Time to look backNonreviewed - OtherArm. gen v. v. Ing. Karel PezlVojenské rozhledy / Czech Military Review Nr. 4/2009, Vol. XVIII. (L.): 3-4 There are anniversaries inviting us to stop to think about the last twenty years. In fact, this period covered the same time as the pre-war Republic had been in existence. The occupation Russian army was forced to withdraw, the first security and defence doctrine of the independent Federal Czech and Slovak Republic was implemented, armed forces changed their structures into brigade ones. We took part in the First Gulf, a total of 9,000 ex-career soldiers were legally rehabilitated. The former Czechoslovakia was divided into two republics. There were again and again reductions in numbers, budget cuts. In spite of difficulties, we joined the NATO alliance. Looking back is hindsight saying army bodies proved to be resistant, persistent in overcoming all problems. The article is an instrumental text preceding this theme issue focusing on history analyses of constitution of Czech security and defence after 1989. The author was the last Czechoslovak Chief of General Staff and the first Chief of General Staff of the Czech Republic. |
Reflections over the Transformation of Czech ArmyNonreviewedPhDr. Antonín RašekVojenské rozhledy / Czech Military Review Nr. 4/2009, Vol. XVIII. (L.): 29-37 The basic question of Army transformation was the fact that it was not constituted upon the statehood principle that gives precedence to politicking individual parties. The ultimate goal of this transformation was to build forces loyal to democratic republic, but during the last ten years the top personnel at the Ministry of Defence changed several times, leaving the Army with restricted means, without precise laid down tasks and goals. Uncontrolled interventions into forces structure, reducing numbers of military personnel, lead to balance on the verge of collapse. The basic goal to develop Czech national security and defence policies did not fell short. Army was transforming itself, initially under the management of former generals and later under civilian control, especially after 1991. The division of the armed forces after the split-up of the state at the turn of 1992 went very smoothly, with good discipline. The transformation has been influenced above all by the newly adopted legislation, accession to NATO and to the European Union, participation in missions abroad and professionalization of the Czech armed forces. The whole process has been facilitated by the acceptance and implementation of a broader concept of security. |
Military Grade Structure During 1989-2009: How Many Officers Are Enough? (20 Years of Rank Structure Transformation)Opinions, controversyPplk. Ing. Bohuslav Pernica, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 4/2009, Vol. XVIII. (L.): 114-123 The important part of the forces transformation deals with the problem reducing in numbers of officers, namely field officers and general corps in the Czechoslovak Armed Forces and lately the Army of the Czech Republic. The main cause of this reduction was new concept of military career, as before the transformation it used to be a lifelong profession. The downsizing started in 1990 and it ought to have been finished by the end of the first period of the Czech Armed Forces Reform, as of 2008/12/31/, but it appears that downsizing is endless. The author quotes figures concerning numbers of officers; several rank charts and tablets with corresponding NATO and Czech grades respectively are used to demonstrate veracity of his statements. According to Lt.Col. Pernica, the downsizing is going to continue but no one knows how many officers for the all-volunteer Czech armed forces will be enough. |
Missions and Tasks of ACR Logistics Since its Establishment till PresentMilitary professionalProf. Ing. Petr Hajna, CSc.Vojenské rozhledy / Czech Military Review Nr. 4/2009, Vol. XVIII. (L.): 142-148 The author discusses the issues surrounding the construction of modern logistic support for the Czech Army as it transforms from a conscript to an all professional force of agile, light forces, with high reliability and low support requirements. The basic philosophy is to create comprehensive system that would offer complex service for a commander in the field of materiel, technology and medical services. The logistics reform must be supported by enhancing communication systems (Information Logistics System) and by seeking the ways of rationale savings, to reach the highest level of compatibility with logistics systems of other NATO nations. "Time Based Competition" and "Time Compression" must be accepted at all levels of logistics system both in peace and field conditions. In the future, the security problems will be managed more by civilian means than by hard force. The goals will be political, economical and cultural. Those changing threats will ask logistic support to be more flexible, mobile, integrated, compact and precise. |
