A Special Military Operation in the Context of Russia's InterpretationReviewed - ReviewJaroslav Galba, Ján SpišákVojenské rozhledy / Czech Military Review Nr. 1/2023, Vol. XXXII. (LXIV.): 50-68 | DOI: 10.3849/2336-2995.32.2023.01.050-068 The Russia has presented the ongoing war in Ukraine by the term special military operation, whose goals were declared by Russian President Putin in terms of demilitarization and denazification of Ukraine. In the wider context, there is an imperial effort of Russia to enforce its power and influence in the region by an offensive and aggressive war. The authors define the fundamental difference between a special operation and the so-called special military operation in the context of contemporary interpretation of the Kremlin. They further argue the way in which Russia is trying to justify the war and discuss its reality in terms of international law. |

The Path to Bucha: Organisational Practices of the Russian Army and Violence against NoncombatantsReviewed - ReviewTomáš KučeraVojenské rozhledy / Czech Military Review Nr. 4/2022, Vol. XXXI. (LXIII.): 81-102 | DOI: 10.3849/2336-2995.31.2022.04.081-102 The Bucha massacre raises the question of whether the Russian army predisposes its soldiers to unlawful violence against civilians. This article assumes that regardless of superior orders, perpetrators of violence must overcome the psychological barriers developed during socialisation. The psychological mechanism of "moral disengagement" allows soldiers to kill in combat and act violently on civilians. The duty of the armed forces is not only to prepare soldiers to fight and kill but also to prevent illegal violence. The case of the Russian army demonstrates how formal activities to prevent moral disengagement and violations of the International Humanitarian Law (IHL) face insurmountable obstacles in the form of institutional culture and insufficient human capital. |

The Armed Forces in Institutional and Functional ConceptReviewed - ReviewLeopold Skoruša, Ondřej Horák, Radim Vičar, Tomáš ZbořilVojenské rozhledy / Czech Military Review Nr. 4/2022, Vol. XXXI. (LXIII.): 3-22 | DOI: 10.3849/2336-2995.31.2022.04.003-022 The article deals with the interpretation of the term "armed forces" in the context of the current legal system of the Czech Republic. The authors propose to distinguish between the armed forces in the institutional concept and in the functional concept. The essence of the solution is the interpretation of Section 3(1) of the Armed Forces Act (No. 219/1999 Coll.) in the functional concept, i.e. in such a way that the armed forces are understood to include soldiers assigned to the Ministry of Defence, military schools, the Military Police and the Military Intelligence. Another solution could be to add a paragraph to the Armed Forces Act stating that "The provisions on members of the armed forces shall apply mutatis mutandis to soldiers on active service assigned to the Ministry of Defence, military schools, the Military Police and the Military Intelligence." The aim of the article is initiation professional discussions about the issue in question, as well as indications of directions as to how it would be appropriate to solve the matter. |
Innovative view of the methodical process of facing disinformationReviewed - ResearchMartin HavlíkVojenské rozhledy / Czech Military Review Nr. 4/2022, Vol. XXXI. (LXIII.): 23-36 | DOI: 10.3849/2336-2995.31.2022.04.023-036 The article describes an innovative view of a possible methodical process of access and protection against disinformation. The ever-increasing digitization and use of cyberspace to disseminate all kinds of data and information provides users with an indisputable number of associated benefits associated with rapid access, distribution or sharing of current knowledge. However, this development trend also reciprocally generates a number of related threats that need to be faced. Our own resilience and effective tools against information campaigns and information actions of all relevant actors play the key role here. The critical thinking itself and the process mechanisms used to access information are the focus of overall resilience to this type of security threats. Thus, the methodical process can help a wide range of readers broaden their view of the complexity of the problem and partially minimize the associated security risks. |

The recent introduction of new tools tailored to get more effective the CSDP process offers new opportunities for facilitating a convergence of EU and NATO planning approaches. Even if it is impossible to assume that the Alliance's and the Union's planning processes would become identical, the implementation of PESCO and other subsequent procedural tools has created a room for potential synchronization and harmonization of respective planning processes. The paper summarises findings on certain parts of both processes which could be brought closer, in terms of time and procedures, without affecting the autonomy of both organizations in any way. |

