EU Permanent Structured Cooperation - a New Momentum for Streamlining Interaction Between the EU Operations Planning and Capability DevelopmentReviewed - ReviewZdeněk Petráš, Ján SpišákVojenské rozhledy / Czech Military Review Nr. 3/2018, Vol. XXVII. (LIX.): 3-14 | DOI: 10.3849/2336-2995.27.2018.03.003-014 The authors' intention is to present findings to which they came while analysing the implementation process of the EU Permanent Structured Cooperation (PESCO), especially in the area of EU operations planning and development of capabilities required for achieving the EU level of ambition. Only issuing the EU Global Strategy in 2016 and its subsequent implementation process seems to be a momentum for specifying commitments stemming from PESCO. At present, there is a list of common binding commitments which 25 of 28 EU member states have signed to. This list includes specific commitments as for development of required capabilities needed for achieving expected objectives of CSDP operations. Nevertheless, a very critical point related to the current PESCO implementation process is whether the present level of EU member states integration allows fully completing all highly ambitious commitments as declared by political leaders. |
Critical Analysis of Interconnection between Planning by Objectives and Capability PlanningReviewed - ResearchPlukovník gšt. Ing. (LV.): 3-24 | DOI: 10.3849/1210-3292.23.2014.04.003-024 The article brings outcomes from the critical analysis of interaction between planning by objectives and capability planning. The analysis is based on the assumption that the strategic decision-making process should be assisted by a systemic tool, enabling a financial assessment of capabilities, identified as a prerequisite for accomplishing politico-military ambitions. Taking into account the current planning system, as implemented within the Ministry of Defence, the planning by objectives might become this tool. However, for providing an efficient planning by objectives, it is necessary to derive relevant findings from the capability planning, which basically includes data on capability assessment, identified capability shortfalls and their prioritisation. Therefore, findings from capability planning process are a keystone for conceiving objectives for the area of capability development. Both capability planning and planning by objectives are to be seen as communicating conveyances, where a level of mutual interactions significantly influences effectiveness of defence performance management. |

(LXV.): 21-39 | DOI: 10.3849/2336-2995.33.2024.01.021-039 The article brings a comparison of the approaches to the strategic defence analysis (SDA) and developing future Defence Concepts (DFDC) of the Czech Republic and Norway. The countries are in a different geopolitical situation, NOR being a country with borders that are part of the outer border of the Alliance, the Czech Republic being a country surrounded by three member countries of the Alliance and one PfP country. On the basis of the comparison of the two approaches, the authors identified differences and common points of the two. Based on the findings, the discussion provides inspiration for possible enhancements in the approach of the Czech Republic to SDA to ensure the future defence of the country. All that in context of current Security developments in Europe, that have an impact on how NATO member countries might deal with Article 3 and Article 5 of the Washington Treaty. |

(LXIV.): 83-97 | DOI: 10.3849/2336-2995.32.2023.02.083-097 The article addresses the issue of the emergence of new technologies and their impact on the capabilities of the Czech Armed Forces (CAF). A summary of the recommendations is presented. In particular, there is a need for a conceptual approach to the integration of new systems in order to avoid spontaneous purchasing, which could be very logistically demanding. The very rapid development in the field of unmanned autonomous systems using elements of artificial intelligence offers opportunities to use them in support of the tasks of CAF. Due to the breadth of this issue, the scope is limited to the area of the Special Forces, which introduce these new sophisticated means into use throughout the Ministry of Defence of the Czech Republic. |

(LXIII.): 81-102 | DOI: 10.3849/2336-2995.31.2022.04.081-102 The Bucha massacre raises the question of whether the Russian army predisposes its soldiers to unlawful violence against civilians. This article assumes that regardless of superior orders, perpetrators of violence must overcome the psychological barriers developed during socialisation. The psychological mechanism of "moral disengagement" allows soldiers to kill in combat and act violently on civilians. The duty of the armed forces is not only to prepare soldiers to fight and kill but also to prevent illegal violence. The case of the Russian army demonstrates how formal activities to prevent moral disengagement and violations of the International Humanitarian Law (IHL) face insurmountable obstacles in the form of institutional culture and insufficient human capital. |

