The paper deals with general aspects of problems of biological warfare agents and toxic industrial biologicals understanding from the point of view of protection against their effects and a possibility of specialists´ cooperation. The aim of the paper is to point to some problematic aspects of biological defense realization in connection to experiences from their historical usage. With the help of analysis of current strategical and operational documents and synthesis of available experiences from operational deployment of medical service and chemical corps units variants of optimization of current state have been proposed. These ones are main conclusion of the paper.

The article is aimed on the identification of the tools of the international security organisations (NATO, European Union, Organisation for security and Cooperation in Europe) for de-escalation and resolution of the violent conflict in Ukraine. It is based on the liberal institucionalism. It characterizes and systematises tools and divides it into "soft power" and "hard power" tools. It is analysed the possibility of the use of armed forces as a coercive tool or in peacekeeping or monitoring missions. The NATO and the EU became involved in coercive diplomacy, the OSCE as a "soft power" becomes involved in mediation of the conflict in eastern Ukraine and dispatched long time missions. All three analysed organisations used the tools without placing of armed forces.

The paper deals with the principle of legality during putting in practice of Military police support to allied armed forces in the Host nation Support operation on the Czech Republic territory. Security of sending nation armed forces weaknesses have been identified on the base of analysis of the issue current state supplemented by the legal framework assessment. Suggestions, for expert discussion of Military police authority change, are in the last chapter.

This article focuses on answering the question to what extent did the German foreign and security policy change, based on the ISAF mission in Afghanistan, especially when it comes to military deployment abroad. The author identifies and analyses the consequences associated with the German experience in Afghanistan and their influence on the current and future deployment of German armed forces abroad. The attention is given to the German strategic culture of "civilian power" and the question, if Germany still fulfills the attributes connected with this theoretical concept. The author verifies this assumption by means of the role theory concept, which helps to understand the behavior of Germany on the international level.

This article deals with challenges for the defence policy and strategy of the Czech Republic and their further adaptation and. It outlines set of recommendations for ensuring its armed forces relevance and their long term sustainability. The article reflects debate during the international conference Defence and Strategy organised by the Centre of Security and Military Strategic Studies of the Defence University and held on 15-16 June 2015 in Brno.

The topic of this essay is an insight into the interrelations of the economic analysis of armed conflict. The author tries to explain its substance and importance and at the same time he warns against the difficulties with its implementation. Backed by several studies, we must conclude that there is a lot of confusion in terminology we use. It is therefore proposed to apply cost-benefit analysis, so that we could create a unified terminology and simultaneously to use this analysis to present armed conflict economy in terms of overall expenses vs. likely benefits aroused by respective armed warfare.

The article deals with the problem of a certain militarization of a society, supposing country's military establishment is expanding its scope of activities to government or economy. From this point of view, the military and their civilian counterparts could be seen as "imperium in imperio" and such a model of military as a state within a state. There are a military-governmental complex and a military-industrial one in each state and both ought to be under civilian authorities' control, in order to prevent the democratic state from being fallen under influence of this complex. Although the notion was sketched more than fifty years ago, the military-industrial complex theory has been still living, and author gives some examples of the evolution of military-governmental and military-industrial complex.

The article is about the revolt of French soldiers against the failing immigration policy of their country. It explains its rational causes at the historical, geopolitical as well as security levels. It analyses its three main acts since 2013 until today and presents their key actors: the high level generals and politicians. These acts are presented as historical accidents. The article shows that French soldiers refuse to be silent face to face big stakes, especially on the field of defence of the Republic against the growing violence of young immigrants. The text continues with the analysis of two manifests of French soldiers from spring 2021 that evoke the threat of the civil war in France and the role of the Armed forces in such a scenario.

Security and defence issues have always been the subject of scientific and artistic interest. The topicality of the researched issues is especially emphasized in the conditions of changing the concepts of security and bringing them from the traditional level to a level reflecting the modern reality. The article attempts to review the genesis and development of the security concept by presenting related and fundamental concepts, related and synonymous terms of the term "security", and various levels of security. The authors try to briefly describe the problem, which is reflected in a number of Bulgarian and international scientific and legislative sources, and which reflects the research purpose of the presented work.

Experienced experts in military modernization projects use a new generic implementation tool in defence planning to compile a comprehensive implementation plan for acquisitions. A software tool based on MS Excel facilitates the linking of a planning tool to create an implementation plan. The functional analysis matrix created by the software tool is suitable for the evaluation of DOTMLPFI functional areas within individual phases, especially the implementation phase and the evaluation phase. The resulting product is a checklist for the full implementation of a military project describing its life cycle with all major milestones, which respects the Czech Defence Standard and compatibility with NATO doctrine.

