Defence-Industrial Cooperation of V4 Countries up to 2016

Article deals with analysis and description of defence-industrial cooperation of V4 countries from the beginning of nineties of the 20th century up to 2016. The goal of this text is presentation of findings relating to achieved degree of cooperation, where besides realized cooperation (its outcomes are real products) and political aspects (as determining mechanism and framework of whole partnership) attention is also paid to the causes as a driving force of past and current state. In conclusion, author assesses the most problematic issues of defenceindustrial cooperation of V4 countries and also obstacles of their deeper EU involvement, which can be used as a more suitable framework for anchoring regional partnership in sector of defence industry. Author also outlines areas of potential future cooperation of Visegrad partners.

The article discusses advanced aspects in urban operations for presumed military robotics applications. The rise of city population and increasing number of cities stands new treats for warfare. First part of the article reminds steep rise of population and populated urban areas, dangers for today's deployed troops are shortly discussed in the second part, outlining some features there. Results lead to a possible solution of upgrading combat-space awareness, multiplying firepower capacity and combat support. Two examples of Unmanned Ground Vehicles in next part present the possible way of future development and finally conclusion outlines required characteristics for these UGVs during urban operations.

In the shadow of the profound transformation of the security environment, the long rejected idea of a multi-speed Europe in defence is taking shape. What is the Czech Republic's stance in this context? Is it ready to adapt and make defence one of the government's priorities, or will it only passively observe the events around it and at some point tolerate another intervention or occupation of another power? The article outlines several practical recommendations to the Czech Republic in the area of military capabilities, armaments, defence research, defence industry and market, which could provide guidance in this process.

The text is reaction to disputation between Lubos Dobrovsky and Jan Eichler in Vojenské rozhledy magazine, which was dealing with limits and inappropriate of neoliberal approach to analysis of military-security situation in post-soviet space from Czech point of view. Text tries to point out, that neorealistic approach, which focuses on material source of power, inevitably deals with ideas as well. Therefore, Ted Hopf´s approach, whcih combines attention to material power and ideas, is introduced.

The aim of the paper is description and analysis of the transformation of the concept of hybrid war. The Russian intervention in Ukraine in 2014 meant principal re-definition of the concept which is reflected in the contemporary views on the hybrid wars and hybrid threats. The concept of hybrid war had been questioned in the past already as his validity and the efforts to be applied on the past conflicts deformed its innovative content. One could argue, that adding new dimensions and topic such as economic factors, ideological activity etc. brings risk of concept´s expansion which goes far behind of the framework of the phenomenon of the war and the use of armed forces in the armed conflicts. The author draws attention to the fact that the definition of hybrid war tends to be subordinate to the current needs, which in turn only hinders their explanation potential.

Application Equipment as an Alternative to the Field Artillery Automated Fire Control System of the Czech Republic Army

The paper deals with the Czech artillery application equipment for enabling more efficient execution of classical ways of some measures in case of malfunction of the field artillery automated fire control system. The first part of the paper includes an analysis of Czech artillery current software and the introduction of two developed software. This two developed software are under finishing works and they should partly eliminate the poor Czech artillery software equipment. On the basis of the synthesis of author's experiences followed from the development of two new programs PVNPG-14 and ArtyCalc there are defined key principles in the paper, that should be applied in the future development of new software for the Czech artillery.

The paper focuses on the topic of social work in the Czech Armed Forces, its possibilities and specific implementation. Based on the broad definition of the objectives of social work in an international context reflects the current status of social work with military personnel in an Armed Forces in the past 25 years. On the basis of two different surveys among professional soldiers, realized by different methods and at different stages of development of a professional army support the idea, that soldiers feel the lack of social work in the long term, and in the specific areas of their lives, which are inevitably professionally determined.

In the first part of the article was described terminology, main features and phases of Russian engagement in the conflict. It was pronounced that Russian engagement in the conflict is possible to designate it as military operation. The second article deals with other aspects of the conflict focused on indication of the Russian forces in operation, its unmasking signs and available operational experiences. The ending of the article deals with future possibilities of Russian engagement in region of the post-soviet states and political-military aspects of Russian foreign policy in extensive connection.

The aim of the article is to compare foreign policy of G. W. Bush jr. and Barack Obama in terms of use of military force. Transition from ground operations to targeted killings is demonstrated on three military operations - Operation Enduring Freedom, Operation Iraqi Freedom and Operation Inherent Resolve. The shift from bombers to drones had several reasons, mainly changing features of the threat. Authors are asking questions why and how did change the US fight against global terrorism with respect to military technologies and how is this change reflected in US fight against the threat of Islamic state.

