(LIII.): 99-121 In September 2011 the government approved the new Security Strategy of the Czech Republic. It was important that this document was discussed and elaborated with the participation of the security community, security professionals both from the army and civil institutions or schools; among others we must state the CEVRO institute or the CESES centre, Charles University Prague. The author familiarizes readers with its contents and the history of its genesis by means of polemics with individual items of this document. Mission of the Czech Republic in Afghanistan: The Trial of New DimensionsMilitary artPhDr. Libor StejskalVojenské rozhledy / Czech Military Review Nr. 4/2009, Vol. XVIII. (L.): 101-106 The Czech Republic became involved in ISAF in 2002, among others we sent there both field hospital and field surgical team; later meteorological group, traffic control group with EOD team began to serve at the Kabul International Airport. In 2004, the 601st Special Force Group was engaged in Enduring Freedom operation, Czech soldiers served in German Provincial Reconstruction Team (PRT), positive role was played by Czech Operational Mentoring and Liaison Team. Another successful mission was establishing PRT Logar, supporting social, economical development in this province. New common features of PRT, helicopter OMLT, EUPOL mission, partly SOG is the concentration on building Afghan capacities, namely ANSF (Afghan National Security Force) and public administration. Together with their deliberate support, it has multiplying effect, as assistance and training bring more effects than mere fulfilling standard military tasks, guarding e.g. Dutch base. |
ABM a SALT I: Security Dilemma, Cooperation and Rational ChoiceInformational pagesMgr. Jan LudvíkVojenské rozhledy / Czech Military Review Nr. 3/2009, Vol. XVIII. (L.): 73-77 The SALT agreements seem to be outdated, nonetheless the current discussion on the U.S. missile defence systems must be perceived in its complexity and theoretical framework, with AMB treaty as a cornerstone. The article suggests that ABM treaty and Interim Agreement, forming together the outcome of SALT negotiations, demonstrate that rational decisions are fully compatible with arms control system and realist approaches to the international relations. The author supposes that cooperation and mutual trust can be achieved through negotiations and perception of other participants. He also takes into account the impact of Soviet nuclear build-up in 1960s is and its consequences. The important conclusion can be derived from this fact: arms control should be expected more in times of military balance rather that the domination of one world's actor. Key words: disarmament, arms control, mutual assured destruction, and antiballistic missile systems. |

System Problems with Career Soldiers Incomes: Qualification for Pay ClassesOpinions, controversykpt. Ing. Jakub PickaVojenské rozhledy / Czech Military Review Nr. 4/2012, Vol. XXI. (LIII.): 55-60 The author analyses current pay and reward system of remuneration according to merits, years of service, military profession, speciality, rank, etc. We have many military specialisations that do not fit to only several pay classes. The author concludes that present-day system leads us to badproportioned states, when some military specialities are overvalued, whereas other ones are underrated. This problem is continuously solved. Today we propose new military remuneration model taking into account total fixed remuneration and premium service components. |

Military DeceptionMilitary artIng. Jaroslav KulíšekVojenské rozhledy / Czech Military Review Nr. 2/2012, Vol. XXI. (LIII.): 40-58 | DOI: 10.3849/2336-2995.21.2012.02.040-058 The purpose of this article is to inform on elements of military deception in NATO armies and overarching principles that make military deception successful. Deception Planning is an iterative process that should be considered as an inextricable part of the operational planning. The knowledge in the field of military deception in the Czech military is low; no operational deception plan has been prepared for foreign operations or any military exercise. Deception is widely appreciated as a powerful instrument of military operations, yet it is surprisingly neglected by both the Czech Army and Military Educational System. The author tries to encourage officers and members of higher staffs to study this subject. |
Seeking Foundations of Economy Methods and Savings in MoD SectorInformational pagesProf. PhDr. František Ochrana, DrSc.Vojenské rozhledy / Czech Military Review Nr. 2/2012, Vol. XXI. (LIII.): 91-101 | DOI: 10.3849/2336-2995.21.2012.02.091-101 This paper deals with theoretical and practical correlations of "additional" savings in defence sector. Referring to conclusions of White Paper of Defence, the author differencites between rational savings and irrational ones, i.e. the false savings. Rational savings lead us to higher economy, effecitivy and usefulness. Irrational savings present non-system measures when respective "cuts" are only for for appearance's sake, the savings are only for show. In reality, in terms of long-term prospects they will bring even higher social expenditures before those "cuts" were introduced. The author proposes several recommendations concerning effective saving to eliminate wasting defence sources. |

