(LXIV.): 83-97 | DOI: 10.3849/2336-2995.32.2023.02.083-097 The article addresses the issue of the emergence of new technologies and their impact on the capabilities of the Czech Armed Forces (CAF). A summary of the recommendations is presented. In particular, there is a need for a conceptual approach to the integration of new systems in order to avoid spontaneous purchasing, which could be very logistically demanding. The very rapid development in the field of unmanned autonomous systems using elements of artificial intelligence offers opportunities to use them in support of the tasks of CAF. Due to the breadth of this issue, the scope is limited to the area of the Special Forces, which introduce these new sophisticated means into use throughout the Ministry of Defence of the Czech Republic. |

(LXIII.): 106-120 | DOI: 10.3849/2336-2995.31.2022.02.106-120 Authors of the paper present results of research in the area of deployment and operation of multirotors, i.e., autonomous aerial systems with vertical take-off and landing (VTOL) capability. Survey of Czech Army experts' opinions based on the Delphi method points to the significance of MINI VTOL UAS project undertaking - reconnaissance VTOL autonomous aerial system. The conclusion of the analysis is the identification of the primary applications of and requirements for (concept, system, and training) successful deployment of multirotors, with framing of existing issues of technical, acquisition/program and legislative nature, and determination of their importance. The paper also explores experts' views to the acquisition and operation of multirotors in Czech Army to achieve their full operational potential, certainly available in the future battlefield. Inconsistent architecture of information sharing was identified by experts as one of the most important issues with the highest likelihood of solution in the upcoming years. |

It follows earlier performed analysis of cyber defence tasks and proposes distribution of competencies among key players. The required capabilities are derived from tasks determined by legislation, NATO and EU commitments and earlier developed strategic and operational scenarios. Comparing required capabilities and an actual state, a solution harmonizing defence in cyber space with defence of the Czech Republic and ensuring the cyber space defence and integration cyber capabilities into common operations conducting is proposed. |

A need for coping with budget restrictions and ongoing security crisis in the Ukraine re-opens the issue of common European armed forces as an effective tool for keeping security stability not only in Europe, but also around the world. However, the key issue is to what extent it is feasible to develop autonomous European armed forces operating independently of transatlantic allies, while there is a very strong NATO-EU interconnection in the area of military capability development. |

(LXV.): 91-104 | DOI: 10.3849/2336-2995.33.2024.04.091-104 The civil war in Myanmar has been going on for more than seven decades. After the military coup in February 2021, it has undergone significant structural changes and gained new momentum. The causes of the conflict lie in the inability of different ethnic and political groups to find a way to coexist within a single state entity and the autonomisation of the military. The main actors in the war in Myanmar today are the military junta and its supporters, the democratic opposition and ethnic organisations. After the coup, the strength of the resistance movement and its operational capabilities are growing. However, this growth has its limits, given the continued disunity of opposition forces, the technical superiority of the Myanmar army and the strengthening of its numbers through compulsory conscription. |

(LXV.): 44-61 | DOI: 10.3849/2336-2995.33.2024.03.044-061 The paper evaluates the level of cooperation between the Ministry of Defence and the NATO Support and Procurement Agency (NSPA) in the field of procurement of military equipment. In the practical part, the results of the research on the level of participation of Czech-based suppliers in NSPA activities between 2018 and 2022 are presented. Pareto analysis comparing the participation of the Czech and international companies in contracts implemented by NSPA in terms of their subject, quantity and financial value is used. Qualitative case studies from three different areas illustrate in which NSPA projects the Czech Republic has already been involved in and which benefits and risks are associated with this cooperation for the MoD. Positives and drawbacks in the process of acquiring military equipment in-house and opportunities and threats that may arise from the acquisition of military equipment through the NSPA are summarised in the form of the SWOT analysis. Finally, recommendations are presented on how to improve the cooperation between the MoD and the NSPA in the field of acquisition. |

