In the first part of the article was described terminology, main features and phases of Russian engagement in the conflict. It was pronounced that Russian engagement in the conflict is possible to designate it as military operation. The second article deals with other aspects of the conflict focused on indication of the Russian forces in operation, its unmasking signs and available operational experiences. The ending of the article deals with future possibilities of Russian engagement in region of the post-soviet states and political-military aspects of Russian foreign policy in extensive connection.

On the introduction, the article focuses on clarifying the place and role of counterinsurgency in current military operations. It also deals with the principles of counterinsurgency and their doctrinal comparison within some advanced armies and the NATO. The aim is to highlight some findings related to principles that should be changed,added in doctrine and incorporated into the training of the ACR troops. The result of the analysis and comparison of individual principles with own experience of the author from the mission in Afghanistan are recommendations given for the troop training in the theatre. The implementation of the proposed measures in preparation of the Czech Army units may improve the effectivenessof counterinsurgency in military operations.

The aim of the paper is description and analysis of the transformation of the concept of hybrid war. The Russian intervention in Ukraine in 2014 meant principal re-definition of the concept which is reflected in the contemporary views on the hybrid wars and hybrid threats. The concept of hybrid war had been questioned in the past already as his validity and the efforts to be applied on the past conflicts deformed its innovative content. One could argue, that adding new dimensions and topic such as economic factors, ideological activity etc. brings risk of concept´s expansion which goes far behind of the framework of the phenomenon of the war and the use of armed forces in the armed conflicts. The author draws attention to the fact that the definition of hybrid war tends to be subordinate to the current needs, which in turn only hinders their explanation potential.

Effective strategic management is determined by several factors. Firstly, it is influenced by knowledge, experience and skills of all stakeholdersresponsible for preparation of strategic decisions and decision taking. Secondary and no less importantly, it depends on the quality of internal business processes dealing with all aspects of defence policy formulation and execution. Outputs from strategic management are strategic, conceptual, planning and evaluating documents. This article offers hierarchy of strategic documents defines their purpose and content and outlines responsibilities for their elaboration. Recommendations reflect assessment of current legal and procedural framework, strategic management theory and best practise. Ambition is to propos for consideration one of many possible solutions in order to reinforce strategic defence management.

The aim of the article is to compare foreign policy of G. W. Bush jr. and Barack Obama in terms of use of military force. Transition from ground operations to targeted killings is demonstrated on three military operations - Operation Enduring Freedom, Operation Iraqi Freedom and Operation Inherent Resolve. The shift from bombers to drones had several reasons, mainly changing features of the threat. Authors are asking questions why and how did change the US fight against global terrorism with respect to military technologies and how is this change reflected in US fight against the threat of Islamic state.

The text deals with current and future trends in the development and application of robotic systems suitable for military engineering. The first chapter deals with contemporary requirements for application of robotics into military engineering and furthermore it assesses current state of application of engineer robotic systems into military practice. The second chapter is dedicated to future possibilities of application of robotic systems into military engineering and mentions trends in development of robotic technologies with an emphasis on engineer robotic systems. Use of child soldiers by rebel armed forces has been growing in recent years. In comparison to preceding conflicts, main reasons for their use have changed significantly - at the present time, children have become highly efficient psychological weapon in battles against the military from developed countries. This may have momentous consequences not only for the given children but also for professional soldiers. Fighting against child soldiers can indisputably affect the soldiers' capability to discharge their duties. Furthermore, they have to cope with many individual moral dilemmas. The article will look into potential moral aspects regarding confrontation between child soldiers and members of professional armed forces. In the following section, training of professional soldiers and preparation of military mission will be explored. Subsequently, weaknesses which are crucial to forestall in the future will be outlined.

The paper deals with the issue of the purpose, creation and practical use of scenarios during operational concepts development. The scenar- ios reflect the fundamental characteristics of the environment in which the military missions will be conducted in the next 15-20 years. The paper defines the type of scenarios useful for creation of operational concepts and requirements that must be met for a successful process of scenarios development. Further, it describes the process of scenarios development, the main risks associated with this process while suggesting the possibility of reducing the rate of those risks.

Frozen conflict in Nagorno Karabakh has been representing a threat to the regional stability for the last two decades. Sudden escalation of violence in 2016, known as Four-Day War, spurred new discussions on factors influencing the territorial dispute between Armenia and Azerbaijan. While adversaries explain the conflict as a reaction to military provocations or as a rally round the flag effect, this article explains the dynamics of the conflict through the influence of the third party - Russia. Russia considers the Caucasus to be its sphere of the influence and therefor aims to spread its control through strengthening strategic ties with both Armenia and Azerbaijan in order to prevent the West from projecting its power in the region. Russia's role of the superpower has therefor a vast influence on the Nagorno Karabakh conflict development.

