The invariable and constant task of logistics planners is the most effective utilization of sources. One of the methods incorporates NAMSA agency into operational and logistics planning. The NAMSA is regarded as a very effective provider of services covering the whole area of logistics. It is estimated that in the near future the agency will conduct logistics support to Alliance member nations. In 2020 the NAMSA will make use of energy and fuel mainly from sources friendly to our environment, therefore employing NAMSA agency for our army will be both economical and environmental.

At first, we are familiarised with terms of extremism, Romanies (Gypsies), anarchists, neo-Nazis, then the author introduces possible picture of security situation at the turn of second and third decades of 21st century. He believes that in every country there is a limited ability to integrate ethnic groups by majority. As soon as the limits are exceeded, problems begin. His scenario ends with a pessimistic vision: increasing tensions will ask army deployment, but even local armed forces are not able to enforce law and order, therefore the government must ask for help neighbouring states.

During the past twenty years there have been many substantional changes in the field of language preparation. As more and more military professional take part in military missions abroad, we lay emphasis on language drills, so that military professionals could communicate with members of other armies. For teachers at the Centre of Language Preparation this situation constitutes necessity to find out new ways how to language schooling do more and more effective, how to motive students and learners. The article is accompanied by chart with the appraisal of language skills.

This article deals with selected security aspects of Israeli maritime border lines. It briefly depicts current organizational structure of the Israeli Navy. It gives an overview of equipment used to safeguard Israeli sovereignty from seaborne threats, including search and secure operations performed against anti-Israeli insurgent organizations and their trafficking lines. In connection to the Gaza Strip blockade, the article examines legitimacy of this controversial approach and its current international consequences. Last but not least, the article looks beyond the security extent of maritime borders and examines Israeli approach as a mean of spreading the national sovereignty over newly explored gas reserves in the eastern Mediterranean area.

After several years of service with armour corps he devoted himself to social organizations in the forces, among others he was a head of department for military youth. In 1968 he became a deputy Czech minister for youth, PT and sports. During period of normalization he was released from the army. He made his living as a free lance translator and author. After the Velvet Revolution in 1989 he became advisor to deputy defence minister for humanitarian affairs, later he became assistant to deputy defence minister for strategical control, deputy director of Institute for Strategic Studies, deputy director of Institute of International Relations. After his untimely death, the prize named after him for works in the field of defence was established.

Our new stance to comprehensive control of security in the international context is based upon the so-called "wider security concept". Despite various definitions,there is the consensus that a national state is not the only security subject, the classical paradigm was extended to other areas, outside military one: political, economy, financial, banking, environmental, and social. They are endorsed by security problems related to technology, energy, raw material sources, ethnical disputes, religion, together with humane rights and cultural aspects. To win the war is easy, to establish peace is difficult. Last but not least, we now have to fight and win the war of public opinion.

Armed forces, civilian employees, are extremely exposed to unwanted effects of socially undesirable behaviour, as they live and meet their assignments under difficult conditions, e.g. in mission abroad, separated from their relatives, spouses, wives. The best deterrence against socially undesirable behaviour is its prevention. Legally this problem is defined in the Defence Minister Order No 53/2010, The Prevention of Socially Undesirable Behaviour. According to the author M. Hrbata, Deputy Defence Minister for Personnel, we must deal with this problem in a multidisciplinary manner, in the frame of effective organizational structure, run by competent commanders, chiefs, directors, with natural authority.

The essay deals with the concept of total force policy concept and its implementation. Some facts related to the history, implementation and development of this construct are presented in context of the Czech White Paper on Defence released in 2011. In order to improve capabilities of the national armed forces system, and as well as to diminish risks related to lack of human and financial sources in face of impeding population ageing, the author suggests a return to total force concept in the Czech Republic. He admits that the experiences with this policy before 1990 will be inoperative, as there is no chance of reintroducing of compulsory military service or the re-establishing of such paramilitary institutions such as e.g. the SVAZARM used to be.

With regard to changing external and internal surroundings of MoD and the creation and transfer of IT knowledge, it is necessary in practice to implementimprovements in logistics database and functionality of the so-called Logistics Information System MoD, during the whole cycle of managing, i.e. in the in the areas of sequential management and continuous management functions, depicted in this article. The paper presents results gained from a survey about the knowledge of logistics study models, academic and science projects, in Logistics Department of University of Defence Brno. The purpose of the paper is to compare student's knowledge and ability to adapt new approaches and developments in IT technology, including their capability to contribute in science research projects.

