Why Russia Wants to Buy Mistral Class WarshipsNonreviewed - OtherMgr. Jakub HaraštaVojenské rozhledy / Czech Military Review Nr. 3/2014, Vol. XXIII. (LV.): 106-111 The Russian armed forces are influenced by a new concept of possible armed conflict. At present, Russian forces are not preparing themselves to one massive conflict, as in the period of bi-polar world, but the main stress is put on power-projection, into the spheres of Russian interests, i. e. into post-soviet republics. The Russian armed forces ought to be able partake in three regional conflicts simultaneously. That's why organizational and technological changes are presently in motion. The acquisition of French first Mistral-class vessels is an organic part of this process. The theme is particularly topical in the context of the current Ukrainian crisis. |
Russia's New Generation Warfare and LatviaNonreviewed - OtherVojenské rozhledy / Czech Military Review Nr. 3/2014, Vol. XXIII. (LV.): 112-122 Russia's actions in the Ukraine have changed the security situation in the Baltic region, which makes NATO's long-term presence in Latvia essential for the Latvian Republic. The impacts of Russian actions on Latvian defence policy are discussed in the paper by Mr Janis Berzinš,Managing Director of the Centre for Security and Defence Research, National Defence Academy of Latvia, in Policy Paper, No. 2, 2014. It is a new way of intervention, new-generation warfare, without the employment of armed combats, using mostly influence and coercion, by means of covert operations. Abridged and adapted. The original English text is available at http://www.naa.mil.lv/~/media/NAA/AZPC/Publikacijas/PP%2002-2014.ashx. Even though the study came into being in April 2014, the editors regard it worthy to be published, being timeless and with general validity. |
Armed Conflict and Relations of its Economic AnalysisReviewed - ReviewIng. Aleš Olejníček, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 2/2014, Vol. XXIII. (LV.): 22-40 | DOI: 10.3849/2336-2995.23.2014.02.022-040 The topic of this essay is an insight into the interrelations of the economic analysis of armed conflict. The author tries to explain its substance and importance and at the same time he warns against the difficulties with its implementation. Backed by several studies, we must conclude that there is a lot of confusion in terminology we use. It is therefore proposed to apply cost-benefit analysis, so that we could create a unified terminology and simultaneously to use this analysis to present armed conflict economy in terms of overall expenses vs. likely benefits aroused by respective armed warfare. |

Operational Concepts and Armed Forces Use in the Future OperationsReviewed - ReviewPodplukovník gšt. Ing. Ivo Pikner, Ph.D., Mgr. Lukáš DyčkaVojenské rozhledy / Czech Military Review Nr. 1/2014, Vol. XXIII. (LV.): 81-89 | DOI: 10.3849/2336-2995.23.2014.01.081-089 The article explains the meaning of strategy documents covering forces' deployment in future operations, i.e. operational concepts and aspects of their development. The authors concentrate first on approaches to their optimal structures and use history examples taken from both Alliance and Czech environments. Secondly they discuss the latest initiatives of this kind in NATO, the formation of a document under the title "Framework for Future Alliance Operations (FFAO)". After its approval, this document is going to be a crucial groundwork for all defence planning, not only in the Alliance scope, but in every member state. The scientific attitudes and employed methods of introducing the FFAO are closely watched by the Czech security community, mainly by the specialists of defence department, with the aim to adjust them into the processing of individual national documents. |
The Change In Global Strategic Balance: Current Status and Trends in Military Power of Selected CountriesReviewed - ReviewIng. Vladimír Šilhan, CSc., MSc.Vojenské rozhledy / Czech Military Review Nr. 1/2013, Vol. XXII. (LIV.): 6-28 | DOI: 10.3849/2336-2995.22.2013.01.006-028 The aim of this article is to provide comparison of the main indicators of military power among the individual EU countries, between the EU in total and the U.S., and the comparison of the world's biggest military powers. Current evolvement of changes in military power indicates the shift of the centre of gravity aiming prevailingly eastward towards raising and growing economical powers. Due to the differences of various input data, multiple information sources used for comparison are significantly different. In addition, it is difficult to get them for some isolated countries, the results of which are sometimes only estimated. The study also includes information on the main importers and exporters of the military equipment, as well as the estimation of future trends. |
