(LIV.): 143-147 The polemic by Mr. Luboš Dobrovský in his essay in Military Review, No. 2, 2013, is based upon a critical idea that even though the Czech government approved conclusions and goals set by the White Paper on Defence, the MoD and the General Staff began to fulfil their duties, the government did not carry out its obligations. The author came to the same conclusion same time ago. But he didn't agree with the proposition that the army in a state of emergency. What's missing is a critical reflection over economical management. Data, numbers, and facts are attached. |

Unlike missions carried out abroad, the CIMIC problems and tasks in ACR operations on home territory are nearly untouched. The paper aims to open discussion over this topic, among others, because our current relevant legislation is obsolete. |

Priorities for 21st Century: U.S. Security Strategy after 2008Reviewed - ReviewDoc. PhDr. Jan Eichler, CSc.Vojenské rozhledy / Czech Military Review Nr. 1/2013, Vol. XXII. (LIV.): 29-40 | DOI: 10.3849/2336-2995.22.2013.01.029-040 The re-election of Barrack Obama implies that the President preferring political solutions to military ones will have remained for the next four years in the White House. As far U. S. strategy culture is concerned, without doubts American armed forces are going to be prepared to be modern, strong, agile and capable to meet the U.S. National Security strategy goals whatever and wherever they might be. Simultaneously, Obama´s programme for his second term presupposes to close down several military bases all around the world, together with reductions in the size of forces, manpower. Only the most important will be preserved. The further development will be therefore predestined by necessary quantitative reductions, but at the same time by qualitative updating American armed forces, and by the stress on power projection capabilities to take an active approach to counter any threats worldwide. |

