NATO Defence Planning Process in (Permanent) TransitionReviewed - ReviewPhDr. Jan StejskalVojenské rozhledy / Czech Military Review Nr. 4/2013, Vol. XXII. (LIV.): 71-80 | DOI: 10.3849/2336-2995.22.2013.04.071-080 NATO Defence Planning Process (NDPP) is a subject of quite frequent reviews and amendments in order to meet the needs of NATO as an organization and of each Ally. The current initiative, based on a tasking from the Chicago summit in May 2012, is referred to as "Enhancing the NDPP". It particularly aims at making the NDPP more relevant to national defence planning and more visible at political level. More emphasis is also placed on timely consultations among Allies whenever they intend to make significant changes in their defence inventories and capabilities. Recently approved NATO Defence Planning Capability Targets (June 2013) previously known as Force Goals, are for the first time affected by application of the so-called "50% planning assumption" which aims to redress the burden-sharing imbalance between the US and other Allies. |

The analysis outcomes point out a significant diversity of approaches to national defence planning processes, the fact which stems from different interests of their national security and defence policies and, at the same time, the outcomes substantiate that the centre of gravity of national approaches does not lean on implementing principles of NDPP but on achieving outputs of the NDPP. |
Utilization of Selected Methods of Strategic Analysis in Key Documents of The Czech Ministry of DefenceReviewed - Researchplk. Ing. Josef Melichar, Ing. Miroslav Mašlej, Ph.D., Ing. Alena Šafrová-Drášilová, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 4/2016, Vol. XXV. (LVII.): 20-34 | DOI: 10.3849/2336-2995.25.2016.04.020-034 The article brings results of the analysis of 14 national documents and 14 Czech Ministry of Defence internal documents. Document analysis showed the lack of traceability and verifiability of the methods, and that the methods of strategic analysis were usually used incorrectly, or incompletely. A proposal that can improve the situation is following: creation of a repository of processed strategic information, and the establishment of a specialized department, which will deal with the processing of strategic information and data, and will also create conditions for the creation of institutional knowledge. Another part of the proposed solution is also the inclusion of the topic of aggregating and processing complex analyses into the education system for all the staff presumed in participation in the strategic planning. |

When establishing them, specific requirements for each food component had to be respected, in particular with respect to storage conditions, use of foods with a long minimum shelf life (MSL) at extreme temperatures, reduced weight of the foods used, and adequate amount of beverages. The TCRs were developed by MEDIAP Slušovice, who designed 7 variants of these rations in total. Nutritional value tests and sensory evaluations following the storage test at modified temperatures after the thermostat test at a tropical temperature of 55 °C were made by the panel of evaluators in the laboratory of the College of Business and Hotel Management in Brno, Tomas Bata University in Zlín. |

Back to the Future: Counterfactuals and Scenarios in Defense Research and PlanningReviewed - ReviewRNDr. Jan Kofroň, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 3/2015, Vol. XXIV. (LVI.): 48-61 | DOI: 10.3849/1210-3292.24.2015.03.048-061 Defense planning and research has to engage with questions about future developments quite often. Solutions to these questions tend to be hazy due to (I) the missing data, or due to (II) the necessity to build long-term prognoses, which are - by their very nature - only remotely related to any current or historical empirical cases. Under these conditions counterfactuals and their specific - future- oriented - form: scenarios, offer a valuable tool. Nevertheless, counterfactuals and scenarios, due to their limited empirical embeddedness, demand explicit and rigorous application of a theory. The article highlights often overlooked resemblance of scenarios and counterfactuals and derives from this fact some methodological implications for scenario building enterprise. Beyond that, it aims at demonstrating possible contributions as well as obstacles inherent for the use of scenarios and counterfactuals in our defense policy debates. |

Moreover, the importance of a rarely emphasized role of operational art in military medicine is discussed. Such tool seems to be a key element for the harmonization of strategic objectives with long-term tactical activities. |