The article reflects contemporary issues in the field of language teaching. The University of Defence tries to react flexibly to new situations in the educational process in the European society. Its task is to enhance professional competences of its students and prepare them for their future career in the multilingual globalized environment. The authors, who are language teachers at the University of Defence, describe the procedure of creating an instructional material for their courses of Russian language. The lessons of their textbook have been designed to improve speaking and writing skills in Russian and thus to prepare students for the departmental exam NATO - STANAG 6001.

The paper presents a case study of the systematic implementation of Information and Communication Technologies (ICT) to foreign language instruction at the University of Defence (UoD) in Brno. It provides an overview of methods, applications and technologies used in English language training and presents teaching experience gained by the authors. The ICT enable the educators to tailor the language courses to suit their students' needs, and offers numbers of possibilities to deliver the educational content in an interesting and activating way in line with the UoD curriculum and the Ministry of Defence demands.

The article identifies new threats of global character influencing global security and quality of life. The inspiration is drawn from the debate over proposed updated Czech security strategy 2011, where several security scenarios were drafted. It is a free sequel to the study "Wild Cards in Future Development of World Security" published in this review in No. 2, 2008. The titles of some chapters are as follows: The Collapse of World's Monetary System and Global Economic Warfare, Crisis of Global Government, The Shortage of Key Commodities (oil, gas, coal, raw materials, water, foodstuffs), Migration, Organized Crime, European Union prior to Disintegration, The Crisis of NATO, New Religions, Will Rich People Live Longer?, etc.

The Document ESS 2003 laid down foundations of our present-day security and strategy culture. It was formed as a summary of several historical and political factors that are introduced in two starting chapters, followed by the more detailed analysis into ESS 2003, its main characteristics influencing EU security and strategic culture. The ESS 2003 is compared with the American doctrinal document NSS 2002. The European security strategy of 2003 is not compared with following American strategical documents, as they were unknown in time of its drafting. The author comes into the conclusion that in spite of indisputable differences, the EU shares the same values as the US, and the EU as an American strategical ally is facing the same threats and challenges as the US does, and in case of need, there is a possibility of combined military actions.

Topical problems of insufficient military budget, limited means are a drive force for searching unoccupied financial means to saturate set goals and ensure their unbiased reallocation and rational exploitation. The necessary prerequisite is control implementation and managerial accounting. This ought to create primary predispositions for introducing managerial accounting system, which would be oriented not towards financial, and property operations, but towards effective economy. The article describes phenomena tied with an army unit, together with the position of its commander in the process of gradual implementation of integrated informational system of state treasury, which is most manifested in the field of planning, budgeting and accounting.

In our country, existing strategical documents related to security used to be compiled very carefully, but proved to be not very effective, as they did not fit to practical everyday security policy, they did not comply with day-to-day requirements. The only exception was the 1991 doctrine dealing with the creation of Integrated Rescue System and the implementation of professional armed forces. At present, there is a tendency to rewrite those strategy documents again, namely in the field of security. The preparation of a new version of Czech security strategy is taking place in time marked with new trends in world politics and economy. The main attention is attracted by crisis management, arms control, disarmament, WMD non-proliferation, cooperation with non-NATO nations, and international organizations, last but not least counterterrorism and cyberspace security strategy. In short the study mentions Czech political-military ambitions, defence strategy, defence capacity and resources, it appreciates in value knowledge gained by the Centre of Security Policy, Faculty of Social Science, Charles University Prague, and it contains conclusions and recommendations for the preparation the 2011 Czech National Security Strategy.

The fundamentals of this concept, as they were explained in previous Military Review No 1, 2011, have stayed unchanged, up to the present. There still exist operational bases, directions, courses, lines, upon which military convoys transfer by the plan or in disorderly manner. Such picture corresponds to linear wars of first, second and third generations. The wars of fourth generation are characterized by the speed and initiative. The frontiers between war and politics are blurred, so are between civilians and combatants. They are mostly wars with and among non-state actors, counter-insurgency operations (COIN) Based on doctrinal analysis; author describes concepts philosophy in functional and logical aspects. This might help the commander and staff to visualize the arrangement of military capabilities in time, space, and purpose to accomplish the mission. The concept might be successfully applied in connection with stability and COIN operations.

