The Lines of Operation Concept (Part II)

Military art

Ing. Ján Spišák

Vojenské rozhledy / Czech Military Review Nr. 2/2011, Vol. XX. (LII.): 53-64

The fundamentals of this concept, as they were explained in previous Military Review No 1, 2011, have stayed unchanged, up to the present. There still exist operational bases, directions, courses, lines, upon which military convoys transfer by the plan or in disorderly manner. Such picture corresponds to linear wars of first, second and third generations. The wars of fourth generation are characterized by the speed and initiative. The frontiers between war and politics are blurred, so are between civilians and combatants. They are mostly wars with and among non-state actors, counter-insurgency operations (COIN) Based on doctrinal analysis; author describes concepts philosophy in functional and logical aspects. This might help the commander and staff to visualize the arrangement of military capabilities in time, space, and purpose to accomplish the mission. The concept might be successfully applied in connection with stability and COIN operations.

Private Military Companies (New Elements in Operational Environment)

Military art

Ing. Jaroslav Kulíšek

Vojenské rozhledy / Czech Military Review Nr. 2/2011, Vol. XX. (LII.): 71-96

This article deals with PMSCs as a relatively new phenomenon in warfare areas. It is open to discussion whether private military companies and the private contractors that they employ, should be treated just like any other transnational industry, or whether they should be treated like mercenaries under international law. As it happened in many countries, private companies and private contractors operate in a legal vacuum. From a strictly legal point of view individuals employed by private military companies are not to be considered as mercenaries. The private military industry offers a wide range of services. Procurement of military services by individuals and private firms has developed in a direction that had probably not been anticipated in previous years. Some military analysts say that the exclusive role of the state in the domain of defence and security is outdated and should be re-examined.

Global Security: System Approach (Barack Obama's First Midterm)

PhDr. Antonín Rašek

Vojenské rozhledy / Czech Military Review Nr. 1/2011, Vol. XX. (LII.): 9-37

This extended essay is based upon various sources, among others on May 2010 President Obama's speech at the U.S. Military Academy at West Point, where President Obama described his national security objectives. The highest priorities of U.S. national security are the safety of Americans at home and abroad and achieving a peaceful, stable world through global cooperation despite a flawed international system. The Obama's security strategy relies heavily on diplomacy and engagement, economic development and other methods of influence, along with U.S. military capabilities with global reach and unsurpassed resources. As we face multiple threats, from nations, non-state actors and failed states, America will maintain the military superiority that has secured country, and underpinned global security, for decades. The security strategy is global, and identifies an array of real or potential security challenges that include: countering violent extremism and insurgency; stopping the spread of nuclear weapons and securing nuclear materials, resolving and preventing conflict; and reducing destabilizing risks to economic interdependence.

Posttraumatic Stress Disorder

Informational pages

Ing. Jaroslav Kulíšek

Vojenské rozhledy / Czech Military Review Nr. 1/2011, Vol. XX. (LII.): 94-113

The PTSD is an emotional, anxiety disorder that might develop after exposure .to a terribly frightening, life-threatening, or otherwise highly unsafe experiences. Recently, we have witnessed quite inappropriate behaviour of the Czech Army soldiers in Kosovo (KFOR) and Afghanistan (ISAF). The Ministry of Defence came to the conclusions the Czech Army soldiers ought to be immune to PTSD, but so far there has been is no serious psychological research, no survey conducted by Czech Army Mental Health Services and no information how many Czech soldiers returning from the duty in Afghanistan or other missions abroad are suffering from PTSD. It is high time to take important initial steps in the care over Czech army veterans, because competent professional soldiers, with years of experience, can also often break down from accumulated stress. This was illustrated by the events in KFOR and ISAF last year.

The Ways of Transformation

Nonreviewed - Other

Ing. Vladimír Karaffa, CSc.

