Transformational Military Leadership - Requirements, Characteristics and DevelopmentReviewed - Reviewplk. Drazen Smiljanic, MSc.Vojenské rozhledy / Czech Military Review Nr. MC/2016, Vol. XXV. (LVII.): 18-48 | DOI: 10.3849/2336-2995.25.2016.05.018-048 The contemporaneous security environment is more diverse, dynamic, interconnected and far less predictable than ever. As the major Western militaries undergo continuous changes in missions and tasks, as well as in the form of their organisations, the warfighting abilities of military leaders are not the only ones required. Transformational military leadership, with leaders operating from the post-conventional level of developmental action-logic, arguably become one of the most needed capacities of a military organisation. This type of leadership has to be capable of initiating and leading transformational changes, needed to respond adequately and adaptively to contemporaneous and future security challenges. This article analyses the applicability of transformational leadership to military organisations using the developmental theory and the concept of vertical leadership development as a framework. |

The Preparation of the Armed Forces of the SR for International Crisis Management Operations in the Context of NATO Lisbon StrategyInformational pagesDoc. dr. Ladislav Lašček, CSc., Ing. Alojz FlachbartVojenské rozhledy / Czech Military Review Nr. 3/2011, Vol. XX. (LII.): 103-110 Supported by published materials and information (LaunchingEUBattleGroups, AsecureEuropeinabetterworld), the authors analyze and evaluate some of the processes in the field of preparation and forming international crisis management. Both NATO Lisbon strategy and the Programme Declaration of the Slovak Republic open new roles and missions of Slovak Army. The Slovak Army must fulfil those commitments even in limited source frame. NATO Response ForceMilitary artIng. Jaroslav KulíšekVojenské rozhledy / Czech Military Review Nr. 3/2010, Vol. XIX. (LI.): 46-71 This article illustrates the troubles encountered with development of the NRF. The NATO Response Force is a highly ready and technologically advanced force made up of land, air, sea and special operations forces components that the Alliance can deploy quickly wherever needed. The NRF is intended to be a transformational force that will not only be able to meet the security needs of NATO in 21st century but also serve as an agent of change whereby all the member nations of NATO will be able to bring capabilities, and concepts of operations into their national forces. Undoubtedly, the NRF will not provide a basis for solving all of complex challenges. But it does offer an opportunity for experimentation and testing-the essence of military transformation-and the forging of creative solutions. The views expressed in this assessment are those of the author and do not reflect the official policy or position of NATO or EU. |
The Czech Dilemma: Integration of National Security System and Transformation of Operational Capabilities of National Professional Security StructuresReviewedPplk. Ing. Bohuslav Pernica, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 4/2009, Vol. XVIII. (L.): 50-60 The security environment is permanently changing. A national set of risks has increased after joining the EU and NATO and EU enlargement. The Czech Republic is obligated to integrate national security capabilities into NATO and the EU. To fulfil its responsibility, the Czech Republic ought to use the capabilities-based planning for further transformation of national security sector. This NATO concept ought to be in use not only within the MoD, but also at other ministries tied or responsible for national security. The national security sector must be planed, programmed, budgeted and transformed like a body. The article deals with the problem of unifying security concepts across Czech public administration. The author points out that our operational capabilities are influenced among others by the lack of labour force at the Czech national labour market. |