NATO After the End of the Cold WarReviewed - ReviewJan EichlerVojenské rozhledy / Czech Military Review Nr. 2/2021, Vol. XXX. (LXII.): 3-25 | DOI: 10.3849/2336-2995.30.2021.02.003-025 The article analyses the process of the NATO enlargement after 1990. It starts by a detailed analysis of the secret negotiations which have been started just after the end of the Cold War. In the light of the institutional liberalism, the NATO enlargement is a positive process which satisfied especially new member states. But in the light of the American neorealism, this process resulted into profound changes in the balance of the security threats and into a large militarisation and tension at the new Eastern frontier of NATO in a direct neighbourhood with the Russia. New military units with the modern arms systems are deployed over there and we are witnessing a growing number of dangerous military incidents. As a result, the contemporary situation needs new political negotiations between two competitors and a shift from the contemporary negative Peace towards the positive Peace. |

Qualitative Research on PESCO Projects Direction in the Field of CBRNReviewed - ResearchMiroslav Pohanka, Antonín NovotnýVojenské rozhledy / Czech Military Review Nr. 4/2021, Vol. XXX. (LXII.): 60-73 | DOI: 10.3849/2336-2995.30.2021.04.060-073 Chemical, Biological, Radiological and Nuclear (CBRN) weapons still represent a relevant threat despite international treaties and regulations. International projects like the Permanent Structured Cooperation (PESCO) of European Union (EU) appears as a suitable way of the further development when considered both complexity and expensiveness of the countermeasures to the CBRN. In this work, basic principles of PESCO, limitations, opportunities and expected directions of innovations were searched. The final recommendations on PESCO projects in the CBRN field are founded on the reached findings. Recommendations and conclusions on limited PESCO efficacy on one side and opportunity to resolve weakness of the Army of the Czech Republic (AČR) in the CBRN by collaboration in the EU on the other were particularly described in this paper. Without the collaboration, the AČR will hardly reflect the progress on CBRN defense. |

Concepts of the Hybrid Warfare and the Czech Armed ForcesReviewed - ReviewMartin HavlíkVojenské rozhledy / Czech Military Review Nr. 1/2021, Vol. XXX. (LXII.): 38-51 | DOI: 10.3849/2336-2995.30.2021.01.038-051 The goal of this review article is to briefly describe the development trends in the conceptualization of the phenomenon of hybrid warfare and to try a basic comparison of the key features of twenty important concepts with emphasis on selected Western, Russian and Chinese theoretical concepts. A substantial part of the article also deals with a closer characterization of hybrid warfare with the intention of clarifying the possible relationship of this type of warfare to the activities of the Czech Armed Forces. In connection with the importance of hybrid warfare and hybrid threats, the article is supplemented with essential recommendations that the Czech Republic and the Czech Armed Forces should reflect. The emphasis on content and the above arguments confirm that looking at the phenomenon of hybrid action and warfare as a novelty is very debatable. Rather than a new concept of warfare, it is a newly accentuated term "hybrid" describing long-known combinations of power tools used. |
Immigration in France and its security consequencesReviewed - ReviewJan EichlerVojenské rozhledy / Czech Military Review Nr. 4/2020, Vol. XXIX. How Far is the World to Achieve World Peace and Why?Reviewed - ReviewMartin HavlíkVojenské rozhledy / Czech Military Review Nr. 2/2020, Vol. XXIX. (LXI.): 76-91 | DOI: 10.3849/2336-2995.29.2020.02.076-091 The main goal of this article is to discuss in the context of selected security intentions the world peace as an idealistic phenomenon, which is determined by many factors in the current dynamically changing environment. The intention is not to compare individual philosophical theories, but to provide selected synthetic security indicators that can help measure the state of the security environment. On the basis of these arguments, we can observe a downward trend in the rate represented, also linked to an increase in the activities of terrorist groups and generally transnational threats. The article also highlights the current relatively rigid role of the UN in relation to global peace. The international community and world peace are particularly influenced by the mutual relations and the rivalry of the superpowers. In future conflicts, the transition from the physical form of the battlefield to the imaginary platform, represented mainly by cyber space, will be more evident. |