Vojenské rozhledy / Czech Military Review Nr. 1/2007, Vol. XVI. (XLVIII.): 3-8

There is a substantional difference between reformation and transformation. The latter represents a qualitative change or the re-creation; while the former is only a change, redressing, correction of errors or faults. In Czech military press, the basic principles of NATO transformation were described several times. Since 2004, when the document "Strategic Vision: The Military Vision" was published, many other documents have been released: Comprehensive Political Guidance (CPG), Guidance for Military Implementation of CPG, Concept for Alliance Future Joint Operations, NATO Task List. Every operational concept has to evaluate all factors from various fields. The method is expressed by the short DOTMLPF, which stands for Doctrine, Organization, Training, Materiel, Leadership and education, Personnel and Facilities. The Concept Development and Experimentation is of multinational character and is the most successful transformation tool within NATO countries, namely in the U.S., Canada, Great Britain, Norway, etc. Lessons Learned system supplies feedback between national forces experiences and concepts, via DOTMLPF. The key role is played by the Joint Analysis and Lessons Learned Centre in Lisbon, Portugal.

Vojenské rozhledy / Czech Military Review Nr. 4/2010, Vol. XIX. (LI.): 163-173

The paper deals with the relation between political extremism and regular soldiers of the Czech armed forces (from the point of view of military staff). The threat of presence of extremists in the army is conceptualized in this paper. After that there are presented methodology, outcomes and interpretations of research sociological investigation, which was realized in February and March 2009 at Czech armed forces. As a risk should be assessed mostly information about contacts with extremists in the army and information about very different attitudes in relation to the importance of the issue "extremism in the army".

The Implementation of Defence/Military Policy in the Czech Republic: Little Stability of Governance and Unsuitable Management Concept

Opinions, controversy

Pplk. Ing. Bohuslav Pernica, Ph.D., pplk. Mgr. Pavel Balvín

Vojenské rozhledy / Czech Military Review Nr. 1/2010, Vol. XIX. (LI.): 101-113

The article deals with persistent problems of Czech military policy within 1993-2009, its achievements and failures. A new managerial concept, system planning, programming and budgeting, which superseded a communist central control, was not implemented fully because of governance instability. The office of Defence Minister was held by 11 persons within 1993-2009 (Czech Republic). Among others, it aroused the return of a concept of central planning in 2004, which was not successful, because it was not supported by institutions outside the MoD. The authors propose more transparency in military matters and better cooperation with academic community to prevent the repetition of concepts supporting short-term goals instead of long-term visions.

Military Grade Structure During 1989-2009: How Many Officers Are Enough? (20 Years of Rank Structure Transformation)

Opinions, controversy

Pplk. Ing. Bohuslav Pernica, Ph.D.

Vojenské rozhledy / Czech Military Review Nr. 4/2009, Vol. XVIII. (L.): 114-123

The important part of the forces transformation deals with the problem reducing in numbers of officers, namely field officers and general corps in the Czechoslovak Armed Forces and lately the Army of the Czech Republic. The main cause of this reduction was new concept of military career, as before the transformation it used to be a lifelong profession. The downsizing started in 1990 and it ought to have been finished by the end of the first period of the Czech Armed Forces Reform, as of 2008/12/31/, but it appears that downsizing is endless. The author quotes figures concerning numbers of officers; several rank charts and tablets with corresponding NATO and Czech grades respectively are used to demonstrate veracity of his statements. According to Lt.Col. Pernica, the downsizing is going to continue but no one knows how many officers for the all-volunteer Czech armed forces will be enough.

The Transformation of Bundeswehr's Logistics

Military professional

Ing. Vladislav Vincenec, doc. Ing. Miroslav Cempírek, CSc.

Vojenské rozhledy / Czech Military Review Nr. 2/2009, Vol. XVIII. (L.): 111-120

In recent history, German armed forces have been transformed into a modern, international recognized force, so has its logistics. Readiness became a major issue and soldiers suddenly had to be prepared for a broad variety of international missions, predictably supported by military logistics that newly cooperates with a private sector. The main logistics control and management centre is situated in the port city Wilhelmshaven. The Centre is responsible for planning logistics operations, their coordination both home and abroad. The newly created department for supply chain management is going to streamline supplies, to increase efficiency of the whole supply process. By means of several schemes the authors explain flows of materiel and supply routes tied with civilian companies (e.g. HIL GmbH).

How Much We do Really Need (Money for National Defence)? (Reflections over the book that is not aging)

Book review

Mjr. Ing. Bohuslav Pernica, Ph.D.

