NATO Force Integration Units: Are NFIUs a Valuable Element of NATO Deterrence and Defense Posture?Reviewed - ReviewMartin Botík, Jan MazalVojenské rozhledy / Czech Military Review Nr. 4/2022, Vol. XXXI. (LXIII.): 71-80 | DOI: 10.3849/2336-2995.31.2022.04.071-080 Russian aggressions against Georgia (2008) and Ukraine (2014) led NATO into unprecedented changes in the NATO deterrence and defense posture at its eastern flank. The establishment of NATO Force Integration Units with their mission to facilitate high readiness forces deployment was one of the measures taken. The role and tasks of NATO Force Integration Units are very complex. They include a variety of different tasks across all levels: strategic, operational and tactical from peacetime up to activation of Article 4 or 5 of the Washington Treaty. Besides the main mission, these tasks consist of: assurance, deterrence, planning, information sharing, situational awareness, and liaison to Host Nation including contribution to strategic communication. The complexity of the performed tasks and their location in capital cities make NATO Force Integration Units an effective and valuable element of the NATO deterrence and defense posture at the eastern flank. |

(LXV.): 129-144 The language training within the Ministry of Defence [MoD] of the Czech Republic is primarily focused on English. However, in accordance with the Concept of Personnel Training for the Needs of the MoD, the MoD provides language training in other foreign languages as well. The language teaching is the responsibility of the Language Centre of the University of Defence Brno [CJV UO] and includes English, French, German and Russian. The aim of this article is to compare the activities of the CJV UO with similar language centres in the defence departments of Germany, Austria and France and to present the teaching of French, German and Russian within the MoD through examples of good practice. In the context of the current geopolitical situation, the teaching of French, German and Russian becomes more important, and the CJV UO responds flexibly to the demands of the MoD regarding the provision of the teaching of these languages including professional language and electronic teaching support. |

(LXIV.): 3-16 | DOI: 10.3849/2336-2995.32.2023.01.003-017 The article describes the basic foundations and significance of the manipulative technique called Deepfake, which in the environment of technological and informational expansion is also becoming a widely used tool for spreading propaganda. This advanced manipulation complements a wider spectrum of forms of disinformation and is increasingly being used as a means of conducting information operations, often as part of wider hybrid warfare. Effectively combating this kind of manipulation places high demands on consumers of information, both on the part of the detection tools used and on the part of the cognitive human approach based on critical thinking. The expansion and sophistication of similar manipulative techniques will continue, in connection with the development of modern technologies and the interconnectedness of the information environment. Although the Deepfake technique is not only associated with security-military aspects, its influence on information operations and hybrid warfare cannot be neglected. |

The cognitive pyramid is used to define the terms date, information, knowledge, understanding and wisdom that make up the various levels of the pyramid. The paper attempts to discuss concepts in different models of the pyramid. It briefly describes intelligence in the context of the use of intelligence by means of a cognitive pyramid. Intelligence is a special kind of knowledge. This article also seeks to explore how intelligence creation can be explained using a cognitive analytical pyramid model. |

(LX.): 41-54 | DOI: 10.3849/2336-2995.28.2019.03.041-054 In May 2017, Islamists of the South-Philippine Separate Groups of Abu Sajyaf and Maute occupied Marawi City in Mindanao. Five-month fighting was attended by more than 3,000 armed forces against about 1,000 jihadists. Dozens of foreign fighters took part in the fighting on the Islamists side and confirming the pan-Islamic ethos of the Islamic state's ideology in this part of the world. Philippine troops were not prepared for the character of fighting in urbanized environment against motivated and experienced militants. The shortcomings were manifested in the conducting of operations in a heavily built-up area, but also in low-level coordination and limits of capabilities of the technical intelligence. It was decided to create Special Operations Command to which all Philippine special purpose forces are subordinated. The conflict experience has initiated a change of doctrinal approach that focuses on air support to reduce losses due to inaccurate bombing and acquisitions of high-tech reconnaissance and weapon systems. |

