Up-to-date Trends and Shifts in Global Security EnvironmentReviewed - ReviewPhDr. Miloš Balabán, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 2/2012, Vol. XXI. (LIII.): 17-25 | DOI: 10.3849/2336-2995.21.2012.02.017-025 The beginning of the second decade of 21st century is tied with distinctive dynamics and changes in global security environment. Among those changes belong security re-orientations of the United States from Transatlantic area to that of Pacific, East and Southeast Asia resulting from a new American military strategy proclaimed in January 2012. The US drew down from Iraq and Afghanistan, political and security movement in Arab world, after decades of "status quo" were awaking. The author concludes that the EU should be prepared for negative scenarios in the development of security situation, or to have at its disposal effective police and military forces with proper humanitarian background to counter possible instability, e.g. massive migration influxes, economy disorders. |
Swarming: Basic Aspects, Development and Prospects of its ApplicationMilitary artMgr. Ľubomír Lupták, Ph.D., Bc. Petr KaliničVojenské rozhledy / Czech Military Review Nr. 2/2012, Vol. XXI. (LIII.): 59-68 | DOI: 10.3849/2336-2995.21.2012.02.059-068 The information revolution is affecting the whole spectrum of conflict. Here the authors advance an ambicous idea of "swarming" that may emerge as a definitive doctrine that will encompass and enliven both cyberwar and netwar. Swarming is seemingly amorphous, but it is a deliberately structured, coordinated, strategic way to strike from all directions, by means of a sustainable pulsing of force and/or fire, close-in as well as from stand-off positions. Swarming depends on a devolution of power to small units and a capacity to interconnect those units that has only recently become feasible, due to the information revolution. The idea of swarming stands for engaging an adversary from all directions simultaneously, either with fire or in force. |
Leader of the Free Word and the Balance of Threats: Understanding Obama's New Defence StrategyInformational pagesMgr. et Mgr. Jan LudvíkVojenské rozhledy / Czech Military Review Nr. 2/2012, Vol. XXI. (LIII.): 77-85 | DOI: 10.3849/2336-2995.21.2012.02.077-085 This strategy has received substantial attention and triggered the discussion about the future of U.S. security policy and America's role in the world. The article argues that American strategy is often misunderstood, particularly in the Czech environment. Obama's defence strategy and its foundations must be explained through the lenses of the balance of threats developed by Stephen Walt. Washington is balancing what it perceives to be the greatest threat to American leadership in the world. Threats are presented by emerging power of People's China, the situation in Middle East. Europe is not less important; it is still an important American ally. |

In 2020 the NAMSA will make use of energy and fuel mainly from sources friendly to our environment, therefore employing NAMSA agency for our army will be both economical and environmental. |
Security Threats from Inside: Scenario "Extremism in Being and Coexistence with Romany Ethnic Group and Migrants"Military sociologyPhDr. Antonín RašekVojenské rozhledy / Czech Military Review Nr. 2/2012, Vol. XXI. (LIII.): 143-154 | DOI: 10.3849/2336-2995.21.2012.02.143-154 At first, we are familiarised with terms of extremism, Romanies (Gypsies), anarchists, neo-Nazis, then the author introduces possible picture of security situation at the turn of second and third decades of 21st century. He believes that in every country there is a limited ability to integrate ethnic groups by majority. As soon as the limits are exceeded, problems begin. His scenario ends with a pessimistic vision: increasing tensions will ask army deployment, but even local armed forces are not able to enforce law and order, therefore the government must ask for help neighbouring states. |

(LIII.): 155-161 There is an ambiguous relation as far as management and economy in public sector are concerned. Using the example of British army, the author explains the roots and consequences of changes in the field of source management and compares collected results with the situation in the CR. Both public sector and the Army of the Czech Republic (ACR) are administratively ordered and controlled and meeting the army goals that are not conditioned by economy results. Prospective Attitudes to the Reform of Security SystemMilitary artIng. Vladimír KrulíkVojenské rozhledy / Czech Military Review Nr. 4/2011, Vol. XX. (LII.): 48-64 Potential improvements of our security system depend above all on the governmental concern to really implement the reform, as a complicated, laborious and sensitive process. The preparing work being done in 2001-2002 proved deficiency in Czech security system. The author says that it is practicable to set rules by issuing clear directives, further it is necessary to prevent unreasoned manoeuvring within boundaries of implementation programmes, whatever manoeuvring could be motivated, by political, local, regional or subjective interests. This essay places emphasis on the presentation of various methods by which the security system could be changed for the better, explaining them in rather non-traditional ways, from more broad angle, embedded into a wide frame of knowledge, experiences and recommendations. |