Vojenské rozhledy / Czech Military Review Nr. 2/2008, Vol. XVII. (XLIX.): 196-199

This book written by Alain C. Enthoven, and K. Wayne Smith, was published some forty years ago, but its leading ideas do not grow old. It is a work of enduring value and listing relevance, this book is both a classic account of the application of powerful ideas to the problem of managing the U.S. Ministry of Defence (DoD) and a cautionary history of the controversies inspired by that successful effort ...206 Defence secretary Robert S. Namara's device was a new system for allocation defence resources, the Planning, Programming, and Budgeting System (PPBS). Most of those decisions are taken as bedrock defence policy today, and the methods have become embedded ad the DoD's approach to defining and resolving issues. According to the author of this article, this book ought to be the inspiration even for our Ministry of Defence in its effort to save restricted means and at the same time to increase Czech military capabilities.

From the History of Professional Armies Deployment

Informational pages

Pplk. Ing. Ivan Němec, Ph.D.

Vojenské rozhledy / Czech Military Review Nr. 1/2008, Vol. XVII. (XLIX.): 97-102

From the point of history, at present, there is a turn in the deployment of the Czech army. The turning point lies in philosophy change concerning security and defence of our country, as well as in army build-up by itself. In the past, our armed forces used to be semi-professional army, i.e. the core of forces was formed by professional soldiers (officers, NCOs), supplemented by conscripts. In time of peace, all males were prepared and trained during their compulsory military service, after that they were trained as compulsory reserves. In war they could be immediately deployed in war organization. This deployment was planned well ahead, so was its logistical support. Upon examples the USA and Germany the author explains weak points of present organization, which-according to him-constitute a danger for wartime deployment of the ACR. The problem is in questions of mobilization, as volunteer soldiers represent only 0.6 per cent of respective population.

Irena Kalhousová

Vojenské rozhledy / Czech Military Review Nr. 4/2013, Vol. XXII. (LIV.): 42-57 | DOI: 10.3849/2336-2995.22.2013.04.042-057

Its own nuclear program is an important instrument of Iran's domestic and foreign policy. In foreign policy it is used for promotion of its regional interests and it also serves as a guarantee against foreign actor's interference in Iranian domestic affairs. So far, the negotiations between Iran and the international community have not brought about any tangible results. Among other reasons, there are different expectations of both parties. The international community is ready to lift sanctions, supposing Iran accepts the UN resolutions. Iran, by contrast, demands to be recognized as an internationally recognized regional power, with legitimate rights and interests.

Organizational Structures in the Field of Logistics

Nonreviewed - Research

Kpt. Ing. Michal Zelenák, npor. Ing. Martin Čech

Vojenské rozhledy / Czech Military Review Nr. 2/2013, Vol. XXII. (LIV.): 119-132

The organizational structures are to define and effectively make plans for humane activities (individuals and groups) to meet set objectives. In the Army of the Czech Republic, the organizational structures have to fulfil goals not only on tactical levels, but also it has to connect to superior units. It must be clearly defined on both horizontal and vertical levels. The article is focused on differences in organizational structures of logistics support of some battalions and that of brigade. It compares competences, respective responsibilities, in the area of material management, operations support, etc. The aim of the article is to propose an alternative solution, backed by above-mentioned comparison, for further possible evolution of logistics organizational structures, including professional training and career development of logistics members.

The Dimensions of War and Peace that Can't be Neglected: Ecophilosophy & Paxology

Reviewed - Review

Doc. PhDr. Felix Černoch, CSc.

Vojenské rozhledy / Czech Military Review Nr. 1/2013, Vol. XXII. (LIV.): 41-45 | DOI: 10.3849/2336-2995.22.2013.01.041-045

The author explains some terms being neglected in the last few years. War is one of many ways for implementing policy, but actually it is self-breeding and at the same time its own last source. The hypertrophy of available means for warfare creates the atrophy of its functions and consequently even its reason. War is still an extreme choice, bringing about the danger of total devastation of humane environment. It's strange that environmentalists do not put their protests to this centre of gravity. On the contrary, many of them regard wars as natural thing, originated in the very nature of humane dispositions. It has its source probably in the fact that there is no self-contained theory dealing with war and peace, the so-called paxology-the theory how peace can be maintained in the world.

