The article deals with the international context of the latent war in Ukraine. It explains the recent history of the post-Soviet area in the light of Galutng's theory of positive and negative peace. It continues by the annexation of the Crimean peninsula and its international consequences. At the same time, it examines key features of the debate in the USA as well as other NATO countries. It focuses also the debate about the livraison of arms to the Ukrainian government and explains the arguments of proponents as well of the opponents of this controversial project.

Russia's actions in the Ukraine have changed the security situation in the Baltic region, which makes NATO's long-term presence in Latvia essential for the Latvian Republic. The impacts of Russian actions on Latvian defence policy are discussed in the paper by Mr Janis Berzinš,Managing Director of the Centre for Security and Defence Research, National Defence Academy of Latvia, in Policy Paper, No. 2, 2014. It is a new way of intervention, new-generation warfare, without the employment of armed combats, using mostly influence and coercion, by means of covert operations. Abridged and adapted. The career education of the Ministry of Defence (MoD) personnel is a key component to meet requirements for qualifications. As these requirements are career growth conditions for career personnel, they are inherently connected with further promotion in rank. During the process of preparation of the career courses it was revealed that some system changes should be made due to implemented or planned changes within the legislative and source framework of the Ministry of Defence. This article describes the implementation process of a new policy for training personnel in the career courses. It was prepared by a project team headed by the Centre for Security and Military Strategic Studies at the Defence University. Furthermore, the article deals with the clarification of the approach to the development of educational documentation and the chosen form of organization and conduction of military career courses. Also, a quality control system and a collection of information needed for upgrading of the senior officers career education curricula are described.

This paper addresses a gap in the literature relating to the effects and implications of water scarcity and the potential for water wars. The theme has evident military consequences. Experts provide rather pessimistic forecasts about the situation with freshwater on the planet. The early warning models seem to be quite useful as well as early warning conflict indicators. The author deals with the problem from the level of the Czech Republic.

War game is a simulation of military operations intended to train military commanders or to test a proposed strategy. It is a game in which model soldiers are used to create battles, in order to study tactics. This article illustrates the importance of War Game COAs (course of action). It was tested against opposing force COAs. Such exercise will help to identify advantages and disadvantages and the key elements of execution planning for each COA. The lesson learned during OHQ CZE/SVK BG EU Staff Exercises that took place in Olomouc from January 19th, to January 23rd, and from February 16th, to February 20th, 2009 is that war-gaming (although time consuming) is something closer to "reality" than the "theory" in doctrines. The war-gaming practices teamwork, facilitates team-building and enables to share mental model COA. Commanders and their staff ought to be engaged in simulations and war games more frequently. All information and sources for this paper were drawn from unclassified materials.

This specialised article deals with Big Data and the exploitation of this current day phenomenon in the field of intelligence disciplines, based on technical methods of data gathering and its relevant assessments. The introduction deals with the issue of development of the security environment and gives general overview on the current trends in the field of technical branches. The following chapter analyses the main trends, especially the digitalisation of the battlefield, rise in data volume and the development of new technologies. The next chapter is focused on the basic terminology description of the Big Data issue, which leads into final assessment and certain prediction of future development in this field and the rise of importance of this trend for the intelligence disciplines in future.

The control of emergency economic measures, namely state material reserves, is an important part of Czech security system. From the institutional point of view, all is run under the authority of a central institution-the Administration of State Material Reserves (ASMR). This paper deals with its role in the management of state material reserves, reflects problems and consequences resulting from the changes in security surrounding, re-evaluates opinions and views both by experts of state administrations and academic community. Those are the main key questions the study seeks an answer.

During the Arab Spring Revolution, when the protests against the Syrian government began in 2011, Russia was one of the strongest backers of President Bashar al-Assad's regime, backing its right to use force if necessary to prevent or put down an uprising. Currently, the Russian Federation is the power which has most prominently provided a diplomaticshieldforthe Syrian state and bolstered it witharms supplies, although Moscow talks about the need to "balance" between the warring parties in Syria. The main aim of this paper is to analyze the motives of the foreign and security policy of the Russian Federation in support of Syrian President BasharAssad in the background of Russian interests and influence of norms. At the theoretical level, the paper builds upon a combination of conventional constructivism and rationalism approaches, which in relation to the motives of Russian protection and defense of the ruling regime in Syria reflects a number of fundamental knowledge.