(LX.): 67-81 | DOI: 10.3849/2336-2995.28.2019.02.067-081 The article discusses the history and present state of instruction in the Arabic language in the Armed Forces of the United States and the United Kingdom within the context of their engagement in the Middle East. The analysis of the evolution of institutions tasked with Arabic language instruction since the end of the World War II mainly addresses the issues of fast language-capacity building and the cooperation between the Armed Forces and the academic sector. The main issue in state-organized instruction in non-standard languages is a discrepancy between the required long-term nature of building of linguistic capacities and an immediate need of states addressing new regional challenges requiring a specific knowledge of new languages. |

(LVII.): 82-91 | DOI: 10.3849/2336-2995.25.2016.05.082-091 A major challenge in defence planning is to establish a clear audit trail between security challenges, political ambitions and the recommended force structure. This paper describes a capability- and scenario-based methodology combined with a software toolset called JDARTS that gives long term defence planners a systematic approach to create links from high level security challenges to force structure recommendations. The security challenges are represented by mission types exemplified by scenarios which give concrete requirements. These requirements are represented by capabilities which are matched against the capabilities of force structure elements. The matching is a selection process where the outcome is the cheapest set of the force structure elements that fulfil the requirements. The JDARTS-software supports this method. Even though the future is uncertain, the defence planner's job is to help decision makers prioritize between economic constraints, national preparedness and international commitment. |

(LXV.): 70-90 | DOI: 10.3849/2336-2995.33.2024.04.070-090 This article examines the needs and problems of the modern war veterans and identifies factors that may contribute to making them a high-risk group. It uses data from two questionnaire surveys. The respondents were war veterans leaving active service and war veterans who left active service less than ten years ago. The analysis shows that participation in the mission has a negative impact mainly on the family and relationships, and that the most common problems on leaving active service are related to finances and finding a new job. Further, few factors have been identified that may contribute to a high-risky group: less than nineteen years of service, age under forty, having health restrictions due to active service and leaving service as a decision of the employer. |

Results of questionnaire survey performed in this group show a high level and preparedness for multinational deploytment in foreign missions, on the other hand put a lot of questions for future. |

These technologies are used for disruption or destruction of electronic and electrical circuits of the enemy equipment. This makes it possible to neutralize or completely destroy the operation of information, communication, management, control, firing and other electronic devices. |

(LXV.): 97-115 | DOI: 10.3849/2336-2995.33.2024.02.097-115 The process of procuring military equipment, technology, material, and associated services (VM) is frequently shrouded in concerns about cost-effectiveness and, in some instances, even becomes the focus of law enforcement investigations. This often leads to delays in strategic investments and exposes involved individuals to the risk of criminal charges. Additionally, there is a notable lack of capacity to impartially evaluate the overall investment's efficacy. Consequently, the "Znalec" (Expert Witness) project was initiated as a part of the defense research program. Its objective is to explore the feasibility of establishing an expert institute that could impartially assess the value of the military procurements, set a standard for evaluating these assets, and outline a training program for relevant experts. This paper specifically addresses the first objective of the project, proposing a legal framework for the expert institute based on an extensive systems analysis. |

Its main purpose is to replace obsolete technology with new ones to prepare the Armed Forces to meet the new challenges of the future security environment. New technologies play a key role in this regard. Not only the Armed Forces of the Czech Republic, but also other NATO and EU member states have planned significant modernization projects for conventional military conflict but also unconventional, asymmetric and hybrid conflicts. The authors examine approaches to the modernization of the Land Forces of selected countries. Finally, the armament strategy of selected countries is compared with the armament strategy of the Czech Republic's Land Forces. |