Security Threats from Inside: Scenario "Extremism in Being and Coexistence with Romany Ethnic Group and Migrants"Military sociologyPhDr. Antonín RašekVojenské rozhledy / Czech Military Review Nr. 2/2012, Vol. XXI. (LIII.): 143-154 | DOI: 10.3849/2336-2995.21.2012.02.143-154 At first, we are familiarised with terms of extremism, Romanies (Gypsies), anarchists, neo-Nazis, then the author introduces possible picture of security situation at the turn of second and third decades of 21st century. He believes that in every country there is a limited ability to integrate ethnic groups by majority. As soon as the limits are exceeded, problems begin. Complex Security Management in the Czech Republic: Starting Point for Upgrading (Themes for Security Review)Reviewed - ResearchPhDr. Antonín RAŠEKVojenské rozhledy / Czech Military Review Nr. 1/2012, Vol. XXI. (LIII.): 21-41 | DOI: 10.3849/2336-2995.21.2012.01.021-041 Our new stance to comprehensive control of security in the international context is based upon the so-called "wider security concept". Despite various definitions, there is the consensus that a national state is not the only security subject, the classical paradigm was extended to other areas, outside military one: political, economy, financial, banking, environmental, and social. They are endorsed by security problems related to technology, energy, raw material sources, ethnical disputes, religion, together with humane rights and cultural aspects. To win the war is easy, to establish peace is difficult. Last but not least, we now have to fight and win the war of public opinion. |
The Problems of Prevention of Socially Undesirable BehaviourNonreviewed - ReviewIng. Michael HrbataVojenské rozhledy / Czech Military Review Nr. 1/2012, Vol. XXI. (LIII.): 42-55 Armed forces, civilian employees, are extremely exposed to unwanted effects of socially undesirable behaviour, as they live and meet their assignments under difficult conditions, e.g. in mission abroad, separated from their relatives, spouses, wives. The best deterrence against socially undesirable behaviour is its prevention. Legally this problem is defined in the Defence Minister Order No 53/2010, The Prevention of Socially Undesirable Behaviour. According to the author M. Hrbata, Deputy Defence Minister for Personnel, we must deal with this problem in a multidisciplinary manner, in the frame of effective organizational structure, run by competent commanders, chiefs, directors, with natural authority. |

Public Sector Economy in Management PracticeMilitary professionalIng. Svatopluk KuncVojenské rozhledy / Czech Military Review Nr. 1/2012, Vol. XXI. (LIII.): 155-161 There is an ambiguous relation as far as management and economy in public sector are concerned. Using the example of British army, the author explains the roots and consequences of changes in the field of source management and compares collected results with the situation in the CR. Both public sector and the Army of the Czech Republic (ACR) are administratively ordered and controlled and meeting the army goals that are not conditioned by economy results. Jan Mazal, CSc.Vojenské rozhledy / Czech Military Review Nr. 3/2011, Vol. XX. (LII.): 146-161 The article deals with the problems of current "military engineering" in Czech Army, which arose during drawing up the "Doctrine for land forces operations". The content of this article consists mainly of three parts. The first one has to characterize some doctrine development aspects from the engineer's contributor point of view. Secondly, to adduce requirements for the content of a doctrine which are consequent to NATO main military engineering documents, e.g. MC 0560, AJP-3-12(A) and ATP-52(B). Thirdly, this level has to evoke resourceful discussions on topical military engineering within military community and to contribute to the mutual opinion consensus achievement. |
Starting Points for the Preparation of Updated Security Strategy of the Czech Republic 2011ReviewedPhDr. Miloš Balabán, Ph.D., PhDr. Antonín RašekVojenské rozhledy / Czech Military Review Nr. 2/2011, Vol. XX. (LII.): 3-19 In our country, existing strategical documents related to security used to be compiled very carefully, but proved to be not very effective, as they did not fit to practical everyday security policy, they did not comply with day-to-day requirements. The only exception was the 1991 doctrine dealing with the creation of Integrated Rescue System and the implementation of professional armed forces. At present, there is a tendency to rewrite those strategy documents again, namely in the field of security. The preparation of a new version of Czech security strategy is taking place in time marked with new trends in world politics and economy. The main attention is attracted by crisis management, arms control, disarmament, WMD non-proliferation, cooperation with non-NATO nations, and international organizations, last but not least counterterrorism and cyberspace security strategy. In short the study mentions Czech political-military ambitions, defence strategy, defence capacity and resources, it appreciates in value knowledge gained by the Centre of Security Policy, Faculty of Social Science, Charles University Prague, and it contains conclusions and recommendations for the preparation the 2011 Czech National Security Strategy. |

