The paper deals with the process of constructing temporary bridges after the devastating floods that hit Slovenia at the beginning of August. The Czech Republic has decided to donate three TMS (heavy bridge set) bridges to the Republic of Slovenia as part of humanitarian aid. The article describes the process from the dispatch of a reconnaissance team, through the evaluation of the reconnaissance, to the construction itself. The paper is based on the experiences and observations of the author, who took part in all the processes as a direct participant.

Thus, regional tailored military cooperation has gained more importance than ever before in order to tackle various threats and challenges and to strengthen crisis management capabilities. Therefore, Austria launched the Central European Defence Cooperation (CEDC) in 2010 to foster regional security cooperation and to promote modernisation of military resources. Two years later, Austria co-founded the EU Mountain Training Initiative, which closely coordinates training and education with the NATO Mountain Warfare Centre of Excellence in Slovenia. This paper aims at analysing and discussing current initiatives and possible ways of improving Central European security cooperation between NATO member states and Austria.

The article analyses the Host Nation Support (HNS) planning process in five separate phases according to the NATO procedures. The author emphasizes the importance, purpose and result of every planning stage. The main objective of the article is to apply general rules to the concrete examples of international air forces exercises. The author further identifies his comprehension of HNS formed in the specific conditions of the 22th Helicopter Base. The logistic planning process analysis is based on the experience from exercises Ramstein Rover and Ample Strike held in the period of 2012-2014. The paper is focused on exercises preparatory stages that create the basis for a successful accomplishment of the executive part. The results of the article present the trend of planning responsibility delegation to the tactical level and define the specifics of adapted planning process. The author's contribution may be used as a lead for the future application of the HNS concept.

The recent public poll "Transatlantic Trends" indicates descending popularity of NATO among new member nations. The author (among others, the former deputy to the Slovakian National Assembly and the Council of Europe) calls upon discussion on this topic. He reminds that the primary purpose of the so-called Visegrad Group (V4-the Czech Republic, Hungary, Poland, Slovakia) was to join the North Atlantic Treaty Organization. He offers his views on such a diverse and stimulating array of Euro-Atlantic defence and security related issues, related to the building of new European security architecture. We must bear in mind that no one can expect any single nation, even including the only remaining world superpower, to address all the diverse and transnational risks of the 21st century alone. Therefore, the EU/ V4 need to keep ties with NATO as NATO links US global power to the regional capabilities of the European allies.

The article deals with the some legal aspects of Western military aid to Ukraine. The first part briefly analyzes the Russian Federation's attack on Ukraine from a "just war" perspective. The following part is devoted to individual perspectives of different branches of international law on military aid to Ukraine - the law of neutrality, ius ad bellum, ius in bello, issues of co-belligerency and state responsibility for complicity in internationally illegal actions. The conclusion summarizes the findings and gives an answer to the question why Western aid to Ukraine mostly does not violate the norms of international law.

Voices about the need to build a joint European Union army have been appearing on the European scene for several years, but recently these voices have become stronger, especially after the Russian invasion of Ukraine. Therefore, in the article, the authors deal with the issue of the possibility of creating a common European army. They draw on from socio-scientific political science approaches to current security frameworks, examine the current state, and at the same time point out that, despite the threats Europe is facing, there is still no clear plan for how such an army should be created. Considering the facts mentioned in the article, the authors state that the creation of a common European army, at least for now, seems unlikely, as a supranational model of the European army would require the transfer of sensitive national competences from the member states to the EU level.

The article presents more than ten years of experience in testing the abilities of pilots during flight control on flight simulators. A hypothesis is stated about the possibilities of finding common features in flight control, the basic mathematical apparatus for evaluation is presented, the flight simulators used and, of course, the achieved results are presented. 110 pilots have already been tested and a total of 2360 missions - test flights - have been simulated. Subsequent mathematical analysis provided approximately 40,000 results suitable for further statistical processing. This amount of data obtained from realistically simulated flights provides a prerequisite for defining applicable conclusions to the proposed mortgages. For the needs of subsequent certification, a proposal for the pile measurement methodology was also prepared, which summarizes both the theoretical approach to pile testing and the procedure for carrying out tests on individual simulators. Part of the proposed methodology includes an overview of the software created to facilitate the recording of data from individual missions, as well as software for own analysis of the measured data from the missions.