It identifies and characterizes the respective sub-capabilities within the information area, necessary for operational headquarters to effectively provide situational awareness, and outline possible ways to develop these capabilities in terms of internal processes, technical equipment and personnel. |
Officer's CompetenciesReviewed - ReviewPřemysl Štěpánek, Richard SaibertVojenské rozhledy / Czech Military Review Nr. 1/2020, Vol. XXIX. (LXI.): 51-70 | DOI: 10.3849/2336-2995.29.2020.01.051-070 The article deals with the process of identification of competencies for commanders in leading units in military operations. The used methodology based on combined approach founded on selected competency rosters and its further modification seemed to be relevant and applicable in the Czech Armed Forces conditions. Military officer's profiles anchored in the EU Commission Database for Armed Forces and in the EU Sectoral Qualifications Framework for Military Officer Profession have been proven as the most relevant frameworks of competencies. Both are formulated and structured to be as generic as possible for all officers regardless of their specialization. They were established on current theories and incorporate extensive amount of entries from various national sources. The resulting list of 24 generic competencies, selected from a total of 69 competencies analyzed, represents a possible example of a set of requirements imposed on the Czech Armed Forces officers. |
Information and Psychological Operations as a Challenge to Security and DefenceReviewed - ReviewPetra VejvodováVojenské rozhledy / Czech Military Review Nr. 3/2019, Vol. XXVIII. (LX.): 83-96 | DOI: 10.3849/2336-2995.28.2019.03.083-096 The article focuses on information and psychological operations as a challenge for the security and defence establishments of NATO member states. A conceptualisation of the terms 'information operations' and 'psychological operations' is discussed in the contexts of reshaping the war-and-peace dichotomy, and of resilience and deterrence. It is suggested that these terms suffer from a normative approach to the paradigm of war and peace, and to the use of non-military means. This may lead to the greater vulnerability of security and defence systems in confrontation with an adversary. Also, special attention is paid to the vulnerabilities of security and armed forces, being overlooked in concepts of resilience. |
Modular Force Structure: Risk for NATO Common Defence?Reviewed - ReviewKarel ZetochaVojenské rozhledy / Czech Military Review Nr. 1/2019, Vol. XXVIII. (LX.): 48-58 | DOI: 10.3849/2336-2995.28.2019.01.048-058 The concept of modular forces seems to be an ideal solution for a topical dilemma: how to build a single set of units for a wide range of military operations. However, the concept of unit modularity has its limitations. The article explains how the modular force structure supports flexibility and consequently brings increased demand on the number of support units. For this reason, the modular force organisation cannot be built without massive investment in support capabilities. The concept of modularity includes the risk that shortage of support units will significantly limit the readiness of forces for a large conventional war. The author presents four recommendations for the application of the concept of modularity at a national level to facilitate the formation of allied forces. |

Changes in Security Environment, Influence on State Defence Policy and Armed ForcesNonreviewed - OtherLuboš DobrovskýVojenské rozhledy / Czech Military Review Nr. 3/2014, Vol. XXIII. (LV.): 3-8 The separatist movements at Ukraine, Crimea annexation, have fundamentally changed today's security surrounding. All that came about were in fact described in the last Russian military doctrine of February 2010, herein the Czech strategic thinking failed, leaving the nation unprepared. The Czech military documents identify threats too broadly, without setting definite opponents. One precondition failed completely, namely a gradual emergence of threats, enabling the Czech Republic to prepare itself. The author explains his own views on current security European affairs and asks to modernize and adjust both Czech defence policy and military science. |

Update on the United States Nuclear Strategy: from NPR 2018 to NPR 2022Reviewed - ResearchAdam PotočňákVojenské rozhledy / Czech Military Review Nr. 2/2023, Vol. XXXII. (LXIV.): 3-22 | DOI: 10.3849/2336-2995.32.2023.02.003-022 The article follows the author's comparative analysis of American and Russian nuclear doctrines and armaments from the fall of 2021. The author analyzes the influence of the presidential administration's ideological and political ambitions together with the decisive geopolitical events of 2022 and concludes that mainly due to the second factor, the current shape of American nuclear strategy has not undergone any revolutionary changes and continues to maintain a long-standing continuity and consensus about its basic principles. |
Does the government's defence funding bill really only create an unenforceable political commitment?Reviewed - ReviewJan KudrnaVojenské rozhledy / Czech Military Review Nr. 2/2023, Vol. XXXII. (LXIV.): 23-34 | DOI: 10.3849/2336-2995.32.2023.02.023-034 The article is devoted to the draft law on defence financing, which aims to oblige the government to allocate an amount of at least 2% of GDP to defence in every draft law on the state budget. During the inter-ministerial comment procedure, the Supreme Audit Office expressed doubts whether the draft means anything more than an unenforceable political commitment in relation to the Chamber of Deputies". The article convincingly demonstrates, with the help of legal argumentation and interpretation of the Constitution of the Czech Republic, the Rules of Procedure of the Chamber of Deputies, as well as the established case law of the Constitutional Court of the Czech Republic, that if approved, the Chamber of Deputies will also be bound by the Defence Financing Act when approving the state budget. To do otherwise would violate constitutionality. |

Deepfake as an Advanced Manipulative Technique for Spreading PropagandaReviewed - ReviewMartin HavlíkVojenské rozhledy / Czech Military Review Nr. 1/2023, Vol. XXXII. (LXIV.): 3-16 | DOI: 10.3849/2336-2995.32.2023.01.003-017 The article describes the basic foundations and significance of the manipulative technique called Deepfake, which in the environment of technological and informational expansion is also becoming a widely used tool for spreading propaganda. This advanced manipulation complements a wider spectrum of forms of disinformation and is increasingly being used as a means of conducting information operations, often as part of wider hybrid warfare. Effectively combating this kind of manipulation places high demands on consumers of information, both on the part of the detection tools used and on the part of the cognitive human approach based on critical thinking. The expansion and sophistication of similar manipulative techniques will continue, in connection with the development of modern technologies and the interconnectedness of the information environment. Although the Deepfake technique is not only associated with security-military aspects, its influence on information operations and hybrid warfare cannot be neglected. |