Global Security: System Approach (Barack Obama's First Midterm)PhDr. Antonín RašekVojenské rozhledy / Czech Military Review Nr. 1/2011, Vol. XX. (LII.): 9-37 This extended essay is based upon various sources, among others on May 2010 President Obama's speech at the U.S. Military Academy at West Point, where President Obama described his national security objectives. The highest priorities of U.S. national security are the safety of Americans at home and abroad and achieving a peaceful, stable world through global cooperation despite a flawed international system. The Obama's security strategy relies heavily on diplomacy and engagement, economic development and other methods of influence, along with U.S. military capabilities with global reach and unsurpassed resources. As we face multiple threats, from nations, non-state actors and failed states, America will maintain the military superiority that has secured country, and underpinned global security, for decades. The security strategy is global, and identifies an array of real or potential security challenges that include: countering violent extremism and insurgency; stopping the spread of nuclear weapons and securing nuclear materials, resolving and preventing conflict; and reducing destabilizing risks to economic interdependence. |
Iran's Nuclear Program: An Important Tool of Domestic and Foreign PolicyReviewed - ReviewIrena KalhousováVojenské rozhledy / Czech Military Review Nr. 4/2013, Vol. XXII. (LIV.): 42-57 | DOI: 10.3849/2336-2995.22.2013.04.042-057 Its own nuclear program is an important instrument of Iran's domestic and foreign policy. In foreign policy it is used for promotion of its regional interests and it also serves as a guarantee against foreign actor's interference in Iranian domestic affairs. So far, the negotiations between Iran and the international community have not brought about any tangible results. Among other reasons, there are different expectations of both parties. The international community is ready to lift sanctions, supposing Iran accepts the UN resolutions. Iran, by contrast, demands to be recognized as an internationally recognized regional power, with legitimate rights and interests. |
Long-term planning - theory and practiceNonreviewed - OtherIng. Vladimír KARAFFA, CSc.Vojenské rozhledy / Czech Military Review Nr. 3/2013, Vol. XXII. (LIV.): 3-14 | DOI: 10.3849/2336-2995.22.2013.03.003-014 The article deals with some aspects of long-term planning in the sector of theMinistry of Defence. Its aim is to stimulate discussion about the methods and processes of long-term planning, to point out some shortcomings in the development of strategic documents in the past. The text also describes the basis for long-term planning process and particularly the role of long-term foresight. The author analyses lessons learned from the developing and implementation of Long-Term Vision of the Ministry of Defence document (2008) and tries to aply them in drafting a new document, The Long-Term Vision for Defence in 2030, is now being prepared under the leadership of the Ministry of Defence of the Czech Republic. He also highlights some of the theoretical principles for developing documents in the process of strategic management. |
European Army: Utopia or Actual Future? ... or better EU Common Armed ForcesNonreviewed - OtherDoc. Ing. Milan Kubeša, CSc.Vojenské rozhledy / Czech Military Review Nr. 2/2013, Vol. XXII. (LIV.): 103-108 The article is a polemic reflection over the potential concept and vision of defence and EU combined armed forces, from the military point of view. It recalls previous efforts and present activities to implement common security and defence policy in practice. It is a short analysis of conditions under which the EU is situated, and in general contours it characterizes possible advantages of common European armed forces. It expresses author's opinion that by forming "European Pillar" in NATO, the transatlantic linkage between the EU and the USA will not be weakening, but on the contrary, it will be strengthen. The author uses the terms "European army" and "common armed forces of EU" that he takes as synonyms and therefore he asks the reader to take this fact in account. |
Priorities for 21st Century: U.S. Security Strategy after 2008Reviewed - ReviewDoc. PhDr. Jan Eichler, CSc.Vojenské rozhledy / Czech Military Review Nr. 1/2013, Vol. XXII. (LIV.): 29-40 | DOI: 10.3849/2336-2995.22.2013.01.029-040 The re-election of Barrack Obama implies that the President preferring political solutions to military ones will have remained for the next four years in the White House. As far U. S. strategy culture is concerned, without doubts American armed forces are going to be prepared to be modern, strong, agile and capable to meet the U.S. National Security strategy goals whatever and wherever they might be. Simultaneously, Obama´s programme for his second term presupposes to close down several military bases all around the world, together with reductions in the size of forces, manpower. Only the most important will be preserved. The further development will be therefore predestined by necessary quantitative reductions, but at the same time by qualitative updating American armed forces, and by the stress on power projection capabilities to take an active approach to counter any threats worldwide. |
