular simulation system in wargames and under which theoretical conditions the results of combat simulation can be considered valid. It also evaluates the time efficiency of its use in a wargame. It has been experimentally verified that the tested simulation system can be used for a wargame especially in the accelerated simulation mode. The configuration of the computing system was also verified, which allowed a substantial acceleration of the simulation run of the wargame scenario.

The book Paradigms of Military Tactics, compiled by Pavel Zůna, deals with the principles of fighting at the tactical level on more than 300 pages.

The Russia has presented the ongoing war in Ukraine by the term special military operation, whose goals were declared by Russian President Putin in terms of demilitarization and denazification of Ukraine. In the wider context, there is an imperial effort of Russia to enforce its power and influence in the region by an offensive and aggressive war. The authors define the fundamental difference between a special operation and the so-called special military operation in the context of contemporary interpretation of the Kremlin. They further argue the way in which Russia is trying to justify the war and discuss its reality in terms of international law.

The article deals with some military consequences of the departure of the United Kingdom of Great Britain and Northern Ireland from the European Union (Brexit). To assess the potential impacts on defence and security of EU, a structured approach involving several methods was used in the analysis, which combines a search of professional publications, factors sensitivity analysis and testing of hypotheses. Based on the analysis, it was evaluated that the departure of the United Kingdom of Great Britain and Northern Ireland from the structures of the European Union will take place without significant impact in the military field and does not pose an immediate threat to the security and defence of EU member states. Nevertheless, in connection with Brexit, there is still a certain risk of negative impacts in this area.

The article deals with some aspects of long-term planning in the sector of theMinistry of Defence. Its aim is to stimulate discussion about the methods and processes of long-term planning, to point out some shortcomings in the development of strategic documents in the past. The text also describes the basis for long-term planning process and particularly the role of long-term foresight. The author analyses lessons learned from the developing and implementation of Long-Term Vision of the Ministry of Defence document (2008) and tries to aply them in drafting a new document, The Long-Term Vision for Defence in 2030, is now being prepared under the leadership of the Ministry of Defence of the Czech Republic. He also highlights some of the theoretical principles for developing documents in the process of strategic management.

The measures adopted on the soil of the North Atlantic Alliance to support the integration of gender perspective are discussed in the article, as well as the way in which these were subsequently reflected in the legislative measures of the Ministry of Defense of the Slovak Republic and examines the approach of the Armed Forces of the Slovak Republic (hereinafter referred to as "OS SR" ) to the integration of gender perspective. The article further focuses on how the OS SR integrate and support these principles in the real life of professional soldiers. The analysis of available statistical data as well as of research previously conducted in this area serves as a basis for formulating conclusions on whether the Slovak Republic fulfills its obligations regarding the integration of gender perspective towards the North Atlantic Alliance, and at the same time formulates starting points for possible future research.

The war in Ukraine has become a global issue that has been closely monitored and evaluated by military experts and the media since its beginning. The aim of this article is to point out some specific aspects of the development of the conflict in Ukraine in its initial stages. In the beginning of the article, the author deals with the surprising development of the so-called "special military operation", leading to a change in Russia's original plans. In the following parts, he discusses the way the forces of the warring parties are used in individual domains, applies the principles of warfare and discusses the possible causes of the operational failure of the Russian military forces. The article mainly uses data from open sources. Analysis, comparison, deduction and synthesis were used in its compilation. The overall intention of the author is to offer readers one possible view of the ongoing conflict and to motivate them to think about the nature and character of war.

The article aims to identify the dependence of military expenditures and selected economic determinants on the example of the V4 countries in the years 1999-2020. The following are selected as economic determinants: the size of the gross domestic product, the rate of inflation, the debt and deficit of the government sector and unemployment. Correlation analysis proved the expected relationship between the gross domestic product and the military expenditure of Hungary and especially Poland. The relationship between military spending and unemployment was confirmed for Poland, Hungary and Slovakia, the expected relationship between military spending and government debt for the Czech Republic. The linear regression model confirmed the positive effect of the gross domestic product on military expenditure in the case of Poland, the effect of the increase in military expenditure due to rising inflation in Hungary and the negative effect of increasing state indebtedness in the case of the Czech Republic. At the same time, the results did not confirm the uniformity of the factors affecting the size of the military factors in the analyzed V4 countries.
