Our new stance to comprehensive control of security in the international context is based upon the so-called "wider security concept". Despite various definitions,there is the consensus that a national state is not the only security subject, the classical paradigm was extended to other areas, outside military one: political, economy, financial, banking, environmental, and social. They are endorsed by security problems related to technology, energy, raw material sources, ethnical disputes, religion, together with humane rights and cultural aspects. To win the war is easy, to establish peace is difficult. Last but not least, we now have to fight and win the war of public opinion.

The aim of the article is to provide the readers information related to the theory of fundamental elements and tools of operational art, which are for the preparation and conduct of military operations, particularly at the operational level of war, critical. The operational level of war depends on methods that will create appropriate conditions to achieve the closing state, set by a superior commander, in accordance with the complex strategy of military and non-military instruments of state power. Although the methods of application of specific operational art components rest mainly in the mind of the English Annotations and with several acts tied with civil emergency preparation.

This paper deals with theoretical and practical correlations of "additional" savings in defence sector. Referring to conclusions of White Paper of Defence, the author differencites between rational savings and irrational ones, i.e. the false savings. Rational savings lead us to higher economy, effecitivy and usefulness. Irrational savings present non-system measures when respective "cuts" are only for for appearance's sake, the savings are only for show. In reality, in terms of long-term prospects they will bring even higher social expenditures before those "cuts" were introduced. The author proposes several recommendations concerning effective saving to eliminate wasting defence sources.

The paper offers new looks at the system of railroad reconstruction in crisis and emergency situations. It originates from The Operational Plan of State Territory Preparation that is implemented in harmony with The Plan of Technology Protection of Railroad. This article is a free sequel to information published in this Military Revue No. 4/2005 dealing with drafting the plan of railroad technology protection. The authors´ main purpose is to give readers basic knowledge on key changes in railroad security system and main security measurements till 2013. The protection system is intended to be more flexible and economic.

The beginning of the second decade of 21st century is tied with distinctive dynamics and changes in global security environment. Among those changes belong security re-orientations of the United States from Transatlantic area to that of Pacific, East and Southeast Asia resulting from a new American military strategy proclaimed in January 2012. The US drew down from Iraq and Afghanistan, political and security movement in Arab world, after decades of "status quo" were awaking. The author concludes that the EU should be prepared for negative scenarios in the development of security situation, or to have at its disposal effective police and military forces with proper humanitarian background to counter possible instability, e.g. massive migration influxes, economy disorders.

The conversion of military ranks poses an enormous difficulty due to great differences in hierarchical structures between different national armies. This article written by the Director of Defence Language Institute Vyškov will give a short overview of most common troubles. The problem here is that national armies mostly represent national cultures as well. Translations of titles of high-rank military personnel are not too complicated. More problematic is finding equivalents for less-known, more specific ranks or those of other national Armed Forces. NATO has agreed upon a common standard for their translation, the norm STANAG 2116, based on NATO codes representing levels of ranks according to their duties, responsibilities, and career requirements.

The article shows that Czech armed forces are supposed to develop planning mechanism according to the Alliance Comprehensive Operations Planning Directive (COPD) to be fully interoperable in operation planning process (OPP), namely in field operations planning in the framework of the multinational missions abroad. However, some problems persist at the operational level of crisis management, such as institutional arrangements for planning and commanding crisis operations, procedures pertaining to force generation, synchronization and activities coordination. The Czech Army Operational Planning Doctrine is still being developed. The purpose of this article is to inform on current state of affairs in operational planning with subsequent consequences to the results and reform recommendations by the White Paper on Defence.

The overall purpose of this paper is to describe the ways the Alliance and the also the Czech Army will apply the operational art tenets, conducting operations in the future. The current military problems cannot be solved without a deep understanding and knowledge of operational art. In order to improve military thinking within the Czech Army, it is recommended to study and apply operational art. The operational art forms a bridge between strategy defining the political aims of war and tactics, fighting the battles. Commanders and staff officers should study operational art seriously, systematically and with all their efforts. The author deals with current state of present operational art to inform on new developments in this field of military art. The article broadens the vision and deepens the insights of its readers. The author summarizes present-day knowledge of this problem. Worms and viruses have transformed to serious security challenges and perfect instruments of cyber espionage. They have become a tool in information warfare. Cyberattacks transformed to risks calling only for technical responses. The growing awareness of the seriousness of the cyber-threat is enhanced by incidents, e.g. the malware "Stuxnet" attacking the Iranian nuclear programme. Actually, cyber space is regarded as a fifth dimension of military deployment, apart for land, air, water, and cosmos. Some nations are already investing massively in cyber capabilities that can be used for military purposes. Most Western nations have considerably stepped up their defences in recent years and are forming special units for cyber warfare.