The article explains the meaning of strategy documents covering forces' deployment in future operations, i.e. operational concepts and aspects of their development. The authors concentrate first on approaches to their optimal structures and use history examples taken from both Alliance and Czech environments. Secondly they discuss the latest initiatives of this kind in NATO, the formation of a document under the title "Framework for Future Alliance Operations (FFAO)". After its approval, this document is going to be a crucial groundwork for all defence planning, not only in the Alliance scope, but in every member state. The scientific attitudes and employed methods of introducing the FFAO are closely watched by the Czech security community, mainly by the specialists of defence department, with the aim to adjust them into the processing of individual national documents.

The Engineers are specialist soldiers trained in the construction and demolition of bridges, field fortifications, obstacles, roads, etc. Their major task is to support Czech missions abroad, as a part of multinational peacekeeping forces. This article is a preliminary study into the current state of applying the Czech Engineer units in operations other than war as a part of Joint Forces Peace Support Operations. There are mentioned some aspects, for example basic engineer support tasks, possible demanded future capabilities of the Czech Engineer Troops, engineer support to movement and force protection engineering. The purpose of this article is to initiate a debate about the topic and to start the brainstorming process in a broad military environment.

Risk management covers the identification, assessment, and prioritisation of risks, which is followed by coordinated preventive operations to minimize negative impacts on society. The most demanding is the so-called risk assessment (risk identification, risk analysis, risk evaluation). The Risk Catalogue consists of introductory page, and twenty cards for risks register. With the assistance of this catalogue, defence analysts acquire general knowledge about number of risks and their frequency. The level of risk is calculated by summation according to its probability, gravity, and unwanted effects. In case of defence department, actual tasks are assigned to manage to Defence Ministry, Division, Branch, and Section accordingly. Possible risks are represented at a chart accompanying the article. The purpose of Risk Catalogue, its principles, guidelines for implementation, is to make the work of analysts easier.

Africa has became synonymous with conflict, increasingly violent and protracted. The continent is facing huge difficulties today and the EU is more and more involved in peace enforcement and expeditionary operations. Therefore the purpose of this article is to inform and pass knowledge of operational environment to those Czech soldiers designated to deploy overseas and abroad. It covers topics such as operational areas, understanding EU Battle Group operational Environment and Africa's operational environment. It is necessary for Czech soldiers to understand African operational environment very quickly and profoundly to avoid unfortunate misunderstanding of the local culture, customs, believes, religions, regional official and customary laws. It is a new challenge for the Armed Forces of the Czech Republic to be prepared for the CZE/SVK Battle Group. All information and data for this paper were drawn from unclassified sources.

The author summarizes in several items the history of service PT both before 1990, in the 90s, and finally at the beginning of this century. What tasks are in front of us? First we must create legal basis for a new conceptual frame of service PT; secondly we must form new methods of drills and training for servicemen in special PT skills, with risk exercises, corresponding to warfare and combat situations, backed by respective legislation. The author hopes that our own practice and experiences from abroad of MoD officials will certainly help to create new alternative concepts together with indispensable recreational PT for soldiers, including appropriate forms of physical training for women in uniform.

The proponents of Revolution in Military Affairs claim that modern military technology will lift a "fog of war". In this article the term "fog of war" is described and illustrated in a work of Carl von Clausewitz who is supposed to introduce this term, used also in the famous novel War and Peace by Leo Tolstoy. These classics show us that uncertainty and chance, in other words fogs of war, are essential to human mentality. They will be present as long as war remains within a scope human endeavour. Emphasizing that military technology is equal to lifting the "fog of war" can lead to situation in which only trained commanders are supposed be able perfectly address problems in "chessboard" of war or computer simulators, but they will unable to manage a real world full of chaos, as they not used to count with uncertainties.

