The main objective of this article is to introduce the scope of NATO reforms and their expected outcomes. Furthermore, this article will assess real achievements and draw at least some lessons from a reform implementation process in order to establish best practice in reforming complex organisations. |
Armed Conflict and Relations of its Economic AnalysisReviewed - ReviewIng. Aleš Olejníček, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 2/2014, Vol. XXIII. (LV.): 22-40 | DOI: 10.3849/2336-2995.23.2014.02.022-040 The topic of this essay is an insight into the interrelations of the economic analysis of armed conflict. The author tries to explain its substance and importance and at the same time he warns against the difficulties with its implementation. Backed by several studies, we must conclude that there is a lot of confusion in terminology we use. It is therefore proposed to apply cost-benefit analysis, so that we could create a unified terminology and simultaneously to use this analysis to present armed conflict economy in terms of overall expenses vs. likely benefits aroused by respective armed warfare. |
Analytical and Conception Personnel of Defence Department in the Mirror of Research ProjectReviewed - ResearchProf. PhDr. František Ochrana, DrSc.Vojenské rozhledy / Czech Military Review Nr. 1/2014, Vol. XXIII. (LV.): 50-80 | DOI: 10.3849/2336-2995.23.2014.01.050-080 This article tries to analyse the employees of central state administration, who are involved in analytical, conception, planning and strategy activities. We organized a research at eleven ministries in 2013, to familiarize themselves with their roles. Only three ministries refused to take part in this research (home office, regional development ministry and agriculture ministry). The results reached describe how examined groups evaluated various factors influencing their analytic and conception performances. Some Remarks about the Professional Military Education of OfficersReviewed - ReviewBrigádní generál Ing. Jaromír Zůna, Ph.D., MSc.,podplukovník Ing. Bohuslav Pernica, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 1/2014, Vol. XXIII. (LV.): 164-177 | DOI: 10.3849/2336-2995.23.2014.01.164-177 Each officer is obligated to meet his or her qualification requirements, identified in the job description. In order to obtain a required military qualification, officers are usually send to a training course, which is either provided or organized under the auspice of the Ministry of Defence. The discussion within the Armed Forces of the Czech Republic about the system of military courses has been ongoing for the last two decades. Although the system of officers´ development is periodically reviewed, a certain economic paradox still remains. While the number of officers without adequate qualification is not diminishing, at the same time there is a segment of officers who exceed their qualification requirements, but they do not make any progress in their military careers. Despite the situation, these officers are required to take additional training and educational activities. |
The Security System of the CR and the Necessity of its Adaptation to Cumulative Effects of ThreatsReviewed - ReviewPhDr. Libor StejskalVojenské rozhledy / Czech Military Review Nr. 4/2011, Vol. XX. (LII.): 37-47 The term of "growing complex of threats" covers higher and higher probability of concatenation of various intercommoned, mutually tied factors reflecting structured technological and informational reality of global society, making their solving by traditional means of security system extremely difficult. "Crisis situation" represents more general problem of natural disasters or technology breakdowns that are influencing one another, that cause great distress or destruction, in an unexpected manner, activating subsequent threats of so far unforeseen threats. For that reason we must adapt Czech security system to new liquid, instant and indivisible complex threats. |
The White Paper and the Security of the Czech RepublicOpinions, controversyPhDr. Antonín RašekVojenské rozhledy / Czech Military Review Nr. 4/2011, Vol. XX. (LII.): 86-92 The existence of the Czech Army is at state. We need to get over present cut in military budget, ill-advised savings, without searching for new appropriate financial and material sources. To save something important means always to sacrifice or to give up something. Some security and military experts wish to dissociate themselves with approved methods. They think that the White Paper doesn't express opinions on many important things. It assumed that after five years there will be need to revise this White Book. So, proposes the author, wouldn't be better for us to regard the White Book only as an analytical document containing certain proposals for the following Defence Strategy of the CR, as originally intended? |
The Preparation of the Armed Forces of the SR for International Crisis Management Operations in the Context of NATO Lisbon StrategyInformational pagesDoc. dr. Ladislav Lašček, CSc., Ing. Alojz FlachbartVojenské rozhledy / Czech Military Review Nr. 3/2011, Vol. XX. (LII.): 103-110 Supported by published materials and information (LaunchingEUBattleGroups, AsecureEuropeinabetterworld), the authors analyze and evaluate some of the processes in the field of preparation and forming international crisis management. Both NATO Lisbon strategy and the Programme Declaration of the Slovak Republic open new roles and missions of Slovak Army. The Slovak Army must fulfil those commitments even in limited source frame. It concentrates on new priorities: the army is trained and prepared for missions it is going to be deployed in. Last but not least, apart of traditional missions, .the forces will be developing even non-military capabilities useful for peace missions. |
The Reality of Present-day Service Physical Training: Quo Vadis for Second Time (Concept and Origins of PT in Czech Defence Department)Opinions, controversyMgr. Antonín KonrádVojenské rozhledy / Czech Military Review Nr. 1/2010, Vol. XIX. (LI.): 114-122 The author summarizes in several items the history of service PT both before 1990, in the 90s, and finally at the beginning of this century. What tasks are in front of us? First we must create legal basis for a new conceptual frame of service PT; secondly we must form new methods of drills and training for servicemen in special PT skills, with risk exercises, corresponding to warfare and combat situations, backed by respective legislation. The author hopes that our own practice and experiences from abroad of MoD officials will certainly help to create new alternative concepts together with indispensable recreational PT for soldiers, including appropriate forms of physical training for women in uniform. |

