(LI.): 119-125 Since 2008 national security institutions such as police, fi re brigades or armed forces have been confronted with the lack of manpower. There is impending risk of decreasing in population between 15-24 years, and as those key executive institutions are based upon employees' principle, this fact might disenable each national security institution, supposing this risk would be underestimated. Recruiting campaigns are not sufficient enough. In the near future, this is probably going to infl uence so far strict criteria for recruiting military personnel. According to the author, demographic ageing thus represents one of risks, but up to now the offi cial documents by Czech MoD have not reflected this situation. |

(L.): 84-89 The EU language programme called Content and Language Integrated Learning (CLIL) issued in 2003 comprises the practical idea of effective language preparation by means of vocational subjects discoursed in foreign languages. This way of learnig is suitable specially for graduates from military schools who are going to cooperate with their counterparts from NATO countries. Its a great challenge both for English learners and their language instructors. This article summarises the results of case studies related to prospective accreditation of vocational subjects lectured in English at Defence University, e.g. methods of instruction in mathematical cartography (maps projection) or e-learning (ToolBook II Instructor). For evaluation of case studies covering both possitive and negative aspespects of this method of learnig, the authors used even students opinions. |

(L.): 111-120 In recent history, German armed forces have been transformed into a modern, international recognized force, so has its logistics. Readiness became a major issue and soldiers suddenly had to be prepared for a broad variety of international missions, predictably supported by military logistics that newly cooperates with a private sector. The main logistics control and management centre is situated in the port city Wilhelmshaven. The Centre is responsible for planning logistics operations, their coordination both home and abroad. The newly created department for supply chain management is going to streamline supplies, to increase efficiency of the whole supply process. By means of several schemes the authors explain flows of materiel and supply routes tied with civilian companies (e.g. HIL GmbH). |

(XLIX.): 39-60 This operation was led by Germany, and made up of elements contributed by twenty EU nations; as well as Turkey and Switzerland. The EU deployed FHQ in Kinshasa and simultaneously kept the over-the-horizon force in Gabon, in order to ensure a deterrent capacity and to avoid unnecessary heavy military presence in Kinshasa. After Operation Althea in Bosnia and Herzegovina, the EUFOR RD Congo was a second EU largest military operation, involving a total of almost 3,000 soldiers and officers). The co-operation with MONUC was decisive in containing the potential spread of violence at a particularly sensitive moment in the election process. The operation demonstrated the EU ability to successfully conduct medium scale autonomous multinational operations within a planned time frame under the UN mandate. (XLIX.): 86-99 Military professional terminology is a special vocational vocabulary used within armed forces, usually only partially understood by outsiders. The author demonstrates several most notorious examples to draw attention of terminology specialists. They are special vocabularies of military and security affairs, such as human resources, integrated MoD, recruit, recruitment, air wing, air base, strategical/tactical levels, names of organizational military structures, battalion, company, regiment (in fact they differ from nation to nation) task force, defence planning and planning of defence, to name at least a few. In spite of several translated AAP publications, generally, those terms are used in a different way. The author calls for creating more cohesive terminology. He intentionally does not put his own proposals, he only appeals to leading military officials to enforce the unified and accurate military terminology. It is high time to solve this task, namely within the frame of a lifelong education of military personnel. |

On the other hand, in the last twenty years, Russia has repeatedly approved using military force by the West against an individual state, endorsed by the United National Security Council. The main purpose of this article is therefore to describe and analyse Russian position towards four Western military interventions 1999-2011. Specifically, the article is focused on two military interventions without UN Security Council mandates (Federal Republic of Yugoslavia in 1999 and Iraq in 2003), the intervention with the expanded UN Security Council resolution (Afghanistan 2001) and the military intervention that was partially approved by the UN Security Council resolutions (Libya 2011). |

This following article mainly deals with UN military observer training procedures and concentrates on the classification of this training category. The lager part of the article is focused on military observers´ general preparation and its subjects and contents. In respective chapters, there are individual items of this training and their implementation explained, partly in the ACR. Finally, the author opens the question of chances to implement some neglected types of military observer's schooling, specific mission training, in-place training, and refresh training. |

There are many special features in providing assistance, namely as far as members of various church denominations in the Czech Republic are concerned. (LIV.): 67-75 | DOI: 10.3849/2336-2995.22.2013.03.067-075 The classification of a term of "decontamination" comes out not only from the Alliance norms, national military regulations and publications, but also from the documents that deal with the conception of decontamination for civilian purposes, i.e. from documents of the Fire Rescue Brigades of the Czech Republic. The study of both Alliance and national documents has proved that in many cases this term is being introduced in a different way which might cause not very homogenous interpretation and understanding to accomplished decontamination measurements and thus even overall disunity in a framework not only of Alliance, but also in selected basic and other parts of the Integrated Rescue System of the Czech Republic. The paper analyses approaches to the term of "decontamination"practically only by means of definitions in use nowadays. At the end of this document there are recommendations which ought be considered by the management of the Czech Armed Forces Chemical Corps within the area of its respective interest. |

The assessment primarily addresses the fulfilment of objectives for which the distribution system of uniforms was established. |

The candidates have to be flexible persons with comprehensive educational background. In the conclusion, the author opens the possibility to continue with the theme of military observers by means of a subsequent article based on personal experiences. |

(LIV.): 39-47 The disintegration of the republic and the following army dissolution can't be prevented. As both nations were of higher cultural level, the process proceeded cultivable. The overall situation in the forces was better than in civil spheres, because military was formed as a federal army, and servicemen acted and thought in a federal way. They did not support state disintegration, but on the other side they did not prevent it. The authors composed the paper with strategical approach to problems, only partly paid attention to political, legislative, organizational, and personal matters. Intentionally they missed mechanic matters, e.g. the division state property, a total of 418 milliard Czechoslovak crowns. |