The NATO's New Strategic Concept is only starting point to open discussion on a wide range of security problems. At the beginning there is a description of Czech home politics, attitudes of Czech political parties toward NATO alliance. The author explores the history of NATO's identity crisis. In recent years, different security optics of the members splintered NATO. The US wants an expeditionary alliance with a global reach, the Western Europeans hold to a vision of a regional club of liberal democracies, the Central Europeans have a wish so that Washington would stand by them when they will find themselves pressured by Russia. NATO is divided on how to reform its decision-making processes and how to fund and resource its home and away missions. In Afghanistan, the Alliance faces the most difficult operational challenge to date, with a real possibility of strategic failure. The overarching problem is how to define the core business of NATO: cyber defence, energy security, WMD proliferation, stability and reconstruction missions, out-of-area missions, territorial security, enlargement, partnership-building. The discussion over the New Strategic Concept needs to reorder the question how to define NATO's appropriate roles and go from there.

The separatist movements at Ukraine, Crimea annexation, have fundamentally changed today's security surrounding. All that came about were in fact described in the last Russian military doctrine of February 2010, herein the Czech strategic thinking failed, leaving the nation unprepared. The Czech military documents identify threats too broadly, without setting definite opponents. One precondition failed completely, namely a gradual emergence of threats, enabling the Czech Republic to prepare itself. The author explains his own views on current security European affairs and asks to modernize and adjust both Czech defence policy and military science.

The forward-thinking and respond to the challenges of today's dynamic operational environment demands as necessary: first, to attract and develop young people to become adaptative leaders possessing enhanced skills, i.e. we must align leader-development programmes for the new operating environment; second, to respond to the forces' needs in meeting the challenges of the operational environment-the forces have to undergo a transformation. Adaptability is critical to urban stability and support operations, as these operations present complex challenges to commanders for which no prescribed solutions exist. Warfare and technology are rapidly evolving; doctrine lags behind the need for ready solutions. Officers are confronted by many situations outside the doctrinal framework. No amount of technology can offset the effects of chaos theory ...169 Clearly, there is a need to quickly learn knowledge/skill sets, coupled with a new operating frame that might be radically different from the skills and knowledge developed through classical training (Military Review, January/February 2006, Tomáš Weiser, What is the Chaos? Dějiny a současnost, 5/2002).

The article presents the theory of information operations on the background of contemporary armed conflicts in Ukraine, Iraq and Syria. In the introduction, information is presented as a phenomenon and the accelerator of social development. It outlines basic information channels that deliver security information to their recipients. Furthermore, the article discusses security and operational environment and also vulnerabilities being caused by increasing dependence on information. The core of the article are information operations presented in theory with the author's commentary on real application in military practice and in terms of the Czech Armed Forces. As part of information operations are subsequently introduced psychological operations, computer network operations and electronic warfare. The article ends with real examples of information and psychological operations in modern warfare, and conditions of their management in the Czech Armed Forces. The conclusion summarizes the general idea of the security environment and information operations, and stresses the importance of information operations in current and future conflicts.

The article deals with some aspects of military art in connection with the forthcoming Doctrine of the Army of the Czech Republic. Its aim is to contribute to discussion on the issue of operational art and highlight the major benefits in military terminology. The author describes some specific doctrinal terms and briefly suggests their possible application during the planning and conduct of military operations.

One of most discussed themes in this field is also a critique of unfinished, non-stable structure of master documents, e.g. Security Strategy of the Czech Republic. They are often told to be obsolete. The latest document, the White Paper on Defence, Critical responses are not quite justified. There are a lot of good ideas, innovations. Many things have been done, many set tasks have been met at the level of Defence Ministry. Positive effects of results reached are obvious. They are summarized in the White Paper mentioned above. The only danger lies in arbitrary decisions by political management, including employing variable means of their implementation, wanton interpretation of leading defence principles, low respect to approved strategical decisions. We must name mentioned handicaps as a first step towards the real and true remedy.

The article deals with contemporary security situation in the Sinai Peninsula. Attention is paid to certain aspects that form the local negative trends in security developments and their mutual interconnection, as a part of social movements after the events of the so-called Arab Spring and the consequences of the Egyptian Lotus Revolution that have a cardinal influence for both the deployments of Egyptian Army and the security sector in this territory. The opening part of this article is a brief historical excursion into the peace agreement between Egypt and Israel that arranges the special status of the Sinai as a demilitarized area and the adjustment of social-economic reality of the Bedouin population performing decisive influence for described situation.