Perception of Security Threats in the CBRN Sphere: History and ChallengesReviewed - Reviewpplk. Ing. Pavel Otřísal, Ph.D., MBAVojenské rozhledy / Czech Military Review Nr. 1/2013, Vol. XXII. (LIV.): 46-64 | DOI: 10.3849/2336-2995.22.2013.01.046-064 The period of the beginning of the 21st century is typical for the situation characterized by minimization of a global conflict and by decreasing risks of a direct aggression among neighbouring countries. Nonetheless, the occurrence and permanent existence of mass destruction weapons and industrial accidents caused by human beings, natural disasters produced by leakages of toxic industrial materials, are considered as a global problem that determinates not only the activities of national armies, but also activities of civil population. The danger of WMD deployment is especially high at time of danger, when forces are to be used or misused, and terrorist activities might multiply in some world's regions, even in technologically underdeveloped countries. |
On Strategy and Operations: A Short Insight into Military HistoryReviewed - ReviewIng. Ján SpišákVojenské rozhledy / Czech Military Review Nr. 1/2013, Vol. XXII. (LIV.): 141-148 | DOI: 10.3849/2336-2995.22.2013.01.141-148 The basic orientation in the field of military art demands at least elementary knowledge of military history and understanding to military strategy influence on the art of war. The questions tied to understanding military strategy and its influence on the preparation and conducting military operations are part of study programmes of all life education at the Defence University. The purpose of this article, dedicated to military strategy problems, is deeper understanding to its basic connections, understanding a direction the strategy took in a designated period and its development. I ought to explain in short its role and attitude towards the nature of military operations. |

Legitimate and Illegitimate Wars after 1990 (Persian Gulf, Afghanistan, the Balkans)Reviewed - ResearchDoc. PhDr. Jan Eichler, CSc.Vojenské rozhledy / Czech Military Review Nr. 4/2012, Vol. XXI. (LIII.): 12-24 | DOI: 10.3849/2336-2995.21.2012.04.012-024 This treatise is a follow-up to an article by the same author in Military Review No. 2, 2012, dealing with legal and illegal war after 1990. Now the author concentrates on another key question: the legitimacy and the unlawfulness of force deployments in internationalrelations. The paper is grounded on fundamental works by the former Australian foreign secretary Gareth Evans, setting international rules or criteria determining when it is right to fight. The effectiveness of the global security system is not only on the legality of its security decisions, military actions, but the common perception of their legitimacy-whether they are made on solid evidentiary grounds, for the right reasons, morally as well as legally. |
The Cyber War ContinuesInformational pagesPhDr. Antonín RašekVojenské rozhledy / Czech Military Review Nr. 4/2012, Vol. XXI. (LIII.): 73-89 The author summarizes present-day knowledge of this problem. Worms and viruses have transformed to serious security challenges and perfect instruments of cyber espionage. They have become a tool in information warfare. Cyberattacks transformed to risks calling only for technical responses. The growing awareness of the seriousness of the cyber-threat is enhanced by incidents, e.g. the malware "Stuxnet" attacking the Iranian nuclear programme. Actually, cyber space is regarded as a fifth dimension of military deployment, apart for land, air, water, and cosmos. Some nations are already investing massively in cyber capabilities that can be used for military purposes. Most Western nations have considerably stepped up their defences in recent years and are forming special units for cyber warfare. |
The Recapitulation of Obama's Security and Defence Policy (The End of his First Presidential Term)Reviewed - ResearchPhDr. Antonín RašekVojenské rozhledy / Czech Military Review Nr. 3/2012, Vol. XXI. (LIII.): 3-16 | DOI: 10.3849/2336-2995.21.2012.03.003-016 The results of American foreign, security, defence and military policies are ambiguous. The war in Iraq ends, troops are going to leave both Iraq and Afghanistan. Obama was held up in Arab spring. He tried to improve relations with Russia. The centre of gravity was moved to the Pacific area, which got complicated ties with People's China. He didn't succeed in solving troubles with nuclear programme in Iran. His moderate success in foreign policy was the consequence of his concentration on home politics, health care reform, economy and financial crises. At the end the essay evaluates the Chicago summit that among others officially affirmed that NATO activities in Afghanistan would be concluded by 2014 and declared the so-called smart defence. |