Chapters on Security (Informative Review)Book reviewPhDr. Antonín Rašek.Vojenské rozhledy / Czech Military Review Nr. 3/2009, Vol. XVIII. (L.): 101-102 In 2007, Karolinum, Publishing House Charles University Prage, released the book "Chapters on Security" by renowned security experts and analysts Messrs Balabán, Duchek, and Stejskal. The authors deal with main components of Czech national security system: armed forces and police, integrated rescue system, intelligence services, municipal police and private security agencies (the role of which in national security system is underestimated). The book also describes the UN and other international organizations, NATO, EU and OSCE, together with their security strategies. The world state of affairs is serious, namely with the relation to terrorism after 9/11 2001 attacks. The old security concepts are being re-evaluated, simultaneously with new risks classification, e.g. in the context of the so-called Copenhagen school (theory originating in Copenhagen, Denmark). It is a descriptive publication, by its structure targeted above all for university students, but suitable for readers who are interested in security problems. |
The Phenomenon Ivan Gabal (Talking to a Brick Wall, Karolinum, 2008)Book reviewPplk. Ing. Bohuslav Pernica, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 2/2009, Vol. XVIII. (L.): 156-157 We have no many characters that unlike Ivan Gabal could move on the edge of practice, academic world and politics, dealing with incomparable themes: foreign policy, security, terrorism, Europe vs. the Czech Republic and vice versa. Referred chapters are entitled NATO, EU, Radar, the Army of the Czech Republic. Among others, Mr. Gabal compares Czech army with its English and American counterparts, evidently better than ours, because those armies have not undergone such troublesome history in the last hundred years as the ACR. Ivan Gabal's editorials, sociological analyses, critical and professional articles from 1997-2007, when focusing on safety and the Army of the Czech Republic, uncover a striking lack of conceptual planning and incompetence of the post-November political elites. |
Defence Principles of the Czech Republic "2030" (Informative Review)Book reviewVojenské rozhledy / Czech Military Review Nr. 1/2009, Vol. XVIII. (L.): 175-178 Many security experts are of the opinion that the global security situation has been going worse af ter September 11, 2001. Even though Balkan wars ended, in fact, there are high tensions tied with Kosovo?s proclamation of independence, or in similar state of affairs in Macedonia. In Iraq, there some elements of improving, but in Afghanistan there are a lot of problems, we must mention tensions in Iran concerning building its nuclear capacities and missile tests, Russian-Georgian conflict, which is reflected in the policy of NATO enlargement: Georgia, the Ukraine were not accepted to NATO alliance. The reviewer highly appreciates this anthology of security studies, with the same title as this article. Editor Vlastimil Galatík, published by Defence University Brno, 2008. |

(LIII.): 35-44 The defence environment is complex and dynamic. This is a result of the nature of modern conflict, rapid changes in technology, the need to deal with uncertainty in the face of limited sources, changed attitudes to risk and the sheer diversity of actors from different cultural backgrounds. Defence-decision makers are confronted with an increasing operational complexity that has strategic implications. Decisions on defence policy and strategy are characterized by uncertainty and risks. This Article describes differences in Hard and Soft Operational Analyses, and presents some examples and conclusions for military practice. |
Operational Art: Theory for PracticeMilitary artIng. Ján SpišákVojenské rozhledy / Czech Military Review Nr. 4/2012, Vol. XXI. (LIII.): 45-54 The aim of the article is to provide the readers information related to the theory of fundamental elements and tools of operational art, which are for the preparation and conduct of military operations, particularly at the operational level of war, critical. The operational level of war depends on methods that will create appropriate conditions to achieve the closing state, set by a superior commander, in accordance with the complex strategy of military and non-military instruments of state power. Although the methods of application of specific operational art components rest mainly in the mind of the English Annotations and with several acts tied with civil emergency preparation. |