Czech Defence Policy Response to Dynamics in Security Environment Development

The paper assesses the conceptual framework for Czech defence policy formulation in the wake of a rapid change in its security environment after Russia's annexation of Crimea in March 2014 and the subsequent Russian support for separatists in Ukraine's eastern provinces and growing instability in the Middle East and North Africa. The article examines key measures taken in the political, military, administrative, economical and societal domains in order to evaluate the overall effectiveness of Czech defence policy. Finally, the authors offer several strategic level recommendations to enhance responsiveness and preparedness of the Czech defence system and Armed Forces as one of its most significant components both in short- and long-term perspective.

This study deals with selected aspects of the conflict in Eastern Ukraine in Luhansk and Donetsk region in period of April 2014 - to February 2015. Study is divided in two subsequent articles. The Lessons Learned from the military operations and exercises as a system and process was introduced to the Czech Armed Forces in 2004. Since this time, it become a standard component of command and control, and one of the tools that generates impulses on the development of capability of the units and staffs, at all levels. The article discusses not only the achievements but focusing on the barriers that hinder effective development system and the lessons learned process. In the first part of the article, this loosely follows the article, published in issue 1/2015 magazine Vojenské rozhledy - Czech Military Rewiev, the authors focused on the basic principles of the process. The focus of the article is to analyse the current state of the lessons learned process with result, that one of the main problems is the misunderstanding of the process by some commanders and also analysis of the lessons identified on the strategic level. At the end of the text, the authors presented recommendations on how to overcome the identified barriers and ensure the further optimization of the process.

The article discusses the operational adaptability, which will be needed, in accordance with US, in future armed conflicts. The capability of operational adaptability has a significant impact particularly on the operations of land forces, which are still considered as a paramount military power. One of the prerequisites for achieving operational adaptability is effective influencing the dynamics of the human environment in armed conflict. Current development and emphasizing technology over the course of armed conflict detached too fare the War from its intangible political, cultural and psychological context. Human, psychological, political and cultural dimensions of armed conflict create a lot of uncertainty, which land forces should deal with in the future military operations. A partial solution applicable for Czech Armed Forces also outlines this article.

Effective strategic management is determined by several factors. The paper deals with the issue of the purpose, creation and practical use of scenarios during operational concepts development. The scenar- ios reflect the fundamental characteristics of the environment in which the military missions will be conducted in the next 15-20 years. The paper defines the type of scenarios useful for creation of operational concepts and requirements that must be met for a successful process of scenarios development. Further, it describes the process of scenarios development, the main risks associated with this process while suggesting the possibility of reducing the rate of those risks.

The primary mission of commanders and staffs is a skillful realization of all measures related to preparation, planning, conduct and control of military operations. The aim of the article is to bring inspiration and offer needed recommendations for implementing the scenarios in the defence planning process. The article addresses purpose, development and practical application of scenarios in a national defence planning process, utilizing capability based planning (National Capability Based Defence Planning - NCBDP). During the planning scenarios are used for identification and verification of capability requirements. Scenarios depict main features of the environment in which the armed forces will be employed to execute military missions. Scenarios reflect as well operational concepts in a sense of doctrinal use of armed forces. Furthermore, they offer a possibility to identify and quantify required capabilities in a volatile, difficult to predict, complex, permanently and dynamically changing environment, and reduce level of uncertainty and associated risks. In this regard, scenarios are significant analytical and supporting tool of defence planning with high value added. Correct application of scenarios allows defining a set of required capabilities necessary for success in potential future conflicts. Scenarios enable long-term planning of capabilities development and optimisation as a platform for qualified and well informed decisions at the MoD level on the armed forces character, structure and size with regard to the ambitions and international commitments of the country. In the conclusion the article brings recommendations for the defence planning process improvement by exploiting capability based planning and scenarios. Recommendations provided in the article include doctrinal changes, organizational changes within MoD and General staff, recommendations for updating the education plans for military personnel, recommendations for optimization of the defence planning process as well as for necessary changes in the approach of the defence managers and military leaders to the described method.