The Fragmentarization of Europe as a Security Threat Europe 2010: Predictions and RealityMilitary sociologyPhDr. Antonín RašekVojenské rozhledy / Czech Military Review Nr. 3/2012, Vol. XXI. (LIII.): 148-164 Unlike the real state of affairs, the scenarios for Europe 2010 did not presuppose the rise of financial and economy crises. Political scientists did not perceive the series of terrorist attacks, namely in Great Britain, Spain and Russia. Security questions, home security and defence, came to the foreground more then was originally expected. There are hubs of future power blocks of divided Europe. It is impossible to incorporate all the results and consequences of our presuppositions. Since we want to look into individual, particularly interesting developments, the author recommends to create several teams for individual scenarios, instead of drawing several scenarios by one scholarly team. |
Operational PlanningMilitary artIng. Jaroslav KulíšekVojenské rozhledy / Czech Military Review Nr. 1/2012, Vol. XXI. (LIII.): 56-78 | DOI: 10.3849/2336-2995.21.2012.01.056-078 The article shows that Czech armed forces are supposed to develop planning mechanism according to the Alliance Comprehensive Operations Planning Directive (COPD) to be fully interoperable in operation planning process (OPP), namely in field operations planning in the framework of the multinational missions abroad. However, some problems persist at the operational level of crisis management, such as institutional arrangements for planning and commanding crisis operations, procedures pertaining to force generation, synchronization and activities coordination. The Czech Army Operational Planning Doctrine is still being developed. The purpose of this article is to inform on current state of affairs in operational planning with subsequent consequences to the results and reform recommendations by the White Paper on Defence. |
Prospective Attitudes to the Reform of Security SystemMilitary artIng. Vladimír KrulíkVojenské rozhledy / Czech Military Review Nr. 4/2011, Vol. XX. (LII.): 48-64 Potential improvements of our security system depend above all on the governmental concern to really implement the reform, as a complicated, laborious and sensitive process. The preparing work being done in 2001-2002 proved deficiency in Czech security system. The author says that it is practicable to set rules by issuing clear directives, further it is necessary to prevent unreasoned manoeuvring within boundaries of implementation programmes, whatever manoeuvring could be motivated, by political, local, regional or subjective interests. This essay places emphasis on the presentation of various methods by which the security system could be changed for the better, explaining them in rather non-traditional ways, from more broad angle, embedded into a wide frame of knowledge, experiences and recommendations. |
The Strategic Control of Czech Republic Defence: a Part of National SecurityReviewedIng. Vladimír KrulíkVojenské rozhledy / Czech Military Review Nr. 3/2011, Vol. XX. (LII.): 3-22 One of most discussed themes in this field is also a critique of unfinished, non-stable structure of master documents, e.g. Security Strategy of the Czech Republic. They are often told to be obsolete. The latest document, the White Paper on Defence, Critical responses are not quite justified. There are a lot of good ideas, innovations. Many things have been done, many set tasks have been met at the level of Defence Ministry. Positive effects of results reached are obvious. They are summarized in the White Paper mentioned above. The only danger lies in arbitrary decisions by political management, including employing variable means of their implementation, wanton interpretation of leading defence principles, low respect to approved strategical decisions. We must name mentioned handicaps as a first step towards the real and true remedy. |
A History of the Use of Private Military ForcesInformational pagesDoc. Mgr. Oldřich Bureš, M.A., Ph.D., PhDr. Vendula NedvědickáVojenské rozhledy / Czech Military Review Nr. 3/2011, Vol. XX. (LII.): 76-93 Although private military companies like the former Blackwater were regarded as a relatively new phenomenon in international security, their history is not new. The participation of private individuals, and /or groups of private individuals, soldiers of fortune, in "foreign" armed conflicts is at least as old as the history of wars by itself. It is impossible to open a debate about the scope and possible impact of the current use of private military and security companies without knowing and evaluating their long-term historical developments. The goal of this study is therefore to map the history of the use of private military forces, their involvement in various conflicts, services they offer, among others, from the point of international law. |
Management of Sources at a Level of Army Unit: Commander's PositionMilitary professionalDoc. dr. Luboš Štancl, CSc., pplk. Ing. Karel VávraVojenské rozhledy / Czech Military Review Nr. 3/2011, Vol. XX. (LII.): 120-137 Topical problems of insufficient military budget, limited means are a drive force for searching unoccupied financial means to saturate set goals and ensure their unbiased reallocation and rational exploitation. The necessary prerequisite is control implementation and managerial accounting. This ought to create primary predispositions for introducing managerial accounting system, which would be oriented not towards financial, and property operations, but towards effective economy. The article describes phenomena tied with an army unit, together with the position of its commander in the process of gradual implementation of integrated informational system of state treasury, which is most manifested in the field of planning, budgeting and accounting. |
Starting Points for the Preparation of Updated Security Strategy of the Czech Republic 2011ReviewedPhDr. Miloš Balabán, Ph.D., PhDr. Antonín RašekVojenské rozhledy / Czech Military Review Nr. 2/2011, Vol. XX. (LII.): 3-19 In our country, existing strategical documents related to security used to be compiled very carefully, but proved to be not very effective, as they did not fit to practical everyday security policy, they did not comply with day-to-day requirements. The only exception was the 1991 doctrine dealing with the creation of Integrated Rescue System and the implementation of professional armed forces. At present, there is a tendency to rewrite those strategy documents again, namely in the field of security. The preparation of a new version of Czech security strategy is taking place in time marked with new trends in world politics and economy. The main attention is attracted by crisis management, arms control, disarmament, WMD non-proliferation, cooperation with non-NATO nations, and international organizations, last but not least counterterrorism and cyberspace security strategy. In short the study mentions Czech political-military ambitions, defence strategy, defence capacity and resources, it appreciates in value knowledge gained by the Centre of Security Policy, Faculty of Social Science, Charles University Prague, and it contains conclusions and recommendations for the preparation the 2011 Czech National Security Strategy. |
The Lines of Operation Concept (Part II)Military artIng. Ján SpišákVojenské rozhledy / Czech Military Review Nr. 2/2011, Vol. XX. (LII.): 53-64 The fundamentals of this concept, as they were explained in previous Military Review No 1, 2011, have stayed unchanged, up to the present. There still exist operational bases, directions, courses, lines, upon which military convoys transfer by the plan or in disorderly manner. Such picture corresponds to linear wars of first, second and third generations. The wars of fourth generation are characterized by the speed and initiative. The frontiers between war and politics are blurred, so are between civilians and combatants. They are mostly wars with and among non-state actors, counter-insurgency operations (COIN) Based on doctrinal analysis; author describes concepts philosophy in functional and logical aspects. This might help the commander and staff to visualize the arrangement of military capabilities in time, space, and purpose to accomplish the mission. The concept might be successfully applied in connection with stability and COIN operations. |
What Type of University Education for Military Professionals is Necessary?Opinions, controversyDoc. RNDr. Ladislav Halberštát, CSc., plk. Ing. Vladan Holcner, Ph.D, mjr. Ing. Pavel Foltin, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 1/2011, Vol. XX. (LII.): 60-70 The paper is a contribution to the ongoing discussion regarding training, drills and education of military personnel. It indicates a comprehensive solution of the issue both in national and international connection of the current approach to military vocations, life-long learning Vojenské rozhledy 1/2011 and expected deployment of the present-day armed forces. Using results of a research conducted within the Czech Ministry of Defence and Armed Forces, authors specify roles of individual stakeholders in the process of training and education in the military and define prerequisites of an effective military educational and training system. The authors treat this problem in context of the so-called National Qualification Framework, multinational project of EU member states Military Erasmus, activities conducted by European Security and Defence College (ESDC) and others. |
Expeditionary Capabilities and Food AcquisitionMilitary professionalIng. Pavlína Vasická, prof. Ing. Aleš Komár, CSc.Vojenské rozhledy / Czech Military Review Nr. 4/2008, Vol. XVII. (XLIX.): 147-154 The ACR is going to take part in expeditionary operations abroad, so we must be prepared to supply and sustain such forces. Problems with the provision of the bakery products in the military operation and mission include diet; economical, technological, safety; and psychosocial aspects. The ground forces are to be effective. Now we are developing premixes that meet the conditions of nutritional content of bakery products and the indigenous products with the protective function. The new utilized technology is based on preparing dough with improvers. Cost analysis of producing bread and pastry in operation was carried out with a surprising outcome: the costs of our own production are approximately 4-6 times lower than the costs of products from the local or other producers or participating armies (which is contrary to present-day official policy buying from outside suppliers). |
Developing Adaptative LeadersInformational pagesIng. Josef NastoupilVojenské rozhledy / Czech Military Review Nr. 4/2006, Vol. XV. (XLVII.): 102-105 The forward-thinking and respond to the challenges of today's dynamic operational environment demands as necessary: first, to attract and develop young people to become adaptative leaders possessing enhanced skills, i.e. we must align leader-development programmes for the new operating environment; second, to respond to the forces' needs in meeting the challenges of the operational environment-the forces have to undergo a transformation. Adaptability is critical to urban stability and support operations, as these operations present complex challenges to commanders for which no prescribed solutions exist. Warfare and technology are rapidly evolving; doctrine lags behind the need for ready solutions. Officers are confronted by many situations outside the doctrinal framework. No amount of technology can offset the effects of chaos theory ...169 Clearly, there is a need to quickly learn knowledge/skill sets, coupled with a new operating frame that might be radically different from the skills and knowledge developed through classical training (Military Review, January/February 2006, Tomáš Weiser, What is the Chaos? Dějiny a současnost, 5/2002). |
