(LVI.): 61-71 | DOI: 10.3849/1210-3292.24.2015.01.061-071 Protection of the civilian population against the Gaddafi regime, it was a clear UN mandate for military intervention in Libya in 2011. Education in Security System of the Czech RepublicReviewed - ReviewIng. Vladimír Karaffa, CSc.Vojenské rozhledy / Czech Military Review Nr. 4/2014, Vol. XXIII. (LV.): 63-74 | DOI: 10.3849/2336-2995.23.2014.04.063-074 Attributes and quality of the security system of the Czech Republic depend on the quality of human potential, which is part of institutions to guarantee security in the broadest sense of the word. The preparation of the staff of each part of the security system, as defined in the Security Strategy of the Czech Republic (2011), is performed in universities, colleges, and middle schools, training facilities, scientific research facilities and by employers. Space Policy through the Prism of the Concept of Strategic CultureReviewed - ReviewMgr. Jakub Fučík, PhDr. Petr Suchý, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 3/2014, Vol. XXIII. (LV.): 90-105 | DOI: 10.3849/1210-3292.23.2014.03.090-105 The article deals with the issue of creation and realization of space policy. Space programs of individual states are closely connected to decision-making processes of the (general) state (public) policy. Therefore we can raise a question which factors influence these processes and the formulation of space policy and also if they are so unique that could be related only to one particular state. The aim of this article is to focus on one of the factors influencing space policy-strategic culture. Its influence is analysed through case studies of seven nations. Each case study is divided into two parts. First, we identify relevant characteristics of the state's strategic culture. Then, we analyse whether and how the identified characteristics of the respective strategic culture influence the space policy of a state in question. This article seeks to contribute to the growing debate about space as "the next" strategic area and highlights rather overlooked reasons of space exploration. |

Perception of Security Threats in the CBRN Sphere: History and ChallengesReviewed - Reviewpplk. Ing. Pavel Otřísal, Ph.D., MBAVojenské rozhledy / Czech Military Review Nr. 1/2013, Vol. XXII. (LIV.): 46-64 | DOI: 10.3849/2336-2995.22.2013.01.046-064 The period of the beginning of the 21st century is typical for the situation characterized by minimization of a global conflict and by decreasing risks of a direct aggression among neighbouring countries. Nonetheless, the occurrence and permanent existence of mass destruction weapons and industrial accidents caused by human beings, natural disasters produced by leakages of toxic industrial materials, are considered as a global problem that determinates not only the activities of national armies, but also activities of civil population. The danger of WMD deployment is especially high at time of danger, when forces are to be used or misused, and terrorist activities might multiply in some world's regions, even in technologically underdeveloped countries. |

The main forecasting theme to be solved are as follows: ageing Czech population as a security problem, corruption, criminality, organized crime as a tool of political and economy instability, the marginalization of Czech Armed Forces in context of globalization and overall European defence, possible threat of the collapse of Czech defence system. |
Operational PlanningMilitary artIng. Jaroslav KulíšekVojenské rozhledy / Czech Military Review Nr. 1/2012, Vol. XXI. (LIII.): 56-78 | DOI: 10.3849/2336-2995.21.2012.01.056-078 The article shows that Czech armed forces are supposed to develop planning mechanism according to the Alliance Comprehensive Operations Planning Directive (COPD) to be fully interoperable in operation planning process (OPP), namely in field operations planning in the framework of the multinational missions abroad. However, some problems persist at the operational level of crisis management, such as institutional arrangements for planning and commanding crisis operations, procedures pertaining to force generation, synchronization and activities coordination. The Czech Army Operational Planning Doctrine is still being developed. The purpose of this article is to inform on current state of affairs in operational planning with subsequent consequences to the results and reform recommendations by the White Paper on Defence. |

Seeking Foundations of Economy Methods and Savings in MoD SectorInformational pagesProf. PhDr. František Ochrana, DrSc.Vojenské rozhledy / Czech Military Review Nr. 2/2012, Vol. XXI. (LIII.): 91-101 | DOI: 10.3849/2336-2995.21.2012.02.091-101 This paper deals with theoretical and practical correlations of "additional" savings in defence sector. Referring to conclusions of White Paper of Defence, the author differencites between rational savings and irrational ones, i.e. the false savings. Rational savings lead us to higher economy, effecitivy and usefulness. Irrational savings present non-system measures when respective "cuts" are only for for appearance's sake, the savings are only for show. In reality, in terms of long-term prospects they will bring even higher social expenditures before those "cuts" were introduced. The author proposes several recommendations concerning effective saving to eliminate wasting defence sources. |