The Fragmentarization of Europe as a Security Threat Europe 2010: Predictions and RealityMilitary sociologyPhDr. Antonín RašekVojenské rozhledy / Czech Military Review Nr. 3/2012, Vol. XXI. (LIII.): 148-164 Unlike the real state of affairs, the scenarios for Europe 2010 did not presuppose the rise of financial and economy crises. Political scientists did not perceive the series of terrorist attacks, namely in Great Britain, Spain and Russia. Security questions, home security and defence, came to the foreground more then was originally expected. There are hubs of future power blocks of divided Europe. It is impossible to incorporate all the results and consequences of our presuppositions. Since we want to look into individual, particularly interesting developments, the author recommends to create several teams for individual scenarios, instead of drawing several scenarios by one scholarly team. |
Strategic Culture: Concept PresentationReviewed - ReviewIng. Tomáš PospíšilVojenské rozhledy / Czech Military Review Nr. 2/2012, Vol. XXI. (LIII.): 26-33 Studies of the importance of culture have gained greater attention in the post-Cold War era. In present world, there are many fenomena that can't be explained in terms of neorealism. There is the consensus in national security policy studies that culture may significantly affect grand strategy and state behaviour. It limits behavioural choices, from which we could derive predictions about our strategic choice. This study is based among others upon Johnston's strategic culture concept related to three generations. The study is divided into five parts: at first the author introduces general concept of strategic culture, the second, third and fourth parts correspond to individual generations. In closing part the author explains his own understanding to this concept. |
One World, Many Problems (Obama in the Second Half of his Term)Reviewed - ReviewPhDr. Antonín RAŠEKVojenské rozhledy / Czech Military Review Nr. 1/2012, Vol. XXI. (LIII.): 3-20 | DOI: 10.3849/2336-2995.21.2012.01.003-020 In the middle of Obama's first presidency, several waves of criticism turned up. According to some analysts, Barrack Obama's first presidency introduces the beginning of new world's era, the so-called "post-ethnical society". The latest discussions prove that the United States have been no longer the only world's superpower, they will remain in the position of world's leader, but still aregoing to substantionally influence global arrangement. Unsuccessful and protracted wars, reflecting serious economic depression with successive debts, effect military budget cuts, even though the American Armed forces are still powerful, potent and mighty power, all around the world, influencing word's events as a stabilising force. The study depicts political and security layout against American domestic political background. |
The Current State and Trends in Space SecurityInformational pagesIng. Vladimír Šilhan, CSc., MSc.Vojenské rozhledy / Czech Military Review Nr. 1/2012, Vol. XXI. (LIII.): 132-147 | DOI: 10.3849/2336-2995.21.2012.01.132-147 Space applications and use of satellite data became an important tool for production and development of many companies and institutions, as well as indispensable part of our daily lives, when using e.g. satellite navigation or TV broadcasting. Proper functioning of those services, however, requires the security of space assets at the orbits, their ground stations and the transmition links. The basic threat for space assets is the growing number of debris at the orbits. Space Situation Awareness has a growing importance and sharing information among all main space actors becomes a pre-requisite. Efforts to agree on common guidelines to mitigate possible risks related to outer space activities are made both within the UN and the EU as well as among all space agencies. |
ABM a SALT I: Security Dilemma, Cooperation and Rational ChoiceInformational pagesMgr. Jan LudvíkVojenské rozhledy / Czech Military Review Nr. 3/2009, Vol. XVIII. (L.): 73-77 The SALT agreements seem to be outdated, nonetheless the current discussion on the U.S. missile defence systems must be perceived in its complexity and theoretical framework, with AMB treaty as a cornerstone. The article suggests that ABM treaty and Interim Agreement, forming together the outcome of SALT negotiations, demonstrate that rational decisions are fully compatible with arms control system and realist approaches to the international relations. The author supposes that cooperation and mutual trust can be achieved through negotiations and perception of other participants. He also takes into account the impact of Soviet nuclear build-up in 1960s is and its consequences. The important conclusion can be derived from this fact: arms control should be expected more in times of military balance rather that the domination of one world's actor. Key words: disarmament, arms control, mutual assured destruction, and antiballistic missile systems. |