This polemics is written by Prof. Fr. Ochrana, both reader and author of the Military Review quarterly. It is a response to the article in No 4, 2013, by Vl. Karaffa, editorial board chairman. Prof. Ochrana generally supports his conclusions concerning the further survival of this Czech Military Review. According to him, the review has indispensable role in the spectrum of both civilian and military professional journals. He recommends to evaluate the problem of its existence upon the principles of cost/benefit analysis, with regard to the so-called socials costs, the key steps of which he enumerates.

Unlike the real state of affairs, the scenarios for Europe 2010 did not presuppose the rise of financial and economy crises. Political scientists did not perceive the series of terrorist attacks, namely in Great Britain, Spain and Russia. Security questions, home security and defence, came to the foreground more then was originally expected. There are hubs of future power blocks of divided Europe. It is impossible to incorporate all the results and consequences of our presuppositions. Since we want to look into individual, particularly interesting developments, the author recommends to create several teams for individual scenarios, instead of drawing several scenarios by one scholarly team.

The ability to deliver information about an incident, long time before it has happened, puts intelligence analysts into the very first line of fight against the threat of terrorism, extremism, proliferation, or activities of alien services. The article deals with some aspects of intelligence research that often influence the value of final reports, presented to their consumers. It analyses intelligence database designated for its end users. It simultaneously reflects the question of indications and warnings against opponent's surprise attacks. Last but not least, the purpose of this article is both to attract the readers´ attention to this theme and also to start debate on the methods of predictions of future threats, drawn up by analysts´ teams, as their reports are not always suitably recognized by their end users.

The polemic by Mr. Luboš Dobrovský in his essay in Military Review, No. 2, 2013, is based upon a critical idea that even though the Czech government approved conclusions and goals set by the White Paper on Defence, the MoD and the General Staff began to fulfil their duties, the government did not carry out its obligations. The author came to the same conclusion same time ago. But he didn't agree with the proposition that the army in a state of emergency. Such a verdict is rather exaggerating, the author believes, as Czech defence department is still able to fulfil both its Alliance commitments, missions abroad, or home assignments, e.g. support to integrated rescue system. What's missing is a critical reflection over economical management. Data, numbers, and facts are attached.

The accession of the Czech Republic to NATO is reflected in the Czech security system, especially in the political, institutional, organizational and legislative areas. The article describes the ways to achieve the NATO key requirements: political, institutional, legislative, defence, resources, as well as information security and public support. In order to become fully capable to consume benefits of NATO membership and fulfil its obligations, appropriate legislative changes must be adopted. Four North Atlantic Treaty Organization pillars had to be integrated: Washington Treaty, defence planning, information security, mutual solidarity.

At the end of 2013 in the German city of Münster, they organized the 2nd international symposium on protection against the effects of weapons of mass destruction (CBRN) and toxic industrial materials (TIM). The article deals with main presented topics and summarizes conclusions namely for the Czech Armed Forces specialists who are interested in such subject matters.

Although private military companies like the former Blackwater were regarded as a relatively new phenomenon in international security, their history is not new. The participation of private individuals, and /or groups of private individuals, soldiers of fortune, in "foreign" armed conflicts is at least as old as the history of wars by itself. It is impossible to open a debate about the scope and possible impact of the current use of private military and security companies without knowing and evaluating their long-term historical developments. The goal of this study is therefore to map the history of the use of private military forces, their involvement in various conflicts, services they offer, among others, from the point of international law.

Příspěvek se zabývá vybranými bezpečnostními aspekty námořních hraničních linií Státu Izrael. V krátkosti vymezuje současnou organizaci izraelského válečného námořnictva a jeho vybavení pro zabezpečování izraelské svrchovanosti proti hrozbám přicházejícím z moře, včetně zadržovacích operací vedoucích k zabránění šíření zbraní do rukou protiizraelských teroristických organizací. V souvislosti s izraelskou námořní blokádou pásma Gazy je komentována legitimita takového kroku a mezinárodněpolitické konsekvence jejího vynucování. Ekonomické souvislosti přetrvávajících problémů stran izraelské námořní hranice jsou evidentní na příkladu sporu o právo k využití podmořských nalezišť plynu.