Forming Security Culture of the European Union (European Security Strategy)Reviewed - ResearchDoc. PhDr. Jan Eichler, CSc.Vojenské rozhledy / Czech Military Review Nr. 4/2011, Vol. XX. (LII.): 22-36 The Document ESS 2003 laid down foundations of our present-day security and strategy culture. It was formed as a summary of several historical and political factors that are introduced in two starting chapters, followed by the more detailed analysis into ESS 2003, its main characteristics influencing EU security and strategic culture. The ESS 2003 is compared with the American doctrinal document NSS 2002. The European security strategy of 2003 is not compared with following American strategical documents, as they were unknown in time of its drafting. The author comes into the conclusion that in spite of indisputable differences, the EU shares the same values as the US, and the EU as an American strategical ally is facing the same threats and challenges as the US does, and in case of need, there is a possibility of combined military actions. |

Operational Art: A different viewOpinions, controversyIng. Ján Spišák, doc. Ing. Milan Kubeša, CSc., Ing. Pavel Zůna, MSSVojenské rozhledy / Czech Military Review Nr. 4/2011, Vol. XX. (LII.): 93-96 The article polemize against the content of the article "Operational Art" that was published in the previous issue of this Czech Military Review, 3/2011. The polemics points out that the author of the criticized article applied doctrinally incorrect terminology, he did not respect the valid standards of the military terminology and is cross-indexing to the old Allied standards. Such articles should present new lessons from field theory and practice, which would contribute to the professional preparedness of the military personnel, and to the required interoperability with our coalition partners. But according to the authors, criticized article is rather misleading. Key words: operational art, operations, operational concept, center of gravity. |
Geopolitics: A New OpticsBook reviewPhDr. Antonín RašekVojenské rozhledy / Czech Military Review Nr. 4/2011, Vol. XX. (LII.): 190-194 In his new book, Geopolitics, its author Štefan Volner examines geopolitical theories as if through the prism of new images. It is in fact a free sequel to his previous books on political science. He puts geopolitics somewhere in between natural and social sciences, which is rather ambivalent attitude, namely in cases of using terms thermodynamics, chaos theory and so on. He mentions names such as Huntington, Brzezinski, Friedman, but surprisingly he pays his attention also to less known - at least in our country - Aleksandr Dugin, as a representative of 'new Eurasianism', a new ideology of present-day Russian 'national patriots'. In the second part of his book, Štefan Volner lays down theoretical and methodical foundations for forming geopolitics as scholarly discipline; the third part of this book is concentrated on the EU. |
Discovering Future as a ChallengeBook reviewVojenské rozhledy / Czech Military Review Nr. 4/2011, Vol. XX. (LII.): 195-200 The identification of security threats and subsequent risks is the base on which we form security and military strategies. It is also the core of all security scenarios. That's why we must welcome all books dealing with futurology predictions, like The Cognition of Future as a Challenge by Martin Potůček at al, Karolinum, Charles University. He summarizes knowledge and experiences done by CESES, the only scholarly lab dealing systematically with drafting up visions and strategies the Czech state might be confronted with. The CESES is a Czech acronym, which stands for the Centre for Social and Economic Strategies, at the Faculty of Social Sciences, Charles University, Prague. |
The Strategic Control of Czech Republic Defence: a Part of National SecurityReviewedIng. Vladimír KrulíkVojenské rozhledy / Czech Military Review Nr. 3/2011, Vol. XX. (LII.): 3-22 One of most discussed themes in this field is also a critique of unfinished, non-stable structure of master documents, e.g. Security Strategy of the Czech Republic. They are often told to be obsolete. The latest document, the White Paper on Defence, Critical responses are not quite justified. There are a lot of good ideas, innovations. Many things have been done, many set tasks have been met at the level of Defence Ministry. Positive effects of results reached are obvious. They are summarized in the White Paper mentioned above. The only danger lies in arbitrary decisions by political management, including employing variable means of their implementation, wanton interpretation of leading defence principles, low respect to approved strategical decisions. We must name mentioned handicaps as a first step towards the real and true remedy. |
Command and Control as an Important Part of Military Science (Getting on for Information Age)Reviewed - ReviewIng. Petr Ryp, plk. Ing. Robert BielenýVojenské rozhledy / Czech Military Review Nr. 3/2011, Vol. XX. (LII.): 29-33 The specification of terminology related to terms command and control (C2) is quite important for further scholarly examination of military science. The command and control area is nowadays under the constant impact of the influx of information technology, as well as it is affected by the changes in the contemporary security environment. This article is dedicated to the military, its history, and its contributions to current military operations. It provides an attempt to specify terms "command and control" in both general and military levels. Finally, it provides clarification of the terminology within command and control systems, as their terminology has been changing. In a simple way, the C2 could be characterized as the execution of authority by the commander, via communication and information systems, with the use of current standard operational procedures, under present laws and rules, to act in the interest of forces to meet assigned orders and intentions. |