(LIV.): 103-108 The article is a polemic reflection over the potential concept and vision of defence and EU combined armed forces, from the military point of view. It recalls previous efforts and present activities to implement common security and defence policy in practice. It is a short analysis of conditions under which the EU is situated, and in general contours it characterizes possible advantages of common European armed forces. It expresses author's opinion that by forming "European Pillar" in NATO, the transatlantic linkage between the EU and the USA will not be weakening, but on the contrary, it will be strengthen. The author uses the terms "European army" and "common armed forces of EU" that he takes as synonyms and therefore he asks the reader to take this fact in account. |

At present, in the Czech Republic, we prepare defence-training concept for school youth protection under normal risks or emergencies. But it was only in the school year 2012-2013 that more conceptually comprehensive preparation has been introduced, of more binding character, at least in elementary schools, because after the abolition of Act on Military Education in 1991, this sort of preparation is not supported by a special law. |

Their authors refer to this unit as the basis for a new "Holy Alliance", when the gendarmerie from one member state will be going to suppress unrests in another member state - if the local task forces refuse to do so. This paper is trying to correct such speculations and summarizes available information about the respective unit. |

(LIV.): 65-75 | DOI: 10.3849/2336-2995.22.2013.01.065-75 In 2007 and 2010, this Czech Military Review Vojenské rozhledy published several articles, discussing analytical thinking and analytical methodologies in the field of military intelligence. The authors among others mentioned the methodology ACH, Analysis of Competing Hypotheses. The methodology is not suitable only for intelligence, but it can be used further for solving a variety of military decision-making problems. The article in its first part describes ACH philosophy, including some academic considerations both by supporters and critics to this methodology. The second part demonstrates an example of its implementation and usage during support other problems tied with decision-making in defence planning process. The method is simple to explain, but difficult to introduce to real practice. The article explains both the theory and modifications of ACH and underlines some pitfalls connected with putting methodology into practice. |

One of such economic measures are plans for dismantling the last Military Secondary School (MSS ) in the Czech Republic. Backed by the assessment of expenses or inputs and outputs, stated in several tablets, the authoresses evaluate the abolition of MSS from a long-term view as rather ineffective, in spite of some short-time savings. |

(LIII.): 6-11 On May 15, 2012, the Czech Defence Minister decided to establish the Centre for Security and Military Strategic Studies. The institution of this type has been long awaited, with great expectations. The author, director of this institute, presents the survey of similar scholarly institutions founded and finally cancelled in this country after 1989. This article introduces the original intent of its founders, namely Centre's future role in the development of strategic studies as a starting point for strategic management, its place in the system of Czech military education and training. The results reached by this institute ought to be truly utilized by MoD leaders and government officials. |

(LIII.): 25-34 | DOI: 10.3849/2336-2995.21.2012.04.025-034 In the past, the Common Funding played only marginal role in the NATO strategic decision-making. However, this situation changed significantly when the global economic crisis challenged the national public expenditures and NATO defence policy became a matter of serious reflections. NATO should balance its requirements with limited resources and adjust its future activities within shrinking budgets. NATO must make hard decisions and implement reforms in order to ensure its ability to fulfil its mission and priority tasks in the long run. The reconfiguration of Common Funding is an inherent part of this process. The aim of this article is to introduce Common Funding as a management-supporting tool of the international organisation under currently mounting resource constrains. |

(LIII.): 73-89 The author summarizes present-day knowledge of this problem. Worms and viruses have transformed to serious security challenges and perfect instruments of cyber espionage. They have become a tool in information warfare. Cyberattacks transformed to risks calling only for technical responses. The growing awareness of the seriousness of the cyber-threat is enhanced by incidents, e.g. the malware "Stuxnet" attacking the Iranian nuclear programme. Actually, cyber space is regarded as a fifth dimension of military deployment, apart for land, air, water, and cosmos. Some nations are already investing massively in cyber capabilities that can be used for military purposes. Most Western nations have considerably stepped up their defences in recent years and are forming special units for cyber warfare. |

(LIII.): 90-93 The aim of this work is to explain readers the so-called sociomapping method that is among others used in Czech peacekeeping units employed abroad, e.g. in Kosovo, Bosnia-Herzegovina, Iraq or Afghanistan. Sociomapping came into being in 1994, when a young scientist Radovan Bahbouh came up with the idea of this special analytical-graphical method. The method reflects the description of human activities and ways in which we could (in the positive sense) affect human lives. With Sociomapping, we can even predict the most suitable staffing of the crew. Sociomapping is shown as proper instrument, which helps to determine the problem and most important areas to focus on. |

The Czech national programme to cut or lower exhaust fumes belongs among our eminent and foremost tasks. Exhaust gases form 20 per cent of total volume of harmful emissions. The newly developed dopes supplemented to fuels, namely to solid fuels, polluting a lot our atmosphere, significantly contribute to the fulfilment of this national task. The article is accompanied by relevant charts and tablets. |

The prerequisite of people training for the emergency situations is their overall preparation. The concept ought to be extending over a relatively long time, well elaborated and coherent. The prerequisite of such preparation is the existence of appropriate laws supporting a lifelong, "biodromaly" conceived educational concept. The readers have a chance to familiarise themselves with results from sociological inquiry, being done at the end of 2010, and with several acts tied with civil emergency preparation. |