The purpose of the article is to present a situational analysis of the education and training system in the field of security in the Republic of Bulgaria in 2021, in which internal and external threats, strengths and weaknesses, problem areas and possible solutions will be highlighted. The subject of the article is the education and training system, as the specific subject is the education and training system in the field of security in the Republic of Bulgaria.

The article is a creative elaboration and proposal for optimization of selected activities of the human resources management process in the Ministry of Defense, which have a fundamental influence on achieving the set goals of personnel policy of the Ministry of Defense. The article builds on the analysis of the "status quo" of the human resource management in the Ministry of Defense, carried out with the help of dimensional and stakeholder analysis, sector analysis PESTLE-M, and questionnaire survey with a sample of officers (students of career courses KVD and KGŠ). It also uses the results of capability-based scenario, on which a prediction of the future needs of personnel and financial resources is calculated and demonstrated. For selected activities of the human resources management process their possible content is discussed, as well as the effects (or the necessity to set them accordingly) of internal and external process controllers.

The article deals with current state of infantry fighting vehicles training and evaluates current status of training documentation (mainly based on own experience). It focuses on the development of crew training mainly based on example of wheeled IFV PANDUR II. The goal of the paper is open a professionally discussion on the topic the IFV´s crew training. Mainly evaluates training maps, which the author regards as essential.

Effective strategic management is determined by several factors. Firstly, it is influenced by knowledge, experience and skills of all stakeholdersresponsible for preparation of strategic decisions and decision taking. Secondary and no less importantly, it depends on the quality of internal business processes dealing with all aspects of defence policy formulation and execution. Outputs from strategic management are strategic, conceptual, planning and evaluating documents. This article offers hierarchy of strategic documents defines their purpose and content and outlines responsibilities for their elaboration. Recommendations reflect assessment of current legal and procedural framework, strategic management theory and best practise. Ambition is to propos for consideration one of many possible solutions in order to reinforce strategic defence management.

The paper deals with the issue of the purpose, creation and practical use of scenarios during operational concepts development. The scenar- ios reflect the fundamental characteristics of the environment in which the military missions will be conducted in the next 15-20 years. The paper defines the type of scenarios useful for creation of operational concepts and requirements that must be met for a successful process of scenarios development. Further, it describes the process of scenarios development, the main risks associated with this process while suggesting the possibility of reducing the rate of those risks.

The article provides partial results of the research Strategic Analysis Methods applicable within the Defence Department of the Czech Republic. This research addresses a low level of use of strategic analysis methods in the development of strategic and conceptual documents of the department. In the years 2017 and 2018, interviews with the processors of these documents were carried out and the problems related to the use of strategic analysis methods in sector planning were analysed. In particular, the article analyses the content and utilization process of stakeholder analysis method, SWOT analysis, future scenarios, benchmarking and GAP analysis.

No military operation is conceivable without logistics. It is widely known, however, the origin of the term logistics is not unambiguously stated in publications and sometimes refers to ancient Greek. There is no doubt that the term "logistique" was first used by the general of Napoleonic army Antoine-Henri Jomini and Lieutenant Colonel George C. Thorpe, U. S. Marines, anglicized Jomini's term to "logistics". Among many distinguished authors that paved the way to the current theory of military logistics cannot be omitted Rear Admiral Henry Eccles. It is also worth to mention Austrian-American economist Oskar Morgenstern and his attempt to outline a consistent language between military and business logistics and to formulate a general theory of logistics.

The book Paradigms of Military Tactics, compiled by Pavel Zůna, deals with the principles of fighting at the tactical level on more than 300 pages.

