Major Trends in the Military Budgets of the United States and the Russian Federation in the 21st centuryReviewed - ReviewJana StehlíkováVojenské rozhledy / Czech Military Review Nr. 1/2021, Vol. XXX. (LXII.): 3-20 Government expenditures allocated for defence are one of the categories comparable between countries to observe and analyse long-term trends. The paper compares the defence budgets of the USA and the Russian Federation between 2000 to 2019 with the aim to analyse potential causes of fluctuations in defence spending. The purpose of the paper is to demonstrate that military budgets are dependent on a combination of various factors such as current domestic policy, the economic cycle and global security and economic issues. The work uses significant as historical milestones to analyses their impacts on the dependent variable of military budget. As these, Operation Enduring Freedom (2001), Iraq war (2003), the inauguration of the US Presidents Barack Obama and Donald Trump, the economic crisis (2007-2008), the Russian currency crisis (2014) and the Russian annexation of Crimea (2014) were identified. |
Evaluation of the Annual Physical Training Examination and Possible Suggestions for Change in the Endurance Discipline of RunningReviewed - ResearchJiří Néma, Petr Lašák, Libor Wawrzacz, Vladimír PavlíkVojenské rozhledy / Czech Military Review Nr. 3/2024, Vol. XXXIII. (LXV.): 91-109 The annual examination is an integral part of the physical training system of a soldier of the Army of the Czech Republic, which assesses his physical fitness. This assessment provides dual feedback - it informs examinees of how they are performing against normative tables and each other, and at the same time, gives commanders an idea of the current physical fitness of their subordinates. This thesis focuses on the endurance event of the 12-minute run (also known as the Cooper test). Based on data from 2011 to 2021 and nearly 50,000 evaluated tests, the potential effects of age on soldiers' physical performance and appropriate adjustments to individual age limits were examined. The analysis showed that the difficulty setting for achieving the same rating differs for both genders and that there is a different decline in physical performance with increasing age than reflected in current norms. Based on these analyses, a proposal for modifications to the annual physical training test was developed and is appended to this paper. |
Information Support of Human Resources Management in Sector of DefenseReviewed - ReviewZdeněk BednářVojenské rozhledy / Czech Military Review Nr. 1/2018, Vol. XXVII. (LIX.): 45-67 The article deals with the Information Support of Human Resources Management of the Ministry of Defense in terms of providing information on the quantity and quality of the personnel of the department for decision making processes. The first part describes the tools and methods of analysis for processing this information. The second part provides practical examples of this information support. On the basis of analytical studies the status of staff is presented in 2015 and 2016, supplemented by comments from the author, indicating possible ways of presenting and using this information in Human Resource Management. The author of the article, which presents the results of the long-standing experience of the creator of the information management support system, concludes that the data generated by this system could lead the adoption of a number of fundamental strategic decisions. |

(LXIII.): 106-120 Authors of the paper present results of research in the area of deployment and operation of multirotors, i.e., autonomous aerial systems with vertical take-off and landing (VTOL) capability. Survey of Czech Army experts' opinions based on the Delphi method points to the significance of MINI VTOL UAS project undertaking - reconnaissance VTOL autonomous aerial system. The conclusion of the analysis is the identification of the primary applications of and requirements for (concept, system, and training) successful deployment of multirotors, with framing of existing issues of technical, acquisition/program and legislative nature, and determination of their importance. The paper also explores experts' views to the acquisition and operation of multirotors in Czech Army to achieve their full operational potential, certainly available in the future battlefield. Inconsistent architecture of information sharing was identified by experts as one of the most important issues with the highest likelihood of solution in the upcoming years. |
Do Economic Determinants Affect the Size of Military Spending?Reviewed - ResearchLenka Brigzalová, Vojtěch Müllner, Jakub Odehnal, Jiří NeubauerVojenské rozhledy / Czech Military Review Nr. 3/2022, Vol. XXXI. (LXIII.): 63-83 The article aims to identify the dependence of military expenditures and selected economic determinants on the example of the V4 countries in the years 1999-2020. The following are selected as economic determinants: the size of the gross domestic product, the rate of inflation, the debt and deficit of the government sector and unemployment. Correlation analysis proved the expected relationship between the gross domestic product and the military expenditure of Hungary and especially Poland. The relationship between military spending and unemployment was confirmed for Poland, Hungary and Slovakia, the expected relationship between military spending and government debt for the Czech Republic. The linear regression model confirmed the positive effect of the gross domestic product on military expenditure in the case of Poland, the effect of the increase in military expenditure due to rising inflation in Hungary and the negative effect of increasing state indebtedness in the case of the Czech Republic. At the same time, the results did not confirm the uniformity of the factors affecting the size of the military factors in the analyzed V4 countries. |