Security Threats from Inside: Scenario "Extremism in Being and Coexistence with Romany Ethnic Group and Migrants"Military sociologyPhDr. Antonín RašekVojenské rozhledy / Czech Military Review Nr. 2/2012, Vol. XXI. (LIII.): 143-154 | DOI: 10.3849/2336-2995.21.2012.02.143-154 At first, we are familiarised with terms of extremism, Romanies (Gypsies), anarchists, neo-Nazis, then the author introduces possible picture of security situation at the turn of second and third decades of 21st century. He believes that in every country there is a limited ability to integrate ethnic groups by majority. As soon as the limits are exceeded, problems begin. His scenario ends with a pessimistic vision: increasing tensions will ask army deployment, but even local armed forces are not able to enforce law and order, therefore the government must ask for help neighbouring states. |
The Problems of Prevention of Socially Undesirable BehaviourNonreviewed - ReviewIng. Michael HrbataVojenské rozhledy / Czech Military Review Nr. 1/2012, Vol. XXI. (LIII.): 42-55 Armed forces, civilian employees, are extremely exposed to unwanted effects of socially undesirable behaviour, as they live and meet their assignments under difficult conditions, e.g. in mission abroad, separated from their relatives, spouses, wives. The best deterrence against socially undesirable behaviour is its prevention. Legally this problem is defined in the Defence Minister Order No 53/2010, The Prevention of Socially Undesirable Behaviour. According to the author M. Hrbata, Deputy Defence Minister for Personnel, we must deal with this problem in a multidisciplinary manner, in the frame of effective organizational structure, run by competent commanders, chiefs, directors, with natural authority. |
President as the Commander-in-ChiefInformational pagesDoc. JUDr. Zdeněk Koudelka, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 1/2012, Vol. XXI. (LIII.): 122-131 | DOI: 10.3849/2336-2995.21.2012.01.122-131 This paper depicts the position of the Czech President as the head of state and the commander-in-chief of the Czech Armed Forces, including his special relation to Defence Minister who actually runs defence department. The President is superior to all members of armed forces of the Czech Republic; the Chief of General Staff is superior to all members of the Army of the Czech Republic. The President formally and officially controls all the military organizations in a country. But we have no tradition of independent of armed deployment in war conflicts. Our forces operated always as a part of higher multinational coalitions, in joined combined groupings, operationally subordinated to friendly, but alien highest command. |
The Security System of the CR and the Necessity of its Adaptation to Cumulative Effects of ThreatsReviewed - ReviewPhDr. Libor StejskalVojenské rozhledy / Czech Military Review Nr. 4/2011, Vol. XX. (LII.): 37-47 The term of "growing complex of threats" covers higher and higher probability of concatenation of various intercommoned, mutually tied factors reflecting structured technological and informational reality of global society, making their solving by traditional means of security system extremely difficult. "Crisis situation" represents more general problem of natural disasters or technology breakdowns that are influencing one another, that cause great distress or destruction, in an unexpected manner, activating subsequent threats of so far unforeseen threats. For that reason we must adapt Czech security system to new liquid, instant and indivisible complex threats. |
The White Paper and the Security of the Czech RepublicOpinions, controversyPhDr. Antonín RašekVojenské rozhledy / Czech Military Review Nr. 4/2011, Vol. XX. (LII.): 86-92 The existence of the Czech Army is at state. We need to get over present cut in military budget, ill-advised savings, without searching for new appropriate financial and material sources. To save something important means always to sacrifice or to give up something. Some security and military experts wish to dissociate themselves with approved methods. They think that the White Paper doesn't express opinions on many important things. It assumed that after five years there will be need to revise this White Book. So, proposes the author, wouldn't be better for us to regard the White Book only as an analytical document containing certain proposals for the following Defence Strategy of the CR, as originally intended? |
Left Aside: Applicative Impact of Public Legal Nature of Service Relationship of ServicemenMilitary lawPhDr. Ing. Matěj Fichtner, MBAVojenské rozhledy / Czech Military Review Nr. 4/2011, Vol. XX. (LII.): 169-177 The paper is devoted to the public legal nature of the service relationship and consequences that arise from this fact. It implies the non-existence of publicly available applicable theoretical apparatus (explicit paradigm), which would describe service legal relationships in context of stabilized principles of Czech judicature. It is the judicature from which this paper derives basic knowledge about the service procedural law and systematically connects them in a unified theory. As a result, it concludes that the service relationship, or the service law, is a special branch of the administration law. It points out the necessity of a discussion about procedural service law that is a source of most problems and misunderstandings. |