One of the key topics was motivation to leave for Afghanistan, professional expectations and evaluations of external and internal environment of the mission. The purpose of this paper is to present the basic outlines of values of today's Czech soldiers, their professional motives and expectations. The results are interpreted in the context of Moskos' theory of the contradiction between institutional and occupational orientations of present armed forces and adapted to the actual social and political state of affairs. |

Education in Security System of the Czech RepublicReviewed - ReviewIng. Vladimír Karaffa, CSc.Vojenské rozhledy / Czech Military Review Nr. 4/2014, Vol. XXIII. (LV.): 63-74 | DOI: 10.3849/2336-2995.23.2014.04.063-074 Attributes and quality of the security system of the Czech Republic depend on the quality of human potential, which is part of institutions to guarantee security in the broadest sense of the word. The preparation of the staff of each part of the security system, as defined in the Security Strategy of the Czech Republic (2011), is performed in universities, colleges, and middle schools, training facilities, scientific research facilities and by employers. The capacity of educational institutions, in effect exceeds requirements of practice. The coordination of their activities and the content of education are managed by twelve-year-old conceptual document that has been in need of updating. This paper discusses those aspects and points out directions and ideas for addressing of some problems of current practice, and also some of the challenges of the future. |
Some Pitfalls of the Czech Armed Forces ProfessionalizationReviewed - OtherProf. Ing. Jaroslav Komárek, CSc.Vojenské rozhledy / Czech Military Review Nr. 4/2014, Vol. XXIII. (LV.): 75-87 | DOI: 10.3849/2336-2995.23.2014.04.075-087 The Czech Armed Forces' professionalization is an underlying qualitative change and its realization is not without risks. This paper outlines the political origin of this phenomenon, characterises the coherence with the transformation of the Alliance and illustrates overseas experience with some recruitment problems, namely the NCOs, the limits of women in the armed forces, the role of voluntary reserve force, and the substantiations for compulsory military service generally. The purpose of this essay is to draw attention to less known pitfalls of this process, with wide connexions, going beyond regular professionalization frames, defined as a task carried out by the military personnel department. |