(LXIII.): 101-120 Leadership and its styles have been in the spotlight for many years. The changing military environment and demands on army readiness bring new questions and perspectives to leadership. Leaders now face constant changes and specifications of the new modern era. Concerning these changes and transformations in society and the Army, there are new demands on soldiers and leaders at all levels of the Army of the Czech Republic. This paper provides insight and muse about both transactional and transformational leadership styles and investigates an approach to these styles by Czech military students. This paper aims to identify what leadership style Czech military students prefer at the University of Defence. This research focused on evaluating the personal characteristics required for a leadership position. To verify the relevance of the gained results, we employed paired t-test. |

(LXII.): 67-82 This study deals with long-term monitoring of physical fitness of soldiers, namely members of the 31st Radiation, Chemical and Biological Protection Regiment in order to determine whether the annual fitness test has rising trend, or in another words, whether the military service physical training process is fittingly effective. The study was carried out by comparing the assessment of physical fitness each year 2012-2019. The monitored group consisted of 316 professional soldiers, who participated in this assessment regularly, without interruption in the same disciplines. |

The paper is focused on the statistical processing of data using a new application STAT1 that works under Microsoft Office Excel. The explanation is given, the source is stated, and the comparison with alternative application software tools is mentioned. Moreover, the examples of practical utilization of STAT1 in the military area are presented. |
Optimization Dislocation of Accoutrements Military Distribution Points in the Czech Armed ForcesReviewed - Researchpor. Ing. Tatiana Macháčová, Ing. (LVII.): 73-90 The article presents four possible dislocation options of military distribution points of accoutrements in the sector of Czech Armed Forces. The article assesses the impact of those options on the driving distance, total operation costs and the value of the stocks staff uniform shirts for men. There is defined simplified model and the calculation is used localization task on the base of these parameters. Analysis of the various options and their subsequent comparison is proposed optimal dislocation distribution points. In calculation the distance value will be determined based on knowledge of the coordinates of the localized objects. The final section is using a multi-criteria evaluation of alternatives selected the most appropriate option for distribution point of military accoutrements. |
Lessons Learned Process as a Part of Management Process in the Defense SectorReviewed - Reviewpplk. Ing. Janka KOSECOVÁVojenské rozhledy / Czech Military Review Nr. 3/2016, Vol. XXV. (LVII.): 46-60 The Lessons Learned from the military operations and exercises as a system and process was introduced to the Czech Armed Forces in 2004. Since this time, it become a standard component of command and control, and one of the tools that generates impulses on the development of capability of the units and staffs, at all levels. The article discusses not only the achievements but focusing on the barriers that hinder effective development system and the lessons learned process. In the first part of the article, this loosely follows the article, published in issue 1/2015 magazine Vojenské rozhledy - Czech Military Rewiev, the authors focused on the basic principles of the process. The focus of the article is to analyse the current state of the lessons learned process with result, that one of the main problems is the misunderstanding of the process by some commanders and also analysis of the lessons identified on the strategic level. At the end of the text, the authors presented recommendations on how to overcome the identified barriers and ensure the further optimization of the process. |

(LIII.): 90-93 The aim of this work is to explain readers the so-called sociomapping method that is among others used in Czech peacekeeping units employed abroad, e.g. in Kosovo, Bosnia-Herzegovina, Iraq or Afghanistan. Sociomapping came into being in 1994, when a young scientist Radovan Bahbouh came up with the idea of this special analytical-graphical method. The method reflects the description of human activities and ways in which we could (in the positive sense) affect human lives. With Sociomapping, we can even predict the most suitable staffing of the crew. Sociomapping is shown as proper instrument, which helps to determine the problem and most important areas to focus on. |

