(LXI.): 20-35 | DOI: 10.3849/2336-2995.29.2020.01.020-035 The article deals with the issue of warfare. Its aim is to describe and clarify the character of warfare in its contemporary doctrinal context. The authors of the article focused on the specifics of individual forms of warfare and its complexity within the annexation of Crimea by the armed forces of the Russian Federation in 2014. Description, content and comparative analysis of used sources and doctrinal publications were used. The authors conclude that the complexity of contemporary warfare creates appropriate conditions for the nation and its armed forces to enforce its interests and achieve strategic goals. The main contribution of the article is to provide information that is not available in professional literature or it is not part of doctrinal or other national military publications. |

Paradoxically, it has been economic recession in combination with growing danger of arising armed conflicts, specifically on the European continent territory, to start up the closer cooperation between NATO and the EU. Logically, the current security situation ended in conclusions that the complementarity between NATO and the EU became a real necessity and only interaction between the Alliance and Union?s security and defence policies could bring required effects, while upholding global and local security stability. A need for coping with budget restrictions and ongoing security crisis in the Ukraine re-opens the issue of common European armed forces as an effective tool for keeping security stability not only in Europe, but also around the world. However, the key issue is to what extent it is feasible to develop autonomous European armed forces operating independently of transatlantic allies, while there is a very strong NATO-EU interconnection in the area of military capability development. |
The Institutes of Force Ministry Secondary School: 20 Years of Endeavour to Preserve ItNonreviewed - OtherPodplukovník Ing. (LIV.): 148-163 As a consequence of shrinking military budget, secondary military schools in the Czech Republic were considerably reduced. Actually, there is only one left nowadays. Its future is rather dim, not only due to the Financial Outlook for 2018. The White Paper on Defence 2011 postulated educational scope offered by any secondary military school. But such mission could be easily transferred on other school institutions, without any impact on the national security. Even other Czech state institutions, dealing with national security, very soon will have to answer such to-be-or-not-to-be question. Namely the Ministry of Interior, struggling to economize, runs two secondary schools of its own. This article is a summary of the evolution of secondary schools needed for national security purposes, since 1993. It challenges the conservative point of view saying that in no case their educational capabilities could be substituted. |

(LIV.): 3-14 The White Paper on Defence was approved by the Government of the Czech Republic on 18 May 2011. The article describes a circumstances of the document development and its substance and role in the family of the defence strategic documents. In addition, the article highlights some important measures of the White Paper that has been implemented in practice. The author who was a member of the committee, responsible for development, and an editor of the White Paper, responds to some voices, claiming that the document has not come up to expectations and it is not usable for the future of the Czech Armed Forces. The author presents his lessons learned from the development and implementation of the document and describes some recommendations for the future. |

(LI.): 119-125 Since 2008 national security institutions such as police, fi re brigades or armed forces have been confronted with the lack of manpower. There is impending risk of decreasing in population between 15-24 years, and as those key executive institutions are based upon employees' principle, this fact might disenable each national security institution, supposing this risk would be underestimated. Recruiting campaigns are not sufficient enough. In the near future, this is probably going to infl uence so far strict criteria for recruiting military personnel. According to the author, demographic ageing thus represents one of risks, but up to now the offi cial documents by Czech MoD have not reflected this situation. |

(LX.): 38-49 | DOI: 10.3849/2336-2995.28.2019.02.038-049 The article is focused on assessment of the model of competency to lead others for graduates of the Faculty of Military Leadership of the University of Defence. This competency to handle the initial demands of a command post, to which graduates of the Faculty of Military Leadership may be enrolled immediately after their studies. The main aim of the research was to define, structure and evaluate the model of competency to lead others for the graduates of the Faculty of Military Leadership based on the experiences of the commanders which serves in the Army of the Czech Republic. Questionnaire survey of own construction for two groups of respondents (young commanders and their closest superiors) was used to obtain the data. Those data were evaluated by parametric and nonparametric statistical analysis. The results of the analysis showed that abilities defined in the model of competency are used in daily military life by addressed commanders. |

This article is focused on the development of the Personnel Recovery in military operations from the Second World War to the 2003 Iraq War. It describes the meaning of the concept of Personnel Recovery, introduces its basic aims including the clarification of its importance in military operations. It focuses on the identification of conditions that determine the existence of the rescue system. In the historical context, it describes the circumstances of development of the recovery of isolated personnel, including its incorporation into a functional system. It identifies and analyzes events that, in terms of their importance and ability to influence subsequent development, represents milestones in the organization of Personnel Recovery and from them describes the measures taken. |

The rise of city population and increasing number of cities stands new treats for warfare. First part of the article reminds steep rise of population and populated urban areas, dangers for today's deployed troops are shortly discussed in the second part, outlining some features there. Results lead to a possible solution of upgrading combat-space awareness, multiplying firepower capacity and combat support. Two examples of Unmanned Ground Vehicles in next part present the possible way of future development and finally conclusion outlines required characteristics for these UGVs during urban operations. |