The theoretical journal Vojenské rozhledy was founded in 1920. Its publishing was interrupted twice, but it has continued until now. The aim of the article is to evaluate the importance of the journal for development of the military and security theory and practice and to reflect on its possible future. Attention is paid to the focus of the magazine during the Czechoslovak First Republic. The article also deals with the attempt to issue Vojenské rozhledy during the Second World War and unsuccessful efforts to restore it after 1945. The article also deals with the circumstances of publishing and aiming of the magazine Vojenská mysl, which replaced Vojenské rozhledy in the period 1950-1991. Since 1992 it has been continuously published under the original name Vojenské rozhledy. The author concluded in his analysis that, despite the changed conditions, which make it difficult to publish theoretical journals in general, the Vojenské rozhledy are irreplaceable in the Czech conditions.

Based on the content analysis method, this study analyzes the first ever published security strategy of the Israel Defense Forces, which was published in 2015. The main objective of the paper is not only to present the circumstances of its creation and discuss the main objectives of this strategic security document, but also to outline the broader geopolitical context from which it emerged. The authors argue that the document primarily emphasized two areas - the use of force and capacity building of the Israeli military. Among other things, the publication of the strategy was intended to have a deterrent effect. In the conclusion, the authors compare the Gideon Plan and its follow-up, the Tnufa Plan, and point to the considerable importance that consensus among political and military elites has in the implementation of such a document and reflect on what lessons and inspiration can be drawn from this case in our geographic space in the process of formulating or reformulating strategic security documents.

The concept of strategic communications rose to prominence especially with the events linked to the Crimea annexation and Russian intervention in Eastern Ukraine. As such it has been mostly related to the reactive fight against disinformation and propaganda or other elements of the hybrid campaign. This paper aims to point to the much broader potential for the tool of strategic communications in support of goals in the realm of national security and defence, while it is understood as proactive efforts and specific mindset using the information effect to advance national interests. Based on the literature review, benefits of strategic communications beyond hybrid campaigns are identified also in the fields of foreign military operations, counterinsurgency, counter-terrorism, deterrence and crisis management. It describes the informational, particularly, the cognitive, dimensions of these security threats as well as of the measures to counter them.

The goal of this review article is to briefly describe the development trends in the conceptualization of the phenomenon of hybrid warfare and to try a basic comparison of the key features of twenty important concepts with emphasis on selected Western, Russian and Chinese theoretical concepts. A substantial part of the article also deals with a closer characterization of hybrid warfare with the intention of clarifying the possible relationship of this type of warfare to the activities of the Czech Armed Forces. In connection with the importance of hybrid warfare and hybrid threats, the article is supplemented with essential recommendations that the Czech Republic and the Czech Armed Forces should reflect. The emphasis on content and the above arguments confirm that looking at the phenomenon of hybrid action and warfare as a novelty is very debatable. Rather than a new concept of warfare, it is a newly accentuated term "hybrid" describing long-known combinations of power tools used.

The study presents a meritorious view of the traditional operational factors of space, time and force. On the background of the first and second phases of the War in Ukraine, it examines how the relevant factors shape the use of military force in operations, clarifies their mutual correlation, interference, application connections and also causality. The results of the study demonstrate the necessity of a correct and holistic perception of operational factors for effective deployment and employment of military forces in the contemporary operating environment. The main benefit of the study, applying the heuristic and inventive function of analogy from the open sources of available identified knowledge from the deployment of military forces in the War in Ukraine, is the mediation of model examples of a comprehensive vision of the effects of how operational factors shape the use of military force in contemporary high-intensity warfare operations.

The US military presence in Afghanistan has been the subject of retrospective analyzes that facilitated the identification and learning of important lessons for future military actions. This article analyses, through the case study method, the way defense resources were managed from a sustainable development perspective, focusing on the durable effects of the main projects aimed at ensuring this country's initial steps towards a sustainable development destination. As a result, this study points to the positive potential that the military instrument could have in a country's efforts to achieve sustainable development goals, highlighting the way that unsustainable management practices can compromise or even nullify the progress in this area. Consequently, the main product of this research is a model of unsustainable use of defense resources that decision makers should know and avoid in the future, to obtain long-term beneficial results.

In the September Scottish referendum of its separation from the United Kingdom of Great Britain and Northern Ireland, the majority of Scottish voters decided against these efforts. But in case of success, Scottish nationalists originally projected considerable military forces. A five-million nation should have had defence budget of 2.5 billion pounds a year, which is in fact roughly a double of the Czech defence budget! During subsequent ten years after independence, the new Scottish Government planned armed forces of 15,000 regular and another five thousand reserve personnel. The article focuses on this rather unknown dimension of Scottish independence debate.