Current Nuclear Strategies and Arsenals of the United States of America and the Russian FederationReviewed - ReviewAdam PotočňákVojenské rozhledy / Czech Military Review Nr. 4/2021, Vol. XXX. (LXII.): 23-44 | DOI: 10.3849/2336-2995.30.2021.04.023-044 The article holistically analyses current strategies for the use and development of nuclear forces of the USA and Russia and analytically reflects their mutual doctrinal interactions. It deals with the conditions under which the U.S. and Russia may opt for using their nuclear weapons and reflects also related issues of modernization and development of their actual nuclear forces. The author argues that both superpowers did not manage to abandon the Cold War logic or avoid erroneous, distorted or exaggerated assumptions about the intentions of the other side. The text concludes with a summary of possible changes and adaptations of the American nuclear strategy under the Biden administration as part of the assumed strategy update expected for 2022. |
NATO After the End of the Cold WarReviewed - ReviewJan EichlerVojenské rozhledy / Czech Military Review Nr. 2/2021, Vol. XXX. (LXII.): 3-25 | DOI: 10.3849/2336-2995.30.2021.02.003-025 The article analyses the process of the NATO enlargement after 1990. It starts by a detailed analysis of the secret negotiations which have been started just after the end of the Cold War. In the light of the institutional liberalism, the NATO enlargement is a positive process which satisfied especially new member states. But in the light of the American neorealism, this process resulted into profound changes in the balance of the security threats and into a large militarisation and tension at the new Eastern frontier of NATO in a direct neighbourhood with the Russia. New military units with the modern arms systems are deployed over there and we are witnessing a growing number of dangerous military incidents. As a result, the contemporary situation needs new political negotiations between two competitors and a shift from the contemporary negative Peace towards the positive Peace. |
Concepts of the Hybrid Warfare and the Czech Armed ForcesReviewed - ReviewMartin HavlíkVojenské rozhledy / Czech Military Review Nr. 1/2021, Vol. XXX. (LXII.): 38-51 | DOI: 10.3849/2336-2995.30.2021.01.038-051 The goal of this review article is to briefly describe the development trends in the conceptualization of the phenomenon of hybrid warfare and to try a basic comparison of the key features of twenty important concepts with emphasis on selected Western, Russian and Chinese theoretical concepts. A substantial part of the article also deals with a closer characterization of hybrid warfare with the intention of clarifying the possible relationship of this type of warfare to the activities of the Czech Armed Forces. In connection with the importance of hybrid warfare and hybrid threats, the article is supplemented with essential recommendations that the Czech Republic and the Czech Armed Forces should reflect. The emphasis on content and the above arguments confirm that looking at the phenomenon of hybrid action and warfare as a novelty is very debatable. Rather than a new concept of warfare, it is a newly accentuated term "hybrid" describing long-known combinations of power tools used. |
One Hundred Years have Passed since the Founding of Vojenské Rozhledy JournalReviewed - ReviewVladimír KaraffaVojenské rozhledy / Czech Military Review Nr. MC/2020, Vol. XXIX. (LXI.): 7-38 The theoretical journal Vojenské rozhledy was founded in 1920. Its publishing was interrupted twice, but it has continued until now. The aim of the article is to evaluate the importance of the journal for development of the military and security theory and practice and to reflect on its possible future. Attention is paid to the focus of the magazine during the Czechoslovak First Republic. The article also deals with the circumstances of publishing and aiming of the magazine Vojenská mysl, which replaced Vojenské rozhledy in the period 1950-1991. Since 1992 it has been continuously published under the original name Vojenské rozhledy. The author concluded in his analysis that, despite the changed conditions, which make it difficult to publish theoretical journals in general, the Vojenské rozhledy are irreplaceable in the Czech conditions. |
Reasons of formation and integration of cyber forces and information operations into the Army of the Czech RepublicNonreviewed - OtherMartin HavlíkVojenské rozhledy / Czech Military Review Nr. 3/2020, Vol. XXIX. (LXI.): 72-86 The goal of this informative article is to comprehensively describe the causes of the formation and integration of cyber forces and information operations into the structure of the Army of the Czech Republic, including other significant connotations. It evaluates them as the consequence of important changes after the end of the Cold War, namely the process of the enlargement of NATO. The article explains the US doctrines as a manifestation of a reinforced military self - esteem of the USA and warns that these doctrines should lead to an increase of the military tension at the Eastern frontier of the enlarged NATO. |