The authors depict the development of outsourcing methods in US armed forces, its origins, and sources. Collected data are accompanied by experiences from British and German armies. The American Office of Management and Budget (OMB) issued in 1966 Circular No A-76 (lately several times revisited) to define procedures how to set rules which commercial activities are to be done within the frame of armed forces or in private sector. Backed by a number of literatures, magazines and newspapers (Air Force Journal of Logistics, Air Force Magazine, Armed Forces Journal, Defense Nationale, Washington Technology, Wehrtechnik, etc.) authors analyse several outsourcing processes. They present both positive and negative results, including open or hidden problems of A-76 policy (e.g. business process outsourcing). For the Army of the CR they recommend to overcome above mentioned problems by creating the corrective authority, similar to the British PPPU (PublicPrivate Partnership Unit).

The major topic of this article is the problem of radical Islam in the context of contemporary as well as historical development in Europe. In the course of several chapters the author describes basic facts of the modern phenomenon of Islamisation, impending over Europe. His study is supported from several sources, e.g. Gadhafi M., Islam taking over Europe (2006); or reports issued by the Netherlands Security and Intelligence Service (2005); Swiss Country Report on Islamisation (2007), etc. There are over 50 million Muslims in Europe, if Turkey is added to the EU, Europe will have another 50 million Muslims. When terrorism can be considered as a danger, Islam should be considered as a risk to generate such a danger. The democratic state is fully entitled to diagnose any kind of "side effects" as a result of Islamic preaching. This is not judging the religion but its effects on the system. The solution is long-lasting: to support cultural integration, because only a few European Muslims are involved politically, or take part in terrorist attacks.

The security is not very often mentioned in direct relation to the quality of life and sustainable development. The author introduces the security as their substantial element; he would like to offer an interesting approach towards examining mutual ties between both concepts. In fact, it is not a new idea; common knowledge that peace is more comfortable for life and culture, for economic development, is certainly older than quality of life concept. But, after an easygoing attitude to international background in the 90's, today we again pay our attention to the security problems, even in a wider spectrum, in varied contexts: from changes in world's climate, to differences between rich North and poor South, over international terrorism, efforts for integrated European position towards Common Foreign and Security Policy, NATO, security policy of the Czech Republic, till the individual feelings of safety.

Potential improvements of our security system depend above all on the governmental concern to really implement the reform, as a complicated, laborious and sensitive process. The preparing work being done in 2001-2002 proved deficiency in Czech security system. The author says that it is practicable to set rules by issuing clear directives, further it is necessary to prevent unreasoned manoeuvring within boundaries of implementation programmes, whatever manoeuvring could be motivated, by political, local, regional or subjective interests. This essay places emphasis on the presentation of various methods by which the security system could be changed for the better, explaining them in rather non-traditional ways, from more broad angle, embedded into a wide frame of knowledge, experiences and recommendations.

The article continues explanation basic operational terms, familiarizes readers with true theoretical fundamentals of the key element of operational design - the decisive point. Basic doctrinal interpretations are described and explained. Its introduction and utilization is visible during the operational planning process and elaboration of operational design. The concept of decisive point has a close connection to the other concepts, namely lines of operations, the centre of gravity and the end state. The concept is further evolved via example of peace support military operation planning process. There is an urgent need to recognize changed priorities and evolve new approaches to non-proliferation and disarmament objectives for a sharper focus on the real and present dangers to international peace and stability. The focus must now shift to more effective monitoring and verification of compliance at various levels. The proposed ROOT system (Responsible Ownership of Technology) might be one of such means to meet above mentioned challenges that could eliminate present-day dangers and contribute to international peace and stability. It is the technology for security in the 21st century.

The paper is devoted to the public legal nature of the service relationship and consequences that arise from this fact. It implies the non-existence of publicly available applicable theoretical apparatus (explicit paradigm), which would describe service legal relationships in context of stabilized principles of Czech judicature. It is the judicature from which this paper derives basic knowledge about the service procedural law and systematically connects them in a unified theory. As a result, it concludes that the service relationship, or the service law, is a special branch of the administration law. It points out the necessity of a discussion about procedural service law that is a source of most problems and misunderstandings.