(LII.): 3-8 Article deals with new insights into the Alliance missions for the upcoming period of five to ten years that are to be conditioned by achieving higher level of future military capabilities for provision of defence and security within the Alliance and its Partners. Some initiatives are described that are needed to be implemented to achieve the required capabilities and also necessary resources and process measures imposed to the Alliance member states and the Alliance as a whole are indicated. The new Strategic Concept aims to define NATO as a modernized Alliance and a cooperative team player in a globalized world. It gives a comprehensive framework for preserving the core ideals of NATO while transforming it into a dynamic Alliance capable of confronting the unconventional and unpredictable threats that define today's international security environment. The article refers to the ideas and thoughts mentioned in a study of the US NDU's Center for Technology and National Security Policy. |

(LXV.): 3-19 | DOI: 10.3849/2336-2995.33.2024.04.003-019 The article describes the issue of implementing the Resistance Operating Concept as part of a comprehensive approach to ensuring the defense of the state and its resilience. The basic conditions necessary for the introduction of that instrument are sought, and a comparative analysis of selected European countries that started to build a resistance movement is carried out. The article further describes the strategic definition of the resistance movement in the conditions of the Czech Republic, the legislative definition of the resistance movement and its anchoring in the framework of mental law, and the connection of the resistance movement to individual phases of the conflict. It analyzes the relationship of the resistance movement to individual phases of the conflict and categorizes the actors of the resistance movement, their roles and the methods used. In conclusion, it defines the necessary conditions for the implementation of the resistance movement into the security and defense system of the state. |

It examines historical, political, and social factors that have shaped the Czech Republic‘s approach to defense and security issues. Special attention is given to the transformation of the Czech Armed Forces, the transition to a professional military model, and responses to changing geopolitical threats. The analysis also considers public perceptions of the military, the influence of historical narratives on strategic culture, and the attitudes of political elites toward defense matters. The article highlights the importance of strategic culture as an analytical framework for understanding long-term trends and the evolution of defense policy, while suggesting potential avenues for future research in the Czech context. |

The military engagements in the tropical climate depends on unit general characterization and necessary unit competency insufficiently specified in the Czech Army Catalogue of Capabilities. The Czech Army Catalogue of Capabilities standardizes training methods, training cost, and required training area and required training equipment and material. Based on experience gained from the training of the Czech military personnel in Jungle Training Centre in French Guyana, we can assess that to attain required skills for jungle operational environment acquires a few weeks. The international organizations are capable to provide necessary training for jungle operational environment in order to reach required level of skills and competencies before operation execution. |

(LX.): 20-37 | DOI: 10.3849/2336-2995.28.2019.02.020-037 The article offers for expert discussion research outcomes assessing commanders´ development in the area of leadership for assignments in defense organization. It also evaluates the level of utilization of gained competencies while managing these organizations. Research was conducted from 2017 to 2019 and embraced predominantly surveys among participants of career courses provided by the Centre for Security and Military Strategic Studies of Defense University in the life-long education program. Research outcomes proved limited level of understanding and implementation of leadership theoretical framework in daily business. Additionally, it shows that the implementation of verified leadership processes and principles by middle- and higher-military management fluctuates about the average level. Furthermore, it figured out an insufficient application of all available instruments for people motivation and support including the approach "leading by example". Finally, it outlined several recommendations for the reinforcement of military personal preparation in the area of leadership for the successful conduct of middle- and higher-managerial position in military organizations. The first and at the same time the most significant step is the recommendation for implementing leadership areas into the Ministry of Defense conceptual documents in the form of vision, strategy and systemic measures. |

The paper is looking at the problem of collecting evidence and forensic attribution of responsibility for hostile acts. This capability is required by the North Atlantic Treaty Organization and is supported by experience from military operations, which confirm the validity and significance of required changes. The article presents some recommendations that may lead to development of units that will contribute to the ability of collecting evidence and thus support forensics. |

(LXV.): 27-43 | DOI: 10.3849/2336-2995.33.2024.03.027-043 Military spending is a widely discussed topic, especially in the current geopolitical landscape. Expenditures on "equipment" play a pivotal role in total defense spending.. However, the nature of the equipment expenditures is cumulative. Thus, when trying to estimate the capability of a state we should consider a longer period, not just one year. The aim of this article is, therefore, to offer (i) an exploratory analysis of the cumulative equipment expenditures of NATO countries between 2014-2023 and (ii) to verify - by using OLS multivariate regression - the extent to which the GDP per capita primarily drives these expenditures (adjusted per soldier), the share of defense spending from the GDP, or by the fraction of defense spending that goes specifically to equipment. The results show that the GDP per capita is by far the most powerful predictor. |