Present-day Notions on Military DeceptionsMilitary artDoc. Ing. Milan Kubeša, CSc.Vojenské rozhledy / Czech Military Review Nr. 3/2011, Vol. XX. (LII.): 60-65 In the previous Military Review we introduced the article "Will Military Deception Pass Away?" by the same author. In the Army of the Czech Republic we have no manual dealing with military deception (MILDEC). The only manual concerning MILDEC was abolished without any substitute. But military art can't be further developed without similar documents. Today we take MILDEC as a complex set of provisions misleading enemy's commanders and staff, by means of false information and counterfeit data that deliberately deceive adversary decision-makers and planners. Use of MILDEC during any phase of an operation also helps to mislead adversaries as to the strength, readiness, locations, and intended missions of friendly forces. The MILDEC could contribute to the successful accomplishment of the assigned mission by many ways. |

Jan Mazal, CSc.Vojenské rozhledy / Czech Military Review Nr. 3/2011, Vol. XX. (LII.): 146-161 The article deals with the problems of current "military engineering" in Czech Army, which arose during drawing up the "Doctrine for land forces operations". The content of this article consists mainly of three parts. The first one has to characterize some doctrine development aspects from the engineer's contributor point of view. Secondly, to adduce requirements for the content of a doctrine which are consequent to NATO main military engineering documents, e.g. MC 0560, AJP-3-12(A) and ATP-52(B). Thirdly, this level has to evoke resourceful discussions on topical military engineering within military community and to contribute to the mutual opinion consensus achievement. |

Clarifying the Notion of Direct Participation in Hostilities (The Protection of Civilians)Military lawRNDr. Marek Jukl, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 3/2010, Vol. XIX. (LI.): 168-180 International humanitarian law hinges on the principle of the distinction between combatants, whose function is to conduct hostilities during armed confl ict, and civilians, who are presumed not to be directly participating in the hostilities and, therefore, entitled to full protection from attack. They lose this protection only if, and for as long as they "directly participate in hostilities". After several years of expert discussions and research, the International Committee of the Red Cross (ICRC) has published the Interpretive Guidance, which aims to clarify the meaning and consequences of direct participation in hostilities under international humanitarian law (IHL). This article is devoted to the explanation of this notion. The presented interpretation follows the Interpretative Guidance published this year. |
Theory of Gravity in War on International TerrorismMilitary artIng. Ján SpišákVojenské rozhledy / Czech Military Review Nr. 2/2010, Vol. XIX. (LI.): 47-64 Official objectives of war on terrorism are as follows: we must face theorist threats, prevent terrorist strikes; suppress the power of terrorist groups such as al-Qaeda. War on terrorism is not a classical or conventional warfare; the term is wide-ranging, covering longterm strategies of national importance. The war on terrorism and employed means are also a source of controversy. It is a question of adequacy of used tools. It is necessary to implement the new strategy of improving conditions in Muslim countries to eliminate their background supporting negative religious and political attitudes towards democracy. Outlined ways of "smoothing edges" in economical, social spheres can noticeably change hateful attitudes of Muslim population towards values of Western democratic society. |
Military Exercises EU-MILEXMilitary artIng. Jaroslav KulíšekVojenské rozhledy / Czech Military Review Nr. 2/2010, Vol. XIX. (LI.): 65-81 Such exercises are regular part of European exercise process that in periodical cycles examines individual capacities of solving crisis situations, conducting crisis operations under methods developed by the EU. European training process does not cover only the preparation of military units, but also those of civil elements (police, rescue teams, diplomats). Since 2007 the exercises have been ran according to a common scenario "ALISIA", with the purpose to practise crisis operations control by commanders and staffs of EU nations, without any means and elements or support by NATO. European exercise process allows to the EUMS to organize and harmonize two exercises of solving crisis situations in a year. Five members of the Czech Army took part in the exercise MILEX 09 last year. They were involved in the operational planning process at the EU OHQ Specialist Staff, CJ2, CJ4, CJ5 and CJ7 departments. The article is mostly based on the experiences of Czech offi cers at the EU OHQ LARISSA. |