(LIII.): 69-76 This paper deals with problem of education in a military college on the background of military-economic reality. It shows the requirements of the Bologna Declaration in the relation to economic education. Training of military officers has four levels: qualifying (in relation to the performance of different professional roles), developing (in relation to the developing leader personality), motivational (in relation to recruitment) and accepting (in relation between public and army). The economics is of great importance here. It should be beneficial for responsible managers, for their decision-making that can lead to optimization of the results based on economic behaviour, linked to motivational factors. |
The Problems of Prevention of Socially Undesirable BehaviourNonreviewed - ReviewIng. Michael HrbataVojenské rozhledy / Czech Military Review Nr. 1/2012, Vol. XXI. (LIII.): 42-55 Armed forces, civilian employees, are extremely exposed to unwanted effects of socially undesirable behaviour, as they live and meet their assignments under difficult conditions, e.g. in mission abroad, separated from their relatives, spouses, wives. The best deterrence against socially undesirable behaviour is its prevention. Legally this problem is defined in the Defence Minister Order No 53/2010, The Prevention of Socially Undesirable Behaviour. According to the author M. Hrbata, Deputy Defence Minister for Personnel, we must deal with this problem in a multidisciplinary manner, in the frame of effective organizational structure, run by competent commanders, chiefs, directors, with natural authority. |
The Professionalization of Armed Forces of the Czech Republic as an Open Project and InnovationOpinions, controversyPodplukovník Ing. (LI.): 71-80 The shift from vocational military service to all-volunteer force (AVF) could be regarded and treated as any other scholarly assignment of project management, so we can get a better look at its bugs and risks. The author applied the Valentas classification of innovation upon this AVF project in the Czech Republic and demonstrates what are main risks for its sustainability. He sees the first cause and effect in the reality that this shift lacks sufficient support by social sciences and humanities. Since 2003, only six per cent of scientists/scholars employed by the Czech Ministry of Defence have been supporting this great change. It is not enough and it makes certain incompetence within defence ministry to reach the factual aim of this move and AVF produces more and more difficulties. According to the author, the professionalization of forces in our country has not meet its main purpose--to raise professional qualities of military personnel, in spite of the fact it originally used to be the prime objective of this process. |

(L.): 3-22 This leading article deals with the sphere of strategy and defence policy. The essay is an output of scholarly work and therefore it is summarizing and evaluating problems in question with professional recommendations. First, the author draws our attention to various concepts of security and underlines national differences backed by national histories. Security concepts have their sources in deep analyses of potential threats and corresponding scenarios, with specific bias to Czech environment. He openly expresses his critical opinions on contemporary security documents, for lack of political security directions, as politicians in general have little knowledge of security and defence problems. In his opinion, the possible outcome lies in a partnership and cooperation with academics outside military and government structures, experts and members of security community, whose expert opinions could help namely to form long-term security concepts. |

The authoress explains and depicts how this method is working in the German Federal Forces (Bundeswehr). |

(XLVII.): 67-73 This piece of writing is a polemic with the article by Maj. Pernica "System of Planning, Programming, Budgeting (and Flogging a Dead Horse)? in Vojenské rozhledy 4/2005. Allegedly, the criticized article quoted some misleading statements, based on financial records, inappropriate for this purpose. Ing. Dušek does not agree with its general idea, introduced out of contexts. The Planning, Programming and Budgeting System was introduced by leading economy experts (e.g. university professor Mr. Ochrana, School of Economy, Prague). Some deficiencies and shortages are inevitable, but as a whole, the PPB system works. Statistics is a dynamic science and statistical data are to be judged only in connection with statistical methods used in years in concern. For example, in answering the Defence Planning Questionnaire, we were asked by NATO authorities to transfer entries for leasing Grippen aircrafts from modernization and development items to the operational item. Consequently, the percentage of investment purchases decreased. The same goes for the percentages of National Gross Domestic Product spent for military budget, and so on. Moreover, MoD financial department put several useful proposals how to make financial flows more clear, but the were refused by the government. |

Vítězslav Stodůlka, CSc.Vojenské rozhledy / Czech Military Review Nr. 1/2006, Vol. XV. (XLVII.): 139-143 The article deals with the teaching of management at the University of Defence. Its authors are long-standing university teachers, possessing also experiences from command and staff appointments. In recent years, the emphasis in military schools has shifted more to subjects indirectly related to civilian courses of study, e.g. the theory of management. At the Defence University Brno it covers a wide range of other subjects: economy, informatics, operational investigation, etc.; other subjects are in fact only "supporting": applied mathematics, sociology, psychology, humane resource control and law. Military management, theory of military operations, staff service, and that belong to the group of applied fundamentals. At present, "military management" at the Defence University has only a limited scope of teaching units. It is read both at bachelor and master levels of studies, inevitably many themes are duplicated. So, among others, the authors recommend to shift the core of military management teaching to higher levels of studies, at master levels. |