Czech Professional Army: Initial Five YearsBook reviewVojenské rozhledy / Czech Military Review Nr. 4/2012, Vol. XXI. (LIII.): 129-135 This year, the Hlávka Economy Institute published a book "Professional Army in the Czech Republic: First Five Years", by Bohuslav Pernica. It is a study dealing with first five years in which the Czech Republic transformed its forces from a conscription army to all-volunteer one. The author sees the necessity to go professional in context of changed global surrounding after the end of Cold War. The subject is treated mainly from economy point of view. He pays attention to three important issues related to this transformation: recruitment /retention, training /education, and substandard soldier's pay, which is one of roots of low service competitiveness on civil labour market. |
Intelligence Services (A Multidisciplinary Approach to Problem)Book reviewVojenské rozhledy / Czech Military Review Nr. 4/2012, Vol. XXI. (LIII.): 136-138 In our country we can meet various publications on intelligence activities, nevertheless we feel the lack of expert books with wider overreach. Among those publications that fulfil such demands belongs the work by Ladislav Pokorný "Secret Agencies", Prague: Auditorium, 2012. The book covers intelligence organizations of all kinds, including military ones. In military section the reviewer cites the famous ironic sentence "Under the Czech Law, we have three intelligence services, in fact there are four of them, with five directors". The publication is of high information value and could also serve as a university textbook. |
Command and Control as the Ability of CommandersInformational pagesIng. Pavel Zůna, MSS, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 3/2012, Vol. XXI. (LIII.): 72-79 | DOI: 10.3849/2336-2995.21.2012.03.072-079 The French "Centre de Doctrine d'Emploi des Forces" (CDEF) has published new doctrine FT-05 The Tactical Commander's Guide to Command and Control in Operations. The global action of land forces is now carried out within a strategic environment that has dramatically changed for 15 years. In this new environment, the French Army asserts and implements a double requirement: that of power and the control of force. The article presents the fundamental conclusions of this doctrine and compares them with the Czech national doctrinal documents. Author concludes that in comparison with the French doctrine, Czech doctrines are much more focused on the procedural and technological part of the Command and Control Systems than the ability of commanders to command. |

The Fragmentarization of Europe as a Security Threat Europe 2010: Predictions and RealityMilitary sociologyPhDr. Antonín RašekVojenské rozhledy / Czech Military Review Nr. 3/2012, Vol. XXI. (LIII.): 148-164 Unlike the real state of affairs, the scenarios for Europe 2010 did not presuppose the rise of financial and economy crises. Political scientists did not perceive the series of terrorist attacks, namely in Great Britain, Spain and Russia. Security questions, home security and defence, came to the foreground more then was originally expected. There are hubs of future power blocks of divided Europe. It is impossible to incorporate all the results and consequences of our presuppositions. Since we want to look into individual, particularly interesting developments, the author recommends to create several teams for individual scenarios, instead of drawing several scenarios by one scholarly team. |

Up-to-date Trends and Shifts in Global Security EnvironmentReviewed - ReviewPhDr. Miloš Balabán, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 2/2012, Vol. XXI. (LIII.): 17-25 | DOI: 10.3849/2336-2995.21.2012.02.017-025 The beginning of the second decade of 21st century is tied with distinctive dynamics and changes in global security environment. Among those changes belong security re-orientations of the United States from Transatlantic area to that of Pacific, East and Southeast Asia resulting from a new American military strategy proclaimed in January 2012. The US drew down from Iraq and Afghanistan, political and security movement in Arab world, after decades of "status quo" were awaking. Strategic Culture: Concept PresentationReviewed - ReviewIng. Tomáš PospíšilVojenské rozhledy / Czech Military Review Nr. 2/2012, Vol. XXI. (LIII.): 26-33 Studies of the importance of culture have gained greater attention in the post-Cold War era. In present world, there are many fenomena that can't be explained in terms of neorealism. There is the consensus in national security policy studies that culture may significantly affect grand strategy and state behaviour. It limits behavioural choices, from which we could derive predictions about our strategic choice. This study is based among others upon Johnston's strategic culture concept related to three generations. The study is divided into five parts: at first the author introduces general concept of strategic culture, the second, third and fourth parts correspond to individual generations. In closing part the author explains his own understanding to this concept. |