The Czechs in AfghanistanInformational pagesRNDr. Nikola Hynek, M.A., doc. PhDr. Jan Eichler, CSc.Vojenské rozhledy / Czech Military Review Nr. 2/2010, Vol. XIX. (LI.): 88-100 The Provincial Reconstruction Team of Czech Republic operates in very complicated conditions and environment that are in fact hostile. Wars of the New Millennium (Informative Review)Book reviewPhDr. A. RašekVojenské rozhledy / Czech Military Review Nr. 1/2008, Vol. XVII. (XLIX.): 141-142 The Slovak author Štefan Volner wrote a book called The Wars of the 21st Century (Zvolen 2007). After the break-up of common Czechoslovak state we promised each other that the relations between Czechs and Slovaks will not change, but after fifteen years we see that we are really departed, when speaking about Slovak home policy, about Slovak security questions, its army. Štefan Volner who often publishes in the review Vojenské rozhledy helps to cover this gap and thus our military public can follow his scholarly works dealing with security and defence. In reviewed book he enumerates the causes of 21st century wars and analyses four basic paradigms: civilizational; Toffler's third wave; realistic approach; and finally thermodynamics, dealing with non-linear causes of war. Asymmetric wars came into existence as the roots of wars are asymmetric. It is not difficult to win the war, but more difficult is to guarantee post-war reconstruction. |
The Security System of the CR and the Necessity of its Adaptation to Cumulative Effects of ThreatsReviewed - ReviewPhDr. Libor StejskalVojenské rozhledy / Czech Military Review Nr. 4/2011, Vol. XX. (LII.): 37-47 The term of "growing complex of threats" covers higher and higher probability of concatenation of various intercommoned, mutually tied factors reflecting structured technological and informational reality of global society, making their solving by traditional means of security system extremely difficult. "Crisis situation" represents more general problem of natural disasters or technology breakdowns that are influencing one another, that cause great distress or destruction, in an unexpected manner, activating subsequent threats of so far unforeseen threats. For that reason we must adapt Czech security system to new liquid, instant and indivisible complex threats. |
Decisive Points Concept (Part II)Military artIng. Ján SpišákVojenské rozhledy / Czech Military Review Nr. 4/2011, Vol. XX. (LII.): 65-73 The article continues explanation basic operational terms, familiarizes readers with true theoretical fundamentals of the key element of operational design - the decisive point. Basic doctrinal interpretations are described and explained. Its introduction and utilization is visible during the operational planning process and elaboration of operational design. The concept of decisive point has a close connection to the other concepts, namely lines of operations, the centre of gravity and the end state. The concept is further evolved via example of peace support military operation planning process. Key words: decisive points, decisive conditions, lines of operations, centre of gravity, effect, kinetic, nonkinetic operations, doctrine. |
The Relative Leverage of Combat PowersMilitary artIng. Jaroslav KulíšekVojenské rozhledy / Czech Military Review Nr. 4/2011, Vol. XX. (LII.): 74-85 The overall purpose of this paper is to describe the way the Alliance and the also the Czech Army is going to apply the leverage of powers while conducting operations in the future. The article shows in details that the relative combat power analysis requires an assessment of factors either directly or indirectly affecting the potential outcome of the operation. In order to improve military knowledge and operational thinking within the Czech Army it is recommended to improve the quality of officers' military training and personnel preparation in accordance with Czech MoD White Paper on Defence. The views expressed in this assessment are those of the author and do not reflect the official policy or position of Alliance or the Czech Ministry of Defence. |
The White Paper and the Security of the Czech RepublicOpinions, controversyPhDr. Antonín RašekVojenské rozhledy / Czech Military Review Nr. 4/2011, Vol. XX. (LII.): 86-92 The existence of the Czech Army is at state. We need to get over present cut in military budget, ill-advised savings, without searching for new appropriate financial and material sources. To save something important means always to sacrifice or to give up something. Some security and military experts wish to dissociate themselves with approved methods. They think that the White Paper doesn't express opinions on many important things. It assumed that after five years there will be need to revise this White Book. So, proposes the author, wouldn't be better for us to regard the White Book only as an analytical document containing certain proposals for the following Defence Strategy of the CR, as originally intended? |