The article is devoted to the draft law on defence financing, which aims to oblige the government to allocate an amount of at least 2% of GDP to defence in every draft law on the state budget. During the inter-ministerial comment procedure, the Supreme Audit Office expressed doubts whether the draft means anything more than an unenforceable political commitment in relation to the Chamber of Deputies". The article convincingly demonstrates, with the help of legal argumentation and interpretation of the Constitution of the Czech Republic, the Rules of Procedure of the Chamber of Deputies, as well as the established case law of the Constitutional Court of the Czech Republic, that if approved, the Chamber of Deputies will also be bound by the Defence Financing Act when approving the state budget. To do otherwise would violate constitutionality.

The article outlines the outcome of a comprehensive researche aiming at the enhancement of decision making within the defence and operational planning processes. Both processes differ in purpose, neverthelles they are challenged by the very same problém to find solutions with maximum operational effectiveness of armed forces capabilities at minimum cost to achieve objectives. It applies constructive simulation namely the software instruments of MASA SWORD and assess its potential to support the process of capability requirements identification and validation of potential alternatives to achieve objectives. It provides reasonable evidence that constructive simulation is a valuable instrument to support the evidence based decision making within in the processes of defence planning and operations planning proces. Constructive simulation allows to identify the most suitable solutions in terms of both operational effectiveness and costs.

Long-term cuts in military expenditures of European allied countries caused growing differences within the Alliance which can be seen in uneven sharing of military burden and in behaviour called free-riding. The aim of this contribution is to define possible approaches to the freeriding identification and to analyse military expenditure development in relation to conclusions and recommendations declared at the NATO Summit in 2014. The results of military expenditure analysis identify only a small group of countries which, from a long-term point of view, follow the recommendations of the Alliance in the form of allocating a corresponding amount as percentage of GDP and in the form of a recommended structure of military expenditures.

The participation of women in the armed forces creates many challenges to their integration in a masculine-dominated mechanism. Traditionally, military service embodies the macho culture where a certain type of physical strength is required, attainable only through the male frame. The traditional military personnel model represents a young male force that is supported by spouses who stay at home but modern warfare and the inclusion of technology have opened many chances for women to be included in the armed forces. Therefore, the aim of this paper is to highlight various fields of armed forces where women in Pakistan may or may not be suitable to be integrated. The paper descriptively analyzes the participation of women in armed forces in general and in the Pakistan Armed Forces in particular. Recommendations highlight the combat operations relevant to the Pakistan Armed Forces context which women can or cannot be integrated into.

The article aims to identify the dependence of military expenditures and selected economic determinants on the example of the V4 countries in the years 1999-2020. The following are selected as economic determinants: the size of the gross domestic product, the rate of inflation, the debt and deficit of the government sector and unemployment. Correlation analysis proved the expected relationship between the gross domestic product and the military expenditure of Hungary and especially Poland. The relationship between military spending and unemployment was confirmed for Poland, Hungary and Slovakia, the expected relationship between military spending and government debt for the Czech Republic. The linear regression model confirmed the positive effect of the gross domestic product on military expenditure in the case of Poland, the effect of the increase in military expenditure due to rising inflation in Hungary and the negative effect of increasing state indebtedness in the case of the Czech Republic. At the same time, the results did not confirm the uniformity of the factors affecting the size of the military factors in the analyzed V4 countries.

The article holistically analyses current strategies for the use and development of nuclear forces of the USA and Russia and analytically reflects their mutual doctrinal interactions. It deals with the conditions under which the U.S. and Russia may opt for using their nuclear weapons and reflects also related issues of modernization and development of their actual nuclear forces. The author argues that both superpowers did not manage to abandon the Cold War logic or avoid erroneous, distorted or exaggerated assumptions about the intentions of the other side. The text concludes with a summary of possible changes and adaptations of the American nuclear strategy under the Biden administration as part of the assumed strategy update expected for 2022.