The article discusses the importance of security sector reform. The aim of the article is to present the potential of the concept of security sector reform as a NATO tool for prevention and resolution of internal conflicts on the real example of the deployed military advisory team of the Armed Forces of the Slovak Republic to the ISAF operation in Afghanistan. The authors focus on the orientation in the topic and correlation and causal anchoring of the topic in the introduction and the first part of the article. The second part presents the initial situation of the deployment of the Slovak advisory team in the ISAF operation. The third part and the discussion summarize lessons identified from the deployment of the advisory teams of the Armed Forces of the Slovak Republic. It also illustrates the conceptual framework, conditions and axioms for optimal and effective security force assistance within the efforts of the security sector reform as an important part of the stabilization and reconstruction concept.

The article addresses the current state of registration and evaluation of physical training of soldiers of the Army of the Czech Republic. It includes analytical and design part. The analytical part discusses the pros and cons of current evidence of physical training data and identifies the main shortcomings and problems. The article proposes the optimization of the current state through an advanced information system that would cover the current needs of physical education workers and for this purpose is currently created in the environment of the University of Defense in Brno. The article outlines the possible practical use of the information system in military practice.

The Common Security and Defence Policy (CSDP), on the basis of which the EU builds its defence identity, has a broad spectrum. It focuses not only on the defence component of the CSDP, but also on associated areas such as defence industry and market, defence research and development, and supports them with related legislation and various policy and financial instruments. On the one hand, this prevents the issue of European defence from being easily confined. On the other hand, this reflects the robustness of the EU's approach to European defence and its willingness to mobilize all available resources. The article describes the evolution of European defence, its major milestones and actors, related processes and rules, and the key tools that are now largely concentrated under the umbrella of the CSDP. Current issues of European defence, including scenarios of its possible future development, are also addressed, as well as the contribution of the Czech Republic.

During the period between 2016 and 2019, the efficiency of language courses was scrutinized by invention methods. In 2019, the language requirements were set to 14 958 positions in the Czech Armed Forces (60.69 %). Out of the given number of positions, the language requirement was met by only 6 414 professional soldiers, i.e. 42.88 %. The results of the language courses vary a lot depending on the required level of language proficiency; the courses designed to prepare the learners for SLP 1111 and SLP 2222 had the success rate around 60 %, however, the success rate of the courses for SLP 3333 was rather lower (38 %). Out of five groups of factors affecting the success rate, the relative significance of 22 factors was assessed. Most of the critically significant factors concerned the organization of language education; some of the critically significant factors were as follows: placement testing, flexibility of the syllabus and familiarization with the exam format and assessment criteria.

The main goal of this article is to discuss in the context of selected security intentions the world peace as an idealistic phenomenon, which is determined by many factors in the current dynamically changing environment. The intention is not to compare individual philosophical theories, but to provide selected synthetic security indicators that can help measure the state of the security environment. On the basis of these arguments, we can observe a downward trend in the rate represented, also linked to an increase in the activities of terrorist groups and generally transnational threats. The article also highlights the current relatively rigid role of the UN in relation to global peace. The international community and world peace are particularly influenced by the mutual relations and the rivalry of the superpowers. In future conflicts, the transition from the physical form of the battlefield to the imaginary platform, represented mainly by cyber space, will be more evident.

The paper deals with the professional development of cyber security corps. In the introduction the individual elements that are active in cyber security are described. Strategic analysis of the education is carried out to define the initial state. The main part of the paper is devoted to the design of the education system. The individual elements are defined in the paper, and the model of relationships between these elements is shaped. The attachment contains complete set of topics and their classification into the strands to fulfil the profile of the cyber security expert.

The article deals with selected international treaties, current agreements and international cooperation initiatives in the field of non-proliferation of nuclear and chemical weapons, in which the Czech Republic is represented through specific bodies or ministries. There is also a general description of the view and the specific military approach. The involvement of the MoD and the Czech Armed Forces in NATO structures enables to influence the strategic decision-making in the area of CBRN and thus support the current trends concerning forensic analysis, sampling of CBRN samples and response to new trends in the field of WMD elimination.

Tanks and anti-tank weapons in modernized and innovated forms will still appear on battlefields in the next 20 years to eliminate armoured targets and personnel with the usage of precision-guided munition. The progress of electronation and digitalization of tanks allows better situation awareness on the battlefield and cooperation with other military assets. An active protection measures were introduced to protect the crew such as reactive armour, active defence weapon systems and composite armour. By establishing a safe perimeter with active defence systems, tanks can sustain the incoming anti-tank weapons. Hence is the U.S. Army currently looking for a replacement of 3^rd generation Abrams tanks. The U.S. Army is considering in this case unmanned vehicle as well. The Russian Federation on the other hand enhances conventional tank scheme with modern technologies. Far too much electronation does not have to be necessarily due to the automatic loading mechanism always a step forward.

This article deals with the Czech defence industry and its role in the defense policy of the Czech Republic. The basic goal of the text is a short introduction to abilities of the Czech defence industry and answering the question if and how it is able to fulfil the demand of the Czech defence sector for an armament and a military gear. Basic items needed for a military capability of soldiers on a field and the ability to develop and produce them at the Czech territory is mainly examined.