V článku jsou prezentovány dílčí závěry a poznatky z dotazníkového šetření a polostrukturovaných rozhovorů na jednu z oblastí řešení problémů v rezortu obrany, a to využívaní metod, metodik a heuristik, realizovaných v roce 2012 a 2015. V článku je analyzována jedna z metod strategické analýzy, konkrétně SWOT analýza. Nejprve je charakterizována SWOT analýza z hlediska doporučení pro její praktickou aplikaci, tak jak vyplývá z rešerše odborných publikací. Následně je prezentována SWOT analýza z hlediska jejího využití v rezortu obrany. Na základě zjištěných informací jsou v závěru článku definována doporučení pro praktickou aplikaci SWOT analýzy nejen v rezortu obrany ČR.

The text is reaction to disputation between Lubos Dobrovsky and Jan Eichler in Vojenské rozhledy magazine, which was dealing with limits and inappropriate of neoliberal approach to analysis of military-security situation in post-soviet space from Czech point of view. Text tries to point out, that neorealistic approach, which focuses on material source of power, inevitably deals with ideas as well. Therefore, Ted Hopf´s approach, whcih combines attention to material power and ideas, is introduced.

The defence of air area was always of vitally importance, both for fighting off an aggressor or enforcing our own goals in offensive operations. The article deals only with one of "pillars" of air defence (AD), namely by active means of its land elements. We do not deal with active elements of flying segments, reconnaissance means and command and control systems of Air Force. The authors not only recapitulate the development of active means of land AD elements on the territory of the Czech Republic with the emphasis on the past 20 years, but at the same time they would like to highlight the importance of this arms for effective country defence.

The article deals with using of simulation technology for training commanders and staffs in new types of operations. It summaries the overall development in the area, occurred since the establishment of the Center of Simulation and Training Technologies. There are presented turning points in training on simulators, i. e. requirements for combat in urban area, special operations of small units, of ground forces interaction with supporting units, the use of command and control systems and the cooperation between the military and rescue workers. It also points to the new requirements in the fields of training and shows possible ways of their solution. The second part deals with problems of NEC and its implementation into simulation systems. The article presents the results of SIMNEC defence research and its contribution to the future expansion of the capabilities of tactical simulator.

The article is an analysis of the further development of mechanized battalions of Czech forces (ACR). The defence department will have to take a major decision how to replace old tracked infantry combat vehicles (ICVs) BVP-2. Several years ago, it was decided to acquire those vehicles for one brigade, so the best option could be to keep this project on. The acquisition and simultaneous operations of two similar vehicles, wheeled and tracked ones, are not effective for forces of ACR size. The extra costs of operation would not produce an adequate increase in capabilities of mechanized units. The author presents dozens of arguments to support this conclusion and at the end he makes recommendations for the future acquisition strategy in Czech defence department.

The article is aimed on the identification of the tools of the international security organisations (NATO, European Union, Organisation for security and Cooperation in Europe) for de-escalation and resolution of the violent conflict in Ukraine. It is based on the liberal institucionalism. It characterizes and systematises tools and divides it into "soft power" and "hard power" tools. It is analysed the possibility of the use of armed forces as a coercive tool or in peacekeeping or monitoring missions. The NATO and the EU became involved in coercive diplomacy, the OSCE as a "soft power" becomes involved in mediation of the conflict in eastern Ukraine and dispatched long time missions. All three analysed organisations used the tools without placing of armed forces.

University of Defence, in coop. with General Staff of Czech Armed Forces, declares accreditation of new study programme. Its aim to prepare a universally educated officer with appropriate professional and language skills emphasizing the employability within his or her professional career. This new study programme emphasizes the military character of education and the ability to respond flexibly to the needs of the Army of the Czech Republic. Soft managerial skills of a commander, as far as people leadership is concerned, are also supported significantly. The aim of the article is to show the current effort of the Faculty of Military Leadership at the University of Defence to optimize the university education of a future commander­manager.

This study deals with selected aspects of the conflict in Eastern Ukraine in Luhansk and Donetsk region in period of April 2014 - to February 2015. Study is divided in two subsequent articles. The first article consists of introduction, theoretic-methodological part, analytical part and short summary, which defines main features of Russians engagement in the conflict. Theoretic-methodological part deals with terminological, theoretical and methodological background of analysis, including generally approach of Russian federation to security policy. Analytical part is divided in to the two partial chapters. The first deals with main Russian objective in the conflict. The second deals with the phases of Russian engagement.