(LX.): 71-82 | DOI: 10.3849/2336-2995.28.2019.03.071-082 The Armed Forces of BiH were officially unified in 2005 and are composed of two founding armies: the Bosniak-Croat Army of the Federation of Bosnia and Herzegovina and the Bosnian Serb Army of Republika Srpska. Even though the unified armed forces celebrated their 13th anniversary in December 2018 and are presented as a success story, the political environment in Bosnia and Herzegovina, particularly in Republika Srpska, does not foster a sense of unity in the armed forces. The paper explores the vulnerabilities that the unified armed forces face, particularly in relation to the process of state building in Bosnia and Herzegovina. The text concludes, that the main concerns for the BiH armed forces include the old equipment, the economic problems of the country and budget constraints, politicisation and ethnicisation - while ongoing nationalism and the unsure future of BiH remain the greatest external challenges. |

A substance of the answer is to be found in the outcomes of analysis made on defence planning processes of NATO nations and EU member states. This analysis indicates to which extent national planning processes correlate with principles of NDPP and EU capability development. The analysis outcomes point out a significant diversity of approaches to national defence planning processes, the fact which stems from different interests of their national security and defence policies and, at the same time, the outcomes substantiate that the centre of gravity of national approaches does not lean on implementing principles of NDPP but on achieving outputs of the NDPP. |

After the military coup in February 2021, it has undergone significant structural changes and gained new momentum. The causes of the conflict lie in the inability of different ethnic and political groups to find a way to coexist within a single state entity and the autonomisation of the military. The main actors in the war in Myanmar today are the military junta and its supporters, the democratic opposition and ethnic organisations. After the coup, the strength of the resistance movement and its operational capabilities are growing. However, this growth has its limits, given the continued disunity of opposition forces, the technical superiority of the Myanmar army and the strengthening of its numbers through compulsory conscription. |

Definition of what constitutes "small state" is discussed in first step. In second step, this study compares 10 selected NATO countries Defence Strategies in terms of identified risks and threats, future military capabilities to counter threats, processes of drafting defence papers, level of details and approving authorities. Outlining these indicators and characteristics provide useful overview for future draft of National defence strategies within countries of similar size. |

The doctrine defines it as the main source of power that provides the actor with his strength, freedom of action and/or the will to fight. This article examines Clausewitz’s concept of center of gravity through selected philosophical perspectives and clarifies its significance in military theory and practice. It presents the doctrinal development of the concept, discusses its context, and concludes that the concept of the center of gravity remains a key doctrinal and practical element of operational art. |

It summarizes the deployment of these assets in past and present military operations, including the presentation of deployment experiences available from public sources, and examines the joint deployment of an infantry squad with an unmanned ground combat platform during an attack operation. Using a constructive simulation, it presents the results of the deployment of an infantry squad during an attack operation with and without the support of a combat unmanned ground vehicle. As part of the discussion, he develops the ideas necessary for the cooperation of the unit with an unmanned vehicle. The aim of the article is, among other things, to open a debate in the professional community about the possibilities of effective use of unmanned ground systems to support the activity of combat units in military operations. |

(LXIV.): 86-109 | DOI: 10.3849/2336-2995.32.2023.04.086-109 The aim of this paper is to contribute to scientific research in the field of examining the shortcomings in the use of strategic communication for armaments. A comprehensive approach that rationalises the political, military, economic and technical decision-making process, as well as appropriate strategic communication with stakeholders, is required for the procurement of military equipment for the armed forces. The paper first analyses the existing shortcomings in the use of strategic communication in support of armaments, and then recommends a model for the adequate use of it. The results of a questionnaire survey and structured interviews with specialists in strategic communication and armaments show a high level of support for the use of strategic communication. However, the selected case studies on the Pandur and BVP modernization projects did not confirm the assumption of an improvement in the ability of the Czech Ministry of Defence to acquire new military equipment. |