The invariable and constant task of logistics planners is the most effective utilization of sources. One of the methods incorporates NAMSA agency into operational and logistics planning. The NAMSA is regarded as a very effective provider of services covering the whole area of logistics. It is estimated that in the near future the agency will conduct logistics support to Alliance member nations. In 2020 the NAMSA will make use of energy and fuel mainly from sources friendly to our environment, therefore employing NAMSA agency for our army will be both economical and environmental.

The primary purpose of this research was to determine the successfulness in language examinations set by STANAG 6001 among future servicemen and prospective officer candidates. The essay deals with the concept of total force policy concept and its implementation. Some facts related to the history, implementation and development of this construct are presented in context of the Czech White Paper on Defence released in 2011. In order to improve capabilities of the national armed forces system, and as well as to diminish risks related to lack of human and financial sources in face of impeding population ageing, the author suggests a return to total force concept in the Czech Republic. He admits that the experiences with this policy before 1990 will be inoperative, as there is no chance of reintroducing of compulsory military service or the re-establishing of such paramilitary institutions such as e.g. the SVAZARM used to be.

From research reports cited in this article, the period of six months seems to be suitable time for the deployment abroad. A soldier should not be redeployed for at least one year, following his previous mission. The majority of soldiers cope with deployments well and without any psychopathology. Most reported mental problems are alcohol misuse, followed by posttraumatic stress disorder (PTSD) and by the depression. Alcohol seems be even the higher risk for soldiers less exposed to combat stressors (e.g. fire), but more to chronic stressors (boredom, isolation, helplessness) than PTSD for a soldier in action. Therefore pre-deployment training of our soldiers should be more devoted to mental health aspects, starting with alcohol overuse.

Dietary habits and nutritional conditions are closely tied. They were measured and tested during academic semester, namely in time of examination. Results reached were analyzed. Statistics proved our assumption that during the exam period this study burden deeply influenced overall nutritional state by anthropometrical indicators in male clusters; with 95% rate probability it influenced body mass, body fat and the percentage of water in a body. Zero hypothesis was confirmed as far as muscle material was evaluated.

The new ten-year defence strategy of the Czech Republic has been approved. The document stresses that despite the continuing recession, our state should not allow the military being weakened by further reduction of resources. This could worsen the quality of the military and weaken the Czech Republic's credibility in the international community. There is also the risk of the financial, organisational and personnel destabilisation of the Czech defence system that would bring about a loss of the quality of military personnel, a decayed prestige of the military service, an erosion of the state military capabilities. The information revolution is affecting the whole spectrum of conflict. Here the authors advance an ambicous idea of "swarming" that may emerge as a definitive doctrine that will encompass and enliven both cyberwar and netwar. Swarming is seemingly amorphous, but it is a deliberately structured, coordinated, strategic way to strike from all directions, by means of a sustainable pulsing of force and/or fire, close-in as well as from stand-off positions. Swarming depends on a devolution of power to small units and a capacity to interconnect those units that has only recently become feasible, due to the information revolution. The idea of swarming stands for engaging an adversary from all directions simultaneously, either with fire or in force.

The material for his paper the author draws on his experience from work in Reconnaissance and Electronic Warfare Department. In light of historical consequences, the article briefly describes the development of mobile sets for geospatial support. The main focus was paid to currently used stations SOUMOP (O) and SGEOB. He also mentions presently developed prototype GeMoZ-C. The author would like to familiarise our reading public with activities of Czech Army Geographic Service, its tools and devices in use.

Operational art is the use of creative thinking by commanders and staffs to design strategies, campaigns, and major operations and organize and employ military forces. This article is a sequel to the study published in a previous issue of this Military Revue. The author discusses the fundamental pillars of operational art, upon which Alliance countries build their doctrinal and defence documents concerning operational art. A separate section deals with conditions and status of operational art in the Army of the Czech Republic in the last 20 years. The author calls for the need to introduce operational art in several key areas of Czech doctrines. He recalls the necessity to implement those issues in the prepared Doctrine of the ACR.

During the past twenty years there have been many substantional changes in the field of language preparation. As more and more military professional take part in military missions abroad, we lay emphasis on language drills, so that military professionals could communicate with members of other armies. For teachers at the Centre of Language Preparation this situation constitutes necessity to find out new ways how to language schooling do more and more effective, how to motive students and learners. The article is accompanied by chart with the appraisal of language skills.

On May 15, 2012, the Czech Defence Minister decided to establish the Centre for Security and Military Strategic Studies. The institution of this type has been long awaited, with great expectations. The author, director of this institute, presents the survey of similar scholarly institutions founded and finally cancelled in this country after 1989. This article introduces the original intent of its founders, namely Centre's future role in the development of strategic studies as a starting point for strategic management, its place in the system of Czech military education and training. The results reached by this institute ought to be truly utilized by MoD leaders and government officials.

This paper deals with problem of education in a military college on the background of military-economic reality. It shows the requirements of the Bologna Declaration in the relation to economic education. Training of military officers has four levels: qualifying (in relation to the performance of different professional roles), developing (in relation to the developing leader personality), motivational (in relation to recruitment) and accepting (in relation between public and army). The economics is of great importance here. It should be beneficial for responsible managers, for their decision-making that can lead to optimization of the results based on economic behaviour, linked to motivational factors.