The article is linked with two articles from 2013 (United Nations military observer and Preparation of Military Observers of ACR before Dispatch for Operation) and describes command structure of military observer in MINUSCA operation in Central African Republic. The article also deals with description of basic duties of the military observer team sites as well as some specifics of their live within the operation. The goal of the article is to provide information concerning structure and responsibilities of military observers in this operation. The definitions of the geospatial support used in different NATO missions and at command levels are very similar. However, the real content varies and it is affected by particular command level and the territory supported. The article describes the structure and manning of the Geographic Section at the HQ KFOR Pristina, Kosovo, and the Geographic Cells of all KFOR Multinational Task Forces. The author discusses the changes on both the customer and request sides and their changes caused by a recent transition of KFOR to the "Deterrent Presence" operations. Our soldiers work in leading positions and specialist occupations. Since 2003 the Geographical Service (GeoSl) has been regularly occupying geographical posts at KFOR Command Pristina. Those positions are prestigious, recognized by all NATO geographical community.

The idea of this enquiry into Czech Army logistics was to prove that even under hard conditions originated in permanently changing army concepts, the army logistics still keeps its high standard and responsibility. During transformation, an appropriate organization structure has been created, with working mechanism of logistics support, using motivated and rationale source exploitation. The purpose of an array of transformation in defence sector was to introduce not only new and effective army structure, compatible with NATO armies, but also to change the system of fi nancing forces. The funding ought to be more economical. The article is backed by a longterm study and observation of logistics development in defence sector.

The outcomes of battles and fighting are significantly influenced by weather conditions. Together with other important circumstances they decide a chosen combat strategy, operational art, warfare tactics, and ways of personnel and vehicles deployment; consequently the volume of losses or casualties. The authors recount the establishing of weather service within individual arms, creating fi rst weather charts, they give details on situation in pre-war republic, during WWII, in the 50s, even after the Velvet Revolution in 1989. They mention the names of eminent personalities of Czech Hydrometeorological Service to be honoured and remembered. We must also remind that our Hydrometeorological Service works not only in favour of the ACR, but also for other NATO countries.

The security environment is permanently changing. A national set of risks has increased after joining the EU and NATO and EU enlargement. The Czech Republic is obligated to integrate national security capabilities into NATO and the EU. To fulfil its responsibility, the Czech Republic ought to use the capabilities-based planning for further transformation of national security sector. This NATO concept ought to be in use not only within the MoD, but also at other ministries tied or responsible for national security. The national security sector must be planed, programmed, budgeted and transformed like a body. The article deals with the problem of unifying security concepts across Czech public administration. The author points out that our operational capabilities are influenced among others by the lack of labour force at the Czech national labour market.

There are many items in American foreign policy the Europeans do not agree, namely its tendency towards "strong world leadership". On the other hand, the Americans would prefer stronger Europe, namely in time of world's economic crisis when US defence expenditures are practically frozen, and when pre-emptive strategy by president Bush exhausted most of American sources. Even the Europeans feel that they should profile themselves as independent, strong power, but their Common Foreign and Security Policy is still more political declaration than really military strategy. Many security experts suggest that the Lisbon Treaty excludes NATO membership as far as questions concerning defence are concerned. NATO alliance still expects new strategy that ought to be approved in December 2010. The authors predict the necessity to strengthen the so-called Second Pillar of the EU, as the United States are going to be more oriented towards cooperation with Japan, South Korea and Australia. We must bear it in mind, drawing up long-term visions of Czech Security policy.

Provincial Reconstruction Teams in Afghanistan (New PRT Patterns)

The so-called Provincial reconstruction teams (PRTs) are a relatively new concept and element in coalition operations. Those teams have been operating in Afghanistan since the end of the year 2002. The evaluation and assessment of their work is very complicated and sometimes quite unambiguous. The main purpose of this article is to show to widest military community tasks and problems of PRTs; secondly to introduce main principles of work of PRTs under different conditions. Moreover, this article refers to fundamental problems that guide their PRTs development and work in countries that have some experiences with building and activities of PRTs. The author also describes the activities of 40 Czech military personnel PRT in Afghanistan (in the frame of German PRT, Badakshan Province, Fayzabad).

The results of American foreign, security, defence and military policies are ambiguous. The war in Iraq ends, troops are going to leave both Iraq and Afghanistan. Obama was held up in Arab spring. He tried to improve relations with Russia. The centre of gravity was moved to the Pacific area, which got complicated ties with People's China. He didn't succeed in solving troubles with nuclear programme in Iran. His moderate success in foreign policy was the consequence of his concentration on home politics, health care reform, economy and financial crises. At the end the essay evaluates the Chicago summit that among others officially affirmed that NATO activities in Afghanistan would be concluded by 2014 and declared the so-called smart defence.