Changes in Security Environment, Influence on State Defence Policy and Armed ForcesNonreviewed - OtherLuboš DobrovskýVojenské rozhledy / Czech Military Review Nr. 3/2014, Vol. XXIII. (LV.): 3-8 The separatist movements at Ukraine, Crimea annexation, have fundamentally changed today's security surrounding. All that came about were in fact described in the last Russian military doctrine of February 2010, herein the Czech strategic thinking failed, leaving the nation unprepared. The Czech military documents identify threats too broadly, without setting definite opponents. One precondition failed completely, namely a gradual emergence of threats, enabling the Czech Republic to prepare itself. The author explains his own views on current security European affairs and asks to modernize and adjust both Czech defence policy and military science. |
Military Career Courses for Senior OfficersNonreviewed - OtherIng. Vojtěch Němeček, Ph.D., Ing. Jaroslav Kolkus, Ing. František MičánekVojenské rozhledy / Czech Military Review Nr. 3/2014, Vol. XXIII. (LV.): 44-51 | DOI: 10.3849/2336-2995.23.2014.03.044-051 The career education of the Ministry of Defence (MoD) personnel is a key component to meet requirements for qualifications. As these requirements are career growth conditions for career personnel, they are inherently connected with further promotion in rank. During the process of preparation of the career courses it was revealed that some system changes should be made due to implemented or planned changes within the legislative and source framework of the Ministry of Defence. This article describes the implementation process of a new policy for training personnel in the career courses. It was prepared by a project team headed by the Centre for Security and Military Strategic Studies at the Defence University. Furthermore, the article deals with the clarification of the approach to the development of educational documentation and the chosen form of organization and conduction of military career courses. Also, a quality control system and a collection of information needed for upgrading of the senior officers career education curricula are described. |
Concept of Kant's Peace: Settling Disputes PeacefullyReviewed - ReviewMgr. Petra PrůchováVojenské rozhledy / Czech Military Review Nr. 3/2014, Vol. XXIII. (LV.): 64-89 | DOI: 10.3849/1210-3292.23.2014.03.064-089 This essay is focused upon the concept of Perpetual Peace (1795) by the German Philosopher Immanuel Kant. To reach this goal, he advocated the establishment of a word federation of republican states. But some key prerequisites (s.c. preliminary and definitive articles) must be completed. The authoress compares the Kant's concepts with the ideas of solidarity by the Czech philosopher Jan Patočka. The readers themselves must pass the judgement whether Kant's prerequisites of eternal peace-even for more then two centuries-are fulfilled, or not. This subject matter belongs to a relatively young field of study dealing with war and peace, the so-called paxology, the theory how peace can be maintained in the world. |
Space Policy through the Prism of the Concept of Strategic CultureReviewed - ReviewMgr. Jakub Fučík, PhDr. Petr Suchý, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 3/2014, Vol. XXIII. (LV.): 90-105 | DOI: 10.3849/1210-3292.23.2014.03.090-105 The article deals with the issue of creation and realization of space policy. Space programs of individual states are closely connected to decision-making processes of the (general) state (public) policy. Therefore we can raise a question which factors influence these processes and the formulation of space policy and also if they are so unique that could be related only to one particular state. The aim of this article is to focus on one of the factors influencing space policy-strategic culture. Its influence is analysed through case studies of seven nations. Each case study is divided into two parts. First, we identify relevant characteristics of the state's strategic culture. Then, we analyse whether and how the identified characteristics of the respective strategic culture influence the space policy of a state in question. This article seeks to contribute to the growing debate about space as "the next" strategic area and highlights rather overlooked reasons of space exploration. |
Why Russia Wants to Buy Mistral Class WarshipsNonreviewed - OtherMgr. Jakub HaraštaVojenské rozhledy / Czech Military Review Nr. 3/2014, Vol. XXIII. (LV.): 106-111 The Russian armed forces are influenced by a new concept of possible armed conflict. At present, Russian forces are not preparing themselves to one massive conflict, as in the period of bi-polar world, but the main stress is put on power-projection, into the spheres of Russian interests, i. e. into post-soviet republics. The Russian armed forces ought to be able partake in three regional conflicts simultaneously. That's why organizational and technological changes are presently in motion. The acquisition of French first Mistral-class vessels is an organic part of this process. The theme is particularly topical in the context of the current Ukrainian crisis. |

The early warning models seem to be quite useful as well as early warning conflict indicators. The author deals with the problem from the level of the Czech Republic. |
Why the Czech Republic Should Have a Defence PolicyNonreviewed - OtherPhDr. Luboš DobrovskýVojenské rozhledy / Czech Military Review Nr. 1/2014, Vol. XXIII. (LV.): 4-7 Even though we have several concept documents: Security Strategy, Defence Policy, our armed forces are fragmentized by doubtful laws into autonomous sections, Army of the Czech Republic, Castle Guard, Military Office of the President, Military Intelligence. We lack a binding political assignment on defence policy. The Defence White Book was a serious attempt to introduce this problem among members of government, parliament. But it was ineffectual. The officials did not respond, contented with emergency arrangements. Alarms bell. Supposing the politicians are not involved in defence policy, we should lose our Alliance credibility, later on even Alliance collective security. |

(LV.): 22-32 | DOI: 10.3849/2336-2995.23.2014.01.022-032 The main goal of the presented article is to evaluate the impact of Japanese missile defence development on the regional strategic stability in Northeast Asia. The goal is reached through an analysis of interaction between missile defence and roles of ballistic missiles in Chinese and North Korean strategies towards Japan, while also taking into account the alternative policies which Japan might have used in response to the ballistic missile threat. According to the analysis, the development of the Japanese missile defence does not degrade strategic stability in the discussed region. |