In his new book, Geopolitics, its author Štefan Volner examines geopolitical theories as if through the prism of new images. It is in fact a free sequel to his previous books on political science. He puts geopolitics somewhere in between natural and social sciences, which is rather ambivalent attitude, namely in cases of using terms thermodynamics, chaos theory and so on. He mentions names such as Huntington, Brzezinski, Friedman, but surprisingly he pays his attention also to less known - at least in our country - Aleksandr Dugin, as a representative of 'new Eurasianism', a new ideology of present-day Russian 'national patriots'. In the second part of his book, Štefan Volner lays down theoretical and methodical foundations for forming geopolitics as scholarly discipline; the third part of this book is concentrated on the EU.

The identification of security threats and subsequent risks is the base on which we form security and military strategies. It is also the core of all security scenarios. That's why we must welcome all books dealing with futurology predictions, like The Cognition of Future as a Challenge by Martin Potůček at al, Karolinum, Charles University. He summarizes knowledge and experiences done by CESES, the only scholarly lab dealing systematically with drafting up visions and strategies the Czech state might be confronted with. The CESES is a Czech acronym, which stands for the Centre for Social and Economic Strategies, at the Faculty of Social Sciences, Charles University, Prague.

One of most discussed themes in this field is also a critique of unfinished, non-stable structure of master documents, e.g. Security Strategy of the Czech Republic. They are often told to be obsolete. The latest document, the White Paper on Defence, Critical responses are not quite justified. There are a lot of good ideas, innovations. Many things have been done, many set tasks have been met at the level of Defence Ministry. Positive effects of results reached are obvious. They are summarized in the White Paper mentioned above. The only danger lies in arbitrary decisions by political management, including employing variable means of their implementation, wanton interpretation of leading defence principles, low respect to approved strategical decisions. We must name mentioned handicaps as a first step towards the real and true remedy.

The overall purpose of this paper is to describe the ways the Alliance and the also the Czech Army will apply the operational art tenets, conducting operations in the future. The current military problems cannot be solved without a deep understanding and knowledge of operational art. In order to improve military thinking within the Czech Army, it is recommended to study and apply operational art. The operational art forms a bridge between strategy defining the political aims of war and tactics, fighting the battles. Commanders and staff officers should study operational art seriously, systematically and with all their efforts. The author deals with current state of present operational art to inform on new developments in this field of military art. The article broadens the vision and deepens the insights of its readers. When the Czech Republic joined NATO, some structural changes in the national security sector were expected. Actually, changes in national defence strategy were declared by national strategic documents, such as military and security strategies. In addition to it, since 2002 the Czech Republic has been taking part in Global War on Terrorism and, generally speaking, it implies higher expenditures spent on security purposes. Surprisingly, many things have remained the same. The strategic documents were mostly ignored, deep changes did not happen due to fiscal policy based on a traditional incremental budgeting. Proportions between expenditures for internal and external security were only fluctuating.

The gravity of this article is laid down on the present-day state of affairs. China bought Spanish, Portuguese, and Greek obligations, i.e. China lent a hand to those countries (so did the European Union). In this way, China increased its influence in Europe. Stabilized Europe is necessary for Chinese export, it was not mere charity. Defence expenditures of People's China has reached 100 billions USED a year. Supposing the Chinese are intended to reach world's domination, they should stick to this kind of policy and they should not try to acquire the dominance by armed force. China behaves like an asymmetric power, knowing well that it can't surpass the U.S. by arms. China does not want to repent Russian mistake to be "over-armed" by America in futile arms race. Still, there is plenty of free space to compete with the U.S., e.g. cosmic or space competition, computer and Internet technologies.

Supported by published materials and information (LaunchingEUBattleGroups, AsecureEuropeinabetterworld), the authors analyze and evaluate some of the processes in the field of preparation and forming international crisis management. Both NATO Lisbon strategy and the Programme Declaration of the Slovak Republic open new roles and missions of Slovak Army. The Slovak Army must fulfil those commitments even in limited source frame. It concentrates on new priorities: the army is trained and prepared for missions it is going to be deployed in. Last but not least, apart of traditional missions, .the forces will be developing even non-military capabilities useful for peace missions.