(LVII.): 21-32 | DOI: 10.3849/2336-2995.25.2016.03.021-032 This article aims to reflect a digression into the history of selected strategic documents, which processed the Ministry of Defence or was in the processing involved - in connection to the planning of acquisitions. The ambition of the article is not a comprehensive evaluation process, but only the selected aspects. After many years of decreasing Czech defence budget, is here the opposite situation. In connection with the new situation it is necessary to rethink the current approach to this topic; to ensure maximal security of the Czech Republic and in a figurative sense NATO and the European Union also. The fact, that the Czech strategy document was among the best in the EU, does not mean that defence spending is automatically efficient. |

Based on a feedback from the courses participants, the authors of the article propose a set of measures which may contribute not only to improvement of the level of knowledge, skills and competences of military personal, but also to increase interest in the overall development of operational art in the Czech Armed Forces. |

Although any internal regulations have to be in accordance with superior sources of law, relation between legal and internal level is not clear. Article exemplary outlines, that consistent system of internal rules is based especially on running and immediate updates to meet harmony with legal code. |

The ever-increasing digitization and use of cyberspace to disseminate all kinds of data and information provides users with an indisputable number of associated benefits associated with rapid access, distribution or sharing of current knowledge. However, this development trend also reciprocally generates a number of related threats that need to be faced. Our own resilience and effective tools against information campaigns and information actions of all relevant actors play the key role here. The critical thinking itself and the process mechanisms used to access information are the focus of overall resilience to this type of security threats. Thus, the methodical process can help a wide range of readers broaden their view of the complexity of the problem and partially minimize the associated security risks. |

(LXIII.): 63-83 | DOI: 10.3849/2336-2995.31.2022.03.063-083 The article aims to identify the dependence of military expenditures and selected economic determinants on the example of the V4 countries in the years 1999-2020. The following are selected as economic determinants: the size of the gross domestic product, the rate of inflation, the debt and deficit of the government sector and unemployment. Correlation analysis proved the expected relationship between the gross domestic product and the military expenditure of Hungary and especially Poland. The relationship between military spending and unemployment was confirmed for Poland, Hungary and Slovakia, the expected relationship between military spending and government debt for the Czech Republic. The linear regression model confirmed the positive effect of the gross domestic product on military expenditure in the case of Poland, the effect of the increase in military expenditure due to rising inflation in Hungary and the negative effect of increasing state indebtedness in the case of the Czech Republic. At the same time, the results did not confirm the uniformity of the factors affecting the size of the military factors in the analyzed V4 countries. |

(LXII.): 75-92 | DOI: 10.3849/2336-2995.30.2021.03.075-092 The article deals with the artillery manual gunnery in accordance with the modernization of the czech artillery. The article describes the results of research aimed at innovating manual (alternative) methods of determining the firing data so that they are applicable on the contemporary battlefield and are compatible with the nature of the data used by artillery within the NATO. The issue of the article is aimed primarily at determining the firing data by the use of meteorological techniques, while presenting the outputs of a comparative analysis of procedures used in the czech artillery with the procedures applied by the US army. The main contribution of the article is a critical evaluation of the approaches of both armies and a proposal for innovation of existing procedures so that the most beneficial requirements are applied and negatives are eliminated. |

(LXII.): 67-82 | DOI: 10.3849/2336-2995.30.2021.01.067-082 This study deals with long-term monitoring of physical fitness of soldiers, namely members of the 31st Radiation, Chemical and Biological Protection Regiment in order to determine whether the annual fitness test has rising trend, or in another words, whether the military service physical training process is fittingly effective. The study was carried out by comparing the assessment of physical fitness each year 2012-2019. The monitored group consisted of 316 professional soldiers, who participated in this assessment regularly, without interruption in the same disciplines. |

(LXI.): 105-117 The Common Security and Defence Policy (CSDP), on the basis of which the EU builds its defence identity, has a broad spectrum. It focuses not only on the defence component of the CSDP, but also on associated areas such as defence industry and market, defence research and development, and supports them with related legislation and various policy and financial instruments. On the one hand, this prevents the issue of European defence from being easily confined. On the other hand, this reflects the robustness of the EU's approach to European defence and its willingness to mobilize all available resources. The article describes the evolution of European defence, its major milestones and actors, related processes and rules, and the key tools that are now largely concentrated under the umbrella of the CSDP. Current issues of European defence, including scenarios of its possible future development, are also addressed, as well as the contribution of the Czech Republic. |

(LXI.): 57-71 | DOI: 10.3849/2336-2995.29.2020.03.057-071 This article examines whether Turkey is ready for a full-scale military conflict with Bashar Al-Assad's Syria. It draws from an adaptation of Clausewitz's concept of three resources that a state must possess to be able to win a war: the fighting forces proper, popular support, and its allies. Turkey is at a significant disadvantage when it comes to its air force and air defense capabilities. Should a major confrontation erupt, Turkey would not be guaranteed to be able to control the relevant air space. Turkish citizens do not favor seeing their country in a foreign quagmire. Despite myriad differences, Turkey it is still deeply embedded within NATO, and its strategic interests do not differ from those of its strategic allies. Turkey also cannot afford to risk an open military conflict with Russia. The article concludes that Turkey is politically and militarily not capable of fighting a full-scale war in Syria. |