Operational Areas and BG EUMilitary artIng. Jaroslav KulíšekVojenské rozhledy / Czech Military Review Nr. 3/2009, Vol. XVIII. (L.): 19-36 Africa has became synonymous with conflict, increasingly violent and protracted. The continent is facing huge difficulties today and the EU is more and more involved in peace enforcement and expeditionary operations. Therefore the purpose of this article is to inform and pass knowledge of operational environment to those Czech soldiers designated to deploy overseas and abroad. It covers topics such as operational areas, understanding EU Battle Group operational Environment and Africa's operational environment. It is necessary for Czech soldiers to understand African operational environment very quickly and profoundly to avoid unfortunate misunderstanding of the local culture, customs, believes, religions, regional official and customary laws. It is a new challenge for the Armed Forces of the Czech Republic to be prepared for the CZE/SVK Battle Group. All information and data for this paper were drawn from unclassified sources. |
The Modelling of Technological Equipments of the Armed Forces of the Polish Republic (Theoretical Opening)Informational pagesBrig. gen. dr. Ing. Andrzej SzymonikVojenské rozhledy / Czech Military Review Nr. 3/2007, Vol. XVI. (XLVIII.): 108-113 The Polish armed forces (Wojsko Polskie) are continuously redeveloped. This article written by Brig. Szymonik, the head of Science and School Department at the Ministry of National Defence, deals with general aspects of this process. The problem concerns not only of the Polish military by itself, it covers even all Polish defence industries. After entering the Polish Republic into common world's market, Polish defence industries must adapt themselves into this competitive environment. It is being done with the use of several international agencies, WEAG (Western European Armaments Group), IPC (NATO Industrial Planning Committee), and EAA (European Armaments Agency). He is a supporter of higher military expenditures, as the necessary prerequisite for introducing modern technologies into both defence plants and Polish armed forces. |
Psychological Aspects of Recruiting with Regard to AgeMilitary professionalMgr. at Bc. at Bc. Roman PospíšilVojenské rozhledy / Czech Military Review Nr. 3/2007, Vol. XVI. (XLVIII.): 150-166 This work deals with the selection of candidates for Czech armed forces, with particular emphasis on their aptitude for professional military service in the ACR. Their age is also one of the distinct features influencing the result of selection procedures. The goal of this work is to assess the results of psychological tests of selected group of candidates (aged between 20-29 years and over 40) and their relation to age. This work entails theoretical as well as a practical concept in the form of quantitative survey. The theoretical part acquaints with the basic theoretical facts and specifications pertaining to military service. There is a detailed description of the selection process of suitability of the candidates for military service, especially psychological compatibility, differentiation of the stages of maturity and characterization of the maturity level in each. The practical part serves to introduce the observational survey. It analyses results of the psychological tests and presents the ascertained correlation between age and selected psychological variables. |
The Czech Republic and the Two Models of Professional Armed ForcesMilitary professionalMjr. Ing. Bohuslav Pernica, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 4/2006, Vol. XV. (XLVII.): 143-146 The professionalization of armed forces is a process causing qualitative changes in the personnel structure of the armed forces. This process should form the armed forces as a professional institution, where the most of soldier is not enlisted for a life-long career of soldiering, but enrolled only for certain amount of time (Soldat auf Zeit). The U.S. Armed Forces (all-volunteer service) and the Royal Armed Forces serve as an example of a kind of professional armed forces in the NATO. There are two contrasting models of professional armed forces: the US-inspired armed forces and the lifelong-careerof-soldiering armed forces. Both models served as an inspiration for application in the Czech Armed Forces. The Czech Act No 211/1999 "Career Soldiers" defines military service of Czech professional soldiers in terms of all-volunteer forces. As there were some problems with the unification of career officers and volunteer soldiers, nowadays we gradually return to the concept that again differentiates between those groups. |
A New Concept of the Instruction of General Staff Officers at the Commanders Academy of BundeswehrInformational pagesIng. Josef NastoupilVojenské rozhledy / Czech Military Review Nr. 1/2006, Vol. XV. (XLVII.): 104-107 In the near future, all joint deployments (activities, operations in which elements of two or more "branches of arms" participate) will be characterized as combined deployments (i.e. with forces or agencies of two or more allies). In view of those facts, Commanders (Army) Academy in Hamburg introduced a new concept of military schooling of GSOs, with regard to combined and multinational deployment and employment. Schooling and training are not mere matters of skill and proficiency. It is also the question of taking over responsibility, "action competence". GSOs must be able to react quickly, be capable to operate even in multinational agencies. This type of instruction underlines two main levels: firstly, the lessons must offer overall view not only on armed forces, but also on security, political, social development of forces, tied with their further advance. GSOs have to see problems and tasks in proper context, to "see the whole by eyes of its individual parts". This will give them a surprising sense of coherence. At the top of this schooling lies combined joint Euro-exercise, at operational level, being prepared in cooperation with military academies from allied European nations. |