In the public area is analyzed legal regulation on health injuries in service relations, in private area is discussed legal regulation on health injuries in civil law and labour law. Particular attention will be focused on the transfer of compensation in the event of injury to the heirs - while in service relationships, such claims are extinguished by death (not transferred on the heirs), which was taken over from the 1960s legislation, in current private law, do not cease if they have been recognized or at least brought in court. The aim of the paper is a critical analysis for the current state of legal regulation and the proposals de lege ferenda (approximation to labour law regulation). The issue has increased importance for public finances and functioning of public sector and enforcement of the rule of law. |

Within the framework of international security relations, this is a very unstable and conflictual region, where this instability has lasted practically since the establishment of the State of Israel in 1948. The global UN, its overall activity and importance, especially humanitarian and peace-building activities not only for the Near and Middle East region, is very beneficial, through out the Cold War period up to the present day. As a security organization, NATO is among the most important global actors influencing current international security relations. Through their activities, both of these organizations represent a essential means of ensuring world peace and security. |

A ´from Operations´ Value Added - O´VA is established as qualitative dynamic information about productivity of activities. It places it in a historical legal context. However, priority attention is paid to a detailed analysis of the current legal regulation and potential issues that this regulation brings. It also briefly mentions other options for last dispositions that a soldier could use. The legal regulation of military wills in the Civil Code can be characterized as very well conceived, reflecting the reality of foreign missions. The fact that it takes the form of a public document is also significant if the relevant requirements are met. However, the question is how the application practice of the courts will approach the adjustment. |

(LXV.): 3-20 | DOI: 10.3849/2336-2995.33.2024.01.003-020 The article deals with the system of joint doctrine development in the Czech Armed Forces (CAF) focused on the operational level of command and control, including the implementation of the NATO doctrines into national conditions. Among others, it was found that the structure and content of the Czech doctrines are not systematically set. Allied doctrines are introduced either by rewriting them into the Czech version or by introducing them in the full English version. In both cases, it might cause inconsistency in military terminology. The Coordinating Committee as the only supervisory body does not have the authority to streamline the process of producing military publications. The most important paper recommendations include alignment of the Czech doctrinal framework with the NATO architecture, adoption of Allied doctrines in the English version including the national specifics, or redistribution of competencies within the processing group. Notwithstanding, the above-mentioned proposals, which indicated high impact, require crucial steps to be taken to implement them. |
From Plan Gideon to Plan Tnufa: Israeli defense strategy and the buildup of the Israeli Defense Forces in the wider context of the Middle East after the Arab SpringReviewed - ResearchĽubomír Zvada, Jiří LachVojenské rozhledy / Czech Military Review Nr. 4/2023, Vol. XXXII. (LXIV.): 24-44 | DOI: 10.3849/2336-2995.32.2023.04.024-044 Based on the content analysis method, this study analyzes the first ever published security strategy of the Israel Defense Forces, which was published in 2015. The main objective of the paper is not only to present the circumstances of its creation and discuss the main objectives of this strategic security document, but also to outline the broader geopolitical context from which it emerged. The authors argue that the document primarily emphasized two areas - the use of force and capacity building of the Israeli military. Among other things, the publication of the strategy was intended to have a deterrent effect. In the conclusion, the authors compare the Gideon Plan and its follow-up, the Tnufa Plan, and point to the considerable importance that consensus among political and military elites has in the implementation of such a document and reflect on what lessons and inspiration can be drawn from this case in our geographic space in the process of formulating or reformulating strategic security documents. |

The article deals with the issue of surprise and its impact on state defense security. It describes strategic surprise as a principled aspect with implications and impacts on state defense. It examines the issue of surprise as a principle of military art in the context of contemporary strategic thinking. |

Its aim is to formulate, in parallel reflection with the current approaches of the North Atlantic Treaty Organization, the possibilities of implementing intelligence, surveillance, reconnaissance and electromagnetic warfare in national conditions. Military practice is presented with a direction on how to respond to changes in the nature of the operational environment, including changes in the physical and non-physical domains of the battlespace to which all components of modern military forces must adapt while maintaining the necessary interoperability. The article is a response to differing and often not entirely correct understandings of the issue, which can be found even among specialists. It summarizes what has been learned so far and suggests where the discussed functionalities should go. |