This war lasted only for five days, but it also became an important milestone in the development of the international security relations as well as the military science at the beginning of the 21st century. The article evaluates its geopolitical framework on the basis of the neorealist theory of the balance of security threats and it also deals with its impact on the development of the Russian military. |

(LVIII.): 83-91 The text deals with the conflict analysis and the use of typology within its framework. The author sums up the most relevant methodological approaches and tries to highlight their limits in the analysis of the current conflicts, which have by far more different characteristic features than in the past. In modern military conflicts, the states often use private military companies and create illegal armed formations. Quite often, the conflict parties have a varied character and one can observe chaotic alliances of state and non-state actors with different interests and different views on the projection of power and the use of armed force. The text highlights the necessity of adaptation of the current methodological approaches or at least their components and the development and changes which take place in contemporary conflicts. |

The author was inspired by his own experiences as an infantry unit commander. He uses his knowledge gained from military assignments. The article could be considered as topic for future discussions not only on academic but also on specialized level. |

The reader is provided with the concept of cyberspace, its current interpretation, primarily in American doctrines and military theory. The army mission is contextually mentioned as well, explicitly the limits of Czech forces capacity. The paper deals with the form of cyberspace and its characteristics in the context of military operations. It advocates the idea of cyberspace as a war domain, which is presented together with the criticism to such approach. The article concludes with the summary and evaluation of both sides' arguments, taking into account the specific role and abilities of armed forces. |

(LIV.): 71-80 | DOI: 10.3849/2336-2995.22.2013.04.071-080 NATO Defence Planning Process (NDPP) is a subject of quite frequent reviews and amendments in order to meet the needs of NATO as an organization and of each Ally. The current initiative, based on a tasking from the Chicago summit in May 2012, is referred to as "Enhancing the NDPP". It particularly aims at making the NDPP more relevant to national defence planning and more visible at political level. More emphasis is also placed on timely consultations among Allies whenever they intend to make significant changes in their defence inventories and capabilities. Recently approved NATO Defence Planning Capability Targets (June 2013) previously known as Force Goals, are for the first time affected by application of the so-called "50% planning assumption" which aims to redress the burden-sharing imbalance between the US and other Allies. |

Evaluation and Certification CZE/SVK Battle Group EUMilitary artIng. Jaroslav KulíšekVojenské rozhledy / Czech Military Review Nr. 2/2009, Vol. XVIII. (L.): 11-40 To fulfil Czech obligation as an EU Battle Group Framework Nation according to the regulating document EU BG Training and Certification, the Czech Army is to certify that the CZE/SVK Battle Group EU meet the standards and criteria stated in Standards and Criteria for EU BG. It is recommended that the CZE/SVK Battle Group EU certification process should be analogous with NATO Response Force (NRF) certification procedure and practical methods. Further it is suggested that the CZE/SVK Battle Group EU certification procedure is divided into several evaluation procedures: preparation planning evaluation, war-fighting evaluation, and technical evaluation. Each procedure will be developed by specialized teams with representatives in the sub-working group to ensure that the different procedures harmonize. (LVIII.): 41-59 | DOI: 10.3849/2336-2995.26.2017.05.041-060 The research described in this paper was conducted in the framework of institutional research project Strategic Alternatives (STRATAL) within the Centre for Security and Military Strategic Studies of University of Defence in Brno, the Czech Republic. The main objective of this contribution is to assess the evolution of the Czech defence policy (CDP) since the last summer 2016. The main impetuses for the CDP evolution were provided by the NATO Summit in Warsaw, new European Global Strategy including the ambition to enhance defence cooperation among the EU member states and the pattern of dynamics in our security environment. The authors analysed the key change drivers (KCDs) and measures taken in political, military, administrative, economical and societal domain in order to evaluate the overall effectiveness of the defence policy. Finally, the authors offer several recommendations to enhance the responsiveness and preparedness of the Czech defence system and the Armed Forces both in short- and long-term time span. |

(LVIII.): 44-55 | DOI: 10.3849/2336-2995.26.2017.02.044-055 The aim of the paper is description and analysis of the transformation of the concept of hybrid war. The Russian intervention in Ukraine in 2014 meant principal re-definition of the concept which is reflected in the contemporary views on the hybrid wars and hybrid threats. The concept of hybrid war had been questioned in the past already as his validity and the efforts to be applied on the past conflicts deformed its innovative content. One could argue, that adding new dimensions and topic such as economic factors, ideological activity etc. brings risk of concept´s expansion which goes far behind of the framework of the phenomenon of the war and the use of armed forces in the armed conflicts. The author draws attention to the fact that the definition of hybrid war tends to be subordinate to the current needs, which in turn only hinders their explanation potential. |