(LXIV.): 123-139 | DOI: 10.3849/2336-2995.32.2023.04.123-139 The air force plays an important role in armed conflicts. It was no different in the Odyssey Dawn and Unified Protector operations in Libya in 2011. The European dependence on the US became fully apparent during those operations. After 2011, US attention has been shifted to Asia. This article focuses on the evaluation of the development of European air forces from 2011 to 2021 in the context of the shift of US attention to Asia. The article uses a dataset to compare the number of aircraft in specific categories in 2011 and 2021. The research shows that European states maintain a fleet of around 2,000 fighter jets, while compared to 2011, the number of ISR aircraft decreased from 183 to 122 and the number of air-to-air refuelling aircraft from 70 to 67. In contrast, the number of MALE unmanned vehicles has doubled from 45 to 91. However, in the context of the US shift Asia, those numbers are insufficient, and European states are still dependent on US support. |

Modernization of the army is one of the basic building blocks needed to achieve the goals set by the state's security strategies. A comprehensive approach is necessary to perform many consecutive activities, such as project management, risk management, and others. To streamline the processes needed for the preparation and planning of development projects, the Czech Armed Forces issued a methodology to create an implementation plan for the acquisition of new military equipment in 2021. The purpose of this article is to present the results of the analysis of experience with its annual use in practice. |

(LXIII.): 106-120 | DOI: 10.3849/2336-2995.31.2022.02.106-120 Authors of the paper present results of research in the area of deployment and operation of multirotors, i.e., autonomous aerial systems with vertical take-off and landing (VTOL) capability. Survey of Czech Army experts' opinions based on the Delphi method points to the significance of MINI VTOL UAS project undertaking - reconnaissance VTOL autonomous aerial system. The conclusion of the analysis is the identification of the primary applications of and requirements for (concept, system, and training) successful deployment of multirotors, with framing of existing issues of technical, acquisition/program and legislative nature, and determination of their importance. The paper also explores experts' views to the acquisition and operation of multirotors in Czech Army to achieve their full operational potential, certainly available in the future battlefield. Inconsistent architecture of information sharing was identified by experts as one of the most important issues with the highest likelihood of solution in the upcoming years. |
Material assets of the mobilization of Armed forces of the Czech Republic at the beginning of the 21st centuryReviewed - ReviewPetr DosoudilVojenské rozhledy / Czech Military Review Nr. 1/2022, Vol. XXXI. (LXIII.): 71-91 | DOI: 10.3849/2336-2995.31.2022.01.071-091 This article focuses on the identification of key factors of material resources in the field of equipment, armaments and military vehicles within the Czech state needed for effective mobilization. The primary goal is to answer the question of whether the Army of the Czech Republic still has adequate supplies of these key resources and whether it has the ability to increase these resources in crisis situations without significant dependence on foreign imports. The above analysis revealed mostly sufficient stocks, but at the same time significant limitations were identified in some categories, especially in their technical and moral quality (obsolescence, respectively), especially in most types of military vehicles. The issue of dependence on foreign imports concerning raw materials then changes considerably, from the minimum (combat dress) to the almost maximum (ballistic helmet) level. |

(LXII.): 168-183 The article is a creative elaboration and proposal for optimization of selected activities of the human resources management process in the Ministry of Defense, which have a fundamental influence on achieving the set goals of personnel policy of the Ministry of Defense. The article builds on the analysis of the "status quo" of the human resource management in the Ministry of Defense, carried out with the help of dimensional and stakeholder analysis, sector analysis PESTLE-M, and questionnaire survey with a sample of officers (students of career courses KVD and KGŠ). It also uses the results of capability-based scenario, on which a prediction of the future needs of personnel and financial resources is calculated and demonstrated. For selected activities of the human resources management process their possible content is discussed, as well as the effects (or the necessity to set them accordingly) of internal and external process controllers. |

It follows earlier performed analysis of cyber defence tasks and proposes distribution of competencies among key players. The required capabilities are derived from tasks determined by legislation, NATO and EU commitments and earlier developed strategic and operational scenarios. Comparing required capabilities and an actual state, a solution harmonizing defence in cyber space with defence of the Czech Republic and ensuring the cyber space defence and integration cyber capabilities into common operations conducting is proposed. |