A Brief Insight into the History of Operational Art and its Contemporary Aspects (Part I)Military artIng. Ján SpišákVojenské rozhledy / Czech Military Review Nr. 2/2012, Vol. XXI. (LIII.): 34-39 | DOI: 10.3849/2336-2995.21.2012.02.034-039 Understanding the importance and role of present-day operational art is not always a matter of knowledge of relevant doctrinal publications or the use of experiences from military operations. The article briefly describes the background of the emergence of operational art and the approach of two basic schools of military theory: Soviet and German that were crucial to its development. |
Is Economic Education of Military Professionals Necessary?Opinions, controversyProf. PhDr. Miroslav Krč, CSc.Vojenské rozhledy / Czech Military Review Nr. 2/2012, Vol. XXI. (LIII.): 69-76 | DOI: 10.3849/2336-2995.21.2012.02.069-076 This paper deals with problem of education in a military college on the background of military-economic reality. It shows the requirements of the Bologna Declaration in the relation to economic education. Training of military officers has four levels: qualifying (in relation to the performance of different professional roles), developing (in relation to the developing leader personality), motivational (in relation to recruitment) and accepting (in relation between public and army). The economics is of great importance here. It should be beneficial for responsible managers, for their decision-making that can lead to optimization of the results based on economic behaviour, linked to motivational factors. |
The Americans Withdrew from Iraq and Changed Military StrategyInformational pagesPhDr. Antonín RašekVojenské rozhledy / Czech Military Review Nr. 2/2012, Vol. XXI. (LIII.): 86-90 | DOI: 10.3849/2336-2995.21.2012.02.086-090 American military strategy was preparing long before the US troops left Iraq. The published document reacted to circumstances after the end of Iraq conflict and planning withdrawal from Afghanistan in 2014. Pentagton's analysis underlined the fact that in the following years, US forces would not conduct wars similar to Afghanistan and Iraq. Defence secretary Leon Panetta told reporters that American forces were going to be smaller but more effective, innovative and technologically advanced. In spite of budget cuts, military expenditures were planned larger in volume then in the last year of G. W. Bush's presidential term. |
Security Threats from Inside: Scenario "Extremism in Being and Coexistence with Romany Ethnic Group and Migrants"Military sociologyPhDr. Antonín RašekVojenské rozhledy / Czech Military Review Nr. 2/2012, Vol. XXI. (LIII.): 143-154 | DOI: 10.3849/2336-2995.21.2012.02.143-154 At first, we are familiarised with terms of extremism, Romanies (Gypsies), anarchists, neo-Nazis, then the author introduces possible picture of security situation at the turn of second and third decades of 21st century. He believes that in every country there is a limited ability to integrate ethnic groups by majority. As soon as the limits are exceeded, problems begin. His scenario ends with a pessimistic vision: increasing tensions will ask army deployment, but even local armed forces are not able to enforce law and order, therefore the government must ask for help neighbouring states. |

Security and Strategic Culture of USA, EU and CRBook reviewVojenské rozhledy / Czech Military Review Nr. 2/2012, Vol. XXI. (LIII.): 168-174 It is the title of homonymous publication by Jan Eichler from the Institute of Foreign Relations. The author depicts basic characteristics of main features of security and strategic culture of present world. He tries to answer the following three questions: What are historical and political factors of security /strategical culture of respective actors, what are main features of their doctrinal documents, and their impacts on the development of global international relations in the early 21st century? The Total Force Policy and Some Issues of Building-Up of the Militia-Like Units in the Czech National Security SystemMilitary artBohuslav PernicaVojenské rozhledy / Czech Military Review Nr. 1/2012, Vol. XXI. (LIII.): 79-88 | DOI: 10.3849/2336-2995.21.2012.01.079-088 The essay deals with the concept of total force policy concept and its implementation. Some facts related to the history, implementation and development of this construct are presented in context of the Czech White Paper on Defence released in 2011. In order to improve capabilities of the national armed forces system, and as well as to diminish risks related to lack of human and financial sources in face of impeding population ageing, the author suggests a return to total force concept in the Czech Republic. He admits that the experiences with this policy before 1990 will be inoperative, as there is no chance of reintroducing of compulsory military service or the re-establishing of such paramilitary institutions such as e.g. the SVAZARM used to be. |