It presents the current nuclear strategy of the United States of America based on a content analysis of three specific areas of the updated version of the Nuclear Posture Review. Applying interpretive analysis and a rich secondary sources apparatus, the author also reflects on his 2021-formulated assumptions and expectations about the further development of American nuclear strategy under President Joe Biden. The author analyzes the influence of the presidential administration's ideological and political ambitions together with the decisive geopolitical events of 2022 and concludes that mainly due to the second factor, the current shape of American nuclear strategy has not undergone any revolutionary changes and continues to maintain a long-standing continuity and consensus about its basic principles. |

(LXIV.): 35-49 | DOI: 10.3849/2336-2995.32.2023.01.035-049 Existing research about China and Taiwan deals primarily with bilateral relations, military doctrines, etc. They don't pay much attention to the consequences of the potential China-Taiwan war. The article examines conditions for emerging and activity of guerillas with paramilitant signs in the case of China's domination over Taiwan. The analysis is based on the present general, socio-economic, political, geographical, and technological environment. A substantial part of the analysis is also argumentation about the potential of urban guerilla. The article is based on data, pieces of information, polls and academic and analytical texts relevant to the main research questions. Those questions are the potential for emerging, sustainability, and effectiveness of guerilla. The article comes with findings, that argue the relatively high potential for the emergence of guerilla primarily because of the suitable environment in Taiwan and possible effectiveness and sustainability based on existing variables, which can however also limit this potential. |

To this end, the nature of military leadership is first identified by analyzing similarities and differences of the widely accepted theoretical concepts (schools) of leadership, including approaches used in selected alliance armed forces. Based on the current state of affairs analysis, the components of leadership and the relationship among them are identified, as well as general conditions for their application. In accordance with the knowledge gained, a general leadership model of the Army of the Czech Republic is proposed. |

(LXIII.): 81-102 | DOI: 10.3849/2336-2995.31.2022.04.081-102 The Bucha massacre raises the question of whether the Russian army predisposes its soldiers to unlawful violence against civilians. This article assumes that regardless of superior orders, perpetrators of violence must overcome the psychological barriers developed during socialisation. The psychological mechanism of "moral disengagement" allows soldiers to kill in combat and act violently on civilians. The duty of the armed forces is not only to prepare soldiers to fight and kill but also to prevent illegal violence. The case of the Russian army demonstrates how formal activities to prevent moral disengagement and violations of the International Humanitarian Law (IHL) face insurmountable obstacles in the form of institutional culture and insufficient human capital. |

(LXIII.): 3-16 | DOI: 10.3849/2336-2995.31.2022.02.003-016 The article discusses the current approach of the Czech Republic to the phenomenon of hybrid threats and analyses the fundamental shortcomings that determine the effective management of these threats. As part of a comprehensive approach, the text is supplemented by the current view of the European Union and NATO on addressing the issue of hybrid action by hostile actors. A summary comparison of the approaches of the Czech Republic, the European Union and NATO points to the need for mutual institutional synergy among these entities. Although the current approaches of the mentioned subjects are relatively sufficiently doctrinally anchored, the absence of a complex and especially practically functioning apparatus and specific operational tools that would be able to face a wide range of hybrid threats persists. |

(LXIII.): 17-33 | DOI: 10.3849/2336-2995.31.2022.02.017-033 The article deals with the method of application of evaluation tools, applicable for the evaluation of the preparedness assessment of undeclared headquarters and units of the Czech Armed Forces. As a part of the research there were analysed the approaches of the Czech Republic and NATO using of a comparative analysis supplemented by a structured interview. The results of the research confirmed the inconsistent approach to the application of standardized tools and methods for evaluation of units, which are not declared for the NATO and the EU Task Forces. Based on the results of the analysis and with the utilization of the best practice approaches, there was formulated an innovative approach to assessment of the required capabilities of all headquarters and units. The evaluation of these preparedness is carried out at the end of each Czech Armed Forces operational training cycle. |