The Bucharest Nine Part of NATO's Eastern Flank: an Analysis of Military Investment on EquipmentReviewed - ResearchVojtěch Müllner, Kamil NečasVojenské rozhledy / Czech Military Review Nr. 3/2024, Vol. XXXIII. (LXV.): 3-26 | DOI: 10.3849/2336-2995.33.2024.03.003-026 An important part of NATO's deterrence and defence role is its military presence in the eastern part of the Alliance's territory, represented by the Bucharest Nine (B9). The ability of this group to fulfil its strategic mission depends on the condition of the military equipment at its disposal. The number of pieces of military equipment and their combat capability are determined by the investment in military equipment. In the context of the pledge to spend at least 20 % of total defence expenditure on military equipment, it appears that between 2004 and 2022 there is a steep increase of defence investment gap, followed by a partial absorption of the investment gap after 2014. The investment gap is reflected in the volume and condition of military equipment. Rising spending in recent years is positively reflected in the increasing volume of acquisitions for new military equipment in all B9 countries. However, due to the delay, these investments are and will only be reflected in defence capabilities in the future. |

A multi-domain approach to operations is being progressively implemented in allied nations and within NATO, as well. It should also become a core interest for the Czech Republic, even if the sea and space domains do not represent the crucial area of potential operational engagement of the Army of the Czech Republic. The complexity of operations in a complex operating environment requires mutual interaction across all operational domains. The integration of the physical and virtual spheres of operations suggests that operations planning cannot be strictly oriented to individual operational domains. The interaction between operational domains must be perceived as a sine qua non for effective planning and conducting military operations. This is also a fundamental prerequisite for the successful activity of forces in a complex operating environment. |

(LXIV.): 86-109 | DOI: 10.3849/2336-2995.32.2023.04.086-109 The aim of this paper is to contribute to scientific research in the field of examining the shortcomings in the use of strategic communication for armaments. A comprehensive approach that rationalises the political, military, economic and technical decision-making process, as well as appropriate strategic communication with stakeholders, is required for the procurement of military equipment for the armed forces. The paper first analyses the existing shortcomings in the use of strategic communication in support of armaments, and then recommends a model for the adequate use of it. The results of a questionnaire survey and structured interviews with specialists in strategic communication and armaments show a high level of support for the use of strategic communication. However, the selected case studies on the Pandur and BVP modernization projects did not confirm the assumption of an improvement in the ability of the Czech Ministry of Defence to acquire new military equipment. |

(LXIV.): 63-81 | DOI: 10.3849/2336-2995.32.2023.03.063-081 The article examines the impact of recent geopolitical, economic, and security changes on logistics support capabilities in EU and NATO member states. The study analyzes the effects of the COVID-19 pandemic and the armed conflict in Ukraine on logistics supply chains, considering environmental, social, and security concerns. The research questions focus on identifying the main changes and assessing their implications for commercial, military, and humanitarian logistics. The prolongation of the conflict in Ukraine and the economic sanctions imposed on Russia have been found to have a significant impact on logistics capabilities, perceptions of the structure of supply chains and the risks arising from this. The impact of these events is also producing third-country poverty and dehumanizing the UN SDG goals. On the other hand, improvements in NATO troop readiness and weaponry have been noted. The study highlights the need for further research to investigate specific threats for different types of supply chains and to consider the complex and evolving nature of the issue. Ultimately, this research provides insights into the challenges and opportunities facing logistics capabilities in the context of ongoing geopolitical and environmental changes. |

(LXIII.): 159-171 | DOI: 10.3849/2336-2995.31.2022.04.159-171 The article describes the reasons that led to the development of the implementation tool for development projects used by the Czech Ministry of Defence to simplify the planning processes and the experience of its users with the tool. Modernization of the army is one of the basic building blocks needed to achieve the goals set by the state's security strategies. A comprehensive approach is necessary to perform many consecutive activities, such as project management, risk management, and others. To streamline the processes needed for the preparation and planning of development projects, the Czech Armed Forces issued a methodology to create an implementation plan for the acquisition of new military equipment in 2021. The purpose of this article is to present the results of the analysis of experience with its annual use in practice. |

(LXIII.): 71-91 | DOI: 10.3849/2336-2995.31.2022.01.071-091 This article focuses on the identification of key factors of material resources in the field of equipment, armaments and military vehicles within the Czech state needed for effective mobilization. The primary goal is to answer the question of whether the Army of the Czech Republic still has adequate supplies of these key resources and whether it has the ability to increase these resources in crisis situations without significant dependence on foreign imports. The above analysis revealed mostly sufficient stocks, but at the same time significant limitations were identified in some categories, especially in their technical and moral quality (obsolescence, respectively), especially in most types of military vehicles. The issue of dependence on foreign imports concerning raw materials then changes considerably, from the minimum (combat dress) to the almost maximum (ballistic helmet) level. |