Unlike the real state of affairs, the scenarios for Europe 2010 did not presuppose the rise of financial and economy crises. Political scientists did not perceive the series of terrorist attacks, namely in Great Britain, Spain and Russia. Security questions, home security and defence, came to the foreground more then was originally expected. There are hubs of future power blocks of divided Europe. It is impossible to incorporate all the results and consequences of our presuppositions. Since we want to look into individual, particularly interesting developments, the author recommends to create several teams for individual scenarios, instead of drawing several scenarios by one scholarly team.

In spite of the fact that the security tensions are not so high as during the cold war, with impending nuclear conflict, the global security situation is far from ideal. Fundamental changes in a global security environment have brought except a lot of positives also many negatives, in a form of various asymmetric security threats. The rise of new military and nonmilitary dangers, under the influence of globalization and contemporary worldwide economic crisis, is directly related to the need of conflict prevention, crisis management, peace missions, law enforcement, or support to humanitarian assistance.

In the middle of Obama's first presidency, several waves of criticism turned up. According to some analysts, Barrack Obama's first presidency introduces the beginning of new world's era, the so-called "post-ethnical society". The latest discussions prove that the United States have been no longer the only world's superpower, they will remain in the position of world's leader, but still aregoing to substantionally influence global arrangement. Unsuccessful and protracted wars, reflecting serious economic depression with successive debts, effect military budget cuts, even though the American Armed forces are still powerful, potent and mighty power, all around the world, influencing word's events as a stabilising force. The study depicts political and security layout against American domestic political background.

The overall trend set by NATO forming small, mobile, modern and highly capable units, prepared for combat deployment whenever and anywhere - determines fundamental changes both in military materiel, arms, technologies, but also those in structures of command and control, in the field of preparation and training soldiers. Small units, company, platoon, section are to be prepared for matching the task in the whole spectrum of operational and combat activities, so that they could immediately conduct warfare after being deployed. Supported by a wide range of Allied Publication, Joint Force HQ and Doctrine Committee, Training and Doctrine Directorate, prepared together a pack of tactical publications introducing principles to support above mentioned principles. At the end there is a list of individual chapters dealing with standard principles which will guide actions of company, platoon, and section.

Government controls state executives by planning, i.e. a bureaucratic process providing sets of documents. Such plans ought to be feasible in an expecting resource environment. Approach and methods using for working out respective plans are supposed to be conforming to the purpose. In order to be realistic, a financial plan, a budget, should cope with environment of increasing and decreasing prices and exchange rates. This essay, as a case study, deals with the issue of adapting of the short and medium-term planes working out by the Czech MoD for purpose of programming, budgeting and purchasing. The case study shows that generally there is a long-run lack of interest in adapting of such planes to an environment of changing prices and volatile exchange rates.

There are no military conflicts without deception, as it is among others a very cheap method how to contribute to the successful accomplishment of the assigned mission. Military deception (MILDEC) is applicable across a wide range of military operations. MILDEC can be conducted during all phases of military operations at strategic, operational, and tactical levels. It is defined as being those actions executed to deliberately mislead adversary decision makers as to friendly military capabilities, intentions, and operations, thereby causing the adversary to take specific actions (or inactions) that will contribute to the accomplishment of the friendly mission. According to he author, the operational deception is to be explained in more detail, basic rules are to be outlined, including fundamental principles and methods of deception for operational planning.

War game is a simulation of military operations intended to train military commanders or to test a proposed strategy. It is a game in which model soldiers are used to create battles, in order to study tactics. This article illustrates the importance of War Game COAs (course of action). It was tested against opposing force COAs. Such exercise will help to identify advantages and disadvantages and the key elements of execution planning for each COA. The lesson learned during OHQ CZE/SVK BG EU Staff Exercises that took place in Olomouc from January 19th, to January 23rd, and from February 16th, to February 20th, 2009 is that war-gaming (although time consuming) is something closer to "reality" than the "theory" in doctrines. The war-gaming practices teamwork, facilitates team-building and enables to share mental model COA. Commanders and their staff ought to be engaged in simulations and war games more frequently. The article identifies new threats of global character influencing global security and quality of life. The inspiration is drawn from the debate over proposed updated Czech security strategy 2011, where several security scenarios were drafted. It is a free sequel to the study "Wild Cards in Future Development of World Security" published in this review in No. 2, 2008. The new book by historian František Hanzlík "Without Mercy and Compassion" deals with a prominent actor of the Czechoslovak People's Army and the Communist Party. His personality unites anti-Nazi fight in Soviet Russia, communist coup d'état in February 1948, monstrous political trials. He reached the height of career when he became Deputy Defence Minister and aspired to the position of Defence Minister. But in 1950, when Czech president's son-in-law Alexej Čepička held this office, his rapid decline began. In a sense, it was the start of his end.