Legal and Illegal Wars in Present-day WorldReviewed - ResearchDoc. PhDr. Jan Eichler, CSc.Vojenské rozhledy / Czech Military Review Nr. 3/2012, Vol. XXI. (LIII.): 17-29 | DOI: 10.3849/2336-2995.21.2012.03.017-029 After the year 1990 a total of 120 wars have taken place. The most appealing were those initiated by the USA, in which other friendly states´ve participated as well. No country has the right to invade its neighbour or over-run and annex another. There were many discussions in the world over the legacy of imposed interventions, under which conditions they are true and just. The study covers two dissimilar attitudes: the first one against Hussein's expansionist policy in 1991 and warfare after 9/11 2001. The legitimacy rests upon Resolutions of the United Nations Security Council that allow any nation to remove the aggressor by force. The author also mentions a series of wars, fought throughout the former Yugoslavia from 1991 to 1995, and then again from 1998 until 1999/2001. |
NATO Response Forces: Alliance Contribution to International SecurityMilitary artplukovník Ing. Radoslav Ivančík, prof. Ing. Vojtech Jurčák, CSc.Vojenské rozhledy / Czech Military Review Nr. 3/2012, Vol. XXI. (LIII.): 55-64 | DOI: 10.3849/2336-2995.21.2012.03.055-064 In spite of the fact that the security tensions are not so high as during the cold war, with impending nuclear conflict, the global security situation is far from ideal. Fundamental changes in a global security environment have brought except a lot of positives also many negatives, in a form of various asymmetric security threats. The rise of new military and nonmilitary dangers, under the influence of globalization and contemporary worldwide economic crisis, is directly related to the need of conflict prevention, crisis management, peace missions, law enforcement, or support to humanitarian assistance. |
Threat of CBRN Agents, Biological ClassMilitary professionalIng. Daniel Maršálek, doc. Mgr. Ing. Radomír Ščurek, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 3/2012, Vol. XXI. (LIII.): 119-130 | DOI: 10.3849/2336-2995.21.2012.03.119-130 This article describes the question of CBRN and their possible abuses in civil aviation. The problem includes security analysis identified by the Civil Aviation as the most significant class of this group-biological agents. The authors pay them special attention. The second part of paper contains model situation in case of emergency: virus variola (smallpox) attack in a terminal of medium-size international airport. Depending on the detailed properties of virus, transport hub and afflicted area, there are two versions of attack- for summer and winter timetable, according to expected progress of virus extension, and follow-up arrangements. |
A Brief Insight into the History of Operational Art and its Contemporary Aspects (Part I)Military artIng. Ján SpišákVojenské rozhledy / Czech Military Review Nr. 2/2012, Vol. XXI. (LIII.): 34-39 | DOI: 10.3849/2336-2995.21.2012.02.034-039 Understanding the importance and role of present-day operational art is not always a matter of knowledge of relevant doctrinal publications or the use of experiences from military operations. Number of aspects of operational art had their roots deep in the history of warfare. Many of them are unknown or forgotten. This article aims to give the reader some basic information about the context that led to the awareness of the need of operational art and finally to real fulfilling the imaginary gap between strategy and tactics, which was the place for operational art. The article briefly describes the background of the emergence of operational art and the approach of two basic schools of military theory: Soviet and German that were crucial to its development. |
Security Threats from Inside: Scenario "Extremism in Being and Coexistence with Romany Ethnic Group and Migrants"Military sociologyPhDr. Antonín RašekVojenské rozhledy / Czech Military Review Nr. 2/2012, Vol. XXI. (LIII.): 143-154 | DOI: 10.3849/2336-2995.21.2012.02.143-154 At first, we are familiarised with terms of extremism, Romanies (Gypsies), anarchists, neo-Nazis, then the author introduces possible picture of security situation at the turn of second and third decades of 21st century. He believes that in every country there is a limited ability to integrate ethnic groups by majority. As soon as the limits are exceeded, problems begin. His scenario ends with a pessimistic vision: increasing tensions will ask army deployment, but even local armed forces are not able to enforce law and order, therefore the government must ask for help neighbouring states. |