(LXII.): 60-73 | DOI: 10.3849/2336-2995.30.2021.04.060-073 Chemical, Biological, Radiological and Nuclear (CBRN) weapons still represent a relevant threat despite international treaties and regulations. International projects like the Permanent Structured Cooperation (PESCO) of European Union (EU) appears as a suitable way of the further development when considered both complexity and expensiveness of the countermeasures to the CBRN. In this work, basic principles of PESCO, limitations, opportunities and expected directions of innovations were searched. The final recommendations on PESCO projects in the CBRN field are founded on the reached findings. Recommendations and conclusions on limited PESCO efficacy on one side and opportunity to resolve weakness of the Army of the Czech Republic (AČR) in the CBRN by collaboration in the EU on the other were particularly described in this paper. Without the collaboration, the AČR will hardly reflect the progress on CBRN defense. |

(LXII.): 168-183 The article is a creative elaboration and proposal for optimization of selected activities of the human resources management process in the Ministry of Defense, which have a fundamental influence on achieving the set goals of personnel policy of the Ministry of Defense. The article builds on the analysis of the "status quo" of the human resource management in the Ministry of Defense, carried out with the help of dimensional and stakeholder analysis, sector analysis PESTLE-M, and questionnaire survey with a sample of officers (students of career courses KVD and KGŠ). It also uses the results of capability-based scenario, on which a prediction of the future needs of personnel and financial resources is calculated and demonstrated. For selected activities of the human resources management process their possible content is discussed, as well as the effects (or the necessity to set them accordingly) of internal and external process controllers. |

A substance of the answer is to be found in the outcomes of analysis made on defence planning processes of NATO nations and EU member states. This analysis indicates to which extent national planning processes correlate with principles of NDPP and EU capability development. The analysis outcomes point out a significant diversity of approaches to national defence planning processes, the fact which stems from different interests of their national security and defence policies and, at the same time, the outcomes substantiate that the centre of gravity of national approaches does not lean on implementing principles of NDPP but on achieving outputs of the NDPP. |

It examines their history, their design, outlines the possibilities of their elimination, the advantages and disadvantages of possible technical solutions, and a reflection on the future of their usage. |

Crowdsourcing of the civilian population is introduced by the example of NATO intervention during the first civil war in Libya. The article presents its use during the intelligence process at the strategic-operational level of command and control of the armed forces. It establishes its possible definition as a collection method of the intelligence process, and as a collection method which is disjunctively separable from similar intelligence collection methods. |

Traditional empirical methods struggle to address the complexities of modern warfare. This article explores the potential of constructive simulation for informed decision-making in this domain. Simulating tactical operations with complex variables, such as terrain, enemy actions, and system interoperability, provides valuable insights into weapon effectiveness. This enables the optimization of acquisitions in line with strategic goals. Design simulation allows for the exploration of factors difficult to test comparison of armament configurations, analysis of enemy tactics, and optimization of unit composition and deployment, saving costs and time. Simulation enables the safe exploration of even high-risk scenarios. |

The doctrine defines it as the main source of power that provides the actor with his strength, freedom of action and/or the will to fight. This article examines Clausewitz’s concept of center of gravity through selected philosophical perspectives and clarifies its significance in military theory and practice. It presents the doctrinal development of the concept, discusses its context, and concludes that the concept of the center of gravity remains a key doctrinal and practical element of operational art. |

It summarizes the deployment of these assets in past and present military operations, including the presentation of deployment experiences available from public sources, and examines the joint deployment of an infantry squad with an unmanned ground combat platform during an attack operation. Using a constructive simulation, it presents the results of the deployment of an infantry squad during an attack operation with and without the support of a combat unmanned ground vehicle. As part of the discussion, he develops the ideas necessary for the cooperation of the unit with an unmanned vehicle. The aim of the article is, among other things, to open a debate in the professional community about the possibilities of effective use of unmanned ground systems to support the activity of combat units in military operations. |