Defence strategy: Vision of Responsibility

Nonreviewed - Research

Ing. Josef Opluštil

Vojenské rozhledy / Czech Military Review Nr. 4/2012, Vol. XXI. (LIII.): 3-5

The new ten-year defence strategy of the Czech Republic has been approved. The document stresses that despite the continuing recession, our state should not allow the military being weakened by further reduction of resources. This could worsen the quality of the military and weaken the Czech Republic's credibility in the international community. There is also the risk of the financial, organisational and personnel destabilisation of the Czech defence system that would bring about a loss of the quality of military personnel, a decayed prestige of the military service, an erosion of the state military capabilities. The new defence strategy is not a cure-all medicine. By its adoption the real

The author, director of this institute, presents the survey of similar scholarly institutions founded and finally cancelled in this country after 1989. This article introduces the original intent of its founders, namely Centre's future role in the development of strategic studies as a starting point for strategic management, its place in the system of Czech military education and training. The results reached by this institute ought to be truly utilized by MoD leaders and government officials.

Legitimate and Illegitimate Wars after 1990 (Persian Gulf, Afghanistan, the Balkans)

This treatise is a follow-up to an article by the same author in Military Review No. 2, 2012, dealing with legal and illegal war after 1990. Now the author concentrates on another key question: the legitimacy and the unlawfulness of force deployments in internationalrelations. The paper is grounded on fundamental works by the former Australian foreign secretary Gareth Evans, setting international rules or criteria determining when it is right to fight. The effectiveness of the global security system is not only on the legality of its security decisions, military actions, but the common perception of their legitimacy-whether they are made on solid evidentiary grounds, for the right reasons, morally as well as legally.

NATO Common Funding as a Tool for Cohesion Enhancement and Ability to Act

Military art

Ing. Josef Procházka, Ph.D.

Vojenské rozhledy / Czech Military Review Nr. 4/2012, Vol. XXI. (LIII.): 25-34 | DOI: 10.3849/2336-2995.21.2012.04.025-034

In the past, the Common Funding played only marginal role in the NATO strategic decision-making. However, this situation changed significantly when the global economic crisis challenged the national public expenditures and NATO defence policy became a matter of serious reflections. NATO should balance its requirements with limited resources and adjust its future activities within shrinking budgets. NATO must make hard decisions and implement reforms in order to ensure its ability to fulfil its mission and priority tasks in the long run. The reconfiguration of Common Funding is an inherent part of this process. The aim of this article is to introduce Common Funding as a management-supporting tool of the international organisation under currently mounting resource constrains.

Vojenské rozhledy / Czech Military Review Nr. 4/2012, Vol. XXI. (LIII.): 35-44

The defence environment is complex and dynamic. This is a result of the nature of modern conflict, rapid changes in technology, the need to deal with uncertainty in the face of limited sources, changed attitudes to risk and the sheer diversity of actors from different cultural backgrounds. Defence-decision makers are confronted with an increasing operational complexity that has strategic implications. Decisions on defence policy and strategy are characterized by uncertainty and risks. The aim of the article is to provide the readers information related to the theory of fundamental elements and tools of operational art, which are for the preparation and conduct of military operations, particularly at the operational level of war, critical. The operational level of war depends on methods that will create appropriate conditions to achieve the closing state, set by a superior commander, in accordance with the complex strategy of military and non-military instruments of state power. Although the methods of application of specific operational art components rest mainly in the mind of the English Annotations and with several acts tied with civil emergency preparation.

System Problems with Career Soldiers Incomes: Qualification for Pay Classes

Opinions, controversy

kpt. Ing. Jakub Picka

Vojenské rozhledy / Czech Military Review Nr. 4/2012, Vol. XXI. (LIII.): 55-60

The author analyses current pay and reward system of remuneration according to merits, years of service, military profession, speciality, rank, etc. We have many military specialisations that do not fit to only several pay classes. The author concludes that present-day system leads us to badproportioned states, when some military specialities are overvalued, whereas other ones are underrated. This problem is continuously solved. Today we propose new military remuneration model taking into account total fixed remuneration and premium service components.
