Systems Approach in Economic Practice of the ACR

Nonreviewed - Other

Ing. Svatopluk Kunc

Vojenské rozhledy / Czech Military Review Nr. 1/2007, Vol. XVI. (XLVIII.): 45-51

The proposals of systems approach are sometimes met with a negative acceptance. While solving difficult problems, army members exploit mere practical approaches and they proved to be successful. For that reason the author offers a short glimpse into systems thinking, as necessary starting point for pinpointing the cause of current difficulties. The system is any collection of component elements that work together to perform a task. In economic science, system is used in a variety of contexts. Military cost-effective system can be an essential programme that manage Planning Programming and Budgeting System, flexibly reacting to emerging military challenges resulting from new budget rules (based upon NATO doctrines). One of possible causes of disproportionate and undesirable reactions are wrongly set systems rules, e.g. in market systems manifested by the so-called risks factors. In the forces, the same position ought to be held by unified systems rules, taking into account individual economic subsystems (billing systems, spending elements, etc.), harmonizing them in terms of general independent economic principles.

Recent developments in security environment in the last two years re-opened crucial European debates such as the reform of the NATO architecture to address resurgent Russia to the East and as finding common European solution to migratory pressures that test both national capabilities and European solidarity. Even through the Visegrád countries do not always share common interests, the V4 manifests that it can play indispensable role in reaction to these developments. However, V4 still lacks actually proactive regional approach that would accommodate polish interests in order to keep informal leader Poland invested in this cooperation format. Polish elections mean one more challenging test for the V4 to coordinate positions before the crucial NATO Warsaw summit. Should this endeavor be unsuccessful, Poland could look to other formats that mirror its interests and threat perception more closely meaning that V4 would take a back seat with regard to NATO agenda. The task for the Czech V4 presidency is to produce practical results in ongoing ambitious project in defence cooperation so that is demonstrates the cooperation's 'added value.'

Infantry company urban operations training experience shows that effective training requires interaction of doctrine with equipment and structure of units. NATO standards must be further developed at the national level to match the technology and organization of own units. Training requires elaboration of training manuals that contain specific tactical exercises for standardized training facilities. The article brings outcomes from the critical analysis of interaction between planning by objectives and capability planning. The analysis is based on the assumption that the strategic decision-making process should be assisted by a systemic tool, enabling a financial assessment of capabilities, identified as a prerequisite for accomplishing politico-military ambitions. Taking into account the current planning system, as implemented within the Ministry of Defence, the planning by objectives might become this tool. However, for providing an efficient planning by objectives, it is necessary to derive relevant findings from the capability planning, which basically includes data on capability assessment, identified capability shortfalls and their prioritisation. Therefore, findings from capability planning process are a keystone for conceiving objectives for the area of capability development. Both capability planning and planning by objectives are to be seen as communicating conveyances, where a level of mutual interactions significantly influences effectiveness of defence performance management.
The analysis is aimed at identification and description of discrepancies hampering an efficient interconnection between planning by objectives and capability planning and, as a conclusion, the analysis proposes a definition of the core problem which causes respective discrepancies.

Europe is a maritime continent whose economic concerns and security could be backed only by the power of navy forces. The Czech Republic is not a maritime state, but it is a member country of both NATO and the EU, it participates in the formation of common security policy. Czech soldiers could take part in combined joint military operations, where one of forces is also a Navy. Dozens of Czech citizens are employed in common international institutes and staffs; they all need a broader view, including the knowledge of Integrated European Naval Strategy. Their activities promote the status of the Czech Republic at international level.
This contribution contextually explores European space and its naval power. It introduces naval forces projection of European national navies, the bulk of which best respond to current security issues, along with decisions of the national governments of the EU and NATO member states. The article also dedicates extensive attention to the Russian naval strategy.

The Comprehensive Operations Planning Directive (COPD): Revised Instruction

Military art

Vojenské rozhledy / Czech Military Review Nr. 2/2011, Vol. XX. (LII.): 65-68

All-inclusive attitude of NATO forces assumes that conflict can't be solved only by military means. This shift from purely soldierly level to political brought around numbers of Alliance activities at Strategical and Operational Commands. The common denominator was the philosophy of complex approach in operational thinking, planning, and implementing NATO activities. As a result the operational SACEUR's directive GOP was substituted by its revised successor-the so-called Comprehensive Operations Planning Directive (COPD). It is going to be introduced in 2011 and will influence groups and military persons at all levels of warfare, dealing with operational planning and operational art for art's sake. The article familiarizes readers with this directive (COPD) as a tool for comprehensive approach to operations. The COPD offers more deliberate and inclusive planning procedures that allow for both military and non-military actors broader understanding of operational environment and better cooperation in their common effort.

The purpose of this paper is to present the basic outlines of values of today's Czech soldiers, their professional motives and expectations. The results are interpreted in the context of Moskos' theory of the contradiction between institutional and occupational orientations of present armed forces and adapted to the actual social and political state of affairs.