The aim of the article is to recall the thoughts of war strategists on how to conduct military operations during the Cold War and to present the issue of operational maneuvering groups. Their use was a new conceptual framework of offensive operations led by the highly mobile military units of the Warsaw Pact in the 1970s and 1980s. Based on the analysis and comparison of historical sources, a set of information and knowledge from the field of military art is presented here as well as a more comprehensive view on the tactical, operational and strategic context of the offensive operations on the European battlefield. Their impacts were also essential in the way of training of troops and education of military officers in the former regime.

The article deals with the Information Support of Human Resources Management of the Ministry of Defense in terms of providing information on the quantity and quality of the personnel of the department for decision making processes. The first part describes the tools and methods of analysis for processing this information. The second part provides practical examples of this information support. On the basis of analytical studies the status of staff is presented in 2015 and 2016, supplemented by comments from the author, indicating possible ways of presenting and using this information in Human Resource Management. The author of the article, which presents the results of the long-standing experience of the creator of the information management support system, concludes that the data generated by this system could lead the adoption of a number of fundamental strategic decisions.

The article deals with experience in closure of military bases in foreign operations. It follows in article Life cycle of military bases in foreign operations, published in Vojenské rozhledy Nr. 4/2009. The text of article presents current knowledge about the life cycle of military bases and general principles from the perspective of the latest NATO Handbook. The theoretical part of the article introduces weighting method of decision analysis, which compares current ways for the field bases closure. Authors describe findings from base closure Šajkovac that significantly influenced removal activities.

comprehensive cooperation within reliable security partnerships. Thus, regional tailored military cooperation has gained more importance than ever before in order to tackle various threats and challenges and to strengthen crisis management capabilities. Therefore, Austria launched the Central European Defence Cooperation (CEDC) in 2010 to foster regional security cooperation and to promote modernisation of military resources. Two years later, Austria co-founded the EU Mountain Training Initiative, which closely coordinates training and education with the NATO Mountain Warfare Centre of Excellence in Slovenia. This paper aims at analysing and discussing current initiatives and possible ways of improving Central European security cooperation between NATO member states and Austria.

In the shadow of the profound transformation of the security environment, the long rejected idea of a multi-speed Europe in defence is taking shape. What is the Czech Republic's stance in this context? Is it ready to adapt and make defence one of the government's priorities, or will it only passively observe the events around it and at some point tolerate another intervention or occupation of another power? The article outlines several practical recommendations to the Czech Republic in the area of military capabilities, armaments, defence research, defence industry and market, which could provide guidance in this process.

The paper focuses on issues related to possibilities of use of mine delivery systems within the Czech Armed Forces. Its content is aimed on technical and tactical capabilities of the mine launcher MV-3 during the placement of anti-tank minefields according to the desired effect on the enemy. On the basis of indicative calculations this paper presents limited possibilities and abilities of the Czech Armed Forces Corps of Engineers within the area of remotely placement mine fields and the use of the mine launcher MV-3, which is currently the only special established means for fulfilling this task. This fact has a significant impact on tactical deployment of countermobility engineer units during carrying out their missions.

The paper assesses the conceptual framework for Czech defence policy formulation in the wake of a rapid change in its security environment after Russia's annexation of Crimea in March 2014 and the subsequent Russian support for separatists in Ukraine's eastern provinces and growing instability in the Middle East and North Africa. The article examines key measures taken in the political, military, administrative, economical and societal domains in order to evaluate the overall effectiveness of Czech defence policy. Finally, the authors offer several strategic level recommendations to enhance responsiveness and preparedness of the Czech defence system and Armed Forces as one of its most significant components both in short- and long-term perspective.

The article deals with the integration of outside resources into the process of support Forces in Military operations. The crux of this work lies in the illustration of 'place' and the role of Civil Contracting Supports in the Combat Service system of Armed Forces. It also accentuates the sense and complexity of Combat Service Support. The article analyses the advantages. disadvantages and risks for utilizating Civil Contractors in armed conflicts. The text respects this and acknowledges the benefit from experience of the NATO Armies in this field. In the closing part the authors formulate recommendations for the later boom of 'Combat Service' theory and practice. The effect and benefit of this article lies first of all in its suggestion of criteria for the selection of contractors.

Presented analysis of interviews with officers at various level of command from 2004 - 2008 is aimed on their view of the process of command. On the basis of qualitative research we consider the recent way of command of the Czech officers intuitive and individual. It characterizes most common way to command, based just on experience. We consider differentiation in the way of leading and motivation of subordinates among types of forces and military specializations. The reflection of the professionalization, the training system, the perception of learned/natural ability to command and their career is offered to discussion in the context of changes in direction of education of Czech officers and commanders.