The article describes each step made during this period separately or in alliance, while the terrorist attacks in Paris are considered as a turning point. That is the reason why the article is the comparison of French policy before and after the attacks. Currently the Army of the Czech Republic does not have any rules in determining the amount of funds for building maintenance. The maintenance is carried out irregularly and often does not solve keeping the functionality of the basic elements of the building (roof, statics, windows, sewerage, electrical wiring). Every building which is in use has to be kept in good technical condition. Only in such properties, the user can perform tasks for the security of defence of the Czech Republic properly. In terms of these facts a work target was set to create a simple method of a long term maintenance financial plan of premises owned by the Army of the Czech Republic. The crucial part of leading to the fulfilment of the objective was to create an experimental maintenance financial plan of selected premises.

The article deals with the contemporary form of terrorism, introduces selected issues and discusses the psychology of terrorism. Various forms and typologies of contemporary terrorism which occurs in different geographical and cultural areas and uses large scale of methods and tactical and strategic approaches are introduced as well.The main goal of this article is to describe psychological aspects of terrorism with the emphasis on the motivation and group dynamics of terrorist organizations. The staircase metaphor which allows thinking about the process of recruitment of terrorists is introduced as well. The article derives especially from theoretical socio-psychological and political findings.

The paper deals with the task forces in two levels. The first - a declaration of possibilities of the Czech Armed Forces resources in the operations. The second one - a grouping of recourses established to fulfil a special task, which is not possible to be solved by organic or reinforced unit. The paper gives an opinion on the concept of "combat team". Further, the article deals with possibilities of cooperation of tracked and wheeled combat vehicles while performing tactical tasks. In this part of the article authors deals with general eventuality of tracked and wheeled combat vehicles cooperation and the possibility of performing the units tasks in atypical numbers, including the possibility of using parachute on combat vehicles. The article contains the outcomes of the experiment exercise.

Long­time and gradual impacts in the entire domain decrease real possibilities of the system. The final step has been cancel of mobilization delivery for protecting and recovery of designated railway network without any measures. The paper offers possible solution of that situation.

This text focuses on process of armament policy of the Armed Forces of Georgia and how it was influenced by country's effort to join NATO. Authors argue that Georgia's proclaimed pro-western ambitions should have also been reflected in the process of materiel procurement. Authors investigate the time period from 2003 to 2008 when growing military expenditures reached it's top. Text shows that only few major acquisitions in that period were focused on western military equipment and that Georgia's military acquisitions did not reflect countrys inclination towards west and NATO.

The Security System of the Czech Republic has gradually profiled since 1998 to the shape as it is generally defined and described in the final part of the Security Strategy of the Czech Republic (2015). The article is contemplation over some possibilities to further improvement of the system in terms of the current state and challenges arising from developments in the security environment and in terms of options, how to adequately respond to them.

The article presents four possible dislocation options of military distribution points of accoutrements in the sector of Czech Armed Forces. The article assesses the impact of those options on the driving distance, total operation costs and the value of the stocks staff uniform shirts for men. There is defined simplified model and the calculation is used localization task on the base of these parameters. Analysis of the various options and their subsequent comparison is proposed optimal dislocation distribution points. In calculation the distance value will be determined based on knowledge of the coordinates of the localized objects. The final section is using a multi-criteria evaluation of alternatives selected the most appropriate option for distribution point of military accoutrements.

The paper deals with the principle of legality during putting in practice of Military police support to allied armed forces in the Host nation Support operation on the Czech Republic territory. Security of sending nation armed forces weaknesses have been identified on the base of analysis of the issue current state supplemented by the legal framework assessment. Suggestions, for expert discussion of Military police authority change, are in the last chapter.

The article informs about the state service of professional soldiers in the Armed Forces of the Czech Republic and the Slovak Republic. It compares the state service of professional soldiers in both countries mentioned and analyses the changes that took place in the Armed Forces of the Slovak Republic on January 1, 2016. With reference to the state service it deals with the career of professional soldiers in the Armed Forces of the Slovak Republic. It offers the list of current career courses in the Armed Forces of the Slovak Republic. It analyses and compares the career courses designed for officers of both countries.

The article deals with the integration of outside resources into the process of support Forces in Military operations. The crux of this work lies in the illustration of 'place' and the role of Civil Contracting Supports in the Combat Service system of Armed Forces. It also accentuates the sense and complexity of Combat Service Support. The article analyses the advantages. disadvantages and risks for utilizating Civil Contractors in armed conflicts. The text respects this and acknowledges the benefit from experience of the NATO Armies in this field. In the closing part the authors formulate recommendations for the later boom of 'Combat Service' theory and practice. The effect and benefit of this article lies first of all in its suggestion of criteria for the selection of contractors.
